Research on the Science and Technology Enterprise: Statistics and Surveys - 0 views

    The National Center for Science and Engineering Statistics (NCSES) of the National Science Foundation (NSF) is one of the thirteen principal federal statistical agencies within the United States. It is responsible for the collection, acquisition, analysis, reporting and dissemination of objective, statistical data related to the science and engineering enterprise in the United States and other nations that is relevant and useful to practitioners, researchers, policymakers and the public. NCSES uses this information to prepare a number of statistical data reports as well as analytical reports including the National Science Board's biennial report, Science and Engineering (S&E) Indicators, and Women, Minorities and Persons with Disabilities in Science and Engineering. The Center would like to enhance its efforts to support analytic and methodological research in support of its surveys, and to engage in the education and training of researchers in the use of large-scale nationally representative datasets. NCSES welcomes efforts by the research community to use NCSES data for research on the science and technology enterprise, to develop improved survey methodologies for NCSES surveys, to create and improve indicators of S&T activities and resources, and strengthen methodologies to analyze and disseminate S&T statistical data. To that end, NCSES invites proposals for individual or multi-investigator research projects, doctoral dissertation improvement awards, workshops, experimental research, survey research and data collection and dissemination projects under its program for Research on the Science and Technology Enterprise: Statistics and Surveys.

    In September 2000, the Pew Environmental Health Commission issued a report entitled “America’s Environmental Health Gap: Why the Country Needs a Nationwide Health Tracking Network.” In this report, the Commission documented that the existing environmental health systems were inadequate and fragmented and recommended a “Nationwide Health Tracking Network for disease and exposures.” In response to the report, Congress appropriated funds in the fiscal year 2002’s budget for the CDC to address this issue. What is Environmental Public Health Tracking? Environmental Public Health Tracking (Tracking) is the integrated surveillance of health, exposure, and hazard information and data from a variety of national, state, and local sources. These systems are critical in preventing and controlling disease in populations. Having accurate and timely tracking data permits public health authorities to determine temporal and spatial trends in disease and potential environmental exposures, identify populations most affected, and develop and assess the effectiveness of policy and environmental public health interventions. Tracking involves the utilization of data and information regarding health outcomes, environmental hazards, and human exposures, or a combination of them, and provides important information for public health practice. The availability of these types of data in a standardized network will enable researchers, public health authorities, healthcare practitioners, and the public to have a better understanding about the possible associations between the environment and adverse health effects.     The Division of Mathematical Sciences (DMS) in the Directorate for Mathematical and Physical Sciences (MPS) at the National Science Foundation (NSF) and the National Library of Medicine (NLM) at the National Institutes of Health (NIH) plan to support the development of innovative and transformative mathematical and statistical approaches to address important data-driven biomedical and health challenges. The rationale for this interagency collaboration is that significant advances may be expected as the result of continued NSF investments in foundational research in mathematics and statistics as well as inter- and multi-disciplinary research and training at the intersection of the quantitative/computational sciences and domain sciences, while NIH benefits from the enhancement of biomedical data science with new approaches that strengthen the reproducibility of biomedical research and support open science.

    High quality accessible strategic information (including surveillance, survey and routine monitoring and evaluation and health information data) is needed to monitor and evaluate the impact of PEPFAR programs, and to determine changes in disease prevalence and incidence in both general and high risk populations. While progress has been made in the recent years, weaknesses in the national strategic information supported by the Ministry of Health and the PEPFAR program still remain. This FOA is to build on the work of the previous FOA by providing technical assistance to increase the technical and organizational capacity of the Ministry of Health of (MOH) and other USG implementing partners, in the collection, quality, and validity of data and information systems used for monitoring, planning, and prioritization of the National program to combat HIV/AIDS. Activities listed under this FOA are intended to support the Ministry of Health and National Institute of Health in development of survey and surveillance programs, routine monitoring and evaluation (M&E), and health information systems (HIS) that are needed in the collection of vital statistics including HIV survey and surveillance, mortality statistics, disease modeling and develop demographic estimate projections related to HIV and other diseases. In developing individual and institutional capacity, including support for the development of budgeting and accountancy skills, and SOPs for the implementation of surveys, accountability, oversight skills, and human resource skills will aid in the development of future programs, guidelines, and more efficient utilization of data in national HIV/AIDS program.

    The purpose of this FOA is to fund a single coordinating center to formalize and centralize support for the HEAL Preventing Opioid Misuse and Opioid Use Disorder in Older Adolescents and Young Adults (ages 16-30) initiative administered by NIDA. The coordinating center will provide administrative and scientific, technical, and logistical support for coordination of common data elements, data harmonization, data sharing across projects; methodological and statistical support in the areas of study design, complex statistical analyses, economic analyses, implementation research; coordination of stakeholder and partnership engagement activities; developing and coordinating a HEAL prevention initiative publication and dissemination plan, providing logistical support for in-person meetings, conference calls, and webinars that include HEAL prevention grantees, funders and stakeholders. The goal of this consortium is to provide the research community access to laboratory and statistical analyses to add or expand the inclusion of environmental exposures in their research and to make that data publicly available as a means to improve our knowledge of the comprehensive effects of environmental exposures on human health throughout the life course. This FOA solicits the Data Center. The Data Center will provide intellectual and logistical support for the maintenance, integration, analysis, interpretation, curation, and reuse of data generated by HHEAR in support of extramural research projects. The Data Center will build and manage an exposure data repository and associated data science resources, including a public access Data Portal, a Data Submission and Review Portal, and an ontology and associated standardized data structure. In addition, the Data Center will provide statistical, analytical, and informatic support for HHEAR components and studies using the HHEAR infrastructure.     This NOFO will support achievement of national targets for 2018 antiretroviral therapy (ART) scale-up towards the UNAIDS Fast Track Targets in Ukraine. The recipient will implement innovative and effective recruitment and case management models for persons who inject drugs (PWID) and men who have sex with men (MSM) at the community level. These innovative changes will increase uptake of HIV community based testing and increase ART initiation for these populations. The recipient will pilot risk network-based testing using point-of-care recency assays to link recently infected PWID to care. The project will focus on the six regions with the highest HIV burden (Dnipropetrovsk, Mykolayiv, Odesa, government controlled areas (GCA) of Donetsk, Kyiv City, and Kherson) and continue to work in six additional medium burden oblasts (Cherkasy, Poltava, Chernihiv, Zaporizhzhya, Kirovohrad, and Kyiv). The recipient will also increase the capacity of the Government of Ukraine’s Center for Public Health (CPH) and regional monitoring and evaluation (M&E) centers specialists to conduct data analysis using statistical software and build institutional capacity to conduct economic evaluations of HIV interventions.     NIJ, in partnership with the Bureau of Justice Statistics (BJS) and the Office of Juvenile Justice and Delinquency Prevention (OJJDP), is seeking proposals under the Data Resources Program (DRP) for original research using existing data available from the National Archive of Criminal Justice Data (NACJD) and other public sources. NACJD houses quantitative and qualitative data from research funded by these three agencies. The data are made available online at no cost as downloadable, machine-readable files. Copies of documentation, such as user guides and codebooks, are also available at no charge. NACJD is maintained by the Inter-University Consortium for Political and Social Research at the University of Michigan and is supported by NIJ, BJS, and OJJDP. Highest priority will be given to research that addresses compelling crime and criminal justice questions involving juvenile and adult populations, and that uses NIJ, BJS, or OJJDP data at NACJD.
