The purpose of these cooperative agreements is to further IHS health program objectives in the AI/AN community with expanded outreach and education efforts for the MSPI and HIV/AIDS programs on a national scale and in the interest of improving Indian health care. This announcement includes two separate awards, each of which will be awarded as noted below. The purpose of the MSPI award is to further the goals of the national MSPI program. The MSPI is a national demonstration project aimed at addressing the dual problems of methamphetamine use and suicide in Indian Country. The MSPI supports an AI/AN community driven focus on the utilization and development of evidence-based and practice-based intervention models that promote a culturally appropriate prevention, treatment, and postvention approach to methamphetamine use and suicide. The six goals of the MSPI are to effectively prevent, reduce, or delay the use and/or spread of methamphetamine use; build on the foundation of prior methamphetamine and suicide prevention and treatment efforts in order to support the IHS, Tribes, and urban Indian health organizations in developing and implementing Tribal and/or culturally appropriate methamphetamine and suicide prevention and early intervention strategies; increasing access to methamphetamine and suicide prevention services; improving services for behavioral health issues associated with methamphetamine use and suicide prevention; promoting the development of new and promising services that are culturally and community relevant; and demonstrating efficacy and impact. The purpose of the HIV/AIDS award is to further the goals of the national HIV/AIDS program. HIV and AIDS are a critical and growing health issue within the AI/AN population. The IHS National HIV/AIDS Program seeks to avoid complacency and to increase awareness of the impact of HIV/AIDS on AI/ANs. This notice announces the opportunity to apply for funding under the Regional AIDS Education and Training Centers (AETC), a component of the Ryan White HIV/AIDS Part F AETC Program. The AETC Program consists of the Regional AETC Program, two (2) National AETCs, and an AETC National Evaluation Contractor (NEC). The Health Resources and Services Administration (HRSA) HIV/AIDS Bureau (HAB), Office of Training and Capacity Development administers this program. The Regional AIDS Education and Training Center (AETC) Program has been a cornerstone of HRSA's HIV/AIDS program for nearly three decades. Funding under this announcement will support a network of eight (8) regional AETCs. Each regional AETC will increase the number of health care providers who are trained and intend to counsel, diagnose, treat, and medically manage people living with HIV (PLWH) and help prevent high-risk behaviors that lead to HIV transmission. You are encouraged to consider how your proposed regional AETC activities will provide innovative, tailored, data-driven training strategies, training and technical assistance, consultation, and clinical decision support at the local and regional levels to health care professionals who provide health care services for PLWH.

This NOFO will build on previous PEPFAR support under the HHS/CDC HIV treatment program in Côte d'Ivoire (CI) to ensure continuity of comprehensive HIV/AIDS services to an existing pool of clients receiving HIV/AIDS care, support, and/or treatment. The program will also continue expanding access to HIV/AIDS services while building the capacity of national structures and contributing to sustainable service delivery within the health sector in CI. Specifically, it serves to increase capacity and sustainability of the response toward controlling the HIV/AIDS epidemic by initially providing support for HIV service delivery aligning with PEPFAR geographic and programmatic pivots by local indigenous organizations and ultimately providing technical assistance to the national Ministry of Health and Public Hygiene (MSHP) to sustain and expand comprehensive HIV prevention, care, and antiretroviral therapy (ART) programs. The recipient(s) will combine a facility and community-based strategy to support HIV/AIDS services. At the end of the 5-year project period, the recipient(s) should be able to collect and evaluate program data that demonstrates improved quality of HIV prevention, care, and treatment services in CI and to transition activities to MSHP and/or local organizations to sustain a basic HIV service package.

The primary objective for this announcement is to support small research projects : 1) to characterize the relative importance of reducing alcohol misuse in the prevention of acquisition and transmission of HIV in order to identify and apply appropriate alcohol and HIV interventions as public health measures; 2) to more fully understand and prevent the progression of HIV disease in the presence of continued alcohol exposure; and 3) to develop operational research frameworks for addressing the occurrence and persistence of infections in high-risk populations (e.g. minority women, young gay men, etc.), and translate findings into effective, culturally appropriate preventive and treatment interventions for these targeted populations.

This notice announces the availability of funds from the Secretary's Minority AIDS Initiative (MAI) Fund to maintain, enhance, and re-launch a National Resource Center with the specific focus on HIV/AIDS prevention among adolescents. This announcement seeks proposals from public and nonprofit private entities. OAH seeks to competitively award up to $350,000 per year through a three-year cooperative agreement to support the maintenance, enhancement, re-launch, and evaluation of a comprehensive National Resource Center website for HIV/AIDS prevention among adolescents (resource center). A cooperative agreement is an award instrument of financial assistance where "substantial involvement" is anticipated between the HHS awarding agency and the recipient during performance of the contemplated project or activity. "Substantial involvement" means that the recipient can expect Federal programmatic collaboration or participation in managing the award. The Office Adolescent Health will be substantially involved in the following programmatic aspects of the cooperative agreement:a. OAH will provide input into setting program priorities for the development and selection of materials to be distributed via the resource center website. b. OAH will collaborate with the awardee providing programmatic approvals prior to the awardee moving forward with development and implementation of program strategies.c. NIAAA seeks applications aimed to address the impact of alcohol use on the most important challenges for ending HIV/AIDS pandemic, outlined as the High Priority topics of research by the NIH Office of AIDS Research (https://grants.nih.gov/grants/guide/notice-files/NOT-OD-15-137.html). These priority areas are: 1) Reducing incidence of HIV/AIDS including vaccine development and infection prevention; 2) Next generation of HIV therapy; 3) Research toward a cure; 4) Comorbidities, coinfections, and complications; 5) cross-cutting areas of basic research on fundamental issues that underpin the development of high priority HIV prevention, cure, co-morbidities, and treatment strategies; 6) research to reduce health disparities, and research training of workforce required to conduct high priority HIV/AIDS related research.

The purpose of this Funding Opportunity Announcement (FOA) is to establish Phase 2 of the U.S.-South Africa Program for Collaborative Biomedical Research.  Research areas supported under this program include HIV/AIDS and HIV/AIDS-associated malignancies. The intent of this FOA is to foster, stimulate, and/or expand basic, translational, behavioral and applied research that will advance scientific discovery and engage U.S. and South African researchers working collaboratively in the areas of HIV/AIDS and HIV/AIDS-associated malignancies.  Proposed research should reflect the highest possible scientific standards, as well as shared interests, international and local public health needs and priorities, and involve mutually advantageous collaborations among institutions, including participating communities and other partners.  U.S. and South African investigators working in partnership will prepare and submit a single joint application.  Applications must include at least one PD/PI affiliated with the U.S. institution and a South African PD/PI from an eligible institution from South Africa.

This Funding Opportunity Announcement (FOA) encourages Research Conference Grant (R13) applications to conduct an annual intensive workshop/conference/meeting that addresses the needs of early stage HIV/AIDS researchers utilizing nonhuman primates (NHPs) as they translate preclinical research from NHPs to human clinical trials. The objectives of the meeting(s) supported by this FOA are to provide these early stage HIV/AIDS researchers with guidance on conducting preclinical research to inform clinical trials on reducing the incidence of HIV/AIDS infection, including vaccine development and testing; developing next-generation HIV therapies, including potential cure therapies; treatment of HIV-associated coinfections, comorbidities and complications; and infection prevention strategies. In addition to guidance on translating results to clinical trials, the conference should target developing skills related to networking, grantsmanship, and goal/milestone-driven projects. Conference topics should also include other considerations such as statistical and host genetics considerations; methods to translate the results of NHP studies to clinical trials in humans; and how to develop new NHP research programs to better reflect clinical observations and findings in human HIV/AIDS patients.

The purpose of this Funding Opportunity Announcement (FOA) is to address the needs of the maternal and pediatric HIV scientific community for research data translation and sharing. This initiative will support secondary data analyses using archived HIV/AIDS data and specimens to generate new research questions and findings relevant to the scientific mission and priorities of the NICHD, Maternal and Pediatric Infectious Disease Branch(MPIDB) and Office of AIDS Research (OAR). This notice announces the opportunity to apply for funding for the Ryan White HIV/AIDS Program's (RWHAP) Reducing Stigma at Systems, Organizational, and Individual Client Levels in the Ryan White HIV/AIDS Program administered by the Health Resources and Services Administration (HRSA) HIV/AIDS Bureau (HAB). HRSA will fund one cooperative agreement to develop a training and technical assistance program to reduce stigma for people with HIV on multiple levels throughout the health care delivery system, including on an individual client level. The program will focus on implementing various stigma-reducing approaches with an emphasis on cultural humility. The overall aim of the activities is to increase cultural humility in care and treatment settings for people with HIV to improve linkage, retention in care, and viral suppression. Training and technical assistance through this effort will build on existing programs and will be coordinated with similar activities in the HRSA RWHAP, National Institutes of Health, the Centers for Disease Control and Prevention, and the Minority HIV/AIDS Fund's Building Leaders of Color project.

This funding opportunity announcement (FOA) seeks to facilitate the entry of both newly independent and early career investigators to the area of drug abuse research on HIV/AIDS. This FOA, AIDS-Science Track Award for Research Transition (A-START), encourages Small Research Grant (R03) applications to support research projects on drug abuse and HIV/AIDS that can be carried out in a short period of time with limited resources. Applications under this FOA are welcomed from all areas of HIV/AIDS research that NIDA supports.

DHAPP's goal is to maximize program impact by focusing on the drivers of the epidemic specific to the military, and to support the development of interventions and programs that address these issues. DHAPP works with militaries of foreign countries to devise plans based on the following process:* Meet with key partners in country to determine provisional major program areas and other technical assistance needs DoD HIV/AIDS Prevention Program (DHAPP), based at the Naval Health Research Center (NHRC) in San Diego, California, provides technical assistance, management, and administrative support of the global HIV/AIDS prevention, care, and treatment for foreign militaries. DHAPP administers funding, conducts training, and provides technical assistance to participating militaries. In addition DHAPP staff members, both HQ and country based, serve on most of the PEPFAR Technical Working Groups (TWG) and Core teams through the Office of the U.S. Global AIDS Coordinator. DHAPP provides HIV program execution and monitors outcomes, with staff that includes active duty military, civil service, and contractor personnel.

The NIDA Avant-Garde Award Program for HIV/AIDS Research supports individual scientists of exceptional creativity who propose high-impact research that will open new areas of HIV/AIDS research relevant to drug abuse and/or lead to new avenues for prevention and treatment of HIV/AIDS among drug abusers. The term "avant-garde" is used to describe highly innovative approaches that have the potential to be transformative. The proposed research should reflect approaches and ideas that are substantially different from those already being pursued by the investigator or others and should support the NIH HIV/AIDS Research Priorities https://grants.nih.gov/grants/guide/notice-files/NOT-OD-15-137.html. The NIDA Avant-Garde award supports innovative, basic research that may lead to improved preventive interventions or therapies; creative, new strategies to prevent disease transmission; novel approaches to improve disease outcomes; and creative approaches to eradicating HIV or improving the lives of those living with HIV.

AIDS United, in collaboration with the Health Resources and Services Administration's HIV/AIDS Bureau and The Fenway Institute, is offering funding through the Using Evidence-Informed Interventions to Improve Health Outcomes among People Living with HIV initiative. The goal of this initiative is to support the implementation of evidence-informed interventions to reduce HIV-related health disparities and improve health outcomes, including increasing retention in care, improving treatment adherence, and improving viral suppression for people living with HIV. Up to 24 intervention sites will receive $170,000 per year to support the development and implementation of interventions.
