DRL requests proposals that support local independent media outlets and public broadcasters and enhance media literacy in Estonia, Latvia, and Lithuania. By focusing on the supply of and demand for objective information, the program aims to improve the competitiveness of credible, professional media, and foster expanded domestic audiences for fact-based, reliable information.

The purpose of this APS is to solicit innovative concept papers from international and local organizations that can propose the best approach for blind and deaf inclusive education in Mali. This will be done through a two steps application process consisting of: (a) the submission of an initial concept paper and then, (b) the submission of a full application, as detailed in Section II. he FETP graduates, staff and trainees are important assets and help build sustainable public health capacity in their countries. Through public health conferences they share field epidemiology experiences and present work investigations through oral and poster presentations. This collaboration reinforces best practices in applied epidemiology, training, surveillance, and response and introduces new tools, concepts, and training materials. However, the region’s FETPs can be more effective if their collaboration extends beyond scientific conferences. Network development can enhance surveillance, investigation and response capacity globally through regular communication and exchange of information and allow for more robust response to regional and national public health threats. In 2009, the FETPs in the East Mediterranean Region (EMRO) began to organize a network in the Middle East that partner with MOH FETP representatives, CDC and EMRO closely collaborate to strengthen existing national FETPs and regional disease surveillance. This close collaboration and networking among programs is critical as the globe faces new and re-emerging public health threats. The recent outbreaks of Ebola and Zika viruses clearly demonstrate the need for strong local and regional programs that can mobilize rapid response teams quickly and assist countries and global partners to control disease and strengthen public health infrastructure.

The purpose of this FOA is to provide technical assistance (TA) to the Government of Kenya (GOK) and implementing partners in strengthening their capacity to design and implement systems to collect, analyze, interpret and disseminate high quality HIV data. To achieve this, the awardee(s) will complete activities under the following program areas: Program Area A - Surveillance and Epidemiology: Support the GOK and its partners in strengthening their capacity to design, implement, analyze, disseminate, and use data from epidemiologic studies to adequately and accurately measure outcomes and impact, while informing decision making and policy in the national and sub-national HIV response. Epidemiologic studies will include surveillance, surveys, operations research/implementation science and public health impact evaluations. Program Area B - Monitoring and Evaluation: Strengthen the Monitoring and Evaluation (M&E) capacity of health workers in program data collection, analysis and reporting as well as cohort analysis and program evaluation. The support will also include review, revision and roll out of M&E framework, tools, policies and standard operating procedures (SOPs), M&E coordination and collaboration at national and sub-national levels and support strengthening quality of HIV data through training and mentorship. Program Area C - mHealth: The third component will entail supporting the GOK units such as the National AIDS and STI Control Program (NASCOP), National Public Health Laboratory Services (NPHLS) and Kenya Medical Supplies Agency (KEMSA) in mobile technology innovations (mHealth) projects that leverage mobile technologies to enhance efficiencies in the delivery of prevention, care and treatment of HIV.

Human Rights, Accountability, and Access to Information in the Democratic People's Republic of Korea (DPRK or North Korea)

This NOFO will support achievement of national targets for 2018 antiretroviral therapy (ART) scale-up towards the UNAIDS Fast Track Targets in Ukraine. The recipient will implement innovative and effective recruitment and case management models for persons who inject drugs (PWID) and men who have sex with men (MSM) at the community level. These innovative changes will increase uptake of HIV community based testing and increase ART initiation for these populations. The recipient will pilot risk network-based testing using point-of-care recency assays to link recently infected PWID to care. The project will focus on the six regions with the highest HIV burden (Dnipropetrovsk, Mykolayiv, Odesa, government controlled areas (GCA) of Donetsk, Kyiv City, and Kherson) and continue to work in six additional medium burden oblasts (Cherkasy, Poltava, Chernihiv, Zaporizhzhya, Kirovohrad, and Kyiv). The recipient will also increase the capacity of the Government of Ukraine’s Center for Public Health (CPH) and regional monitoring and evaluation (M&E) centers specialists to conduct data analysis using statistical software and build institutional capacity to conduct economic evaluations of HIV interventions. Illustrative strategic information (SI) activities include development of trainings to support the Ministry of Health (MOH) and the newly established CPH in using statistical software, routine analysis of surveillance data, study design, and research protocol development.

T.R.I.B.E. - a new network of residency spaces in the Balkans and East Europe, dedicated to research and production of Transitory Art, launches its first open call for artistic and research residencies to take place between March 2013 and April 2014. TRIBE network aims to examine vital cultural, political and social questions in a way that will produce fresh perspectives via research and artistic outputs. WHAT IS A TRIBE RESIDENCY? A TRIBE residency is a production or research residency for artists and researchers taking place in Ljubljana, Prague, Istanbul, Nicosia & other locations. TRIBE is a network interested in forming a mobile group of artists and researchers to participate in discussions, interventions and innovations related to the first TRIBE theme: Transition & Utopia (more information on the TRIBE theme can be found below). Works produced will be exhibited in two exhibitions taking place in Istanbul and Ljubljana. Common events for TRIBE group, workshops and a symposium for researchers will take place in Nicosia.

The Cultural Programs Division within the Office of Citizen Exchanges, in the Bureau of Educational and Cultural Affairs (ECA) announces an open competition, pending the availability of funds, for four projects under the FY13 Creative Arts Exchange (CAE). CAE initiatives are arts-based international people-to-people exchanges that support and further U.S. Department of State foreign policy objectives. Programs are implemented in close coordination with U.S. Embassies and Consulates abroad. Eligible themes and/or artistic genres for CAE initiatives are determined annually based on ECA strategic priorities. Under the FY2013 CAE Open Competition, ECA will accept project proposals under the following themes: Economic Statecraft and the Arts, Arts in Collaboration, Community Engagement through the Arts, and Professional Development in the Arts. The Bureau of Democracy, Human Rights, and Labor (DRL) announces the availability of funding for programs that support Internet freedom under the ?Governing Justly and Democratically? Foreign Assistance program objective. DRL invites organizations interested in potential funding to submit statements of interest (SOI) outlining program concepts and capacity to manage projects that will foster freedom of expression and the free flow of information on the Internet and other connection technologies around the world. This announcement does not constitute a formal Request for Proposals: DRL will invite select organizations that submit SOIs to expand on their ideas via full proposal separately. This solicitation is focused only on aspects of Internet freedom programming related to technology development.

AUTHORITY: Grant making authority for the Program for Research and Training on Eastern Europe and the Independent States of the Former Soviet Union (Title VIII) is contained in the Soviet-Eastern European Research and Training Act of 1983 (22 U.S.C. 4501-4508, as amended). PURPOSE: Congress determined that independently verified factual knowledge about the countries of Eastern Europe and Eurasia is critical to the national security of the United States, the furtherance of its national interests in the conduct of foreign relations, and the prudent management of its domestic affairs. Congress further concluded that providing a stable and dedicated source of financial support for Title VIII functions supplementing other Federal, State, local, regional, and private sector funding is critical to maintaining this important research and training on a long-term, national scale. The development and maintenance of U.S. expertise on these regions depends upon a national capability for advanced research by highly trained specialists with in-country experience. These specialists are a national resource available for service in and out of Government. In order to guarantee the existence of that knowledge and the capability to sustain it, certain essential functions are necessary, including: a. graduate training; b. advanced research; c. public dissemination of research data, methods, and findings; d. contact and collaboration among Government and private specialists; and e. American specialists? firsthand experience of the countries of Eastern Europe and Eurasia, including on-site advanced training and research to the extent practicable. Travel bursaries are available to participate in this project, which uses Rachel Carson's 'Silent Spring' to explore the relationship between arts and science research through two workshops at the University of York and Birkbeck, London in 2013, the first at York on Friday 1st March 2013. We can offer a limited amount of bursaries for up to £50 (on provision of receipts) to post-graduates and early career researchers for travel to York. The foundation supports scientific research in all areas of environmental protection, as well as communication on scientific environmental information. The research results of the funded projects should be applicable into societal decision making in Finland, or support national environmental goals in some other way.  Foundation emphasizes environmental research that is solution-oriented and promotes collaboration between actors. The U.S. Embassy Islamabad Public Affairs Section (PAS) announces an Open Source RFP and invites organizations to submit a proposal supporting people-to-people activities between the people of the United States and Pakistan, specifically in the area of filmmaking and capacity building within the film industry. These activities should expand people-to-people relationships between non-officials (e.g. academic scholars and filmmakers), strengthen peaceful regional relationships, and increase mutual understanding between the people of the United States and the people of Pakistan. Film has the power to transform lives, communities, and societies, and create a more just, humane, and sustainable future. Program goals: 1. Expand Filmmaking Capacity: Provide Pakistani filmmakers with training on professional standards in filmmaking, with venues to exhibit their work and opportunities to engage in substantive dialogue with film industry professionals. 4. Strengthen Regional Cooperation between Afghanistan, Pakistan and India: Increase mutual understanding on a regional level by including Indian and Afghan filmmakers in film capacity-building projects. 5.
