    The Fusion Energy Sciences (FES) program of the Office of Science (SC) and the Defense Program (DP) of the National Nuclear Security Administration (NNSA), both of the U.S. Department of Energy (DOE), jointly announce their interests in receiving grant applications for new awards and grant renewals for research in the SC-NNSA Joint Program in High-Energy-Density (HED) laboratory plasmas. All individuals or groups planning to submit applications for new or renewal funding in Fiscal Year 2018 should submit in response to this Funding Opportunity Announcement (FOA). The specific areas of interest are: 1. HED Hydrodynamics 2. Radiation-Dominated Dynamics and Material Properties 3. Magnetized HED Plasma Physics 4.     Three types of research project are solicited. Projects 1 and 2: Congress has provided funding that will allow HUD to evaluate the efficacy of its resilience expenditures. HUD is soliciting proposals to conduct two distinct, but related, research studies: (1) a cost-effectiveness evaluation that investigates long- and short-term benefits and costs of expenditures designed to reduce risk to people and property from flood hazards and increase resilience to flood impacts, with explicit focus on impacts to vulnerable populations, and (2) an assessment of implementation of flood resilience strategies, with a goal of identifying those implementation practices that have the greatest chance of being successful across a range of communities. Following on each study - the cost-effectiveness analysis and the implementation study - the respective research organization(s) will produce guidance tools for communities carrying out flood resilience strategies. The cost-effectiveness guidance will include practical methods of project assessment that can be deployed by local communities and states with varying levels of capacity for assessing the benefits of resilience expenditures. Implementation guidance will include assessment of common implementation challenges and solutions and best practices for conceiving, planning, funding, and implementing flood resilience strategies, especially how to improve community participation and support of such strategies. For Project 3, HUD is funding co-operative agreements for pre-competitive research in homebuilding technologies that provide the homebuilding industry with new, innovative construction products or practices that lead to more affordable, energy efficient, resilient (in this sense, durable, disaster resistant, adaptable for future requirements, and maintainable), and healthier housing.

Effects of LED Roadway Lighting on Driver Sleep Health and Alertness - 0 views

    Roadway lighting sources are being converted from high pressure sodium (HPS) and other high-intensity discharge (HID) luminaires to light emitting diode (LED) luminaires because LEDs are generally more energy efficient and may offer better visibility. LEDs with a correlated color temperature (CCT) greater than 3000K often have higher blue content in their spectrum (460 to 480 nm) than HPS lamps. Light in this wavelength affects the production of the hormone melatonin, which regulates the human circadian rhythm. In June 2016, the American Medical Association (AMA) issued a report (The Council on Science and Public Health Report 2-A-16, Human and Environmental Effects of Light Emitting Diode (LED) Community Lighting) noting that roadway lighting with higher blue content, such as the light produced by LEDs with higher CCTs, could adversely suppress melatonin and affect the sleep health of people exposed to it. However, a link between melatonin suppression and LED lighting at roadway levels has never been reported. There could, however, be an advantage to the blue content in the LEDs. Because the blue content in LEDs has the potential to suppress melatonin, then by extension it may have the potential to make drivers more alert. In order to design LED roadway lighting that minimizes any negative impacts on drivers, research is needed to understand the relationship between LED roadway lighting and driver sleep health and alertness.

    There is a fellowship opportunity at the Center for Global Health, Division of Global Health Protection (DGHP) Communications Team at the Centers for Disease Control and Prevention (CDC) in Atlanta, Georgia. The fellow will have the opportunity to be involved in the following activities: Training and learning about CDC's global health capacity building programs through conducting communication research and identifying best practices in communicating with different audiences to enhance messaging from the Division.  Training in clear communication, message development, risk communication, research methods, and the use of the clear communications index.  Training on the use of social media and digital media to communicate scientific information, and how DGHP conducts outbreak and emergency response efforts. This program, administered by ORAU through its contract with the U.S. Department of Energy to manage the Oak Ridge Institute for Science and Education, was established through an interagency agreement between DOE and CDC. The initial appointment is for one year, but may be renewed upon recommendation of CDC contingent on the availability of funds. The participant will receive a monthly stipend commensurate with educational level and experience. Proof of health insurance is required for participation in this program. The appointment is full-time at CDC in the Atlanta, Georgia, area. Participants do not become employees of CDC, DOE or the program administrator, and there are no employment-related benefits.

    The National Institute on Aging (NIA) invites applications for new exploratory research projects (R21) involving secondary analyses of data in the Computerized Tracking System (CTS) database from the CALERIE (Comprehensive Assessment of Long-term Effects of Reducing Intake of Energy) trial to explore behavioral and psychosocial aspects of sustained caloric restriction (CR) in humans, including the translation of the CR adherence strategies used in the trial to promote healthy behaviors, especially for the prevention of weight gain with age. CALERIE was the first trial in humans to specifically focus on the effects of sustained CR. It demonstrated feasibility of sustained human CR (for at least two years) and favorable effects on predictors of longevity, as well as on cardiometabolic risk factors. The sustained weight loss in CALERIE has not been previously attained in any clinical study in non-obese individuals.

    The National Institute of Environmental Health Sciences (NIEHS) invites qualified investigators from domestic institutions of higher education to submit an application for Superfund Research Program (SRP) R01 Individual Research Project grant program. This Funding Opportunity Announcement (FOA) focuses on research that will advance effectiveness of bioremediation through incorporation of advanced, novel materials science approaches. Bioremediation refers to the use of biota (bacteria, algae, fungi, plants, etc.) to reduce or detoxify hazardous substances in the environment. Bioremediation is a cost-effective, low-energy-intensive remedy that has contributed to the cleanup and closure of sites impacted by hazardous substances. In recent decades, bioremediation has advanced from reliance upon culturing and biogeochemical processing to a technology-enabled field enhanced by high throughput molecular approaches (e.g. omics and gene editing techniques). These new approaches have elucidated molecular mechanisms responsible for contaminant cleanup and provided insight for potential solutions to naturally degrade emerging contaminants. Concurrent advances in materials science approaches present an opportunity to integrate new approaches to further refine the mechanisms of bioremediation and optimize conditions to accelerate natural degradation and/or stabilization processes. This Funding Opportunity Announcement calls for teams including bioremediation materials science (nanotechnology, microenvironmental engineering) to submit proposals to advance the knowledge and practice of bioremediation to address current and emerging recalcitrant hazardous substances and complex mixtures.

    In 2004, the Office of Management and Budget (OMB) conducted a program evaluation of the Bureau of Land Management (BLM) resource protection activities. The OMB found gaps in the monitoring of resource conditions to support management decisions and that the BLM had no reliable mechanism for reporting on the condition of public lands above the local scale. The BLM established an Interdisciplinary Core Team that evaluated assessment processes, resource inventories, and monitoring procedures and developed a comprehensive plan of action that would lay the foundation for a monitoring strategy. Two reports, (1) the Local Workgroup Report for the National Assessment, Inventory, and Monitoring Strategy (BLM 2007) and (2) the Findings and Recommendations for Regional Monitoring for Wildlife and Water with an Emphasis on Energy Development (Falise et al. 2008), were also completed and provided vision toward developing an Assessment, Inventory, and Monitoring (AIM) Strategy. Additional or supplemental data collection for fuels treatments (pre and post treatment), wilderness study area monitoring, and rangeland health indicators provide the information to determine the effectiveness of management actions, and may be shared across BLM offices and interested publics.
