Obesity: Another thing it's too late to prevent | The Economist - 0 views

  • It's not that it's impossible for governments to hold down obesity; France, which had rapidly rising childhood obesity early this century, instituted an aggressive set of public-health interventions including school-based food and exercise shifts, nurse assessments of overweight kids, visits to families where overweight kids were identified, and so forth. Their childhood obesity rates stabilised at a fraction of America's.
  • The problem isn't that it's not possible; rather, it's that America is incapable of doing it.
  • America's national governing ideology is based almost entirely on the assertion of negative rights, with a few exceptions for positive rights and public goods such as universal elementary education, national defence and highways. But it's become increasingly clear over the past decade that the country simply doesn't have the political vocabulary that would allow it to institute effective national programmes to improve eating and exercise habits or culture. A country that can't think of a vision of public life beyond freedom of individual choice, including the individual choice to watch TV and eat a Big Mac, is not going to be able to craft public policies that encourage people to exercise and eat right. We're the fattest country on earth because that's what our political philosophy leads to. We ought to incorporate that into the way we see ourselves; it's certainly the way other countries see us.

The politics and philosophy of racism: Grand Racist Party? | The Economist - 0 views

  • At best, Republicans on the whole are slightly more likely to have opinions commonly believed to be racist, and that is far from undeniable.
  • In my experience, the real crux of the left-right divide on policies with fraught racial dimensions, such as welfare or affirmative action, is the question of structural coercion.
  • I used to think that if negative rights to non-interference were strictly observed, liberty was guaranteed, but I don't now. Here's how I had thought about the matter. One racist acting in a private capacity on his or her racist beliefs can't violate anyone's legitimate, negative rights. (No one is entitled to another's good opinion!) Two racists acting as private citizens on their racist beliefs can't violate anyone's rights. Therefore, I inferred, thousands or millions of racists acting non-coercively on their racist beliefs can't coercively violate anyone's rights. I now think this is quite wrongheaded.

  • Eventually I realised that actions that are individually non-coercive can add up to stable patterns of behaviour that are systematically or structurally coercive, depriving some individuals of their rightful liberty. In fact, rights-violating structures or patterns of behaviour are excellent examples of Hayekian spontaneous orders—of phenomena that are the product of human action, but not of human design. This shift has led me to see racism and sexism themselves as threats to liberty. Racism and sexism have come to matter more to me in that I have come to see them in terms of the political value that matters most to me: liberty. And so I have become much more sympathetic to policies that would limit individual liberty in order to suppress patterns or norms of behaviour that might pose an even greater threat to freedom. So I've become fairly friendly toward federal anti-discrimination law, affirmative action, Title 9, the works. I have found that this sympathy, together with my belief in the theoretical possibility and historical reality of structural coercion, releases me almost entirely from the liberal suspicion that I'm soft on racism (even if I do wish to voucherise Medicare).
  • this shift in conviction has almost nothing at all to do with a shift in attitude toward any group of people. I say "almost" because it has required that I come to see victims of structural coercion as real victims, really wronged, and thus to see the demand for reform and redress as both legitimate and urgently necessary.   • The number of young men and women majoring in English has dropped dramatically; the same is true of philosophy, foreign languages, art history, and kindred fields, including history. As someone who has taught in four university English departments over the last 40 years, I am dismayed by this shift, as are my colleagues here and there across the land. And because it is probably irreversible, it is important to attempt to sort out the reasons—the many reasons—for what has happened.

  • IT IS literally impossible to be literal.
  • Guy Deutscher, a linguist at the University of Manchester, calls all language “a reef of dead metaphor”. Most of the time we do not realise that nearly every word that comes out of our mouths has made some kind of jump from older, concrete meanings to the ones we use today.  This process is simple language change. Yesterday’s metaphors become so common that today we don’t process them as metaphors at all. 
  • if “tree” and “rock” aren’t metaphors, nearly everything else in our vocabulary seems to be. For example, you cannot use “independent” without metaphor, unless you mean “not hanging from”.   • Written by a pair of researchers from universities in Montreal and Madrid, it examined whether the study of economics made students more apt to lie for financial gain. The answer: a resounding yes.

  • It’s true that in practice Mr. Obama pushed through a stimulus that, while too small and short-lived, helped diminish the depth and duration of the slump. But when Republicans began talking nonsense, declaring that the government should match the belt-tightening of ordinary families — a recipe for full-on depression — Mr. Obama didn’t challenge their position. Instead, within a few months the very same nonsense became a standard line in his speeches, even though his economists knew better, and so did he.

  • What nonsense am I talking about? Simon Wren-Lewis of the University of Oxford, who has been a tireless but lonely crusader for economic sense, calls it “mediamacro.” It’s a story about Britain that runs like this: First, the Labour government that ruled Britain until 2010 was wildly irresponsible, spending far beyond its means. Second, this fiscal profligacy caused the economic crisis of 2008-2009. Third, this in turn left the coalition that took power in 2010 with no choice except to impose austerity policies despite the depressed state of the economy. Finally, Britain’s return to economic growth in 2013 vindicated austerity and proved its critics wrong.

If U.S. experience is any guide, my guess is that Britain also suffers from the desire of public figures to sound serious, a pose which they associate with stern talk about the need to make hard choices (at other people’s expense, of course.)

  • HUMAN beings are not born with the knowledge that others possess minds with different contents. Children develop such a “theory of mind” gradually, and even adults have it only imperfectly. But a study by Samantha Fan and Zoe Liberman at the University of Chicago, published in Psychological Science, finds that bilingual children, and also those simply exposed to another language on a regular basis, have an edge at the business of getting inside others’ minds.
  • This study joins a heap of others suggesting that there are cognitive advantages to being bilingual. Researchers have found that bilinguals have better executive function (control over attention and the planning of complex tasks). Those that suffer dementia begin to do so, on average, almost five years later than monolinguals. Full bilinguals had previously been shown to have better theory-of-mind skills. But this experiment is the first to demonstrate that such benefits also accrue to those merely exposed to other languages.
  • It has become fashionable to consider multilingualism as a kind of elite mental training. The question is not settled, though, for many studies have not been successfully replicated. His 1968 book, “The Population Bomb,” sold in the millions with a jeremiad that humankind stood on the brink of apocalypse because there were simply too many of us. Dr. Ehrlich’s opening statement was the verbal equivalent of a punch to the gut: “The battle to feed all of humanity is over.” He later went on to forecast that hundreds of millions would starve to death in the 1970s, that 65 million of them would be Americans, that crowded India was essentially doomed, that odds were fair “England will not exist in the year 2000.” Dr. Ehrlich was so sure of himself that he warned in 1970 that “sometime in the next 15 years, the end will come.” By “the end,” he meant “an utter breakdown of the capacity of the planet to support humanity.”

If I set up a shop on Etsy selling photographs, my private returns may be defined as the revenue I generate. The social returns are the pleasure that my photographs provide to my customers.
  • People in some professions provide a surplus of social returns. Inventors are a good example. Take the modern semiconductor. It made possible countless other inventions — nearly every piece of computing we interact with today.

These kinds of practices may be both lucrative — and socially pernicious.
  • The poor face a tremendous problem every day juggling money and expenses. Their pay often fluctuates week by week, yet they must pay rent no matter what they earn. Right now, poor people often use expensive payday loans or must incur expensive late fees.
  • Surely we could do better. Finding ways to smooth out these shocks is the kind of important, socially valuable problem that finance could solve. Many other crucial social problems have finance at their root, from saving for college to insuring unemployment risk.
