    This NOFO will support implementation and acceleration of comprehensive HIV prevention, care, and treatment programs for HIV/AIDS epidemic control in Fort Portal Region of Uganda. This will entail implementation of comprehensive HIV/AIDS services in line with the new WHO guidelines,including targeted HIV testing services (HTS) to find more people living with HIV (PLHIV), especially men and key and priority populations (KP/PP) through HIV care and treatment; TB/HIV prevention, diagnosis, and treatment;elimination of Mother-to-Child Transmission (eMTCT); Voluntary Medical Male Circumcision (VMMC); services for orphans and vulnerable children (OVC); and associated laboratory and strategic information (SI) services through a health systems strengthening approach. Additionally, the recipient will work closely with the Ministry of Health (MOH) to strengthen the technical capacity of regional structures and District Health Teams (DHTs) for an effective public health decentralized HIV/AIDS response. Expected outcomes include improved access,coverage, and quality of HIV services ensuring 90% of PLHIV know their status;90% of people diagnosed with HIV infection receive antiretroviral therapy (ART); and 90% of those on treatment are virally suppressed.

    Under the 2016 - 2020 Country Development Cooperation Strategy (CDCS), USAID/Zimbabwe anticipates awarding a five-year $25 million cooperative agreement to provide technical assistance to the Ministry of Health and Child Care (MOHCC) at the national level and in Manicaland province. This award will be made through a full and open competition, under which any type of organization is eligible to apply. Building on the achievements of current USAID-supported activities, the purpose of the activity is improved maternal, youth, and child health and survival in beneficiary communities and populations. This activity will improve the health of women, youth, and children in Manicaland by strengthening maternal, newborn, child health and family planning (integrated MNCH-FP) service delivery throughout the continuum of care, i.e., from the home, to the community, to the primary care facility, and to the tertiary referral hospital. Continuum of care refers to a concept involving a system that guides and tracks patients over time through a comprehensive array of health services spanning all levels and intensity of care. Integrated MNCH-FP service delivery refers to combining together MNCH and FP health services in order to expand access to care, increase efficiencies, and improve health outcomes. The activity will also increase access to a broader range of family planning methods through outreach services at the national level.

Strengthening Public Health Capacity and Guidelines to Implement HIV Programs through C... - 0 views

    The international community is committed to ending the AIDS epidemic by 2030 and achieving the following interim targets: 90 percent of people living with HIV (PLHIV) know their status, 90 percent of those with HIV are on treatment, and 90 percent of those on treatment are virally suppressed by 2020. As PEPFAR resources are limited, effective partnerships continue to be critical in ultimately achieving epidemic control. CDC has partnered with the WHO since the inception of PEPFAR, and is able to draw on the WHO’s comparative advantage to issue international health guidelines and standards. This NOFO will strengthen public health capacity and guidelines to fast track HIV programs down to the district level in PEPFAR supported countries to achieve the 90-90-90 targets and move towards ending the AIDS epidemic by 2030. Key areas of collaboration as guided by the Joint Strategic Framework on the WHO and PEPFAR cooperation on HIV/AIDS include: prevention, care and treatment scale up, integrated service delivery, strengthening health systems, strategic information, and country support.

Countering North Korea (DPRK) Missile and Nuclear Program - 0 views

    CTR will prioritize proposals that efficiently meet NOFO and programmatic goals at the lowest technically acceptable cost. ISN/CTR sponsors foreign assistance activities funded by the Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) account, and focuses on mitigating proliferation risk from state and non-state actors in North-East Asia, South Asia, the Middle East, and North Africa. The United States government seeks to use all available tools to exert pressure on the DPRK to curtail its proliferation of weapons of mass destruction (WMD) and related delivery systems and induce the DPRK to denuclearize. Specifically, the DPRK uses external procurement and trade networks to acquire nuclear and missile materials and technology and to finance its WMD program. While several United Nations Security Council Resolutions (UNSCRs) obligate states to prevent the proliferation of nuclear weapons, and their means of delivery, and establish appropriate domestic controls over related materials, some countries lack the capacity and resources to fully comply with the UNSCRs. ISN/CTR will contribute to United States government efforts to pressure the DPRK by building capacity in partner countries to counter-DPRK proliferation activities and enforce the relevant UNSCRs.

    Access to quality assured diagnostics and laboratory services is critical to the effective diagnosis, treatment, and management of HIV and other HIV-related diseases, including TB. Achieving an AIDS-Free Generation and the UNAIDS 90-90-90 targets requires establishment and operationalization of laboratory and diagnostic networks, including strong and sustainable collaborations with partners.To date, PEPFAR-supported laboratory and integrated diagnostic network strengthening efforts have led to improved access to the quality diagnostic and patient monitoring services required to support the HIV clinical cascade. However, work remains to establish and maintain the partnerships and collaborations required to support these efforts. This NOFO will focus on building and strengthening sustainable networks and partnerships to support laboratory systems, policies, and data use in PEPFAR-supported countries; improving in-service laboratory safety and science competencies through quality training for laboratory professionals; collaborations across partner organizations, laboratory professionals, and clinicians; strengthened public health laboratory and diagnostic network capacity, quality, and functionality; and improved access to high quality and effective technical assistance (TA) resources.

    This NOFO builds upon the achievements so far made in strengthening the health systems ability to achieve HIV epidemic control in Ethiopia and supports the implementation of comprehensive HIV/AIDS programs in the four emerging regions focusing on priority scale-up and sustained sub-national units (SNUs). The recipient will also provide technical assistance (TA) to the Federal Ministry of Health (FMOH) and seven Regional Health Bureaus (RHBs) having direct awards with CDC - including two city administrations - and other government organizations as appropriate, with the ultimate goal of strengthening local ownership and attaining the UNAIDS 90-90-90 goals for epidemic control of HIV/AIDS. The recipient will ensure that adequate capacity is built at the RHB and lower SNU levels for a gradual transition of activities considered to be matured, including site-level activities implemented in the four emerging regions. The nature of TA during the 5 year project period may change depending on program dynamics and readiness of organizations in the emerging regions as well as TA recipients. The recipient will also be engaged in planning and rolling-out support of new US and host government initiatives and interventions developed to improve performance and achieve targets set to achieve epidemic control in top priority SNUs.

    The purpose of this Funding Opportunity Announcement (FOA) is to solicit revision applications from currently funded International Centers of Excellence for Malaria Research (ICEMR) investigators. These awards will support the conduct and oversight of observational studies or implementation studies to evaluate the impact of in-country, approved vector control and malaria prevention interventions on the incidence, prevalence, and transmission of malaria. This program will leverage the baseline data, infrastructure, and capacity established by the ICEMRs. The studies will augment or use the established malaria surveillance systems to study the impact of the vector control and malaria prevention interventions on human health outcomes. This FOA solicits three distinct types of studies: Study Type 1 is a Controlled Environment study, Study Type 2 is an Observational study, and Study Type 3 is an Implementation study. For Study Type 3 (Implementation study) this FOA supports a "Go/No-Go" approach to funding, which is significantly different from most U19 projects. Continued funding for the full award duration is dependent upon achieving negotiated "Go/No-Go" criteria by the end of Year 2 of the revision award. Applications may propose only one project for each Study Type.

    The overall goal of this funding opportunity announcement (FOA) is to utilize a district model approach to scale-up HIV prevention and treatment interventions to create an AIDS free generation in four districts in Lesotho. This will be achieved by implementing interventions to expand coverage of provider-initiated testing and counseling (PITC) and linkage into care services and treatment; reduce the rate of mother to child transmission to less than 5% and keep the mother-baby pairs alive; increase coverage of HIV treatment both to reduce AIDS-related mortality and to enhance HIV prevention; ensure that all TB-HIV co-infected people are initiated on antiretroviral therapy (ART) and retained in care; and strengthen the capacity of District Health Management Teams (DHMT) to routinely deliver high quality HIV programs in each district. The goal and activities of this FOA are in alignment with the Lesotho National HIV/AIDS Strategic Plan (NSP) . The four service districts will be Leribe, Berea, Quithing, and Qacha's Nek, which have a combined estimated population of 750,000.

    This NOFO seeks to provide infrastructure support and technical assistance to Mozambican Ministry of Health (MOH) health clinics and facilities in order to scale-up HIV and TB services through PEPFAR. This NOFO will provide technical assistance to help address MOH infrastructure needs as well as providing overall alternative solutions to improving the health infrastructure either through renovations, pre-fabricated (pre-fab) structures, or equipment necessary for the improvement of HIV/AIDS and TB services across the clinical cascade. Sites for infrastructure support will be selected based on MOH and PEPFAR priorities. Health centers may require different infrastructure solutions which may include pre-fab structures for warehouses, pharmacies, laboratories, and medium-sized health units. Supported health facilities may be geographically dispersed throughout Mozambique and involve rural and urban areas. The accomplishment of these objectives will support the Government of Mozambique’s goal of promoting epidemic control through an increased facility maximum HIV patient capacity and will in turn facilitate the country’s HIV strategic goals.
