"Impact Factors have come under increasing scrutiny in recent years for their lack of transparency and for misleading attempts at research assessment. Last year the San Francisco Declaration on Research Assessment (DORA) took a groundbreaking stance by explicitly disavowing the use of impact factors in assessment. This document has since drawn support worldwide and across the academic community. But what exactly are Journal Impact Factors and why are they cause for so much concern? Talk about an ambitious suggestion! As we've talked about this in class, I'm not surprised to find scientific research that impact factor is bad scientific (not to mention business) practice. I'm also very interested in this idea of alternative scholarly communication systems; and if libraries are to play a central role, I have to assume that projects like institutional repositories would play an enormous part in this new system. I wonder what this suggests about altmetrics, though? Are we just putting a band-aid on a deep wound, and treating the symptom instead of the disease?

This article analyses major OA approaches adopted in the industrialized world (so-called Green OA, Gold OA, and OA mandates, as well as non-OA information philanthropy) as they relate to the consumption and production of research in the developing world. The article concludes that while the consumption of scientific literature by developing world researchers is likely to be significantly enhanced through such programs, promoting the production of research in the developing world requires additional measures. These could include the introduction of better South-focused journal indexing systems that identify high-quality journals published in the developing world, coupled with the adjustment of academic norms to reward publication in such journals. Financial models must also be developed to decrease the reliance by institutions in the developing world on information philanthropy and to level the playing field between OA journals in industrialized and developing countries."

"I didn't expect publishers to give up their profits, but my frustration lies primarily with leaders of the science community for not recognizing that open access is a perfectly viable way to do publishing," he says.

La cuestión es que no hay quien ofrezca una opción sólida que pueda remplazar al Factor de Impacto. La comunidad científica lo ha adoptado cómo "LA" manera en que se puede medir el desempeño de los investigadores en el mundo. Y ese supuesto es hegemónico en el mundo. Tan es así que Scielo, a pesar de ser un repositorio en acceso abierto que sigue la filosofía de dar a conocer la producción científica latinoamericana, se decanto por generar indicadores bibliométricos de la mano de Thomson-Reuters y entrar al Web of Science. Esto no es asunto menor, es un indicador definitivo de que el dominio del FI no decaerá. Esto repercute directamente con la política científica nacional de cada país. En México CONACYT evalúa a los miembros del SNI mediante sus publicaciones en SCOPUS -pidiendo como evidencia las citaciones en este sistema de información. En Colombia, PUBLINDEX colocá revistas en A1 por el hecho de ser JCR-WoS u SJR-SCOPUS. Esto es innegable y seguirá pasando. Es por ello que iniciativas regionales de Acceso Abierto en América Latina (ya sean repositorios, leyes, etc:) ofrecen una posibilidad diferente que debe ser explotada por los investigadores de la región para mejorar la visibilidad de su producción. Del mismo modo, es ahí donde espacios como este MOOC deben ser valorados por su capacidad para diseminar la cultura del conocimiento abierto.

Many interesting charts and data of the global internet use, access, and contributions

Atlas, publications, charts and tables of global information and internet geographies and impacts on information access, information production and information distribution, done over a four year period by Oxford Information Institute. Findings, data, and publication will be published in Open Access formats and platforms. The website is simple but contains lots of information relevant to the topics in Stanford. There are links to external related publications about information geography, access, distribution and production. Very good website. Some limitations include: bias from the two developers and producers as well as institution itself, unknown (not identified) contributors and sponsors.

A very valuable collection demonstrating how economic, political, cultural and linguistic ties impact the flow of knowledge is and information. Of course, such charts do little to explain, why this happens and where a more even distribution of knowledge is desirable. Also, the data that lies behind the visualisations is not always open. Especially vauable are the links to the data collections that are accessible.

I chose the Open Educational Resources Research Hub (OER Research Hub) for a focus for research, designed to give answers to the overall question 'What is the impact of OER on learning and teaching practices?' and identify the particular influence of openness. As open education now reaches a stage of maturity we need evidence about what works, what doesn't and why in order that lessons learned can be shared. Filling the gap in the evidence base and sharing data and methods widely is the intention of OER Research Hub. The project combines: A targeted collaboration program with existing OER projects An international fellowship program Networking to make connections A hub for research data and OER excellence in practice

"So what did I learn from this novel experience? For me, it was the combined power of social media and open access publishing. Social media acted as a sign post to the research for a wide range of people, largely outside academia. Open access then meant that everyone could read it."

I've saved this because it identifies a facet of open knowledge that is becoming increasingly important - the concept of "open manufacturing". Additive manufacturing - or 3D printing as it is more commonly known - is being used in more industry sectors than ever before. New materials and use cases have led to 3D manufacturing in Health, Entertainment, Automobiles, Fashion, Construction etc. I particularly liked this quote from David Rowan at Wired: "The democratisation of manufacturing will empower anyone with a compelling idea to prototype, make and launch a physical product ay speed and low cost".
