    This title is SO meaningful. People always ask what librarians do in this digital-Google-era. Librarians enable access, that is what they do! And in many ways. In educating people on open access, how to search databases, by searching databases for patrons, by searching the full-text, by contacting other libraries to get interlibrary loans, etc. etc. etc. The role of the librarian today is still very important and relevant. Technologies did not diminish the role of the librarians, technologies pushed it to very advanced, specialized and precise roles.

    It's unquestionable that Research4Life has had a significant impact in improving access to research information for communities in developing countries. I do have a number of criticisms about how the program is organized and delivered, however. 1. Publisher participation in the program is 'entirely voluntary', without 'a single contract (being) signed between any of the partners' (Aaronson, 2004), meaning that publishers can opt out at any point. This issue was highlighted in 2011 when Elsevier, Lipincott Williams & Wilkins, Springer and the American Association for the Advancement of Science (AAAS, publisher of Science Magazine) withdrew access to over 2500 journals through the HINARI system. Following international attention, and widespread condemnation, publishers restored access, with Elsevier announcing that they were in discussions with the government in Bangladesh to transition towards a paid licensing scheme (Wise, 2011). 2. Countries that meet the eligibility criteria of the program (which are based on the World Bank's listing of Lower and Lower Middle Income Countries) are sometimes excluded. Take for example India or Pakistan- although these countries are in the lists of eligible countries, the publishers deliberately exclude participation to protect whatever business they may have in these countries. So although hundreds of institutions could benefit, they exclude access to protect the business they receive from a handful of institutions. 3. Access to content is delivered through a single username and password for each institution. This is problematic for librarians, as they are unable to ensure the security of the password (a well-meaning researcher may share the password with a colleague in another institution, violating the license agreement). Abuse of institutional accounts has severe consequences, and librarians are sent messages from Research4Life threatening to not only cut off the institution, but all institutions in their country if they

    Research4life is a great program by committed government and non-government organizations dedicated to produce valuable researches that will improve the life of people. Librarians play an important role in assisting researchers find valid, current, relevant information in order to produce a reliable output or results that will help humankind's betterment of living.

Research4Life - A short overview - 1 views

    This is a brief synopsis covering the main aspects of Research4Life, including information about the creators and stakeholders, criteria for access, its composition and training given. In 2001 Research4Life was initially started by WHO with HINARI (Health InterNetwork Access to Research Initiative) to enable developing countries to access free or greatly subsidized biomedical and health literature. From 2003-09 this type of access to the AGORA, OARE and ARDI databases of scientific journals and books became available to over 77 poorer developing countries by Cornell and Yale Universities, FAO, UNEP and WIPO with other publishers. Institutions are required to meet specific criteria and categories to be entitled to the right to use of Research4Life resources. A few case studies are described which clearly show the impact Research4Life has had so far. We are informed of the future plans for the project too. This article gives a clear insight into how first world organisations are giving researchers and the populace of less developed countries the opportunity to advance their own research and development by providing access to current information and data.

    Publishing has transited from traditional to Electronic format making information resources available to users without much subscription. E-publishing is engendered by the introduction of information and communication technology (ICT), this development has brought about increase in the number of scholarly communication in circulation. The awareness and rate of e-publishing differs among faculties, it based on this that this study was carried out to survey the situation of e-publishing and open access of librarians in three federal universities in Southern Nigeria, five research questions were formulated to guide the study. The methodology adopted is descriptive survey, questionnaire was given to a total population of 64 librarians consisting of librarians from the institutions understudy, the data collected from the study shows that though librarians are aware of e-publishing but they have not being publishing as should have been expected in University of Nigeria Nsukka (UNN) out of the 95% that aware of electronic publishing only 30% have published there articles electronically, in University of Lagos (UNILAG) 100% indicated that they have published electronically while in University of Benin (UNIBEN) 45.4% percent indicated yes while 54.5% said they have not published their articles electronically. On availability of open access it was discovered that they have access as a total of 84% from UNN responded Yes, UNILAG 100% said Yes while in UNIBEN 90.9%. The following problems based on their scoring militating against e-publishing and open access in Nigeria. Inadequate power supply; inadequate computer terminals; inadequate funding for subscription payment.

All of these details are all easy to associate with a particular computer user when insufficient privacy protections are in place.

    Librarians in Massachusetts are working to give their patrons a chance to opt-out of pervasive surveillance. Partnering with the ACLU of Massachusetts, area librarians have been teaching and taking workshops on how freedom of speech and the right to privacy are compromised by the surveillance of online and digital communications -- and what new privacy-protecting services they can offer patrons to shield them from unwanted spying of their library activity.

    It's absolutely shameful that so few library and information science journals are open access: if any professional associations have a professional imperative towards improving the scholarly and cultural communication processes, it is librarians and other information professionals. This substantial (but still woefully short) list of open access journals that publish on library and information science will be a great resource for those of us in this course who are aspiring or practicing librarians. As we've heard over and over again throughout this course, advocacy is absolutely essential if open access principles are ever to receive wider acceptance and implementation; that's why it's important that, as practicing information professionals, we use open access publications for our research whenever we can. Lists like this one allow us to streamline our research in ways that align most closely with our professional values, though of course currently there just isn't enough published to allow us to rely exclusively on open access material for our own work. But having lists like this also allows us to determine where our research should be submitted; otherwise, by publishing in paid journals, we are only making things worse. This all being said, most lists like this that I could find online were either outdated and incomplete, part of a larger database that made hyperlinking difficult, or-like this one-they lacked any explanation of what sorts of articles could be found within; even this one hasn't been updated in eighteen months. But as is so often the case with open access, we must take what we can get.

The article discusses what open access is (and what it isn't) and some of the biggest discussion points on the issue today. It's a great overview and well worth the read if you want an overview or a refresher on the topic!

    This blog covers a lot of relevant concepts related to OA, but a finer point need to be clarified. Regarding Google Scholar, not everything retrieved from GS is OA. GS is a web crowler, it crows wherever it is allowed, including references and citations to articles behind paywalls. On the other hand, many librarians are working to make their paid journals subscriptions available to their faculty and students via Google Scholar. So when faculty/students are on their universities' network, they can search GS, find articles from journals. If their library subscribes to that journal, there is a good chance a link to the full text will be available.

    I agree with the point that "findability" for green OA articles is a current problem. We need a PubMed or Web of Science for green OA articles!

    "In 2013, Jeffrey Beall published an attack on the open-access scholarship movement in tripleC: "The Open-Access Movement Is Not Really About Open Access". This article examines the claims and arguments of that contribution. Beall's article makes broad generalizations about open-access advocates with very little supporting evidence, but his rhetoric provides good examples of what Albert O. Hirschman called the "rhetoric of reaction". Specifically, it provides examples of the perversity thesis, the futility thesis, and the jeopardy thesis in action. While the main argument is both unsound and invalid, it does show a rare example of reactionary rhetoric from a librarian."

    "Responding to rapid and steep increases in the cost of scientific journals, a growing number of scholars and librarians have advocated "open access" (OA) to the scientific literature. OA publishing models are having a significant impact on the dissemination of scientific information. Despite the success of these initiatives, their impact on researchers in the developing world is uncertain. This article analyses major OA approaches adopted in the industrialized world (so-called Green OA, Gold OA, and OA mandates, as well as non-OA information philanthropy) as they relate to the consumption and production of research in the developing world. The article concludes that while the consumption of scientific literature by developing world researchers is likely to be significantly enhanced through such programs, promoting the production of research in the developing world requires additional measures. These could include the introduction of better South-focused journal indexing systems that identify high-quality journals published in the developing world, coupled with the adjustment of academic norms to reward publication in such journals. Financial models must also be developed to decrease the reliance by institutions in the developing world on information philanthropy and to level the playing field between OA journals in industrialized and developing countries."

    The different approach needed to market traditional educational resources and OER

    Thank you for sharing. The article highlight a real-life problem. I am sure in my country many faculty members and librarians of higher educational establishment are not aware of OER and therefore they prefer safe and sure textbooks. Librarians should be first to explore, understand and market this type of resources. At the same time time may be needed in order to change educational policy and choice of textbooks.
