Review: 'The Dawn of Everything: A New History of Humanity' - The Atlantic - 0 views

  • hunter-gatherer societies were far more complex, and more varied, than we have imagined
  • hunter-gatherers made choices—conscious, deliberate, collective—about the ways that they wanted to organize their societies: to apportion work, dispose of wealth, distribute power. In other words, they practiced politics. Some of them experimented with agriculture and decided that it wasn’t worth the cost. Others looked at their neighbors and determined to live as differently as possible—a process that Graeber and Wengrow describe in detail with respect to the Indigenous peoples of Northern California, “puritans” who idealized thrift, simplicity, money, and work, in contrast to the ostentatious slaveholding chieftains of the Pacific Northwest. None of these groups, as far as we have reason to believe, resembled the simple savages of popular imagination, unselfconscious innocents who dwelt within a kind of eternal present or cyclical dreamtime, waiting for the Western hand to wake them up and fling them into history.

  • The authors write their chapters on cities against the idea that large populations need layers of bureaucracy to govern them—that scale leads inevitably to political inequality. Many early cities, places with thousands of people, show no sign of centralized administration: no palaces, no communal storage facilities, no evident distinctions of rank or wealth. This is the case with what may be the earliest cities of all, Ukrainian sites like Taljanky, which were discovered only in the 1970s and which date from as early as roughly 4100 B.C., hundreds of years before Uruk, the oldest known city in Mesopotamia. Even in that “land of kings,” urbanism antedated monarchy by centuries. And even after kings arose, “popular councils and citizen assemblies,” Graeber and Wengrow write, “were stable features of government,” with real power and autonomy. Despite what we like to believe, democratic institutions did not begin just once, millennia later, in Athens.
  • the authors’ most compelling instance of urban egalitarianism is undoubtedly Teotihuacan, a Mesoamerican city that rivaled imperial Rome, its contemporary, for size and magnificence. After sliding toward authoritarianism, its people abruptly changed course, abandoning monument-building and human sacrifice for the construction of high-quality public housing. “Many citizens,” the authors write, “enjoyed a standard of living that is rarely achieved across such a wide sector of urban society in any period of urban history, including our own.”
  • What is the state? the authors ask. Not a single stable package that’s persisted all the way from pharaonic Egypt to today, but a shifting combination of, as they enumerate them, the three elementary forms of domination: control of violence (sovereignty), control of information (bureaucracy), and personal charisma (manifested, for example, in electoral politics). Some states have displayed just two, some only one—which means the union of all three, as in the modern state, is not inevitable (and may indeed, with the rise of planetary bureaucracies like the World Trade Organization, be already decomposing). More to the point, the state itself may not be inevitable. For most of the past 5,000 years, the authors write, kingdoms and empires were “exceptional islands of political hierarchy, surrounded by much larger territories whose inhabitants … systematically avoided fixed, overarching systems of authority.”

  • The Dawn of Everything is framed by an account of what the authors call the “indigenous critique.” In a remarkable chapter, they describe the encounter between early French arrivals in North America, primarily Jesuit missionaries, and a series of Native intellectuals—individuals who had inherited a long tradition of political conflict and debate and who had thought deeply and spoke incisively on such matters as “generosity, sociability, material wealth, crime, punishment and liberty.”The Indigenous critique, as articulated by these figures in conversation with their French interlocutors, amounted to a wholesale condemnation of French—and, by extension, European—society: its incessant competition, its paucity of kindness and mutual care, its religious dogmatism and irrationalism, and most of all, its horrific inequality and lack of freedom.

But stuck we certainly are.

Each raid broke the country a little more than the previous one. “So we would try harder, which would make it worse,” Skinner said. “And so we’d try even harder, which would make it even worse.”
  • In Afghanistan, the U.S. military was trying to defeat the Taliban and install a new government, while the C.I.A. was primarily focussed on killing members of Al Qaeda. At times, Special Operations Forces and intelligence officers coördinated on highly effective raids. But tactical successes are meaningless without a strategy, and it wore on Skinner and other C.I.A. personnel that they could rarely explain how storming Afghan villages made American civilians safer.

The plates cost him more than five hundred dollars—a week’s salary.
  • The prevalence of high-powered weapons in America is creating an arms race between citizens and the authorities. Each year, dozens of cops are shot dead, and officers kill around a thousand members of the public—often after mistaking innocuous objects for weapons or frightened behavior for threats. Meanwhile, peaceful protesters are increasingly confronted with snipers, armored vehicles, and smoke and tear gas. In the past twenty years, more than five billion dollars’ worth of military gear has been transferred from the military to state and local police departments, including night-vision equipment, boats, aircraft, grenade launchers, and bayonets. “If we wanted an MRAP”—a military vehicle, designed to protect soldiers from ambushes and mines—“we would just have to submit an application to the federal government,” Skinner told me.
  • “The kind of thinking that should go into framing and refining what a profession of public safety should be has still not been done,” he told me. Officers are deployed as enforcers of the state, without being taught psychology, anthropology, sociology, community dynamics, local history, or criminology. Lethal force is prioritized above other options. When Skinner joined the police force, everyone in his class was given a pistol, but none were given Tasers, because the department had run out.
  • Officers are taught that “once you give a lawful order it has to be followed—and that means immediately.” But the recipient of a “lawful order” may not understand why it’s being issued, or that his or her failure to comply may lead to the use of force. There’s no training on how to de-escalate tense scenarios in which no crime has been committed, even though the majority of police calls fall into that category. It is up to the officer’s discretion to shape these interactions, and the most straightforward option is to order belligerent people to the ground and, if they resist, tackle them and put them in cuffs.
  • Skinner always drives with the windows down: he tries to maximize the number of encounters people have with the police in which they feel neither scrutinized nor under suspicion. “You sometimes hear cops talk about people in the community as ‘civilians,’ but that’s bullshit,” he said. “We’re not the military. The people we’re policing are our neighbors. This is not semantics—if you say it enough, it becomes a mind-set.”

  • Baghdad, Skinner was mired in politics and violence. It had been six years since the American invasion and subsequent dismantling of the Iraqi Army had led to a full-blown insurgency. Skinner had spent many evenings in Amman drinking Johnnie Walker Black with Iraqi tribal sheikhs, trying to recruit their support. “These guys had fled the war and stolen all the Iraqi money,” he told me. “We would try to develop them as assets for what became ‘the surge.’ ” In 2007, Bush sent an additional twenty thousand troops to Iraq to quell the insurgency, but, two years later, car bombs were killing hundreds of civilians in Baghdad each month. The Prime Minister, Nouri al-Maliki, a Shiite, was stacking the security forces with loyalists who carried out sectarian massacres. “We were focussed on Al Qaeda,” Skinner said. “He was focussed on Sunnis.”
  • ISIS captured the Iraqi city of Mosul and beheaded aid workers and journalists on camera. As the United States became consumed with fear of the group, Skinner grew uneasy in his role. He fielded phone calls from reporters who seemed more interested in citing a former C.I.A. officer than in what he had to say. “One journalist called me up and said, ‘My deadline is in ten minutes, but ISIS is bad, right?’ ” Skinner recalled.
  • In March, 2016, while visiting his aunt in Grand Rapids, Michigan, he gave a lecture on terrorism at the local World Affairs Council. “We have become the most fragile superpower ever,” he told the audience. While Al Qaeda aims to carry out what its operatives call “spectacular attacks,” he explained, ISIS obsesses over creating a “spectacular reaction.” As an example, he recounted an incident in Garland, Texas, in which two wannabe jihadis were killed after attempting a raid on a provocative anti-Muslim convention. The men had no coherent affiliation with ISIS; they merely followed its instructions—which have been widely disseminated by the American media—to post online that they were acting on behalf of the group. “If you strip the word ‘terrorism,’ two idiots drove from Arizona and got shot in a parking lot,” Skinner said. The real threat to American life was the response. “We shut down cities,” he said. “We change our laws. We change our societies.” He went on, “We’re basically doing their work for them.”
  • “Getting killed by ISIS in Savannah is like expecting to get hit by a piano falling from an asteroid,” Skinner said. “It’s batshit insane. Day to day, it’s the people who are kicking in doors and stealing cars who are actually making life unbearable.”
  • Because local police departments pay poorly, “the people who have been trained to do this work best are never going to be doing it,” Skinner said. According to a study by Brown University, since 2001 the average American taxpayer has contributed more than twenty-three thousand dollars to veterans’ care, homeland security, and military operations in Syria, Iraq, Afghanistan, and Pakistan. “I used to spend more money on meals and entertainment for a couple of sources in Amman, each year, than the Savannah Police Department has to spend on cars,” Skinner told me. “And whatever the American people got out of my meals in Amman had way less impact on their lives than what was happening down the block.”

A few hours earlier, Skinner had checked on a schizophrenic man who calls the police multiple times each night, reporting paranoid hallucinations; the department can never ignore a call, because he is the legal owner of a .357 Magnum revolver, and officers told me that he once tried to execute an intruder in his front yard.   • More than a century and a half before Columbus’s voyages, a Malian ruler named Abu Bakr II was said to have equipped an expedition involving two hundred ships that attempted to discover “the furthest limit of the Atlantic Ocean.” The expedition failed to return save for one vessel, whose survivor claimed that “there appeared in the open sea [as it were] a river with a powerful current…. The [other] ships went on ahead but when they reached that place they did not return and no more was seen of them.” Some modern historians (Michael Gomez, Toby Green, and John Thornton, among others) have interpreted this to mean that the Malian ships were caught in the Atlantic Ocean’s Canary Current, which sweeps everything in its path westward at about the same latitude as Mali.Abu Bakr II supposedly responded not by abandoning his dreams of exploration but by equipping a new and far larger expedition, this time involving two thousand ships and with himself in command. That was the last that was seen of him. We know of this story only because when Abu Bakr’s successor, Mansa Musa, was staying in Cairo in 1324–1325 on his pilgrimage to Mecca, the secretary of the chancery of the Mamluk Dynasty asked him how he had come to power and recorded his reply. There are no other traces of Abu Bakr’s attempt.
  • Mansa Musa, however, who took power in 1312, left such a powerful stamp on his time that it is remarkable how little known he is today. Recently it has been claimed that he was the richest person who ever lived. Speculation over the size of his fortune (“Mansa” means ruler) is based almost entirely on his three-to-twelve-month stay in Cairo on his way to Mecca. The Arabic-language sources vary on many of the details but leave an unmistakable impression of lucre the likes of which have rarely been seen anywhere. Badr al-Din al-Halabi wrote that Musa “appeared [in Cairo] on horseback magnificently dressed in the midst of his soldiers” with more than 10,000 attendants. Another source claims that he “brought with him 14,000 slave girls for his personal service.” A third spoke of the “great pomp” of the pilgrimage, saying that Musa traveled “with an army of 60,000 men who walked before him as he rode. There were [also] 500 slaves, and in the hand of each was a golden staff each made from 500 mithqāls of gold.”

The 1623 letter by Kongo’s King Pedro II initiating an alliance with Holland requested “four or five warships as well as five or six hundred soldiers” and promised to pay for “the ships and the salaries of the soldiers in gold, silver, and ivory.” Holland soon entered into the proposed alliance, hoping that by cutting off the supply of slaves from this region, which alone supplied more than half of those sent to Brazil and the Spanish Indies, Brazil itself, a plantation society and at the time Portugal’s leading source of wealth, would become unviable.
  • What ultimately undid Kongo, the horrific demographic drain of the slave trade that followed its defeat by Portugal in 1665, was a vulnerability it shared with some of the other important late holdouts against European encroachment—powerful and sophisticated kingdoms like the Ashanti Empire and Benin—which was a loss of control over its money supply. Large parts of “Guantánamo’s Darkest Secret”—awarded a Pulitzer this week in the Feature Writing category—particularly those that deal with Salahi, rehash with the customary “he wrote” what had already been written. Yet while the content may be mostly the same, the purpose is different. Taub, unlike Salahi, is out to deliver absolution to his American reader: casting Steve Wood as an integral player is one part of this; leaving the still-constrained reality of Salahi’s present (he cannot leave tiny Mauritania) to the very end of the piece is another.
  • Credibility and journalistic heroism, as each year’s prizes show, reside in the pages of prestige publications; the New York Times and the Washington Post are mainstays, and since the prizes were first opened up to include magazines in 2015, The New Yorker is as well. No truth is really a truth, particularly a courageous truth, until it appears in their pages. The brown man, the accused terrorist, the actual torture survivor Mohamedou Ould Salahi may have written a great book. His article legitimizes a process through which the Western liberal frame is conflated with the lack of any frame at all and applied to foreign places or people through the roving foreign correspondent. Ben Taub is not the problem, of course. It’s just that the edifices of elite journalism consistently elevate the voices of those like him. In a story about how a system of silencing allowed the most shameful cruelties to happen, considering the architecture of truth and silence seems important.

There has not been a day since the British left India in August 1947 that the Indian army and paramilitary have not been deployed within the country’s borders against its “own people”: Mizoram, Manipur, Nagaland, Assam, Kashmir, Jammu, Hyderabad, Goa, Punjab, Bengal, and now Chhattisgarh, Orissa, Jharkhand. The dead number in the tens or perhaps hundreds of thousands. Who are these dangerous citizens who need to be held down with military might? They are indigenous people, Christians, Muslims, Sikhs, communists. The pattern that emerges is telling. What it shows quite clearly is an “upper”-caste Hindu state that views everyone else as an enemy. There are many who see Hinduism itself as a form of colonialism—the rule of Aryans over Dravidians and other indigenous peoples whose histories have been erased and whose deposed rulers have been turned into the vanquished demons and asuras of Hindu mythology. The stories of these battles continue to live on in hundreds of folktales and local village festivals in which Hinduism’s “demons” are other peoples’ deities. That is why I am uncomfortable with the word postcolonialism.
  • When you think about the grandeur of the civil rights movement in the United States, the anti–Vietnam War protests, it makes you wonder whether real protest is even possible any more. It is. It surely is. I was in Gothenburg, Sweden, recently, when the largest Nazi march since World War II took place. It is resisted by those who are not. And those who do not wish to be.

His wartime experiences grounded him, solidified his views on his Jewishness, and confirmed his suspicions about the infidelity of France. It also gave him greater clarity about the dynamics of oppression that he later used to construct his brilliant analysis of the colonial system.

These are UFOs, and like any other unidentified phenomenon, human beings are curious creatures and normally scientists will rush out to study whatever we find fascinating or puzzling. But in this case, scientists won’t touch it with a 10-foot pole. And that’s the taboo. So even though the Navy is now saying, “Hey, we’ve got UFOs on film, here they are,” the scientists are still not going to study them. So there seems to be something blocking the scientific community from engaging this phenomenon
  • We argued in our 2008 academic paper that the modern state is what we call anthropocentric. Basically, that means human beings are sovereigns. In ancient times, it was the gods or nature that was thought to rule over everything. Now it’s human beings. And this principle is embodied in the state. And if you call that into question, if you call into question that the state is not the only potential sovereign here, the whole legitimacy of the state is called into question. So the whole worldview of the modern state is very vulnerable to the UFO question. You can’t even ask the question because it raises the possibility that there could be ETs here. And that would just blow everything wide open.

  • I listened to the pilots, to their voices, and I trust them much more than I would trust myself. And they’re clearly seeing something extraordinary. Now, whether it’s alien life, who knows? It’s a plausible explanation. My point is that we should be agnostic about this and simply study it scientifically. Let’s do the science and then we can talk about what we found. Until we’ve done that, it’s all bullshit.
