Last week at the National Association for the Education of Young Children (NAEYC) Conference, Senior Advisor on Early Learning Jacqueline Jones announced the Department of Education’s plan to create the first ever Office for Early Learning. The object of this new office will be to correct the isolation in which federal early learning programs and funds have functioned and provide the strong coordinated collaboration necessary to dramatically improve early learning services.

(HELENA) --- The Montana State Library (MSL) is pleased to announce that it has received $45,000 in grant funds from two separate Montana foundations. The First Interstate BancSystem Foundation, based in Billings, awarded the State Library $35,000, and the Dennis and Phyllis Washington Foundation, based in Missoula, awarded the State Library $10,000. The money will be used to expand the Montana State Library’s statewide early literacy initiative, Ready 2 Read. Launched in 2009, the Ready 2 Read program is an effort to help parents and caregivers understand the value of sharing language and literacy with their children. The program has provided collections of high-quality children’s books to libraries, early childhood training to librarians, and extensive information and training to parents and caregivers on the importance of sharing books with children from birth forward. “New research suggests that there is no greater investment than in early childhood education,” said Darlene Staffeldt, Montana State Librarian. “Montana libraries have evolved to meet the challenge of providing programs, services, and materials for our youngest library patrons – children from birth to three years old. We look forward to working with the First Interstate BancSystem and Washington Foundations to expand our offerings even further.” Funding from First Interstate BancSystem Foundation will be used to support training of librarians to further their expertise in early literacy and early childhood education.

For preschoolers in the United States, the pressure is on to learn math early and learn it well. The No Child Left Behind Act (NCLB) has put pressure on schools to make sure that all students are meeting state standards for achievement, and this has resulted in more rigorous math curricula and testing, starting in early elementary school. With increased public attention on the value of high-quality early childhood education, the pressure to perform has trickled down to our youngest students, and preschools are taking a closer look at their math programs and making adjustments that will prepare “little learners” for the challenges of elementary school.  And parents are always searching for better ways to boost their youngsters’ mastery of early math.

The Response-to-Intervention (RtI) movement is enabling public education in the United States to evolve from a reactive model in which students had to seriously deteriorate before being moved on to special education programs, to one that emphasizes early and high-quality research-based interventions in regular programs that generate useful data with which to make key decisions for each struggling student. This evolution, however, has taken place against a backdrop of legal requirements for special education referrals and evaluations that remain almost unchanged from those of more than 30 years ago. The meeting of RtI innovations and the traditional child-find requirement of the Individuals with Disabilities Education Improvement Act of 2004 (IDEA 2004) has many scratching their heads over exactly how the rules fit into the modern intervention era. Both the misconceptions that have become commonplace, as well as the legal disputes created by this juncture, make one wonder whether we truly grasp the fundamental child-find obligation of the IDEA in its present context.

Putting LAMP (Language Acquisition through Motor Planning) to Work: AAC Strategies to Promote Communication Friday, May 20, 2011, 8:00 a.m. to 2:30 p.m. Mountain – PACER Center, Bloomington, MN, register Language Acquisition through Motor Planning (LAMP) is a therapeutic approach based on neurological and motor learning principles.  The goal is to give individuals who are nonverbal or have limited verbal abilities or speech a method to independently and spontaneously express themselves.  This workshop is for parents, professionals, and SLPs and will give an overview of the LAMP treatment approach, discussion of the components of LAMP and how and why children with autism would benefit from using a voice output AAC device, and discussion of features that are beneficial for teaching language to children with autism and other disabilities.  Lunch will not be provided.  A one hour lunch break will be taken and maps to area restaurants will be provided.  This free workshop will offer 0.5 ASHA CEUs.

The Individuals with Disabilities Education Improvement Act (IDEIA) of 2004 makes significant and controversial changes to the Individuals with Disabilities Education Act (IDEA). Two very significant changes in this law are provisions that (a) allow school districts to spend up to 15% of their IDEA Part B funds on early intervening services in general education settings and (b) prohibit states from requiring that school districts use discrepancy formulas to determine if students are eligible for special education services in the category of learning disabilities. Additionally, Congress recommended that school districts use a response to intervention procedure in both early intervening services and for the identification of students with learning disabilities. In this article we first describe two significant reports that recommended that Congress abandon the current eligibility system in special education for students with high-incidence disabilities. Second we explain how Congress and the U.S. Department of Education changed the special education eligibility system for learning disabilities in the IDEIA and the regulations that implemented the IDEIA. Third we review due process hearings and court cases that have addressed response to intervention. Fourth we offer recommendations to teachers, administrators, and teacher trainers to ensure that they meet the letter and spirit of these new requirements of the IDEIA.
