    The University of Hawaii plays a lead role in a major statewide initiative called the Hawaii Language Roadmap, which aims to create a robust, multilingual workforce in Hawaii. This video gives an overview of the project. On June 16, 2015, thanks to the efforts of several stakeholders, including the Hawaii Language Roadmap, Hawaii's Board of Education unanimously voted to approve a Seal of Biliteracy for Hawaii's public school students. The policy adopted by the BOE reads as follows: The Board of Education hereby establishes a Seal of Biliteracy to be awarded upon graduation to students who demonstrate high proficiency in either of the State's two official languages and at least one additional language, including American Sign Language; provided that a student who demonstrates a high proficiency in both of the State's two official languages shall be awarded a Seal of Biliteracy. The purposes of the Seal of Biliteracy are to recognize the importance of: (1) enabling students to be college, career, and community ready in today's global society; (2) establishing an educational culture that recognizes and values the wealth of linguistic and cultural diversity students bring to the classroom; (3) supporting opportunities for study of and increasing proficiency in 'Ōlelo Hawai'i, an official language of the State of Hawai'i; and (4) encouraging partnerships with institutions of higher education and community organizations to increase access to language instruction in a variety of languages. The Department of Education shall implement the Seal of Biliteracy, including developments of criteria that students must satisfy to receive the Seal. Rationale: The Board of Education recognizes that there is personal, cultural, social, academic, and vocational/occupational value in encouraging students to maintain, or develop, proficiency in more than one language.

    Increasing demand is sparking conversations around Hawai`iʻs constitutional duty to provide access to ʻōlelo Hawaiʻi, or Hawaiian language education. It's been three years since the Hawaiʻi Supreme Court ruled that the state has a constitutional duty to provide immersion education. The case involved Chelsa-Marie Kealohalani Clarabal. She wanted an immersion education for her daughters on Lānaʻi where there was no such program. "The legal landscape at the time was there was no case law that we could cite," said Honolulu attorney Sharla Manley who represents the Clarabal ʻohana. "There were three provisions of the state constitution - one being the official languages provision, the other provision being the Hawaiian education provision and thereʻs the provision for traditional and customary practices," Manley told HPR. But no court had enforced any of these provisions when it came to ʻōlelo Hawaiʻi until the Clarabal case.

Studies show that children living in low-income areas in comparison to children from a higher-income area have an inferior knowledge of language and it sets them up for the same result when they're grown. They're stuck in a paradox of growing up with insufficient schooling, then unable to advance to greater educational experiences because of it.

    Got turned onto this course at the recent "Learning and the Brain" conference in San Francisco, as one of the presenters, Mary-Helen Immordino-Yang, an affective neuroscientist and human development psychologist, is one of the co-developers of this introductory neuroscience course: free, thanks to a generous Annenberg Foundation grant. The course units cover several topics pertinent to Words R Us, including brain anatomy; language, music, and the brain; language and brain damage; emotions, empathy, and behavior; and cognitive functioning and development as it relates to reading and writing. Attention: "[Bilinguals] can pay focused attention without being distracted and also improve in the ability to switch from one task to another," says Sorace. Do these same advantages accrue to a child who begins learning a second language in kindergarten instead of as a baby? We don't yet know. Patterns of language learning and language use are complex. But Gigi Luk at Harvard cites at least one brain-imaging study on adolescents that shows similar changes in brain structure when compared with those who are bilingual from birth, even when they didn't begin practicing a second language in earnest before late childhood. 2. Empathy: bilingual children as young as age 3, because they must follow social cues to figure out which language to use with which person and in what setting, have demonstrated a head start on tests of perspective-taking and theory of mind - both of which are fundamental social and emotional skills. 3. Reading (English): students enrolled in dual-language programs outperformed their peers in English-reading skills by a full school year's worth of learning by the end of middle school. 4. School performance and engagement: compared with students in English-only classrooms or in one-way immersion, dual-language students have somewhat higher test scores and also seem to be happier in school. Attendance is better, behavioral problems fewer, parent involvement higher. 5. Diversity and integration: Because dual-language schools are composed of native English speakers deliberately placed together with recent immigrants, they tend to be more ethnically and socioeconomically balanced.     Across the workld, girls routinely outstrip boys at reading. In two of the largest studies ever conducted into the reading habits of children in the United Kingdom, Keith Topping-a professor of educational and social research at Scotland's University of Dundee-found that boys dedicate less time than girls to processing words, that they're more prone to skipping passages or entire sections, and that they frequently choose books that are beneath their reading levels. "Girls tend to do almost everything more thoroughly than boys," Topping told me over email, while conversely boys are "more careless about some, if not most, school subjects." And notably, as countless studies have shown, girls are also more likely to read for pleasure. The literacy gap also produces disparities in educational achievement overall. The disparity, researchers believe, is not rooted in biology, as the brain is a unisex organ; most gender differences are mostly a result of socialization. Boys tend to be more vulnerable than girls to peer pressure, and that could discourage them from activities like reading that are perceived to be "uncool." David Reilly, a psychologist, points to the stereotype that liking and excelling at reading is a feminine trait. He suggested that psychological factors-like girls' tendency to develop self-awareness and relationship skills earlier in life than boys-could play a role in the disparity, too, while also explaining why boys often struggle to cultivate a love of reading. "Give boys the right literature, that appeals to their tastes and interests, and you can quickly see changes in reading attitudes," he says, citing comic books as an example.

Bilingual babies: Study shows how exposure to a foreign language ignites infants' learning | UW News - 0 views

    Researchers at the University of Washington developed a play-based, intensive, English-language method and curriculum and implemented the research-based program in four public infant-education centers in Madrid, Spain. Based on years of UW's I-LABS (Institute of Learning and Brain Science) research on infant brain and language development, UW's pilot bilingual education method utilized the following brain-research principles: 1. social interaction 2. play 3. high quality and quantity of language from the teachers. 4. Use of "infant-directed speech", or "parentese": the speech style parents use to talk to their babies, which has simpler grammar, higher and exaggerated pitch, and drawn-out vowels. 5. Active child engagement. The country's extensive public education system enabled the researchers to enroll 280 infants and children from families of varying income levels. Babies aged 7 to 33.5 months were given one hour of English sessions a day, using the UW method, for 18 weeks, while a control group received the Madrid schools' standard bilingual program. Both groups of children were tested in Spanish and English at the start and end of the 18 weeks. Children who received the UW method showed rapid increases in English comprehension and production, and significantly outperformed the control group peers at all ages on all tests of English. By the end of the 18-week program, the children in the UW program produced an average of 74 English words or phrases per child, per hour; children in the control group produced 13 English words or phrases per child, per hour. It was found that about six out of ten students copied directly from sources with over a quarter of them not realizing that it was plagiarism. The study also found that the increase use of modern technology has made more students use "text-speak" in their work at school. Text-speak is made up of shortcuts usually used when texting another person. Teachers are having a harder time understand their students' work because of the usage of text-speak, thus proving the negative impacts of the increased use of modern technology on students.

Hawaii to make preschool available for all 3-4 year-olds - 0 views

    Hawaii put forward a plan Tuesday, 1/17/2023, to make preschool available to all 3- and 4-year-olds by 2032, which if successful would put the state in a rarified group of states managing to provide pre-kindergarten education to most of its children. Hawaii's leaders have aspired to universal pre-K for decades but have found it elusive. A recent analysis found the state was moving so slowly toward that goal that it would take 47 years to build all the public preschool capacity Hawaii needed. The state expects it will need 465 new classrooms to serve the additional students. Lt. Gov. Sylvia Luke, who has been tasked by Gov. Josh Green to lead the state's efforts, said only half of Hawaii's 35,000 3- and 4-year-olds attend preschool, either by paying expensive tuition for private schools or obtaining one of the few spots in publicly-funded pre-K programs. The state estimates there are about 9,200 children whose parents want to send them to preschool but aren't able. It's targeting its plans at this group.
