  • In Lebanon, a combination of constitutional documents and unwritten conventions guide the power-sharing arrangement. The confessional model that grants power along sectarian lines was introduced by the National Pact in 1943 and was resurrected again by the Taif Accord in 1989. The Taif Accord brokered the end of the civil war and granted the Muslim community a greater share of political power. In 2008, the Doha Agreement was negotiated to prevent another sectarian war. Power was rebalanced to reflect the growing influence of the Shiite Muslim community in Lebanon, represented politically by the Amal Movement and Hezbollah.

The country’s conflicts are a direct result of state weakness – a weakness that pushed Bashir’s military government to use undisciplined militias to repress citizens, fuelling cycles of instability and the emergence of a fragmented military and security apparatus. In the current political environment, any attempt to formally impose military rule could ignite further instability and even a civil war.

  • Ugandans have seen the rise and fall of challengers to President Museveni over the past three decades but many seem to sense that something is different this time. It seems the 36-year-old musician-turned-MP has managed to get under Museveni's skin, rattling and unsettling him in a way that no politician ever has.

What Killed Egyptian Democracy? | Boston Review - 0 views

  • The challenge Egyptians faced throughout the transition was to build an inclusive polity in the face of their deep divisions. They could resolve these divisions either by suppressing disagreements through a forceful exercise of state power or by competing at the ballot box. The former strategy requires massive state violence in the short term and almost always leads to suspension of formal democracy, without any guarantee of a return to democracy in the medium or long term. The latter strategy involves less force, establishes at least the formal elements of democratic rule, and preserves the possibility of additional democratic gains in the future, even if it requires concessions to undemocratic or illiberal political groups in the present and is marked occasionally by episodes of political violence.
  • The 14th century Arab Muslim political thinker Ibn Khaldūn’s tripartite typology of regimes—natural, rational, and Islamic—is consistent, in broad terms, with Rawls’s analysis. Natural states are based on relations of domination between the ruler and the ruled, restrained only by the limitations of the ruler’s actual power. Rational and Islamic states, by contrast, impose moral restraints on the exercise of political power. Ibn Khaldūn’s rational and Islamic regimes both can foster the convergence in political morality that—like Rawls’s overlapping consensus—characterizes a just constitution. Critically, this convergence or consensus must occur organically. Ibn Khaldūn argued that coerced adherence to Islamic law fails to produce virtuous subjects. Likewise, coerced imposition of even a just constitution cannot produce an effective system of justice if large numbers of citizens are incapable of freely adhering to its terms.

Liberals also thought that the draft sacrificed or limited too many personal rights and freedoms in the name of religion, morality, and family values. They argued that the constitution would not be legitimate unless it was a consensual document capable of gaining acceptance by all significant social groups in Egypt.
  • Unlike constitutions of nearby states, such as Morocco, the 2012 constitution did not entrench any provisions, including those on the role of Islam, as supra-constitutional norms impervious to amendment. Nor did it place any substantive, ideological limitations on the formation of secular political parties, provided that they were not organized on a discriminatory basis. It did not impose religious piety or a theological test as condition for public office. The security forces were largely immune to Morsi’s influence. They refused to protect the offices of the Muslim Brotherhood and its political party, the Freedom and Justice Party. Even businesses affiliated, or thought to be affiliated, with the Muslim Brotherhood could not rely on police or military protection. When the presidential palace was attacked during demonstrations in the wake of Morsi’s constitutional decree, the security services were nowhere to be found. For Morsi’s opponents, however, his failure to reform the security services was taken not as a sign of his weakness but as evidence that he and the Muslim Brotherhood were conspiring with the military and police to destroy the liberal and radical opposition.

Initially reluctant to take power directly, they were plagued by paranoiac dreams of fracture, collapse, and decay. In response, the CUP developed a powerful siege mentality — a constant sense of existential threat that justified the worst kinds of violence. To salvage the country from imminent defeat, they used clubs and guns to steal the parliamentary election of 1912, and in 1913, they executed the war minister, finally taking power directly.
  • As much he tried to deny it, what Kemal inherited was, in essence, the entirety of the CUP shorn of its Central Committee (soon to be cathartically liquidated by Armenian assassins as nemesis for the genocide). So long as it remains a principle and not a practice, so long as “speaking truth” remains in the realm of the imaginary, it will always be defeated. Power, in the form of a mass of organized people all heaving in one direction, must be wielded, not just spoken about.

Members of the Zawiya militia later appeared in a video explaining what had happened. This episode is not unusual in lawless Libya, where local authority does not exist and what central government there is cannot enforce law and order. In November, an incident involving the antics of a pet monkey and a girl's headscarf sparked one of the worst rounds of violence in Sabha, in southern Libya, leaving some 20 people dead and scores injured.

The very thing the United States sought to eliminate in the Middle East—insecurity—became a major consequence of America’s growing and increasingly militarized entanglement.

  • What helps make energy security discourse real and powerful is the amount of industry money that goes into it. In a normal year, the oil industry devotes some $125 million to lobbying, carried out by an army of over 700 registered lobbyists. This annual commitment is on par with the defense industry. And like US arms makers,[9] the revolving door between government, industry and lobbying is wide open and constantly turning. Over two-thirds of oil lobbyists have spent time in both government and the private sector.[10]

At the same time, regional hegemons would be kept in check by “balancing” competing states against each other.
  • The realization of Middle Eastern insecurity was also made possible by the rapid and intensive arms build-up across the region in the 1970s. As oil prices skyrocketed into the 1980s, billions of so-called petrodollars went to purchase arms, primarily from North Atlantic and Soviet manufacturers. Today, the Middle East remains one of the most militarized regions in the world. Beyond the dominance of the security sector in most Middle Eastern governments, it also boasts the world’s highest rates of military spending. Since 2010, Middle Eastern arms imports have gone from almost a quarter of the world’s share to nearly half in 2016, mainly from North Atlantic armorers.
  • For half a century, American policy toward the Middle East has effectively reinforced these dynamics of insecurity by promoting conflict and authoritarianism, often in the name of energy security. High profile US military interventions—Lebanon in 1983, Libya in 1986 and 2011, the Tanker Wars in the late 1980s, the wars on Iraq in 1991 and 2003, Somalia in 1993, Afghanistan since 2001, the anti-Islamic State campaign since 2014 and the Saudi-Emirati war on Yemen since 2015—have received the most scrutiny in this respect, alongside the post-2001 “low intensity” counterterrorism efforts worldwide

  • Rather than simply serving as crude propaganda for Erdoğan’s regime, Contemporary Turkish and World History aspires to do something more ambitious: embed Turkey’s dominant ideology in a whole new nationalist narrative. Taken in its entirety, the book synthesizes diverse strands of Turkish anti-imperialism to offer an all-too-coherent, which is not to say accurate, account of the last hundred years. It celebrates Atatürk and Erdoğan, a century apart, for their struggles against Western hegemony. It praises Cemal Gürsel and Necmettin Erbakan, on abutting pages, for their efforts to promote Turkish industrial independence. And it explains what the works of both John Steinbeck [Con Şıtaynbek] and 50 Cent [Fifti Sent] have to say about the shortcomings of American society.
  • Turkey has long had competing strains of anti-Western, anti-Imperialist and anti-American thought. In the foreign policy realm, Erdogan’s embrace of the Mavi Vatan doctrine showed how his right-wing religious nationalism could make common cause with the left-wing Ulusalcı variety.[5] This book represents a similar alliance in the historiographic realm, demonstrating how the 20th century can be rewritten as a consistent quest for a fully independent Turkey.

And even if, as the protesters have also insisted, he has been acting largely on behalf of his Freedom and Justice Party rather than the country as a whole, that by and large is how politics works in liberal democracies. There is much rhetoric about “the nation” and “the people,” but electoral democracies work not in favor of all citizens but rather of special interests represented by the party that wins in the elections.

Winning an election does not mean that you are strong, as the Muslim Brotherhood thought it was. It means you are responsible for failures of the state and economy. And, despite their electoral win, the Muslim Brotherhood and its Freedom and Justice Party are and were always weak. One of the things of which they were often accused was that they wanted totalitarian control of society, that they were on the verge of getting what they wanted, which is absolute nonsense, of course. They did not have such control, they could not acquire such control, and there is no real evidence that they wanted such control. This is one part of their stupidity: To be seen to behave as though they had real control of the state.

During the short campaign season Kuwait’s courts annulled the candidacy of dozens of opposition candidates. While these primaries had taken place in previous elections, this time the results of many of them were posted on social media without fear of repercussion. The regime’s clampdown has reportedly left 525 dead, including 71 minors, 1,100 on trial, and some 30,000 detained. The security forces and Basij militia have lost 68 members in the unrest.
  • The regime’s suppression and the protesters’ pause are likely to diminish the protests. But this does not mean the end of the movement. It means the end of a cycle of protest before a trigger ignites a new one. We have seen these cycles at least since 2017. What is distinct about this time is that it has set Iranian society on a “revolutionary course,” meaning that a large part of society continues to think, imagine, talk, and act in terms of a different future. Here, people’s judgment about public matters is often shaped by a lingering echo of “revolution” and a brewing belief that “they [the regime] will go.” So, any trouble or crisis—for instance, a water shortage— is considered a failure of the regime, and any show of discontent—say, over delayed wages—a revolutionary act. In such a mindset, the status quo is temporary and change only a matter of time.
  • There are, of course, local leaders and ad hoc collectives that communicate ideas and coordinate actions in the neighborhoods, workplaces, and universities. Thanks to their horizontal, networked, and fluid character, their operations are less prone to police repression than a conventional movement organization would be. This kind of decentralized networked activism is also more versatile, allows for multiple voices and ideas, and can use digital media to mobilize larger crowds in less time. But networked movements can also suffer from weaker commitment, unruly decisionmaking, and tenuous structure and sustainability. For instance, who will address a wrongdoing, such as violence, committed in the name of the movement? As a result, movements tend to deploy a hybrid structure by linking the decentralized and fluid activism to a central body. The “Woman, Life, Freedom” movement has yet to take up this consideration.
  • a leadership organization—in the vein of Polish Solidarity, South Africa’s ANC, or Sudan’s Forces of Freedom and Change—is not just about articulating a strategic vision and coordinating actions. It also signals responsibility, representation, popular trust, and tactical unity.

This, in fact, is the story of most of the Arab Spring uprisings—Egypt, Iraq, Lebanon, and Yemen, for instance. In these experiences, the protagonists, those who had initiated and carried the uprisings forward, remained mostly marginal to the process of critical decisionmaking while the free-riders, counterrevolutionaries, and custodians of the status quo moved to the center.
  • Things are unlikely to go back to where they were before the uprising. A paradigm shift has occurred in the Iranian subjectivity, expressed most vividly in the recognition of women as transformative actors and the “woman question” as a strategic focus of struggle.

A Betrayed Revolution?: On the Tunisian Uprising and the Democratic Transition - 0 views

The partisan tactic of pitting these two camps against one another masks the difficulty of the entire political class to meet the popular demands for social justice.

The emergence of such a force, unknown in terms of electoral score and what this might represent, shows the effect of "retrospective treason" produced by the passage from a revolutionary situation to a new context of electoral democracy. Meanwhile, it gave neither the time nor the effort to develop social positions establishing democracy. The press is weak and most often simply amplifies the voices of political actors without deepening the issues. Associations are quite present but very few of them have taken up the question of democracy, with the possible exception of those who were involved during the campaign
