Deterrence, Mass Atrocity, and Samantha Power's "The Education of an Idealist" - 0 views

  • In Power’s Pulitzer Prize-winning A Problem from Hell, American force is one of many foreign policy tools that can and should be bent toward civilian protection and atrocity prevention globally; for many of her critics from the left, American force is to be dismantled; for many of her critics from the right, American force should serve core national security interests and nothing more.
  • In A Problem from Hell, Power argues that US policymakers did not act to stop genocide because they did not want to; in her memoir, she relates how a room full of civil servants whose thinking had been shaped by her first book found themselves in a years-long limbo over complex human disasters in Syria and Libya. Together, these cases constitute a real-time test of the “toolbox” of interventions Power first proposed at the end of A Problem from Hell; together, they reveal both the problem at the heart of her theory of foreign policy, and the still all-too-slender slate of effective policy alternatives to force across the political spectrum.

Would Libyans have been better off in the absence of an American-led intervention, or would they have been worse off? Would Syrians have been better off for U.S. intervention, or would they have been worse off for it?

  • the implicit promise of force underlies each alternative set of policies Power proposes. Actors who are willing to abandon mass atrocity campaigns voluntarily may be easily deterred — but actors committed to a mass atrocity campaign could find themselves diplomatically isolated, operating under economic sanction, or threatened by prosecution, and still continue to wage campaigns of death. “Stop this or else” undergirds threats when a powerful actor makes them. The toolbox’s logic is ultimately escalatory as a result: force is a tool of last resort, but no other tool works without the latent presence of American military force.

Russian Mercenaries in Great-Power Competition: Strategic Supermen or Weak Link? | RAND - 2 views

  • Russia's worst-kept secret is its increasingly heavy reliance on private security contractors—really, mercenaries—to maintain a Russia-favorable global status quo and to undermine its competitors' interests. This reliance on mercenaries stems from a known capability gap

In Mozambique, Wagner mercenaries stumbled through the kinds of partner-building efforts at which U.S. special operations forces tend to excel. They offended the locals and reportedly double-crossed allies to make money. Islamic State insurgents have successfully attacked and killed them on poorly secured roads. Mercenary disinformation tactics in Mozambique backfired. What was billed as a Russian power play in a former Soviet client state looks like a disaster in the making.

UAE, Egypt prepare for Haftar's exit after loss of Wattiyah air base | | Mada Masr - 1 views

  • Egypt and the United Arab Emirates, two of the principal backers of the Libyan National Army (LNA), and its commander, Khalifa Haftar, have decided to abandon the renegade general after more than a year of a failed military campaign to take Tripoli, according to Libyan and Egyptian officials.
  • The move comes as Haftar is losing internal support as well, with powerful tribes and political allies in Libya abandoning him.

How Many Guns Did the U.S. Lose Track of in Iraq and Afghanistan? Hundreds of Thousands... - 0 views

  • In all, Overton found, the Pentagon provided more than 1.45 million firearms to various security forces in Afghanistan and Iraq, including more than 978,000 assault rifles, 266,000 pistols and almost 112,000 machine guns. These transfers formed a collage of firearms of mixed vintage and type: Kalashnikov assault rifles left over from the Cold War; recently manufactured NATO-standard M16s and M4s from American factories; machine guns of Russian and Western lineage; and sniper rifles, shotguns and pistols of varied provenance and caliber, including a large order of Glock semiautomatic pistols, a type of weapon also regularly offered for sale online in Iraq. Taken together, the weapons were part of a vast and sometimes minimally supervised flow of arms from a superpower to armies and militias often compromised by poor training, desertion, corruption and patterns of human rights abuses. Knowing what we know about many of these forces, it would have been remarkable for them to retain custody of many of their weapons. It is not surprising that they did not.

  • The American arming of Syrian rebels, by both the Central Intelligence Agency and the Defense Department, has also been troubled by questions of accountability and outright theft in a war where the battlefield is thick with jihadists aligned with Al Qaeda or fighting under the banner of the Islamic State.

That last figure aligns with what most any veteran of ground combat in Iraq and Afghanistan could tell you — American troops have been involved in a dizzying number of gunfights since 2001, burning through mountains of ammunition along the way.

This is a wink at the shift in many American units from being foot-mobile to vehicular, as grunts buttoned up within armored trucks and needed turret-mounted firepower to defend themselves — a matériel adaptation forced by ambushes and improvised bombs, the cheaply made weapons that wearied the most expensive military in the world.

In March, Russia announced that it had given 10,000 Kalashnikov assault rifles to Afghanistan, already one of the most Kalashnikov-saturated places on earth. If an analysis from the United States’ Special Inspector General for Afghanistan Reconstruction, or Sigar, is to be believed, Afghanistan did not even need them. In 2014 the inspector general reported that after the United States decided to replace the Afghan Army’s Kalashnikovs with NATO-standard weapons (a boon for the rifles’ manufacturer with a much less obvious value for an already amply armed Afghan force), the Afghan Army ended up with a surplus of more than 83,000 Kalashnikovs. The United States never tried to recover the excess it had created, giving the inspector general’s office grounds for long-term worry. “Without confidence in the Afghan government’s ability to account for or properly dispose of these weapons,” it noted, “Sigar is concerned that they could be obtained by insurgents and pose additional risks to civilians.” Write A Comment

Why Do People Flee During War? The Answer Is More Complicated Than You Think. - 0 views

  • When armed forces uproot people, the act tends to be characterized by journalists, politicians, and policymakers as ethnic cleansing. This suggests that the primary purpose is to expel or eliminate the targeted population. Strategic displacement takes different forms and can serve multiple purposes, from interdicting enemy supply lines to facilitating territorial annexation. What my research suggests, however, is that combatants, particularly state forces, often displace civilians to sort the targeted population—not to get rid of it.
  • This strategy mimics the use of strategic hamlets, regroupment centers, and so-called protected villages during civil wars in Burundi, Indonesia, the Philippines, Peru, Rwanda, Uganda, and Vietnam, where government forces ordered people living in conflict areas to relocate to particular locations. In addition to denying rebels access to the population, these methods were used to help counterinsurgents distinguish friend from foe while fighting shadowy guerrillas who hid among civilians. Areas outside relocation sites were transformed into free-fire zones where those remaining were assumed to be rebel fighters or supporters. Occupants were screened and catalogued—making the population more “legible” to the state—and their movements were used as continuous indicators of their political loyalties.

  • A similar dynamic can be seen in Syria. Throughout the conflict, the government of Bashar al-Assad and its allies have engaged in a ferocious campaign to expel civilians from cities and towns controlled by Syrian rebels. These displacement tactics have undermined rebels’ ability to govern and deprived them of civilian support. But they have also been used to weed out those considered disloyal to the Assad regime. The government has sought to lure the displaced to its territories and employed civil registration, property claims, and other administrative procedures to screen returning refugees and IDPs. As part of evacuation and reconciliation agreements in areas retaken from opposition groups, the Assad regime has given residents a choice of moving to government areas or to other rebel-held parts of Syria. Electing the latter is seen as signaling allegiance to the opposition. Many of those who moved are now being relentlessly targeted by regime forces in Idlib province, the only remaining opposition stronghold. When I spoke to a defector from the Syrian army, he conveyed the logic through a chilling metaphor: “Think of a dumpster where you gather garbage to finally burn it.”
  • Viewing displacement as a sorting mechanism is essential to understanding the drivers and consequences of wartime migrations, and for improving efforts to manage them. The United Nations and international NGOs typically set up and manage displacement camps; provide food, shelter, health care, education, and other services; advocate on behalf of the displaced; and help governments adopt domestic policies on displacement-related issues. In Syria, for instance, the Assad regime has steered massive amounts of humanitarian assistance to areas it controls, which has helped the government lure IDPs and address some of their needs.

Arabs Across Syria Join the Kurdish-Led Syrian Democratic Forces - MERIP - 1 views

  • Led by Kurds, the YPG evolved over time into the Syrian Democratic Forces (SDF): a multi-ethnic, multi-religious force in which all the indigenous peoples of the region are represented. Arabs, Assyrians, Armenians, Yezidis, Circassians and Turkmen have fought alongside Kurds to defend their homeland. By 2019, when the SDF had liberated all of Syrian territory from ISIS control, there were some 100,000 fighters (including SDF and Internal Security Forces) under the leadership of SDF commander-in-chief Mazlum Abdi, a Syrian Kurd and former Kurdistan Workers’ Party (PKK) cadre.[2] The majority of his rank-and-file fighters, however, were Arabs.
  • My field survey of over 300 SDF members reveals that there are three main reasons for the SDF’s success in recruiting and retaining Arabs: First, the SDF offered material incentives such as salaries and training opportunities.[3] Second, the existence of a common threat—first ISIS and now Turkey—solidified bonds between Kurds and Arabs and also prompted many to enlist. What we can say is that his death unleashed an emotional and political wave that has surged from his legacy. Today, AQAP appears to be in a transitional phase, as it redirects its weakened military force towards fighting against the Houthis.

  • Israel and Lebanon have a long history of tension: officially, they have been at war without interruption since 1948, and they have not agreed on an officially demarcated border—nor, after several wars, have they formally agreed to a cease-fire. Nevertheless, a strange forum for conflict management has grown up between them. Since 2006, when UNIFIL was reauthorized by UN Security Council Resolution (UNSCR) 1701, peacekeepers have presided over more than one hundred tripartite meetings, which bring together officers from Israel, Lebanon, and UNIFIL to manage disputes and technical issues along the Blue Line.5 The primary belligerents along the border are Hezbollah and the Israeli military, but the Lebanese military serves as Hezbollah’s interlocutors in what has become known as the Tripartite Process.

The population of southern Lebanon expresses widespread skepticism about the peacekeeping mission’s intentions and loyalties, despite the benefits they reap from UNIFIL, which not only reduces conflict but serves as the area’s largest employer.11 Many residents of southern Lebanon and supporters of Hezbollah believe that UNIFIL serves Israeli and American interests and is unlikely to act to protect civilians during future conflicts

Lebanon’s national army was reconstituted after the Taif Agreement of 1989 paved the way for an end to the country’s civil war. Even as other militias disbanded or had their fighters absorbed into the regular military, Hezbollah alone maintained an autonomous militia. Israel still occupied about one-tenth of Lebanon’s territory, along the southern border, and Hezbollah continued to lead the armed resistance. In 2000, Israel finally withdrew from most of Lebanese territory, but continued to occupy high ground on the mountain of Jabal al-Sheikh, known as Shebaa Farms, as well as the village of Ghajar, which contains critical water sources.14 Later, it also claimed some Lebanese territorial waters in an area where underwater oil and gas exploration is underway.15 Citing Israel’s continuing occupation, as well as the Israeli air force’s daily overflights of Lebanon, Hezbollah spurned calls from some of its Lebanese rivals to disarm or integrate into the national army.16 Tensions regularly flared along the border, and finally boiled over into war in July 2006.

No amount of tripartite meetings at the UNIFIL headquarters will compel the political leadership in Israel or Hezbollah to reformulate their core goals
