The FY19 PRCRP Idea Award with Special Focus supports innovative, untested, high-risk/ potentially high-reward concepts, theories, paradigms, and/or methods in cancer research that are relevant to active duty Service members, Veterans, other military beneficiaries, and the American public. The "Special Focus" of this award mechanism is on exposures, conditions, or circumstances that are unique to the military, disproportionately represented in a military beneficiary population, or may affect force readiness. Cancers or circumstances with cancer risk that may affect the Service members' support system (military families) are of special importance for total mission readiness. The advancement of knowledge in cancer research, patient care, and/or treatment options in the Military Health System (MHS) is critical to active duty Service members, Veterans, other military beneficiaries, and the American public. Relevance to military health should be articulated with respect to the overall MHS, the FY19 PRCRP Military Health Focus Areas in Section II.A.2, and the mission of the DHP and the FY19 PRCRP.

DHAPP's goal is to maximize program impact by focusing on the drivers of the epidemic specific to the military, and to support the development of interventions and programs that address these issues. DHAPP works with militaries of foreign countries to devise plans based on the following process:* Meet with key partners in country to determine provisional major program areas and other technical assistance needs DoD HIV/AIDS Prevention Program (DHAPP), based at the Naval Health Research Center (NHRC) in San Diego, California, provides technical assistance, management, and administrative support of the global HIV/AIDS prevention, care, and treatment for foreign militaries. DHAPP administers funding, conducts training, and provides technical assistance to participating militaries. In addition DHAPP staff members, both HQ and country based, serve on most of the PEPFAR Technical Working Groups (TWG) and Core teams through the Office of the U.S. Global AIDS Coordinator. DHAPP provides HIV program execution and monitors outcomes, with staff that includes active duty military, civil service, and contractor personnel.

Projects must address one or more of the FY19 SCIRP IIRA Focus Areas. * Relevance to Military Health: Projects should be relevant to spinal cord-injured military Service members, Veterans, and/or their family members and caregivers. Collaboration with military and VA researchers and clinicians is encouraged. * Preliminary Data: Observations that drive a research idea may be derived from laboratory discovery, population-based studies, a clinician's first-hand knowledge of patients, or anecdotal data. Applications must include preliminary and/or published data that are relevant to the mission of the SCIRP and support the proposed research project. IIRA applications may focus on any phase of research from basic through translational. Permitted research includes preclinical studies in animal models, research with human subjects, or human anatomical substances, as well as ancillary studies associated with an existing clinical trial. Applications including animal studies must include a clear justification for the animal model chosen including relevance to human SCI.

The MBRP Clinical Trial Award mechanism is being offered for the first time in FY17.The objective of this Program Announcement is to explore innovative approaches to accelerate the translation of knowledge advances into new treatments for the Service members who sustain burn injuries. The results of the research funded through the FY17/18 MBRP Clinical Trial Award are expected to increase the body of knowledge and materiel products available to professionals and practitioners in health, medical science, and related fields. The research impact is expected to benefit both civilian and military communities.The FY17/18 MBRP Clinical Trial Award supports clinical research studies with the potential to have a major impact on the prevention, treatment, and mitigation of debilitating burn scars that are relevant to military personnel. The specific intent is to improve functional outcomes and/or assess clinical efficacy and safety of different treatment modalities (e.g., dressing topics, biologics, cell-based therapies, mechanical, photonics).

The intent of the FY17 PRARP NIRA is to support early-career investigators interested in novel research efforts or new technologies within TBI and AD/ADRD in support of the PRARP's mission. The FY17 PRARP NIRA is open to Principal Investigators (PIs) within 3 years of their first independent faculty position, from any field or discipline. As part of the application, the PI should demonstrate that the study team has experience in both TBI and AD/ADRD research. Preliminary data, while not required, are encouraged. Preliminary data may come from the PI's published work, pilot data, or from peer-reviewed literature. Note that PIs will be required to verify their eligibility for this award. The anticipated direct costs budgeted for the entire period of performance for an FY17 PRARP NIRA will not exceed $225,000. The maximum period of performance is 3 years. The research impact is expected to benefit the military, Veteran, and civilian communities. To this end, the PRARP has identified NIRA Overarching Challenges and Focus Areas by which the intent of this mechanism can be facilitated. NIFA requests applications for the Mental Health Research Project (MHRP) for the fiscal year FY 2017 to support the Air Force Medical Operations Agency (AFMOA) MHRP in promoting the psychological health and well being for Airmen and there families through staff development, consultation, program and resource development; program evaluation, and data tracking.The primary objective for this project is to assess, develop, and evaluate programming to treat and prevent mental health problems to support the Mental Health Division of the Air Force Medical Operations Agency (AFMOA).This work also supports the mission of the DoD-USDA Partnership for Military Families Memorandum of Understanding (MOU) signed in 2010 by NIFA and DoD senior leadership. The goal of the MOU is "…to enhance federal interagency coordination and build capacity for partnerships and collaboration among the agencies and across public and private sectors to sustain programs and services for military service members and their families."

Career Development Award supports early-career, independent investigators to conduct impactful research under the mentorship of an experienced lung cancer researcher as an opportunity to obtain the funding, mentoring, and experience necessary for productive, independent careers at the forefront of lung cancer research. This award is intended to support impactful research projects with an emphasis on discovery. Submissions from and partnerships with investigators at military treatment facilities, military labs, and Department of Veterans Affairs (VA) medical centers and research laboratories are strongly encouraged.Preliminary data are not required. However, logical reasoning and a sound scientific rationale for the proposed research must be demonstrated.Key elements of this award are as follows.

Preliminary data may come from the PI's published work, pilot data, or from peer-reviewed literature.The anticipated direct costs budgeted for the entire period of performance for an FY17 PRARP CSRA will not exceed $500,000. To this end, the PRARP has identified CSRA Overarching Challenges and Focus Areas by which the intent of this mechanism can be facilitated. These should be carefully considered as part of the application process.FY17 PRARP CSRA Overarching Challenges: This FY17 PRARP CSRA funding opportunity requires applications to address one or more of the following FY17 PRARP CSRA Overarching Challenges:* Paucity of Research Resources: The paucity of research resources to examine the interrelationship between TBI and subsequent AD/ADRD for the military, Veteran, and civilian communities.

This funding opportunity seeks applications to support examinations of efficacy and effectiveness of peer-to-peer support interventions to translate and integrate content into the everyday routines of SMs to enhance psychological health readiness and mitigate negative behavioral health issues including suicide behaviors. Applications should focus on research to evaluate the efficacy and effectiveness of peer support programs that could be implemented in the military. Such interventions should leverage public health paradigms such as the social-ecological model, behavior change theory, and adult learning theory. Considerations such as how peer-to-peer support would accommodate military culture, including varied ranks and structure, gender, and occupation requirements should be taken into account. Interventions should be sensitive to the time and contextual constraints associated with occupation and lifestyle. Interventions that include an electronic or virtual component will be considered, but applicants should demonstrate that such components will ensure the interventions are interactive and engaging. Studies should consider ways to integrate content into the everyday routines of SMs to decrease burden and increase buy-in.

SUMMARY OF WORK: The non-federal entity will perform the required program support to: (1) provide technical assistance and support related to the successful completion of National Environmental Policy Act (NEPA) and Environmental Condition of Property (ECP) documentation for integrated and interdisciplinary environmental planning; (2) support the installation in the proper disclosure technical environmental information to the public; and (3) enhance government environmental planning and decision making during the NEPA process by supporting the collection and analysis of technical environmental information related to scoping, alternative analysis, and direct, indirect, and cumulative environmental impacts. BACKGROUND: Fort Leonard Wood currently consists of 61,410 acres and is designated as an active Installation Management Command (IMCOM) installation. Fort Leonard Wood is located just south of Waynesville and St. Robert, in Pulaski County, Missouri located in the northern Ozark Highland region of south-central Missouri. The installation encompasses 61,000 acres of primarily upland oak-hickory forest, 19/25 miles of permanent/intermittent streams, and 240 acres of impoundments that support an abundance of terrestrial and aquatic flora and fauna, including sensitive species. ELIGIBILITY REQUIREMENTS: All responsible, non-federal entities submitting funding requests that meet the requirements in the scope of work will be considered for this funding opportunity. STATUTORY AUTHORITY: Title 16 U.S.C. Section 670c-1 provides, in part, that "[t]he Secretary of a military department may enter into cooperative agreements…with nongovernmental organizations" for the purposes of "[t]he maintenance and improvement of natural resources on, or to benefit natural and historic research on, military installations and State-owned National Guard installations."

The National Research Action Plan (NRAP) responding to Executive Order 13625, Improving Access to Mental Health Services for Veterans, Service Members, and Military Families (August 31, 2012), lays out a framework to ensure that Government funding agencies work together to further our knowledge and diagnostic/therapeutic capabilities with regard to post- traumatic stress disorder (PTSD), TBI, suicide, and related injuries by following longitudinal cohorts of Service members and Veterans. The DoD and VA ORD meet this directive through continued collaboration on and coordination of research efforts in the areas of TBI and PTSD. Additionally, recommendations from the DoD Blast Injury Research Program Coordinating Office's November 2015 International State of the Science Meeting (Does Repeated Blast- Related Trauma Contribute to the Development of Chronic Traumatic Encephalopathy (CTE)?) included pursuing longitudinal studies to evaluate links between blast-related TBI with CTE. While a number of longitudinal efforts are ongoing, the DoD and VA seek to pursue a mechanism to collaboratively streamline and continue longitudinal studies of mTBI in active duty and Veteran populations. The objective of this effort is to solicit a single Consortium of a large longitudinal study and supporting sub-studies to analyze a large TBI cohort to include Service members, Veterans, and relevant populations.

The intent of the research funded through this award is to (1) support research to alleviate, stabilize, or characterize the symptoms or deficits common to TBI and AD/ADRD, and (2) reduce the burden of care on the caregiver for individuals living with the common symptoms of TBI and AD/ADRD. Research may be proposed to either facet of the intent. Both are equally important. As part of the research strategy, all applications must include cognitive, neuropsychological, or otherwise appropriate measures.The FY17 PRARP QUAL is open to Principal Investigators (PIs) at or above the level of Assistant Professor (or equivalent) from any field or discipline. As part of the application, the PI should demonstrate that the study team has experience in both TBI and AD/ADRD research. Preliminary data, while not required, are encouraged. Preliminary data may come from the PI's published work, pilot data, or from peer-reviewed literature. Applications should also address how all of the included study measures address the research strategy and the study's hypothesis or hypotheses.The anticipated direct costs budgeted for the entire period of performance for an FY17 PRARP QUAL will not exceed $500,000. The Substance Abuse and Mental Health Services Administration, Center for Mental Health Services is accepting applications for fiscal year (FY) 2013 Campus Suicide Prevention grants. The purpose of this program is to facilitate a comprehensive approach to preventing suicide in institutions of higher education. This program is designed to assist colleges and universities build a foundation for their efforts to prevent suicide attempts and completions and to enhance services for students with mental and substance use disorders that put them at risk for suicide and suicide attempts. The Campus Suicide Prevention grants support an array of campus activities to help grantees build a solid foundation for delivering and sustaining effective mental health and substance abuse prevention, treatment, and recovery support services. Successful applicants will provide "roadmap" of the process by which they have assessed or intend to assess suicide prevention needs and plan/implement infrastructure development strategies that meet those needs. The plan put forward in the grant application must show the linkages among needs, the proposed infrastructure development strategy, and increased system capacity that will enhance and sustain effective prevention programs and services which support SAMHSA's Prevention of Substance Abuse and Mental Illness Strategic Initiative. The plan must also address the needs of youth at high-risk identified by the National Action Alliance for Suicide Prevention; including, but not limited to: lesbian, gay, bisexual, or transgender (LGBT), American Indian/Alaska Natives (AVAN), military family members, and veterans.

The Presidential Awards for Excellence in Science, Mathematics, and Engineering Mentoring (PAESMEM) is a Presidential award established by the White House in 1995. The purpose of the award is to recognize U.S. citizens or permanent residents and U.S. organizations that have demonstrated excellence in mentoring individuals from groups that are underrepresented in science, technology, engineering, and mathematics (STEM) education and workforce. Groups that are underrepresented in STEM include women, people with disabilities, underrepresented racial and ethnic minorities, as well as individuals from low socio-economic backgrounds and some geographic regions such as urban and rural areas. The PAESMEM program is administered by the National Science Foundation (NSF) on behalf of the White House Office of Science and Technology Policy (OSTP). Nominations, including self-nominations, are invited for Individual and Organizational PAESMEM awards. Individuals and organizations in all public and private sectors are eligible including industry, academia, primary and secondary education, military and government, non-profit organizations, and foundations. Nominations are encouraged from all geographical regions in the U.S., its territories or possessions, particularly jurisdictions designated by Congress under NSF's Experimental Program to Stimulate Competitive Research (EPSCoR).

For the purposes of this project, we're defining Human Performance Enhancement like this: As the world becomes more complex, the demands on human performance continue to increase. Athletic endeavors, military requirements, continuing independence into one's later years are all examples of market-driven needs for human performance enhancement. Strength, speed, endurance, vigilance, multi-tasking, mental-acuity, and recovery are all enhancement opportunities of interest. Formal evaluation of blue papers will begin on approximately 17 October 2016. Wright Brothers Institute continues to work diligently on our pilot project to refine a commercialization process for regional innovators. In March we had an OEA Collider event focused on the Precision Agriculture market which has resulted in 8 Blue Paper submissions and 2 on-going projects to commercialize several of the concepts explained in those blue papers. We're making significant progress toward providing real market solutions with a combination of several innovative technologies!

The intent of the FY15 PH/TBI Comprehensive Universal Prevention/Health Promotion Interventions (CUP/HPI) Award is to support research focused on the development, adaptation, efficiency or optimization, and testing of comprehensive universal prevention/health promotion interventions and systems-level approaches for use within the military context. This Program Announcement/Funding Opportunity seeks research applications that are designed to have positive effects on multiple target behaviors and outcomes.

The FY15/16 VRP Technology/Therapeutic Development Award (TTDA) is a mission-driven award intended to provide support for the translation of promising preclinical findings into products for clinical applications, including detection, diagnosis, treatment, or quality of life, in at least one of the FY15/16 VRP TTDA Capability Gaps. Products in development should be responsive to the health care needs of military Service members, Veterans, and other individuals living with visual dysfunction. 

The American Psychological Foundation is accepting applications for its Visionary Grants program. Through the program, grants of up to $20,000 will be awarded to programs that use psychology to address social problems in one of four priority areas: violence prevention; understanding the connection between behavior and health (e.g., wellness, diabetes, obesity); understanding and eliminating stigma and prejudice (e.g., race, gender, sexual orientation, religion, age, disability, and socioeconomic status); and applying psychology to vulnerable, at-risk populations (e.g., serious mental illness, returning military, those who are incarcerated, and the economically disadvantaged). Preference will be given to pilot projects that, if successful, would be strong candidates for support from major federal and foundation funding agencies as well as "demonstration projects" that promise to generalize findings broadly to similar settings. To be eligible, applicants must be a graduate student or early-career researcher (no more than ten years postdoctoral) affiliated with a nonprofit charitable, educational, or scientific institution or a government operating exclusively for charitable and educational purposes

The FY19 RTRP Investigator-Initiated Research Award is intended to support studies that have the potential to make an important contribution to reconstructive transplant research, patient care, and/or quality of life. Through the RTRP Investigator-Initiated Research Award mechanism supports groundbreaking research, all projects must demonstrate solid scientific rationale with military-relevant utility. Multi-institutional collaborations among clinicians and research scientists are encouraged.
