This funding opportunity announcement (FOA) addresses the strong need for an electronic repository system in Rwanda. The system will be a web-based monitoring and reporting system to be used by all USG PEPFAR-funded agencies and implementing partners operating in the country, including the Rwandan Ministry of Health, the Rwanda Biomedical Center, and other PEPFAR implementing partners. An initial assessment of the existing electronic system will provide insights on whether or not maintenance, upgrade, or the development of a new platform will address the needs of PEPFAR Rwanda. A flexible and stable platform is needed and will serve as the unique repository of PEPFAR Rwanda program data at the country level. It will be used to generate PEPFAR periodic reports, including the semi-annual and annual progress reports and additional ad hoc requests. The purpose of this FOA is to develop a new system or upgrade and maintain the existing web-based reporting system that has been in place since 2008 and build local capacity within the USG team to manage and maintain the system. The system should include automated checks for data quality. In doing so, the system will add new functionality (e.g., dashboard to easily view achievement of indicators, etc.) as well as add additional data variables to be used for HIV program planning and implementation. The Division of HIV/AIDS at the Rwanda Biomedical Center (RBC) will be one of the major users of the data stored and managed on the system, and the successful applicant will be expected to work closely with this division to refine some of the data elements collected to ensure harmonization with the national system.

The purpose of this Funding Opportunity Announcement (FOA) in Malawi is to strengthen the laboratory systems by training human resources, improving laboratory infrastructure, building capacity in data management and use, and improving quality management systems. The objectives are to provide pre-service and in-service training for various cadre or laboratory staff, and to equip and perform alterations and refurbishments to at least 10 laboratories to perform essential microbiology, mycobacteriology, parasitology, hematology and chemistry. The FOA will also develop laboratory information management systems (LIMS) and improve the use of generated data in decision making, increase quality by supporting laboratories to develop and adhere to quality management systems (QMS), and strengthen quality control and quality assurance. The activities of the program will include health systems strengthening by increasing human resources, implementing necessary alterations and refurbishment to physical infrastructure, improving the specimen referral system, and improving data generation and handling capabilities through an electronic information system.

CDC Tanzania is seeking to enter into a cooperative agreement to provide software development and other health information systems (HIS) related support services to United Republic of Tanzania government ministries, agencies or departments. The partner(s) will help increase the use of electronic systems to improve delivery of services, increase the number of interoperable systems exchanging and sharing data to support evidence-based decision making, and improve the alignment between health information systems and health sector service delivery and management requirements.

The purpose of this funding opportunity announcement (FOA) is to strengthen capabilities of the Ministry of Health (MOH) and District Health Teams (DHTs) to conduct the following activities: (1) monitoring and evaluation (M&E) of HIV program including service quality assessment, (2) district led HIV programming (DLP); (3) conducting population case-based surveillance, and lastly (4) strengthening the Ministry of Health (MOH)-owned national Health Management Information System (HMIS), to generate timely, valid, consistent and complete data. This FOA is part of the PEPFAR overall sustainability plan and transition of HIV/AIDS monitoring and evaluation into the primary national health care system towards alignment to the national HIV/AIDS M&E framework and achievement of one national M&E system. The FOA also supports the PEPFAR implementation of a sustainability plan and investments in public health systems, quality improvement, and public health workforce development. At the end of the project, the main expected outcomes include increased use of information for evidence-based decision making, effective health programming at the district levels, and a well-functioning Health Management Information System. All the data collection and reporting activities will emphasize maintaining patients' and participants' confidentiality by treating information that they disclose in a relationship of trust. All of the information provided by patients/participants will be kept confidential and secure in locked rooms/drawers with limited access. Any data analyses will be conducted after all personal identifying information have been removed from electronic datasets.

The 2014-2016 Ebola Virus Disease (EVD) outbreak in Liberia exposed the acute vulnerability of Liberia's public health system. Limited laboratory capacity and resources, including lack of diagnostic capacities to test for infectious diseases, an unreliable blood supply with inadequate blood services, and poor to non-existent infection prevention and control (IPC) resources and practices in health facilities and laboratories left the Liberian health system unprepared for the EVD outbreak. Significant investments and gains have been made since 2014 to strengthen Liberia's public health system; however, the system remains fragile. The US Centers for Disease Control and Prevention (CDC), in coordination with the Government of Liberia (GOL) and local and international partners, continues to support health system strengthening activities, further building Liberia's capacity to prevent, detect, and respond to disease outbreaks at their source. This NOFO supports activities to strengthen laboratory capacities, further developing a competent laboratory workforce and expanding diagnostic capacities, reinforced through laboratory quality management activities; improved blood transfusion practices to build and maintain quality blood transfusion services; and strengthening infection prevention and control practices, with the goal of reducing transmission of epidemic prone diseases and antimicrobial resistance within healthcare facilities. These activities align with Global Health Security Agenda priorities in preventing, detecting and responding to potential public health threats. In order to continue efforts to maintain and expand Liberia's capabilities to prevent, detect, and respond to potential infectious disease outbreaks, CDC, the GOL, and partners must work to ensure a rapid diagnosis of infectious diseases.

Reliable, efficient laboratory services and networks are fundamental components of effective, well-functioning health systems and are essential for patient management, disease detection and control and surveillance. The purpose of this funding opportunity announcement (FOA) is to support the Ministry of Health in Mozambique to strengthen the integrated national laboratory network in order to ensure the provision of quality laboratory services for clinical diagnosis, screening, research, and surveillance to support HIV care and treatment and the achievement of an AIDS free generation. The FOA will address the following cross-cutting elements of laboratory systems: governance and management of the integrated laboratory network, strengthening institutions to build and retain a quality laboratory workforce, and building technical and scientific capacity and implementing quality management systems towards accreditation. The Division of Computer and Network Systems (CNS) supports research and education activities that invent new computing and networking technologies and that explore new ways to make use of existing technologies. The Division seeks to develop a better understanding of the fundamental properties of computer and network systems and to create better abstractions and tools for designing, building, analyzing, and measuring future systems. The Networking Technology and Systems (NeTS) program supports transformative research on fundamental scientific and technological advances leading to the development of future-generation, high-performance networks and future Internet architectures.Under this umbrella, the National Science Foundation (NSF) and the National Institute of Information and Communications Technology (NICT) of Japan have agreed to embark on a collaborative research program to address compelling research challenges that arise from networks supporting future demands of device proliferation and data objects. This NSF solicitation parallels an equivalent NICT solicitation. Proposals submitted under this solicitation must describe joint research with Japanese counterparts who are requesting funding separately under the NICT solicitation.This research and development program addresses three specific challenges that arise when environments with trillions of device and information objects are connected via networks.

The Division of Computer and Network Systems (CNS) within the National Science Foundation's (NSF) Directorate for Computer and Information Science and Engineering (CISE) supports research and education activities that seek to develop a better understanding of the fundamental properties of computer and network systems. The Networking Technology and Systems (NeTS) program in the CNS division supports transformative research on fundamental scientific and technological advances leading to the development of Next Generation Internet (NGI) and Advanced Wireless Networking (AWN) systems and technologies. NSF/CISE and the European Commission's (EC) Directorate General for Communication Networks, Content and Technology (DG CONNECT) seek to enable US and European Union (EU) researchers to collaborate to address compelling research challenges in NGI and AWN. Topics of interest include, but are not limited to, software-defined infrastructures; network function virtualization; resource management in support of content delivery; open data architectures for shared, federated research infrastructures; advanced wireless technologies; and research software tools to support advanced wireless and smart city/community testbeds.

Nigeria has a projected estimated population size of 203,452,505 (July 2018), which makes Nigeria the most populous nation in Africa. The country's National Health Act 2014 (NHA 2014) was signed into law on October 31, 2014 and provides a legal framework for the regulation and management of Nigeria's national health system, however, much work is needed to operationalize the law. Monitoring and mitigating recurring infectious disease outbreaks, as well as detecting and controlling emerging infectious diseases, will be impacted by multiple factors that include inadequate surveillance and response systems, weakened or non-existent infrastructure and health systems and poor coordination among stakeholder agencies. Nigeria is a major gateway to many global destinations. In July 2014, the index case in the Nigeria Ebola Virus disease outbreak arrived at the international airport in Lagos, Nigeria. This index patient potentially exposed 72 persons at the airport and the hospital where he was admitted. The Federal Ministry of Health (FMoH), with guidance from the Nigeria Centre for Disease Control (NCDC), declared an Ebola emergency and rapidly implemented a response using all available public health assets and resources. An Ebola Incident Management Center (a precursor to the current Emergency Operations Center) was established to rapidly respond to the 2014 outbreak. Using an Incident Management System (IMS) to coordinate the response and consolidate decision making, largely contributed to helping contain the Nigeria outbreak early.

Timely and reliable laboratory data are an essential component of a well-functioning national health system. This FOA will support strengthening the quality, accessibility, and sustainability of the NHLS across a six-tiered network, i.e., at the national, zonal, regional, district, health center, and dispensary levels. Technical assistance will focus on improving the quality assurance of HIV rapid testing, TB microscopy and GeneXpert; Early Infant Diagnosis (EID) and Viral Load (VL) testing; establishment and maintenance of efficient sample referral system and transport networks; implementation of laboratory Quality Management Systems; implementation of Laboratory Information Management Systems; scale up of EID and VL monitoring programs; quantification and forecasting of laboratory commodities; HIV Drug Resistance Surveillance; and, effective use of laboratory data for program management.

Human resources (HR) are an essential component of Zimbabwe's health system, and are therefore critical for an effective response to the HIV epidemic. Still recovering from the effects of the political crisis in the first decade of the 21st century, the country's health institutions are understaffed and the workforce overburdened. Efficient information systems can provide knowledge to equitably distribute scarce human resources. This includes both applications to manage information about the health sector workforce and means to electronically share information across systems. This notice solicits applications for the Resilient and Responsive Health Systems (RRHS) Initiative - South Sudan, a multi-year program to strengthen human resources for health (HRH) to address public health challenges like HIV/AIDS, tuberculosis (TB) and malaria in South Sudan. This initiative also seeks to achieve health system resiliency by addressing fundamental health systems constraints that impede the availability of and access to quality health services by supporting the implementation of national health strategies and recovery plans to respond to emerging epidemics, prevent, manage and control HIV/AIDS, TB, malaria, and other communicable and non-communicable diseases, and improve population health outcomes.

PEPFAR South Sudan has prioritized supporting the MOH in strengthening their national laboratory system with the primary objective of supporting the diagnosis, treatment, prevention and surveillance of HIV through high-quality laboratory services. This funding opportunity announcement (FOA) solicits technical assistance (TA) to strengthen the GOSS MOH laboratory and blood transfusion services systems. Outcomes will include the overall strengthening of the National Reference Lab, implementing and achieving accreditation for quality assurance systems; strengthening service delivery through increased technical assistance to lab testing programs, and training and accreditation for the national blood safety programs. The ultimate outcome is a national integrated quality-assured network of tiered laboratories providing quality clinical laboratory services with the capacity to support the diagnosis, treatment, prevention and surveillance of HIV and other diseases and support the establishment of the National Public Health Laboratory (NPHL) and the National Blood Transfusion Services (NBTS).

Botswana has both a high prevalence of HIV (25% among persons 15-49 years of age) and a high incidence of TB (455 new cases per 100,000 population per year). Drug resistance is a concern with both diseases. High quality surveillance and monitoring data are needed for effective disease control efforts. This funding opportunity announcement (FOA) has two primary objectives. Both are meant to support ongoing efforts of the Botswana Ministry of Health (MOH). The first objective is to strengthen the capacity of the TB laboratory and surveillance systems focusing on drug resistance and system integration. The second objective is to a) complete the national rollout of PIMS II (Patient Information Management System) to health care facilities and development of the national data warehouse and b) to support development and implementation of an HIV surveillance strategy at national- and district-levels.

The purpose of this funding opportunity announcement (FOA) is to strengthen HIV strategic information (SI) in Senegal through design and implementation of a national HIV case reporting system and other surveillance activities in support of the national Strategic Information (SI) program. This announcement allows for the expansion of existing HIV surveillance activities in Senegal with the following program goals and objectives: * Implementing a round of surveillance among pregnant women attending ANC based on routine prevention of mother-to-child transmission of HIV (PMTCT) program data by 2016 through the evaluating and strengthening the quality of routine PMTCT data and HIV testing. * Supporting the Senegal National AIDS Control Program (CNLS) to establishing a national HIV case surveillance system by 2019 through the strengthening and expansion of the pilot case surveillance system initiated in 2013.

USAID/Cambodia seeks to make a five-year award focused on the goal of improving the quality of public and private health services in Cambodia in a sustainable manner through technical assistance to national and sub-national health systems. The activity will achieve this goal through four objectives: 1) improved policies, guidelines and standards for streamlined quality assurance; 2) increased efficiency and effectiveness of service delivery; 3) strengthened regulatory framework, implementation, and enforcement; and 4) strengthened pre-service public health training. Under these objectives, the award will support the Ministry of Health, Provincial Health Departments, Operational District Offices and Referral Hospital Management to improve the quality of health services through targeted technical assistance and limited introduction of new techniques, approaches, and technologies that improve quality of health services in both the public and private sector. The award will build upon existing, effective quality assurance systems and ensure that they incorporate a focus on USAID/Cambodia's technical priorities (maternal and child health, family planning, nutrition, tuberculosis, HIV and malaria). In addition, a major focus of the award will be ensuring quality of health services provided in the private sector. This will include, but is not limited to, strengthening licensing and regulation of service providers and monitoring of service quality in the private sector toward the development of an accreditation system for both public and private providers.

The State Department's Bureau of International Narcotics and Law Enforcement Affairs (INL) has been working with the Government of the Republic of Tunisia to enhance the capacity of Tunisia's criminal justice system since 2011. This includes efforts to improve the capacity of civilian law enforcement to provide citizen security; improve the capacity of the corrections system to provide safe, secure, and humane treatment of inmates; and improve the capacity of the justice sector to provide access to justice and maintain the rule of law throughout the country. The goal of INL's corrections reform project is to enhance the performance and capacity of Tunisia's corrections institutions. This includes the development of a professional and sustainable corrections system that provides humane, safe, and secure imprisonment.
