To assist the Bureau of Land Management in managing Montezuma quail populations by evaluating Montezuma quail responses to common silviculture and rangeland practices in the Fort Stanton Snowy River National Conservation Area (NCA). (1) To describe spatial patterns and habitat use prior and after thinning projects (canopy cover reduced to a mosaic of 30% to 40% canopy cover) (2) controlled burns determine habitat use in relation to canopy cover (3) determine population characteristics (sex and age composition, survival rates, cause -specific mortality and density) of Montezuma quail in the NCA. Because few studies have been published on Montezuma quail using radio-telemetry, our knowledge on habitat use and life history is overly dependent on anecdotal observations. This study will be the first to document habitat use in relation to canopy cover, thinning projects and response to controlled burns. This project will address several conservation actions and monitoring recommendations for Montezuma quail. We will allow determination of current habitat use as well as provide needed information to construct management schemes to improve or maintain current Montezuma quail habitat. Ultimately, the understanding of the dynamics and ecology of Montezuma quail will aid in their management and the habitat they reside in.

A. Purpose and Priorities The National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Program will award grants that increase the understanding and adoption of established food safety standards, guidance, and protocols. Grants awarded through this program will be carried out in a manner that facilitates the integration of food safety standards and guidance with a variety of agricultural production systems, including conventional, sustainable, organic, and conservation and environmental practices carried out by the eligible entities. The assistance provided by these programs, to the extent practicable, shall be coordinated with and delivered in cooperation with similar services or assistance by other federal agencies or programs serving those eligible entities. The U.S. Food and Drug Administration (FDA) and the U.S. Department of Agriculture's National Institute of Food and Agriculture (NIFA) have joined in a collaborative partnership to administer and manage the National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Program. This program is designed to develop a comprehensive food safety training, education and technical assistance program for those affected by the FDA Food Safety Modernization Act (FSMA). The National Institute on Deafness and Other Communication Disorders (NIDCD) invites applications to renew an ongoing NIDCD-supported cooperative agreement, the Conservation of Hearing Study (CHEARS).This study will allow continued assessment of preventable risk factors for hearing loss in two large, ongoing, longitudinal cohort studies, the Nurses' Health Studies I and II.

The INSPIRE awards program was established to address some of the most complicated and pressing scientific problems that lie at the intersection of traditional disciplines.  It is intended to encourage investigators to submit bold, exceptional proposals that some may consider to be at a disadvantage in a standard NSF review process; it is not intended for proposals that are more appropriate for existing award mechanisms.

The Gulf of Mexico Research Initiative (GoMRI) announced today that it plans to award up to $105 million to support research consortia investigating the effect, and the potential associated impact, of hydrocarbon releases on the environment and public health, as well as to develop improved spill mitigation, oil detection, characterization, and remediation technologies.  The funding under this program, known as RFP-IV, will support research in the Gulf of Mexico conducted by consortia of four or more institutions between 2015 and 2017.  It is anticipated that each team will be funded at levels between $1 million and $7.5 million per year. 

The Environmental Justice Small Grants (EJSG) Program provides funding for eligible applicants for projects that address local environmental and public health issues within an affected community. The EJSG Program is designed to help communities understand and address exposure to multiple environmental harms and risks. The long-term goals of the EJSG Program are to help build the capacity of communities with environmental justice concerns and to create self-sustaining, community-based partnerships that will continue to improve local environments in the future. The fiscal year 2015 program will consider proposals supporting community-based preparedness and resilience efforts (community climate resiliency). The goal is to recognize the critical role of localized efforts in helping communities shape climate change strategies to avoid, lessen, or delay the risks and impacts associated with climate change. An overarching goal of including this emphasis is to help bolster the efforts of underrepresented communities to address climate change vulnerabilities and develop solutions.

Background: Planning for the Bear Creek cooperative project, which consists of instream restoration and barrier culvert removal, began in 2009 with local land owners, Lane County planning/engineering, BLM fisheries staff and staff from the Long Tom River Watershed Council (LTWC). The project is located within the Long Tom River 5th Field Watershed Hydrologic Unit Code (HUC). Five phases have been proposed. Phase one (Lane County) was completed in the fall of 2014 and consisted of the removal of a barrier culvert and replacement with a fish friendly pipe on County Road 4096. Phase two consists of the replacement of a fish barrier culvert on road 19-5-22.1. This culvert will be replaced in the summer of 2015 with a fish passage culvert through a BLM contract. Phase 3 and 4 will be completed under this assistance agreement. Phase five is located upstream of the above mentioned restoration work. Phase five work has been initiated by BLM fisheries staff in the summer of 2014 and consisted of pulling trees and zip lining them into the stream channel and also falling stream adjacent trees into Bear Creek. Phase 5 would occur on BLM Section 21, of T19S R5W future similar work will continue to occur based on funding. NEPA has been completed for all phases of the Bear Creek project. Match funding for this project has been awarded to BLM and LTWC cooperators for phases 3 and 4. These funds cannot be used by any other recipients.

The BLM has worked with the Geological Society of America GeoCorps America Program for over 15 years to provide geoscientists, college students, professionals, and retirees, hands on experience in overall land management. The need for geoscience expertise is great. In many cases, geoscience is not adequately addressed in education, resource management, geological hazards mitigation, and other geological work on public lands. The GeoCorps program, dating from 1997, strives to increase the number of geoscientists able to provide educational outreach to a multitude of diverse land managers in order to address a more global approach for overall land management decisions and to raise the publicÿfds knowledge and awareness of the value of geoscience resources on public lands. The objective of this program is to continue to provide geoscientists, college students, professionals, and retirees, hands on experience in resource management, geological hazards mitigation, and other geological work related to overall land management in order to develop skills and abilities in geosciences.

This program seeks to partner with the state wildlife agencies of Nevada and California to fund the design, implementation and completion of on-the-ground projects designed to enhance, rehabilitate, restore, and when appropriate mitigate habitat on BLM-administered public lands in the states of Nevada and California within the range of Bi-State Sage Grouse.

The Ecology and Evolution of Infectious Diseases program supports research on the ecological, evolutionary, and socio-ecological principles and processes that influence the transmission dynamics of infectious diseases. The central theme of submitted projects must be quantitative or computational understanding of pathogen transmission dynamics. The intent is discovery of principles of infectious disease transmission and testing mathematical or computational models that elucidate infectious disease systems. Projects should be broad, interdisciplinary efforts that go beyond the scope of typical studies. They should focus on the determinants and interactions of transmission among humans, non-human animals, and/or plants. This includes, for example, the spread of pathogens; the influence of environmental factors such as climate; the population dynamics and genetics of reservoir species or hosts; or the cultural, social, behavioral, and economic dimensions of disease transmission. Research may be on zoonotic, environmentally-borne, vector-borne, or enteric diseases of either terrestrial or freshwater systems and organisms, including diseases of animals and plants, at any scale from specific pathogens to inclusive environmental systems. Proposals for research on disease systems of public health concern to developing countries are strongly encouraged, as are disease systems of concern in agricultural systems. Investigators are encouraged to involve the public health research community, including for example, epidemiologists, physicians, veterinarians, food scientists, social scientists, entomologists, pathologists, virologists, or parasitologists with the goal of integrating knowledge across disciplines to enhance our ability to predict and control infectious diseases.

Funds may be used to: Evaluate current landfill conditions to determine threats to water resources in rural areas; provide technical assistance and/or training to enhance operator skills in the maintenance and operation of active landfills in rural areas; provide technical assistance and/or training to help associations reduce the solid waste stream; and provide technical assistance and/or training for operators of landfills in rural areas which are closed or will be closed in the near future with the development/implementation of closure plans, future land use plans, safety and maintenance planning, and closure scheduling within permit requirements. Grant funds may not be used to: Recruit preapplications/applications for any loan and/or grant program including RUS Water and Waste Disposal Loan and/or Grant Program; duplication of current services, replacement or substitution of support previously provided such as those performed by an association's consultant in developing a project; fund political activities; pay for capital assets, the purchase of real estate or vehicles, improve and renovate office space, or repair and maintain privately-owned property; pay for construction or operation and maintenance costs of water and waste facilities; and pay costs incurred prior to the effective date of grants made under this subpart.

The Fixing America's Surface Transportation Act (FAST Act; P. L. 114-94, December 4, 2015) authorizes the Secretary of Transportation to make grants to eligible non-profit institutions of higher education to establish and operate University Transportation Centers (UTCs or Centers). Non-profit institutions of higher education may include qualifying two-year institutions (20 U.S.C. § 1001(a)).  The Office of the Assistant Secretary for Research and Technology (OST-R) of the U.S. Department of Transportation (US DOT) will manage the UTC Program.
