Last fall, Stanford professors Peter Norvig and Sebastian Thrun offered their most popular class to the world for free, and Thrun went on to launch an entire open education platform. MIT launched MITx, which allows anyone to take MIT classes online and earn certificates of completion, and several universities are developing OER libraries stocked with free or low-cost digital course materials.

    (last updated 2010) Although the Open Educational Resources (OERs) movement has been developed almost a decade ago, Australian higher education sector seems to be still resisting this movement. This project intends to develop a "Feasibility Protocol" to enable and facilitate the adoption, use and management of OERs for learning and teaching within higher education (HE) institutions in Australia. This project will also explore how OERs will enhance teaching and learning, enable and widen participation for key social inclusion targets in higher education, promote lifelong learning and bridge the gap between non-formal, informal and formal learning in Australia. This is very important for the development of Australia education national and internationally because it will support educational institutions that are currently limited by the lack of guidance regarding OERs, speed up the process of appropriate adoption of OERs, and provide additional venues for universities to pursue innovative strategies to better support current students, attract new ones and be internationally recognised and competitive.

    Eine Auftragsforschung der "Feinde" wirklich freier Bildungsmedien. die ganze Tonalität verrät, dass hier lobby-mässig eingefärbte "Forschungs"-Ergebnisse zu erwarten sind bzw. schon vorliegen. Dennoch kann es natürlich interessant sein, diese "Forschung" weiter zu beobachten.

Für den Bereich Schule hat das Thema in Deutschland seit Ende 2011 verstärkt Einzug in Fachdebatten gehalten. Im März 2012 haben Felix, Jöran und Mirjam eine Bestandsaufnahme gemacht. Das Whitepaper Open Educational Resources (OER) für Schulen in Deutschland ist im Auftrag des Internet & Gesellschaft Co:llaboratory* entstanden. Im Whitepaper werden grundsätzliche Fragen, wie unterschiedliche Definitionen und verschiedene Verständnisse vorgestellt und ein Überblick über Akteure, Positionen und Interessen gegeben. Die bestehenden urheberrechtlichen Rahmenbedingungen, die Relevanz von bearbeitbaren Unterrichtsmaterialien in der Schulpraxis und ein Überblick über mögliche Geschäftsmodelle für OER werden dargestellt.

Unter Einbeziehung dieser Fragen werden auch technische Voraussetzungen, Bildungsübergänge und bestehende Best Practices beleuchtet.

  • Bis Ende 2014 soll eine Arbeitsgruppe aus Vertretern von Bund und Ländern eine Stellungnahme zum Thema erarbeiten. „Es geht auch darum, Verständnis für das Thema zu schaffen“, erklärt Michael Kaden vom brandenburgischen Bildungsministerium.
  • „In Polen haben sich die Verlage an der OER-Ausschreibung nicht beteiligt. Die Bücher erstellen jetzt Leute an den Hochschulen. Ich kann mir nicht vorstellen, dass sie bessere Sachen machen als die Verlage“, sagt Jöran Muuß-Merholz, Berater und Autor eines Grundsatzpapiers zum Thema. „In Osteuropa hat man Schulbuchmärkte zerstört“, ist David Klett, Verantwortlicher für die Lehrerfachverlage beim Bildungskonzern Klett, überzeugt. Hinzu komme: „An die Stelle des Wettbewerbs um die Gunst der Lehrer tritt der Wettbewerb um die Gunst von Beamten oder Jurys, die den OER-Auftrag vergeben.“
  • „OER sind nicht nur schlecht, sie bergen nur die Gefahr, dass noch mehr Geld aus den Schulen abgezogen wird“, sagt Klett.
  • „Wir sind der festen Überzeugung, dass wir dauerhaft nur hochwertige Medien werden erstellen können, wenn die kreativ arbeitenden Berufsgruppen auch dauerhaft für ihre Leistungen entlohnt werden“, sagt Tilo Knoche
  • Digitale Materialien kann nur nutzen, wer ein Tablet oder Smartphone im Unterricht verwenden kann.
  • Berater Muuß-Merholz sieht darin kein großes Problem, da fast jeder Schüler ein Smartphone habe. „An der Finanzierung scheitert es selten. Es sind in der Regel nur fünf Prozent der Eltern, die Unterstützung in Anspruch nehmen.“
