It's unquestionable that Research4Life has had a significant impact in improving access to research information for communities in developing countries. I do have a number of criticisms about how the program is organized and delivered, however. 1. Publisher participation in the program is 'entirely voluntary', without 'a single contract (being) signed between any of the partners' (Aaronson, 2004), meaning that publishers can opt out at any point. This issue was highlighted in 2011 when Elsevier, Lipincott Williams & Wilkins, Springer and the American Association for the Advancement of Science (AAAS, publisher of Science Magazine) withdrew access to over 2500 journals through the HINARI system. Following international attention, and widespread condemnation, publishers restored access, with Elsevier announcing that they were in discussions with the government in Bangladesh to transition towards a paid licensing scheme (Wise, 2011). 2. Countries that meet the eligibility criteria of the program (which are based on the World Bank's listing of Lower and Lower Middle Income Countries) are sometimes excluded. Take for example India or Pakistan- although these countries are in the lists of eligible countries, the publishers deliberately exclude participation to protect whatever business they may have in these countries. So although hundreds of institutions could benefit, they exclude access to protect the business they receive from a handful of institutions. 3. Access to content is delivered through a single username and password for each institution. This is problematic for librarians, as they are unable to ensure the security of the password (a well-meaning researcher may share the password with a colleague in another institution, violating the license agreement). Abuse of institutional accounts has severe consequences, and librarians are sent messages from Research4Life threatening to not only cut off the institution, but all institutions in their country if they

IFLA GUIDELINES ON INFORMATION LITERACY FOR LIFELONG LEARNING* Final draft By... - 6 views

  •
The guidelines provides a conceptual template to guide the creation of information literacy (IL) programs in academic and school libraries as well as public libraries. It is meant for the educators, librarians and information facilitators at the international level to help them to frame the IL efforts. In fact it is also of value to anyone who may need to start an IL program and would like a general conceptual framework. The document is divided into ten chapters that comprise the organizational spectrum of information literacy work, including a definition of concepts, a proposal for information literacy standards, a section on obtaining institutional commitment, the management of the learning process, including personnel development, educational theories, among other basic topics on how to implement the program, plus a list of key IL terms with their definitions, and a bibliography for further reading.

Creative collaboration, the paper App by Fiftythree - 6 views

This is a neat idea. You start a sketch on your tablet and send it out into the world. Someone else sees your sketch and is inspired to do something else to it. Through successive iterations you have a new sketch that many people have collaborated on. It turns into something unexpected and new.

Opening the Textbook: New Opportunities for Libraries and Publishers? | Ithaka S+R - 0 views

"What solutions might we find within our community to solve the problem of rising textbook prices? In our latest issue brief, Nancy Maron, Ithaka S+R's Program Director for Sustainability and Scholarly Communications, looks at recent trends in textbook publishing and suggests that collaborations between university presses and academic libraries might yield a new breed of textbook more aligned to the needs of faculty and students."

Open Access Scientific Publishing and the Developing World by Jorge L. Contreras :: SSRN - 1 views

  •
"Responding to rapid and steep increases in the cost of scientific journals, a growing number of scholars and librarians have advocated "open access" (OA) to the scientific literature. OA publishing models are having a significant impact on the dissemination of scientific information. Despite the success of these initiatives, their impact on researchers in the developing world is uncertain. This article analyses major OA approaches adopted in the industrialized world (so-called Green OA, Gold OA, and OA mandates, as well as non-OA information philanthropy) as they relate to the consumption and production of research in the developing world. The article concludes that while the consumption of scientific literature by developing world researchers is likely to be significantly enhanced through such programs, promoting the production of research in the developing world requires additional measures. These could include the introduction of better South-focused journal indexing systems that identify high-quality journals published in the developing world, coupled with the adjustment of academic norms to reward publication in such journals. Financial models must also be developed to decrease the reliance by institutions in the developing world on information philanthropy and to level the playing field between OA journals in industrialized and developing countries."

Media Smarts: Kids Learn How to Navigate the Multimedia World - 3 views

Y mediante el uso de las herramientas que nos da el acceso abierto a la información, enriquece la manera en que los docentes pueden acercar el conocimiento a sus estudiantes.
  •
This is an excellent video summarizing all the skills and necessity of them in a participatory culture. Everyone is spending more and more time in the multimedia world these days, especially the youth, who can be considered the most vulnerable. An ability to perceive all the information we are getting through a critical lens is profound, as is an ability to dissect and understand the logic of multimedia. Learning the tricks of graphics, cinema, music studies (collectively called "communication studies"), young people learn to understand and create media, find new ways to express themselves efficiently in an ever-changing world and supplement the traditional ("written") curriculum, which is behind the needs of today's man. The point is illustrated nicely by George Lucas, founder of The George Lucas Educational Foundation (GLEF): "Everybody is affected by this, and it should be taught in school." I agree 100%.
  •
Re-thinking communication skills is absolutely essential for all educators, since much of the communication students are faced with during a day comes in the shape of different kinds of media. But the result of this is also that we need to address the fact that not all educators are necessarily equipped to teach about media because it's rarely included in teacher's programs (especially if you were trained twenty or thirty years ago). So the video makes a lot of good points about media-literacy and hopefully our educational systems will make sure that educators are given the tools to include this in their classrooms.
