Based on the article, this intelligence means that instead of someone benefitting from 100MB download speeds when they're watching a short YouTube video since they logged onto the hotel internet first, a person that is streaming a live convention with several cameras and computers would benefit more because it would be more efficient than a simple YouTube video.
