The plates cost him more than five hundred dollars—a week’s salary.
  • The prevalence of high-powered weapons in America is creating an arms race between citizens and the authorities. Each year, dozens of cops are shot dead, and officers kill around a thousand members of the public—often after mistaking innocuous objects for weapons or frightened behavior for threats. Meanwhile, peaceful protesters are increasingly confronted with snipers, armored vehicles, and smoke and tear gas. In the past twenty years, more than five billion dollars’ worth of military gear has been transferred from the military to state and local police departments, including night-vision equipment, boats, aircraft, grenade launchers, and bayonets. “If we wanted an MRAP”—a military vehicle, designed to protect soldiers from ambushes and mines—“we would just have to submit an application to the federal government,” Skinner told me.
  • “The kind of thinking that should go into framing and refining what a profession of public safety should be has still not been done,” he told me. Officers are deployed as enforcers of the state, without being taught psychology, anthropology, sociology, community dynamics, local history, or criminology. Lethal force is prioritized above other options. When Skinner joined the police force, everyone in his class was given a pistol, but none were given Tasers, because the department had run out.
  • Officers are taught that “once you give a lawful order it has to be followed—and that means immediately.” But the recipient of a “lawful order” may not understand why it’s being issued, or that his or her failure to comply may lead to the use of force. There’s no training on how to de-escalate tense scenarios in which no crime has been committed, even though the majority of police calls fall into that category. It is up to the officer’s discretion to shape these interactions, and the most straightforward option is to order belligerent people to the ground and, if they resist, tackle them and put them in cuffs.
  • Skinner always drives with the windows down: he tries to maximize the number of encounters people have with the police in which they feel neither scrutinized nor under suspicion. “You sometimes hear cops talk about people in the community as ‘civilians,’ but that’s bullshit,” he said. “We’re not the military. The people we’re policing are our neighbors. This is not semantics—if you say it enough, it becomes a mind-set.”

  • Baghdad, Skinner was mired in politics and violence. It had been six years since the American invasion and subsequent dismantling of the Iraqi Army had led to a full-blown insurgency. Skinner had spent many evenings in Amman drinking Johnnie Walker Black with Iraqi tribal sheikhs, trying to recruit their support. “These guys had fled the war and stolen all the Iraqi money,” he told me. “We would try to develop them as assets for what became ‘the surge.’ ” In 2007, Bush sent an additional twenty thousand troops to Iraq to quell the insurgency, but, two years later, car bombs were killing hundreds of civilians in Baghdad each month. The Prime Minister, Nouri al-Maliki, a Shiite, was stacking the security forces with loyalists who carried out sectarian massacres. “We were focussed on Al Qaeda,” Skinner said. “He was focussed on Sunnis.”
  • ISIS captured the Iraqi city of Mosul and beheaded aid workers and journalists on camera. As the United States became consumed with fear of the group, Skinner grew uneasy in his role. He fielded phone calls from reporters who seemed more interested in citing a former C.I.A. officer than in what he had to say. “One journalist called me up and said, ‘My deadline is in ten minutes, but ISIS is bad, right?’ ” Skinner recalled.

The men had no coherent affiliation with ISIS; they merely followed its instructions—which have been widely disseminated by the American media—to post online that they were acting on behalf of the group. “If you strip the word ‘terrorism,’ two idiots drove from Arizona and got shot in a parking lot,” Skinner said. The real threat to American life was the response. “We shut down cities,” he said. “We change our laws. We change our societies.” He went on, “We’re basically doing their work for them.”
  • “Getting killed by ISIS in Savannah is like expecting to get hit by a piano falling from an asteroid,” Skinner said. “It’s batshit insane. Day to day, it’s the people who are kicking in doors and stealing cars who are actually making life unbearable.”

At times, Skinner feels as if the role of a police officer were to pick up the pieces of “something that has broken in every single possible way.”

South Philly, explained - Philadelphia Weekly - 0 views

  • South Philadelphia neighborhoods remain extremely segregated. Girard Estates, a largely Italian American pocket of South Philly, is 91.8 percent white,  and Packer Park isn’t far behind at 80 percent white, per US Census Data. On the other hand, poorer neighborhoods like Point Breeze, Grays Ferry, and Southwest Philadelphia,  are about 70 percent Black. 
  • To some South Philly Italians, removing the Rizzo statue was a personal attack to their identity. Many Philadelphians remember Rizzo as a racist who told voters to “vote white” and encouraged Philly police to use excessive force, but South Philly Italians see him as a no-nonsense tough guy who stood up – for them.

  • The truth is, all of South Philadelphia has been left behind. Years of ineffective governance and corporations reaching to maximize profits have left the majority of America behind. In June 2020, the response of many Americans to the significant amount of injustice in the world was to stand together with the Black Lives Matter movement; to South Philly Italians this was salt in the wound. 
  • On Sunday, June 14, hundreds of white South Philadelphia residents congregated at the statue of Christopher Columbus to prevent it from being torn down. Armed with knives, bats, guns, and a myriad of blunt objects, they stood there, waiting for someone to let out their anger. The “statue protectors” were out bright and early, drinking like it was a Phillies tailgate
  • Not one word was spoken about the merits of Christopher Columbus. The South Philly Italians sang “Happy Birthday” to Donald Trump, begged counter-protesters to fight them, and assaulted a number of people. The Philadelphia Police stood idly by as the South Philly residents got drunker and drunker. Multiple times things got violent. A  journalist from Unicorn Riot was chased into the street and attacked, one man in a Frank Rizzo shirt smacked a counter-protester in the direct view of police officers, and little to nothing was done.

The Cypriotization of Northern Syria - JISS - 0 views

  • Turkey is turning northern Syria – Jarabulus and Afrin – into the “Turkish Republic of Northern Syria,” just as it has turned northern Cyprus into a Turkish protectorate through military and economic domination.

  • Europe’s identification with Black America, particularly during times of crisis, resistance, and trauma, has a long and complex history. It is fuelled in no small part by traditions of internationalism and anti-racism on the European Left, where the likes of Paul Robeson, Richard Wright, and Audre Lorde would find an ideological—and, at times, literal—home.
  • But this tradition of political identification with Black America also leaves significant space for the European continent’s inferiority complex, as it seeks to shroud its relative military and economic weakness in relation to America with a moral confidence that conveniently ignores both its colonial past and its own racist present.

To that extent, Black Lives Matter exists as a floating signifier that can find a home in most European cities and beyond.

  • For the Lenape historian Jack D. Forbes, it was not so much the Indigenous who were suffering affliction, but the Europeans who had been infected with what he called wétiko, the Algonquin word for a mind-virus associated with cannibalism. The overriding characteristic of wétiko, as he recounted in his 1979 book Columbus and Other Cannibals, is that “he consumes other human beings” for profit. This concept is nearly synonymous with the European psychosis of domination and plunder.
  • When Lewis and Clark led a military expedition upriver, Missouri River Indigenous nations had already experienced several rounds of smallpox epidemics as a result of increased contact with British and French trappers. But none were as apocalyptic as the smallpox epidemic of 1837, by which time the United States dominated the river trade. U.S. trading led to the utter annihilation of furbearing animals through over-hunting, the ecological destruction of the river, and its increased militarization (the U.S. presence heightened conflict between Indigenous nations engaged in trading). From 1780 to 1870, Indigenous river nations experienced an 80 percent population decline, with some experiencing rates higher than 90 percent, mostly due to disease.

A coroner later found his cause of death to be “excited delirium,” a condition that supposedly leads to aggressiveness, incoherence, and “superhuman strength,” often after taking cocaine or methamphetamines. (Bearheels, however, had no drugs or alcohol in his system at the time of his death.) This diagnosis is controversial; it is frequently cited when people die in police custody. Three of the officers involved in Bearheels’s death were reinstated in April.

With a more mobile and flexible force, we simply don't need as many facilities overseas.

While quite obviously joining the Libyan rebels in their war on the regime, coalition commanders are forced to pretend otherwise. They regularly and politely inform Gaddafi’s forces where they need to regroup to avoid being destroyed in the name of universal values. In essence, and without ever saying so, the message to Gaddafi is that he must stop defending himself from those who would overthrow him. Why, we might ask, is it not possible to speak more plainly, at least to ourselves? Why must war be confronted with liberal euphemisms? At the core of liberal war is a contradiction between big rhetoric – humanity, innocence, evil – and limited liability, signalled by ‘no ground troops’ and the pathetic legions of UN peacekeepers.

Liberal war’s last service is to locate the source of violence in the natives, on the backward peoples of the non-European world, not on the Westerners who exploit, invade, occupy and bomb. If we go by official rhetoric, the problem in Iraq and Afghanistan apparently has to do with religious and ethnic prejudice among the peoples there, who irrationally keep killing one another as well as Western soldiers kindly sent to modernise them. The great cost of liberal war is clarity.

Just a generation ago, the American people understood their military wasn’t a faultless bastion of American virtue; it was an honorable, if fallible institution much the same as churches, courts, and medicine–it wasn’t an abstraction, it was a real thing, worthy of respect and the occasional mocking. It’s an unhealthy pathological consequence of the AVF that we can longer treat the military the same.
  • Military service is just one occupant in the pantheon of national service. It is not necessarily better or more noble than the Peace Corps, Public Health Service, or Merchant Marine. In fact, the material benefits may often be better in the military than other forms of service; disregarding the sacrifices born by others or dismissing them as “just civilians” is mil-splaining at its worst. Only in a police state, where the military and state power are paramount, do those instruments have a lock on “the flag.”

  • In 2005, parliament adopted a law requiring history teachers to discuss the “positive aspects” of colonization. Of course, this has always been done: many French colonial atrocities have been erased, and the driving forces of imperialism are rarely, if ever, critically examined. School curricula propagate a sugarcoated version of France’s bloody past.
  • French society as a whole perpetually extols its colonial history. All over the country, innumerable streets and headstones pay homage to the worst colonialists, the scholars who justified a white supremacist racial hierarchy, and the imperial army’s violent feats.

  • Among the omissions of French colonial historiography, the Cameroon war of the 1950s and 1960s is perhaps the most striking. Hardly anyone even realizes it took place. This secret war, which nonetheless claimed tens of thousands of victims, went almost unnoticed at the time, and its victors, the French and their local intermediaries, methodically erased every remaining trace in the following decades: the Gaullist regime installed a ferocious dictator in Yaoundé who hastened to wipe out all memory of the anticolonial struggle.
  • Tens of thousands of letters and petitions were sent to the United Nations to convey the UPC’s watchwords: social justice, an end to racial discrimination, total independence, and reunification — slogans that echoed the promise of the UN charter itself

  • The more aware French administrators, however, held a different view. Aware that traditional colonialism was done for, they saw Britain’s apparent laxness in the Gold Coast and elsewhere as a subtle way of controlling their colonies’ inevitable independence. According to this analysis, London was trying to reproduce in Africa what Washington and Moscow had realized in Latin America and Eastern Europe: converting these countries into vassal states by leaning on local elites as their collaborators and intermediaries.
  • A new piece of legislation, prepared as soon as 1954 and adopted two years later under the name of the “Defferre loi cadre,” or framework law, entrusted certain responsibilities to handpicked African elites who would keep the colonies within the French fold. By giving local autonomy and limited power to local leaders, this particularly perverse outsourcing of the state’s domestic administration undermined its full sovereignty.
  • In Côte d’Ivoire, Senegal, and elsewhere, African politicians cynically accepted French authorities’ assistance in establishing themselves in positions of responsibility that were, in reality, closely supervised. As they continued the work of political mobilization within and beyond Cameroon’s borders, Paris decided to employ strong-arm tactics.

Those who joined the regroupment camps, willingly or not, had to experience the army’s total surveillance apparatus, endure endless screening sessions, and take part in countless psychological rehabilitation schemes.
  • We will probably never know the exact number of people massacred during these “cleansing operations.” We do know that the UPC’s charismatic Um Nyobè — a priority target — was one of the victims. A comrade was tortured until she revealed Um Nyobè’s location, and a military patrol quickly assassinated the nationalist leader.

  • Under the French secret services’ watchful eye, UPC president Félix Moumié and a dozen others began a long revolutionary journey, settling successively in Sudan, Egypt, Ghana, Guinea, Morocco, and later, in Algeria, Congo-Brazzaville and Angola — in any African country that would grant them asylum.
  • From the Cameroonian perspective, the scheme had two obvious defects. For one, it called for independence prior to an election. For another, the Cameroonian leaders whom French authorities co-opted as allies had to sign a series of bilateral accords with Paris, some of them secret, that would legalize French control over the new state’s commercial, monetary, military, cultural, and diplomatic policies. This was, then, an illusory independence — the Cameroonian people were deprived of sovereignty, and their leaders remained under France’s supervision.
  • This controlled independence had numerous advantages for the French. Apart from defusing the real Cameroonian independence movement’s message, it allowed the French authorities to put an end to the international trusteeship system and shed UN oversight. Also, independence would accelerate British Cameroon’s emancipation, and Paris assumed the two parts of the country would quickly reunite. The latter aim was only half achieved — the northern half of British Cameroon joined Nigeria. Surely the most important outcome of Cameroon’s independence was that it freed France to repress movements deemed subversive as it wished.
  • The French reaction became so violent that tens of thousands of families left their villages to take refuge in the surrounding forests and put themselves under the protection of the CNO maquis. Other armed organizations joined the fight, attempting, with varying degrees of success, to coordinate with the UPC.
  • It was only when Ouandié was arrested in 1970 and publicly executed in January 1971 that the nationalists accepted that armed struggle had definitively failed.

If the journalist from Le Figaro — one of the few French people to fly over the Bamileke region in 1960 — is to be believed, French intervention in Cameroon was a kind of humanitarian charity.

There has not been a day since the British left India in August 1947 that the Indian army and paramilitary have not been deployed within the country’s borders against its “own people”: Mizoram, Manipur, Nagaland, Assam, Kashmir, Jammu, Hyderabad, Goa, Punjab, Bengal, and now Chhattisgarh, Orissa, Jharkhand. The dead number in the tens or perhaps hundreds of thousands. Who are these dangerous citizens who need to be held down with military might? They are indigenous people, Christians, Muslims, Sikhs, communists. The pattern that emerges is telling. What it shows quite clearly is an “upper”-caste Hindu state that views everyone else as an enemy. There are many who see Hinduism itself as a form of colonialism—the rule of Aryans over Dravidians and other indigenous peoples whose histories have been erased and whose deposed rulers have been turned into the vanquished demons and asuras of Hindu mythology. The stories of these battles continue to live on in hundreds of folktales and local village festivals in which Hinduism’s “demons” are other peoples’ deities. That is why I am uncomfortable with the word postcolonialism.
  • When you think about the grandeur of the civil rights movement in the United States, the anti–Vietnam War protests, it makes you wonder whether real protest is even possible any more. It is. It surely is. I was in Gothenburg, Sweden, recently, when the largest Nazi march since World War II took place. The Nazis were outnumbered by anti-Nazi demonstrators, including the ferocious Antifa, by more than ten to one. In Kashmir, unarmed villagers face down army bullets. It is important to salute people’s victories, even if they don’t always get reported on TV. At least the ones we know about. Making people feel helpless, powerless, and hopeless is part of the propaganda.

It is resisted by those who are not. And those who do not wish to be.

After the failed Untung coup he arrived to take charge of the British operation. His brief was simple. In an interview in 1996 with two of the authors, he said he’d been given a budget of £100,000 by the Foreign Office and was told “to do anything I could do to get rid of Sukarno”. Only now do we know what “anything” fully meant.

It was also, according to Roosa, a pretext for murder. A lie propagated by the Indonesian army, regurgitated and repurposed to incite IRD’s influential readers.
  • The IRD was deliberately silent on the massacres. One document from December 1965 says they should “do nothing to embarrass the generals” and the newsletter carefully itemises accounts of isolated incidents of PKI brutality but makes no explicit mention of the army’s killings.
