    Tropical regions experience a diverse range of dense clouds, posing challenges for the daily reconstruction of chlorophyll-a concentration data. This underscores the pressing need for a practical method to reconstruct daily-scale chlorophyll-a concentrations in such regions. While traditional data reconstruction methods focus on single variables and rely on specific factors to infer missing data at specific locations, these single-variable methods may falter when applied to tropical oceans due to the scarcity of available data. Fortunately, all oceanographic variables undergo similar atmospheric and marine dynamic processes, creating internal relationships between them. This allows for the reconstruction of missing data through correlations between variables. Thus, this study introduces a multivariate reconstruction approach using the extended data interpolating empirical orthogonal function (ExDINEOF) method to reconstruct missing daily-scale chlorophyll-a concentration data. The ExDINEOF method considers the simultaneous relationships among multiple variables for data reconstruction in tropical oceans. To verify the method's robustness, missing data were reconstructed during the formation and passage of severe tropical cyclone Hudhud through the Bay of Bengal. The results demonstrate that ExDINEOF outperforms traditional data reconstruction methods, exhibiting favorable spatial distribution and enhanced accuracy within the dynamic tropical marine environment. Furthermore, an assessment of marine physical environmental factors associated with chlorophyll-a concentration data provides additional evidence for the ExDINEOF method's accuracy. Notably, the ExDINEOF method offers comprehensive spatial distribution aligned with underlying physical mechanisms governing phytoplankton distribution patterns, detailed phytoplankton growth, bloom, extinction variations in time series, satisfactory accuracy, and comprehensive local-level details.

    A planned artificial reef (AR) deployment program as part of a fisheries enhancement might be a useful tool for managers to supplement traditional ways to utilize available space and augment local productivity. Several AR deployment initiatives have been carried out globally, but they are rarely subjected to a rigorous site selection process. We created a site selection procedure in this study that includes systematic stages including exclusion mapping, underwater visual transect, benthic composition, seawater quality, and comparative visual mapping. This research focused on restoring the fishing grounds for artisanal fishermen by deploying AR along the southeast coast of India. The results of each stage in the procedure enabled us to choose suitable locations at a target depth with low wave action, no slope, and a good substrate capable of supporting an AR. Analysis of variance (ANOVA-one way) showed significant (p < 0.05) spatial variation for depth, slope, seawater current, salinity, chlorophyll-a, benthic density, and diversity. The geographical information system (GIS) based model output showed space allocation for AR deployment. The GIS methodology for site selection was developed to be easily adaptable to the demands of diverse artificial reef programs. The integrated strategy has proven to be a successful regulatory intervention for AR deployment practices in order to facilitate coastal restoration and management.

    Small-scale fisheries (SSF) are highly susceptible to changes in weather patterns. For example, in Nosy Barren, Madagascar, SSF use traditional pirogues with handcrafted sails that rely on seasonal wind and sea conditions. As climate change is expected to increase the intensity and frequency of severe weather, it is important to understand how changes in weather affect SSF fishing efforts. Yet, a gap exists in the understanding of how changes in meteorological conditions affect small scale fishers. This study combines fishers' meteorological knowledge of weather conditions that allow for small-scale fishing with long-term remotely sensed meteorological data to quantify how fishing effort, defined as available fishing hours, of SSF in coastal Madagascar has changed between 1979-2020 in response to long-term weather trends. Results show a significant decrease in available fishing hours over the examined time period. Particularly, we found that a decrease in available fishing hours between 1979-2020 with a loss of 21.7 available fishing hours per year. Increased adverse weather conditions, likely associated with climate change, could decrease fishers access to crucial resources needed for the food and livelihood security. Climate change adaptation strategies will need to account for changing weather impacts on fishing availability.

    Recently, the rights of small-scale fishers have increasingly been acknowledged in ocean governance because coastal development and various maritime activities have reduced traditional fishing grounds. More specifically, small-scale fisheries (SSF) are increasingly being threatened by ocean grabbing, pollution, and a lack of inclusiveness in decision-making processes. Although there are guidelines to resolve and reduce conflict, formal avenues to include fisher concerns, particularly in the context of ocean development and governance, remain a difficult task. Moreover, there is insufficient information on how fishers are impacted by coastal and marine development and how their concerns are included in the decision-making process. Hence, this study contributes to the SSF discourse by understanding and describing the characteristics and concerns of small-scale fishers from two coastal towns in East Africa with different levels of port development. Using data from perception surveys, focus group discussions, and participatory mapping, we discuss how fishers were involved in the decision-making processes to develop ports in Lamu, Kenya, and Bagamoyo, Tanzania. We found that fishers rely on nearshore ecosystems such as mangroves and coral reefs because of their accessibility since most fishers only use low-powered boats for fishing. Moreover, we found that the fishers' livelihoods were severely affected by port development and that they were excluded from the decision-making process concerning the port's construction and fishers' compensations. While some fishers believe that new ports in the region can increase their livelihoods by creating new markets and jobs, this is unlikely to happen since most fishers are not qualified to work in formal port-related jobs. We propose three steps that will allow fishermen to participate in port development decision-making processes and contribute to the development of a sustainable SSF.
