Partnerships for International Research and Education (PIRE) is an NSF-wide program that supports international activities across all NSF supported disciplines. The primary goal of PIRE is to support high quality projects in which advances in research and education could not occur without international collaboration. PIRE seeks to catalyze a higher level of international engagement in the U.S. science and engineering community. International partnerships are essential to addressing critical science and engineering problems. In the global context, U.S. researchers and educators must be able to operate effectively in teams with partners from different national environments and cultural backgrounds. PIRE promotes excellence in science and engineering through international collaboration and facilitates development of a diverse, globally-engaged, U.S. science and engineering workforce.

PEPFAR South Sudan collaborates closely with the Republic of South Sudan (RSS) Ministry of Health (MOH) and other key partners to implement the HIV/AIDS National Strategic Plan (NSP) and has developed a five year PEPFAR strategy for the RSS. By targeting geographic areas with high HIV prevalence, PEPFAR will assist the RSS to reach the HIV programmatic goal/tipping point of 16,000 net new HIV patients on treatment and an annual reduction of new HIV infections to below 13,000 by 2017. A primary objective to reach this goal requires improved availability and quality of HIV services for families and other high-impact populations using a public health approach. Under this funding opportunity announcement (FOA), PEPFAR South Sudan prioritizes working in collaboration with the MOH to implement the following approaches: 1) expand HIV testing and counseling (HTC) through high-yield testing approaches, 2) improve access to ART services for pregnant and breastfeeding mothers, their partners, and children, 3) strengthen pediatric HIV testing, care and treatment within a family centered approach, and 4) advance the development of a sustainable infrastructure for South Sudan's workforce. This FOA solicits a combination of capacity building and mentorship for the RSS MOH at the national, state and local levels as well as through direct service delivery to complement the MOH, Global Fund and other partner efforts to scale-up HIV prevention, care and treatment programs in South Sudan.

As described in detail below, this program is intended to encourage collaborations by US and Israeli researchers focused on foundational research in all areas of cybersecurity that is likely to have impacts on the security and trustworthiness of cyberspace in the long term. NSF will fund the US researchers and BSF will fund the Israeli researchers. Proposals must be respondent to the Small category (up to $500,000 over 3 years for the NSF-funded portion) and the Trustworthy Computing (TWC) perspective specified in the NSF Secure and Trustworthy Cyberspace (SaTC) solicitation. US researchers should obtain pre-approval from NSF before submission. US and Israeli collaborative researchers must each submit the identical research description to NSF and BSF (respectively), with each budgeting for their own participants, and including a copy of the budget for the counterparts. US participants must include a release document. All proposals will be reviewed by NSF; those selected for funding will have separate agreements with NSF (for US researchers) and BSF (for Israeli researchers).

This Funding Opportunity Announcement invites applications from U.S. or African research institutions to plan research training and capacity building programs focused on emerging viral epidemics in collaboration with institutions in Guinea, Liberia, and/or Sierra Leone.The application should propose a collaborative planning process to develop training approaches that will create sustainable research capacity for the early identification, transmission prediction, testing of public health responses, and assessing and addressing long term health sequelae related to emerging viral diseases that have the potential for regional and global pandemics.

The goal of the Vaccine Action Program (VAP) is to support collaborative vaccine-related research projects that ultimately reduce the burden of infectious diseases of importance in India, the U.S., the South Asian region and globally. Applications are encouraged from organizations/institutions that propose to conduct vaccine-related research through U.S.-Indo collaborations on a variety of infectious diseases, including immunologic characterization.

The goal of the Vaccine Action Program (VAP) is to support collaborative vaccine-related research projects that ultimately reduce the burden of infectious diseases of importance in India, the U.S., the South Asian region and globally. Applications are encouraged from organizations/institutions that propose to conduct vaccine-related research through collaborations with Indian investigators on the following: dengue, influenza (including avian influenza), malaria, enteric diseases, HIV/AIDS, and tuberculosis.  Basic, translational, clinical, or epidemiological vaccine research may be proposed (no clinical trials will be supported under this FOA).

The Holodomor Research and Education Consortium (HREC) announces its 2018 Research Grants Competition. Applications will be considered that focus on Holodomor research, publishing of research results, preservation of materials, and organization of and participation in conference sessions and workshops dealing with the Holodomor. Grants for individuals will not exceed $6,000 Canadian. The majority of grants in past years have ranged from $1,000 to $3,000. HREC is also accepting proposals for collaborative projects that engage scholars and institutions from both in and outside Ukraine. Collaborative grants may be awarded for a maximum of $15,000 Canadian.

The U.S. government's (USG) Global Health Security Agenda (GHSA) envisions a world safe and secure from global health threats posed by infectious diseases. The U.S. Centers for Disease Control and Prevention (CDC) is assisting the Governments globally to meet key International Health Regulations (IHR) (2005) requirements through the implementation of the GHSA. CDC seeks to partner with the Georgian Ministry of Agriculture, through a cooperative agreement in a collaborative effort to achieve specific goals in three focus areas of the GHSA specifically: 1. workforce capacity development through FELTP, 2. the "One Health" approach through coordination and collaboration, and 3. Laboratory system strengthening. The proposals funded through the cooperative agreement will respond to Zoonotic Disease Prevention of the GHSA by supporting the Georgian National Animal Health Plan, expanding and updating a cadre of the workforce and training of public health veterinarians to work with epidemiologists and laboratorians in the context of evidence-based timely detection and response, and adapting the One Health approach with the expected outcomes of stopping the diseases in animals before they spill-over into humans and strengthening the current surveillance system.

USAID/Guatemala hereby solicits concept papers from U.S. and non-U.S. organizations for engaging with USAID Guatemala under the Partnerships for Prosperity (P4P) APS. USAID/Guatemala is committed to strategic partnerships as a means to increase the impact of its development work and make it sustainable. Partnerships enable USAID/Guatemala to leverage private sector assets, innovation, markets, and expertise. The P4P APS emphasizes partnerships that allow USAID/Guatemala to collaborate and jointly define development challenges with the private sector, identify the most impactful solutions, and address these through mutual contributions of resources. USAID/Guatemala seeks such partnerships through the Partnerships for Prosperity APS in areas where USAID and the partner share development objectives. These development objectives include addressing malnutrition, employment for youth, clean water and sanitation, education technology, improved natural resource management, and reducing corruption. The Public Affairs Section of the U.S. Embassy South Africa of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program focused on strengthening existing ties and fostering new collaboration between U.S. and African universities. The Public A Priority Region: Project activities must take place in South Africa and the United States, and be directed at South African audiences/participants. Program Objectives: The goal of the University Partnerships Initiative (UPI) is to strengthen existing ties and foster new collaboration between U.S. and South African universities. Focus areas include promoting faculty and student exchanges, facilitating joint research, building administrative capacity, and creating public-private partnerships. Program proposals should address how relationships between institutions will be sustained after U.S. government funded efforts are concluded. The United States-Israel Collaboration in Computer Science (USICCS) program is a joint program of NSF and the United States - Israel Binational Science Foundation (BSF).  The program supports research projects that develop new knowledge in the areas of theory of computing; algorithm design and analysis; design, verification, and evaluation of software systems; and revolutionary computing models based on emerging scientific ideas.

This Funding Opportunity Announcement (FOA) encourages collaborative research applications on drug abuse and addiction that take advantage of special opportunities that exist outside the United States. Special opportunities include access to unusual talent, resources, populations, or environmental conditions in other countries that will speed scientific discovery. Projects should have relevance to the mission of NIDA and where feasible should address NIDAs international scientific priority areas (http://www.drugabuse.gov/international/research-priorities). While the priorities will change from year to year, in FY15 priority areas include: linkages between HIV/AIDS and drug abuse; prevention, initiation, and treatment of nicotine and tobacco use (especially among vulnerable populations such as children, adolescents, pregnant women, and those with co-morbid disorders); the neuroscience of marijuana and cannabinoids; and the effect of changes in laws and policies on marijuana and its impact. The R21 activity code is intended to encourage exploratory and developmental research projects by providing support for the early and conceptual stages of these projects. These studies may involve considerable risk but may lead to a breakthrough in a particular area, or to the development of novel techniques, agents, methodologies, models, or applications that could have a major impact on a field of biomedical, behavioral, or clinical research. Projects of limited cost or scope that use widely accepted approaches and methods within well-established fields are better suited for the R03 small grant activity code.
