INL is buildINg the capacity of law enforcement personnel through traININg, technical assistance, and mentorINg, among other activities. INL supports the travel of host-nation personnel to attend traININgs IN other countries and IN other parts of Haiti, furtherINg sharINg of best practices. The Public Affairs Section of the U.S. Embassy in Singapore announces an open competition for proposals to design, plan, and implement a three-day workshop (not inclusive of travel dates) in Singapore for the Young Southeast Asian Leaders initiative (YSEALI), pending the availability of funds. The three-day workshop in August 2020 (tentatively) will gather approximately 40-60 participants between 18-35 years of age from all ten ASEAN member states and Timor-Leste around the theme, "Future Workforce." YSEALI is the U.S.government's signature initiative to strengthen partnerships with emerging leaders in ASEAN member states (Brunei, Cambodia, indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam) and Timor-Leste. Program participants are encouraged to work across national borders to solve regional challenges, encompassed by the four pillars of YSEALI - economic growth, sustainable development, education, and civic engagement - and to strengthen the U.S.-ASEAN partnership. The YSEALI Regional Workshop on "Future Workforce" in Singapore will help Southeast Asia strengthen economic development capacity by preparing their workforce to adapt to the needs of future job demands and highlight the value of U.S. companies in driving technology and innovation. Over the course of three days, workshop participants will gain the knowledge, skills, and resilience to ensure their enterprises remain viable into the future. The workshop will develop participants' leadership competencies in strategies for meeting the digital future, critical thinking skills required to adapt quickly, and upskilling/reskilling their workforce.

The U.S. Embassy's Public Affairs Section in Moscow (PAS Moscow) announces an open competition for organizations to submit applications to carry out a program to administer the FY 2019-2020 English Language Teaching Support. Please carefully follow all instructions below. The U.S. Embassy in Moscow invites proposal submissions for a cooperative agreement to provide technical and logistical support for English Language Programming from the English Language Office (ELO) in Russia. Award recipients will consult closely with the English Language Officer in PAS Moscow throughout the development, implementation, and evaluation of each English Language Program. Each English Language Program professionally develops teachers, increases the English language skills of students, or assists an expert to professionally develop other teachers of English in Russia. These include, but are not limited to: Umbrella and National Association of Teachers' of English) NATE conferences, ETA support to visit English Access camps, Teacher Associations' and USG alumni support, travel of Russian English teachers to TESOL Convention and other international conferences, and targets of opportunity. The grantee will be responsible for providing logistical support during major ELO events and projects in Russia in the form of venue negotiations and arrangements, transportation, transfers, hotel and meal arrangements, purchasing of materials and supplies, and other technical and/or logistical support, as directed by PAS Moscow. The Grantee will be required to provide the Embassy with program account records on a regular basis.

EXECUTIVE SUMMARY: The U.S. Embassy in Belmopan, Belize announces a Notice of Funding Opportunity (NOFO) to strengthen democratic governance through capacity building for civil society organizations and civil servants through partnership in Belize with up to $1,261,666 USD in FY 2017 Economic Support Funds (ESF). The anticipated start date for successful proposals is September 28, 2018. U.S. Embassy Belmopan anticipates funding up to five awards between the amount of $200,000 and $400,000 USD for this NOFO. The Embassy seeks proposals that strengthen civil society's capacity and role in the governance process, and/or strengthen civil service capacity at all levels of government. Proposals should be oriented toward civil society organizations working with national and/or local government, particularly in vulnerable and/or marginalized communities. Proposals should detail how each planned activity will incorporate principles of accountability in all substantive areas, processes, and procedures. The overall goal of this NOFO is to support democracy and governance efforts in Belize. Funding awarded under this NOFO cannot be used for law enforcement or to train members of law enforcement

The U.S. Mission in Iraq announces an open competition for eligible organizations to submit proposals for a grant to implement the U.S.-Iraqi Think Tank Linkage Program for Iraqi Academics and Commentators program. The Public Affairs (PA) Section seeks to connect an influential group of Iraqi think tank representatives with their counterparts in the United States. This program would send ten (10) academics and Iraqi media commentators, selected by Embassy PA staff, to the United States for a ten (10) day exchange program to meet with representatives of American think tanks, U.S. government representatives, and international and media organizations. Topics to be covered include the role of think tanks and policy research institutions in U.S. society, the collaboration of think tanks with educational institutions, NGOs, and government branches, U.S.-Iraq bilateral relations in the post-ISIS era, the continued international Coalition role in Iraq post-ISIS, investment opportunities in Iraq for American companies, Iraqi Prime Minister Abadi's anti-corruption and national reconciliation efforts, and relations between the Iraqi federal government in Baghdad and the Iraqi Kurdistan Regional Government. Subject to the availability of funds, the Embassy expects to award one Grant up to $100,000 to carry out the U.S.-Iraqi Think Tank Linkage Program.

The United States Embassy in Bosnia and Herzegovina, acting through the Office of Public Affairs, is pleased to announce a Notice of Funding Opportunity for the "Night at the Museum" Civic Education Program which promotes awareness of joint cultural heritage and appreciation for museums as places of learning in BiH. Proposals should include a series of events, activities at three or more major museums in the country, and overnight stays for youth at those museums. Applicants should include in the program at a minimum the National Museum of BiH, the Fojnica Franciscan Monastery Museum, and one of the major museums in Republika Srpska, for no less than 400 students from different ethnic groups across the country. These youth participants will work together at each museum. Programs should be innovative, bring together youth (ages 12-24) from communities across ethnic, geographic, and administrative lines, and engage participants in follow-up community improvement activities. Priority will be given to applications which engage youth who have not yet had access to programs funded by the U.S. government. A detailed budget should be expressed in USD, with a maximum amount of $50,000.

The special programme "Islam, the Modern Nation State and Transnational Movements" is aimed at researchers who, with an eye to current developments, are examining the emergence of political movements in the Islamic world at the national and/or transnational level. Historical studies are encouraged and supported, together with projects in the areas of religious, cultural or political science: What emancipatory, what modern elements does political Islam promise and integrate? What developments, what connections, what similarities in the key categories, interpretations and claims are to be drawn between pan-Arabism and pan-Islamism at the close of the 19th century and the movements of today? What historical self-descriptions are recognizable in the concepts? Via what specific ideas of communalisation can social radicalisation and mobilisation for violence be legitimised? The special programme takes a look at the dynamics between Islamic teachings, Islamism, nationalism and transnational orientations and environments. Scientific discussion of the countries and regions of the Islamic world should bring together expertise possessing regional and thematic focus in order to allow the problems associated with areas of conflict to be expounded upon, particularly with regard to global influences and processes of cultural exchange. Proposals will be supported that address the particularities and contexts of cultural and historical environments and relationships. The projects' deliverables should be able to make a contribution to diverse and expert discussions in public and political circles. Applications are invited for funding research scholarships and research projects. PhD scholarships are only granted in connection with a research project.

The Henry Luce Foundation/ACLS Program in China Studies, in its ninth year seeks to maintain the vitality of China Studies in North America through fellowships for scholars early in their careers. The Directorate for Biological Sciences (BIO) awards Postdoctoral Research Fellowships in Biology to recent recipients of the doctoral degree for research and training in selected areas supported by BIO and with special goals for human resource development in biology.  The fellowships encourage independence at an early stage of the research career to permit Fellows to pursue their research and training goals in the most appropriate research locations regardless of the availability of funding for the Fellows at that site.  For FY 2013, these BIO programs are (1) Broadening Participation in Biology; (2) intersections of Biology and Mathematical and Physical Sciences and Engineering; (3) National Plant Genome initiative Postdoctoral Research Fellowships; and (4) international Postdoctoral Research Fellowships in Biology.  These areas change periodically as new scientific and infrastructure opportunities present themselves. For this reason, this solicitation will be changed as necessary to reflect the areas being funded.

CDC, in collaboration with the National AIDS Control Program/Department of AIDS Control, has successfully laid the foundation for quality standards and approaches within india's vast HIV laboratory network through a previous five-year laboratory strengthening funding opportunity announcement (FOA). Many achievements were made during the course of the five-year project period, including accreditation of national and state reference labs. This follow-on FOA is expected to build upon and sustain previous accomplishments through onsite mentoring and in service staff training with an eye to higher quality services and scale up. A plan will be developed to facilitate laboratory quality at the grassroots level for 12,000 + integrated HIV Testing and Counseling Centers (ICTCs). This shall be done through trainer/mentor creation within the HIV laboratory network to assist peripheral laboratories in implementing minimum quality standards. Given its expanded technical assistance (TA) scope, it is also expected to build the capacity and assure quality in a phased manner for HIV related tests like CD4 enumeration, HIV viral load and STI through strengthening leadership and mentoring capacity within the laboratory network. Now in Phase IV of its HIV/AIDS response, the Government of india (GoI) is keen to address any gaps in testing coverage.

Malawi faces chronic shortages, skill mix imbalances, and uneven geographical distribution of professionally qualified health workers such as medical doctors, clinical officers, nurse midwives, and allied health professionals. The purpose of this Funding Opportunity Announcement (FOA) is to provide technical assistance (TA) to the Government of Malawi in support of the national HIV response through the secondment of technical assistance (Technical assistants recruited and posted to requesting institutions to continue support to the HIV program (TA positions for Care and Treatment, Logistics and Supply Chain, Monitoring and Evaluation)) to the Ministry of Health (MOH) and other organizations, implementation of a fellowship program to develop technical and leadership capacity for HIV program management, provision of technical assistance to regulatory bodies (Medical Council of Malawi, Nurses and Midwives Council of Malawi and Pharmacy Medicines and Poisons Board), and improvement of the quality of in-service and pre-service education for critical health worker cadres in collaboration with Ministry of Health and training institutions under the University of Malawi and the Christian Health Association of Malawi (CHAM). Key outcomes of this program include the development and dissemination of technical guidelines, teaching materials, and tools for curricula strengthening. Teaching sites will be appropriately equipped and staffed. Capacity gaps in national programs will be addressed through the recruitment and deployment of technical assistants & fellows. in addition, the roles of regulatory bodies in education will be strengthened through the provision of technical assistance

The purpose of this FOA is to provide technical assistance (TA) to the Government of Kenya (GOK) and implementing partners in strengthening their capacity to design and implement systems to collect, analyze, interpret and disseminate high quality HIV data. To achieve this, the awardee(s) will complete activities under the following program areas: Program Area A - Surveillance and Epidemiology: Support the GOK and its partners in strengthening their capacity to design, implement, analyze, disseminate, and use data from epidemiologic studies to adequately and accurately measure outcomes and impact, while informing decision making and policy in the national and sub-national HIV response. Epidemiologic studies will include surveillance, surveys, operations research/implementation science and public health impact evaluations. Program Area B - Monitoring and Evaluation: Strengthen the Monitoring and Evaluation (M&E) capacity of health workers in program data collection, analysis and reporting as well as cohort analysis and program evaluation. The support will also include review, revision and roll out of M&E framework, tools, policies and standard operating procedures (SOPs), M&E coordination and collaboration at national and sub-national levels and support strengthening quality of HIV data through training and mentorship. Program Area C - mHealth: The third component will entail supporting the GOK units such as the National AIDS and STI Control Program (NASCOP), National Public Health Laboratory Services (NPHLS) and Kenya Medical Supplies Agency (KEMSA) in mobile technology innovations (mHealth) projects that leverage mobile technologies to enhance efficiencies in the delivery of prevention, care and treatment of HIV.

UTSAM invites applications for up to nine-month Doctoral Residency Fellowship starting in a mutually decided time after securing the founding. We are interested in proposals that involve comparative perspectives and methods of understanding security (conceptual and practical), Islamphobia and rising far right in general, and terrorism in particular.  UTSAM is an interdisciplinary forum for innovative research on socio-economic, political, and cultural explanations and analysis of security in global perspective, with a focus on the Middle East and Europe. The main goal of the UTSAM is to encourage research on security in a comparative perspective.

This Funding Opportunity Announcement (FOA) solicits applications for research projects in linked Hubs of interdisciplinary Research and Training in Global Environmental and Occupational Health (GEOHealth). The overall objective of the GEOHealth program is to support the development of institutions in the Low- or Middle-income Countries (LMICs) that will serve as regional hubs for collaborative research, data management, training, curriculum and outreach material development, and policy support around high priority local, national, and regional environmental and occupational health threats. Hubs are supported by two coordinated linked awards to 1) a LMIC institution for research and 2) a U.S. institution to coordinate research training. Together all regional hubs supported will form the GEOHealth Network, a platform for coordinated environmental and occupational health research and research training activities. An application submitted in response to this FOA for research projects must be harmonized with a linked application for related research training under RFA-TW-14-002 Hubs of interdisciplinary Research and Training in Global Environmental and Occupational Health (GEOHealth) Research Training. This FOA is intended to support research that can only be conducted primarily in and/or by scientists of LMIC institutions.

This Funding Opportunity Announcement (FOA) solicits applications to address implementation questions facing World Bank designated low- and middle-income countries (LMICs) in their efforts to scale up sustainable, evidence-based mental health interventions and thereby eliminate the mental health care treatment gap for children, women, and men. The mental health treatment gap refers to the proportion of persons who need, but do not receive care. Each awarded project is to conduct implementation research and research capacity-building activities in LMICs in any one of the following geographical regions: East Asia and the Pacific; Europe and Central Asia; Latin America and the Caribbean; Middle East and North Africa; South Asia; Sub-Saharan Africa. As a group, awardees will constitute a network for mental health implementation research in LMICs with capabilities for answering research questions about going to scale with mental health interventions, sustaining high-quality mental health care in resource-limited settings, and fostering evidence-based mental health policy and program development on an ongoing basis. This program is not intended to support research that can be conducted primarily in and/or by United States or other high income country institutions.
