The U.S. Consulate Fukuoka Public Affairs Section (PAS) of the U.S. Department of State is pleased to announce that funding is available through its Public Diplomacy Small Grants Program. This annual notice of funding opportunities outlines our funding priorities and areas of interest, as well as procedures for submitting requests for funding. Please note that this notice supplements specific notices of funding opportunities that may be posted both here and on other relevant sites throughout the year. Any organization or individual interested in applying for funding should carefully follow all instructions.

The participation is open for young researchers, Ph.D. candidates and MA students. The organizing committee will award ten grants, covering the expenses for board and lodging. Travel expenses up to 200€ will also be covered. Applications must be sent per e-mail to: segreteria.isig@fbk.eu. The deadline is the 20th of October 2017. Applications must include an academic curriculum and a letter of presentation by an academic tutor or a renowned scholar stating the relevance of the applicants' research. The working languages of the conference will be Italian, German and English. Attendance to all the sessions is compulsory for grant recipients. During the conference the students are invited to present and discuss their projects with the scholars of the conference

The application for the 2018 Boren Awards is now open at www.borenawards.org! Boren Awards fund U.S. undergraduate and graduate language study and research abroad in world regions critical to U.S. national interests (including Africa, Asia, Central & Eastern Europe, Eurasia, Latin America, and the Middle East). The countries of Western Europe, Canada, Australia, and New Zealand are excluded. The Boren Scholarships provide up to $20,000 for undergraduate students for language‐focused study abroad. The Boren Fellowships provide up to $30,000 for graduate students to fund language study, graduate‐level research, and academic internships abroad. Webinars on aspects of the Boren Awards, including special regional initiatives and components of the application are scheduled throughout the fall and spring. 20th Century Japan Research Award for 2017-2018 The Nathan and Jeanette Miller Center for Historical Studies and the University of Maryland Libraries invite applications for two $1,500 grants to support research in the library's Gordon W. Prange Collection and East Asia Collection on topics related to the period of the Allied Occupation of Japan and its aftermath, 1945-1960. Holders of a Ph.D. or an equivalent degree are eligible to apply, as are graduate students who have completed all requirements for the doctorate except the dissertation. The competition is open to scholars in all parts of the world and from any discipline, but historical topics are preferred. University of Maryland faculty, staff, and students may not apply. More information can be found on the Prange Collection website. The application deadline is November 17, 2017. The grant must be used by October 26, 2018. Grant funds will be disbursed in the form of reimbursement for travel, lodging, meals, reproductions, and related research expenses. Such costs as computers or software are not eligible.

The Department of State Office to Monitor and Combat Trafficking in Persons (TIP Office) announces an open competition for grant funding to support the Program to End Modern Slavery (PEMS).

Support U.S. training activities for the Export Control and Related Border Security Program in Libya

The Research Grant Program is designed to stimulate new and diverse lines of discourse on topics that deserve greater attention within the regions of the Middle East and Africa. Grants of up to $2500 will be awarded. Program guidelines and qualifying research topic areas can be found on the ASMEA website here.

The U.S. Department of State, Bureau of Political-Military Affairs, Office of Weapons Removal and Abatement (PM/WRA) is pleased to invite eligible organizations to submit grant applications for humanitarian demining in Colombia during fiscal year 2017. Specific goals, objectives, and technical requirements for application packages are detailed below. PM/WRA anticipates providing multiple awards totaling, at most, a cumulative amount of $11 million under this grant opportunity. The specific locations have already been tasked to specific operators, so proposals will be evaluated against other submissions. PM/WRA will most heavily weigh the cost effectiveness of the applications when making funding decisions.

The United States Embassy in Bosnia and Herzegovina, acting through the Office of Public Affairs, is pleased to announce a Notice of Funding Opportunity for the "Night at the Museum" Civic Education Program which promotes awareness of joint cultural heritage and appreciation for museums as places of learning in BiH. Proposals should include a series of events, activities at three or more major museums in the country, and overnight stays for youth at those museums. Applicants should include in the program at a minimum the National Museum of BiH, the Fojnica Franciscan Monastery Museum, and one of the major museums in Republika Srpska, for no less than 400 students from different ethnic groups across the country. These youth participants will work together at each museum. Programs should be innovative, bring together youth (ages 12-24) from communities across ethnic, geographic, and administrative lines, and engage participants in follow-up community improvement activities. Priority will be given to applications which engage youth who have not yet had access to programs funded by the U.S. government. A detailed budget should be expressed in USD, with a maximum amount of $50,000.

USAID intends to make two (2) awards (one each for Burkina Faso, and Republic of Niger) to the applicant(s) who best meets the objectives of this funding opportunity based on the merit review criteria described in this NOFO subject to a risk assessment. The Partnership for the Development of Eastern Congo (P-DEC) Program seeks an integrated set of cross-sectoral interventions. Through a cohesive and holistic approach, P-DEC Program aims to amplify the impact of USAID investments and complement other planned interventions by the Government of the DRC and external actors in the public and private sectors. The purpose of the P-DEC Program is therefore to address the development emergency in eastern Congo through a multi-year, multi-sectoral initiative that will build community trust, strengthen the resilience of individuals and communities, fortify existing governance structures, and create opportunities for long-term development and self-reliance of local communities. These activities may also reach across a range of partner types - from public-private partnerships to capacity-building of local organizations. USAID envisions an approach centered around two geographically defined planning and implementation phases. While geographically defined, the phases are not sequential, nor are they strictly defined technical categories; they are fluid, and are conceptual in nature. The approach also focuses on urban and peri-urban areas with large populations, existing transportation networks, and a level of security and stability necessary for implementation.

The Public Affairs Section (PAS) of the U.S. Embassy in Yaounde, Cameroon announces an open competition for an assistance award through this Notice of Funding Opportunity (NOFO). PAS Yaounde invites all eligible organizations to submit a proposal for a French-language television and radio entertainment drama series that addresses the issue of countering violent extremism among young people in contemporary Cameroonian society and highlights the power of civic engagement and peaceful community involvement to enact positive change and provide an alternative to violent extremism.

The United States Agency for International Development (USAID) Mission for Sri Lanka and Maldives will support the Increased Demand and Engagement for Accountability (IDEA) activity for Sri Lanka. This is a three-year activity designed to ensure that Sri Lanka has a vibrant civil society which empowers citizen participation to advance democratic values and government accountability around a range of governance and reform issues. The activity will build upon civil society engagement for good governance and accountability and will complement other U.S. Government (USG) and USAID programming that supports democratic governance. Whereas much of USAID's assistance in Sri Lanka includes an element of support to civil society, this activity will focus on strengthening the civil society sector as a whole with an emphasis on working in all regions of Sri Lanka and supporting CSO participation in national and local governance processes.

COMAC builds upon previous USAID/Afghanistan programming, including the current Afghan Civilian Assistance Program (ACAP III) activity, which ends in February 2018. The original ACAP program supported Afghan civilian families and communities that have suffered losses as a result of the being caught between fighting among Afghan National Security Forces (ANSF), Afghan National Army, and Resolute Support (RS) troops against the Taliban and other anti-government elements (AGEs). COMAC will provide tailored, small-scale assistance packages to eligible families to mitigate the immediate impact of the ongoing conflict on their lives. No cash disbursements are foreseen. Assistance will be provided based on individual family needs. COMAC's funding directive is to assist Afghan civilian victims harmed by military operations.

CTR supports the pressure campaign against the Democratic People's Republic of Korea's (DPRK) by training partners to fully implement United Nations Security Council Resolutions (UNSCRs) against the DPRK, detect and halt DPRK-linked sanctions evasion activities, and impede the DPRK's material and financial activities that fund the development of Weapons of Mass Destruction (WMD). CTR achieves this mission through capacity-building programs, open-source research, and other specialized efforts, all of which help at-risk countries detect and shut down financial and material flows to the DPRK.
