    There are around 340 million L1 English speakers, and 600 million ESL speakers, making the language accessible to an estimated billion people, English is also the primary or official language in 101 countries. However, Vyvyan Evans, British linguist, notes emoji are an even more intuitively accessible global communication mode. 3.2 billion people have regular Internet access in the world, and 92 percent-plus of those 3.2 billion people regularly send emojis. So from that perspective, Emoji leaves English in the dust, in terms of use and uptake. Most people think that when we communicate in default face-to-face mode, language is what's driving effective communication, and in fact it's not. Communication requires different channels of information - language is just one. The two other important ones are paralanguage, and that's how you're delivering the words, so tone of voice, and the really big one is kinesics, and that has to do with action-based, nonverbal communication. Emoji functions analogously to tone of voice and to body language in text-speak, and without it, we're reduced communicators.

    Lera Boroditsky, cognitive science professor at UC San Diego notes, "...a growing body of research is documenting how experience with language radically restructures the brain. People who were deprived of access to language as children (e.g., deaf individuals without access to speakers of sign languages) show patterns of neural connectivity that are radically different from those with early language exposure and are cognitively different from peers who had early language access. The later in life that first exposure to language occurs, the more pronounced and cemented the consequences. Further, speakers of different languages develop different cognitive skills and predispositions, as shaped by the structures and patterns of their languages. Experience with languages in different modalities (e.g., spoken versus signed) also develops predictable differences in cognitive abilities outside the boundaries of language. For example, speakers of sign languages develop different visuospatial attention skills than those who only use spoken language. Exposure to written language also restructures the brain, even when acquired late in life. Even seemingly surface properties, such as writing direction (left-to-right or right-to-left), have profound consequences for how people attend to, imagine, and organize information. The normal human brain that is the subject of study in neuroscience is a "languaged" brain. It has come to be the way it is through a personal history of language use within an individual's lifetime. It also actively and dynamically uses linguistic resources (the categories, constructions, and distinctions available in language) as it processes incoming information from across the senses.

On June 16, 2015, thanks to the efforts of several stakeholders, including the Hawaii Language Roadmap, Hawaii's Board of Education unanimously voted to approve a Seal of Biliteracy for Hawaii's public school students. The policy adopted by the BOE reads as follows: The Board of Education hereby establishes a Seal of Biliteracy to be awarded upon graduation to students who demonstrate high proficiency in either of the State's two official languages and at least one additional language, including American Sign Language; provided that a student who demonstrates a high proficiency in both of the State's two official languages shall be awarded a Seal of Biliteracy. The purposes of the Seal of Biliteracy are to recognize the importance of: (1) enabling students to be college, career, and community ready in today's global society; (2) establishing an educational culture that recognizes and values the wealth of linguistic and cultural diversity students bring to the classroom; (3) supporting opportunities for study of and increasing proficiency in 'Ōlelo Hawai'i, an official language of the State of Hawai'i; and (4) encouraging partnerships with institutions of higher education and community organizations to increase access to language instruction in a variety of languages. The Department of Education shall implement the Seal of Biliteracy, including developments of criteria that students must satisfy to receive the Seal. Rationale: The Board of Education recognizes that there is personal, cultural, social, academic, and vocational/occupational value in encouraging students to maintain, or develop, proficiency in more than one language.

Context: Champions of Google underestimate how much the meaning of words and sentences changes with context. With the right knowledge in memory, your brain deftly puts words in context. 2. Speed Quick access is supposed to be a great advantage of using the internet. Students have always been able to look up the quadratic equation rather than memorize it, but opening a new browser tab takes moments, not the minutes required to locate the right page in the right book. Yet "moments" is still much slower than the brain operates. That's why the National Mathematics Advisory Panel listed "quick and effortless recall of facts" as one essential of math education. Speed matters for reading, too. Researchers report that readers need to know at least 95 percent of the words in a text for comfortable absorption. Pausing to find a word definition is disruptive. Good readers have reliable, speedy connections among the brain representations of spelling, sound and meaning. Speed matters because it allows other important work - for example, puzzling out the meaning of phrases - to proceed. Using knowledge in the head is also self-sustaining, whereas using knowledge from the internet is not. Every time you retrieve information from memory, it becomes a bit easier to find it the next time.

    Research from Concordia University in Montreal reveals a new perk visible in the problem-solving skills of bilingual toddlers. The study assessed the vocabularies of 39 bilingual children and 43 monolinguals when they were aged 24 months, and then again at 31 months. During the second assessment, the researchers also had the young participants perform a battery of tasks to test their cognitive flexibility and memory skills. While overall, there was little difference between the bilingual and monolingual toddlers, bilingual children performed significantly better on the conflict inhibition tasks than did their monolingual counterparts. Conflict inhibition refers to the mental process of overriding a well-learned rule that you would normally pay attention to. These were the two tasks: 1. Reverse categorization -- participants were told to put a set of little blocks into a little bucket and big blocks into a big bucket. Then the instructions were switched -- big blocks in the little bucket and little blocks in the big bucket. 2. Shape conflict -- participants were shown pictures of different sized fruit and asked to name them. Then a new series of images was shown, with a small fruit embedded inside a large one. Toddlers were asked to point to the little fruit. Crivello, one of the lead researchers, commented that "Language switching underlies the bilingual advantage on conflict tasks. In conflict inhibition, the child has to ignore certain information -- the size of a block relative to a bucket, or the fact that one fruit is inside another. That mirrors the experience of having to switch between languages, using a second language, even though the word from a first language might be more easily accessible."
