To improve understanding of the intersection of HIV/AIDS and drug abuse, this Funding Opportunity Announcement (FOA) is part of a multipronged 2014 expansion of HIV and AIDS related research within the context of drug and alcohol abuse among understudied populations and in understudied settings that show promise for the development of effective prevention and treatment efforts. In addition to this funding opportunity, others included in the 2014 expansion address HIV/AIDS and substance use among the homeless and unstably housed (RFA-DA-14-009); the integration of substance abuse and HIV prevention and treatment within HIV/AIDS service delivery settings (RFA-DA-14-011); exploratory research on comorbid HIV, chronic pain, and substance use among older adults (RFA-DA-14-012); and Seek, Test, Treat, and Retain Data Harmonization Coordinating Center (RFA-DA-14-007).

CDC, in collaboration with the National AIDS Control Program/Department of AIDS Control, has successfully laid the foundation for quality standards and approaches within India's vast HIV laboratory network through a previous five-year laboratory strengthening funding opportunity announcement (FOA). Many achievements were made during the course of the five-year project period, including accreditation of national and state reference labs. This follow-on FOA is expected to build upon and sustain previous accomplishments through onsite mentoring and in service staff training with an eye to higher quality services and scale up. A plan will be developed to facilitate laboratory quality at the grassroots level for 12,000 + Integrated HIV Testing and Counseling Centers (ICTCs). This shall be done through trainer/mentor creation within the HIV laboratory network to assist peripheral laboratories in implementing minimum quality standards. Given its expanded technical assistance (TA) scope, it is also expected to build the capacity and assure quality in a phased manner for HIV related tests like CD4 enumeration, HIV viral load and STI through strengthening leadership and mentoring capacity within the laboratory network. Now in Phase IV of its HIV/AIDS response, the Government of India (GoI) is keen to address any gaps in testing coverage.

Founded in 1985, amfAR, the Foundation for AIDS Research works to end the global AIDS epidemic through innovative research and evidence-based public policies. To advance this mission, the organization is inviting applications for the Allan Rosenfield Internship and Fellowship Program. Established to honor the distinguished public health leader Allan Rosenfield, M.D., dean for twenty-two years of Columbia University's Mailman School of Public Health, chair of amfAR's program board, and a longtime member of the foundation's board of trustees, the Rosenfeld Fellowship program has been developed to advance the careers of exceptional college undergraduates and graduate students who aspire to become leaders in public health and the fight against the HIV/AIDS epidemic. To that end, the program trains fellows to become effective leaders in public health by immersing them in policy writing, research, and advocacy. Successful candidates are expected to conduct original writing and research related to the domestic and global HIV/AIDS epidemic as well as advocate to members of Congress and their staff, organize meetings and conferences, and participate in community briefings.

The international community is committed to ending the AIDS epidemic by 2030 and achieving the following interim targets: 90 percent of people living with HIV (PLHIV) know their status, 90 percent of those with HIV are on treatment, and 90 percent of those on treatment are virally suppressed by 2020. As PEPFAR resources are limited, effective partnerships continue to be critical in ultimately achieving epidemic control. CDC has partnered with the WHO since the inception of PEPFAR, and is able to draw on the WHO’s comparative advantage to issue international health guidelines and standards. This NOFO will strengthen public health capacity and guidelines to fast track HIV programs down to the district level in PEPFAR supported countries to achieve the 90-90-90 targets and move towards ending the AIDS epidemic by 2030. Key areas of collaboration as guided by the Joint Strategic Framework on the WHO and PEPFAR cooperation on HIV/AIDS include: prevention, care and treatment scale up, integrated service delivery, strengthening health systems, strategic information, and country support.

The overall goal of this funding opportunity announcement (FOA) is to utilize a district model approach to scale-up HIV prevention and treatment interventions to create an AIDS free generation in four districts in Lesotho. This will be achieved by implementing interventions to expand coverage of provider-initiated testing and counseling (PITC) and linkage into care services and treatment; reduce the rate of mother to child transmission to less than 5% and keep the mother-baby pairs alive; increase coverage of HIV treatment both to reduce AIDS-related mortality and to enhance HIV prevention; ensure that all TB-HIV co-infected people are initiated on antiretroviral therapy (ART) and retained in care; and strengthen the capacity of District Health Management Teams (DHMT) to routinely deliver high quality HIV programs in each district. The goal and activities of this FOA are in alignment with the Lesotho National HIV/AIDS Strategic Plan (NSP) . The four service districts will be Leribe, Berea, Quithing, and Qacha's Nek, which have a combined estimated population of 750,000.

High quality accessible strategic information (including surveillance, survey and routine monitoring and evaluation and health information data) is needed to monitor and evaluate the impact of PEPFAR programs, and to determine changes in disease prevalence and incidence in both general and high risk populations. While progress has been made in the recent years, weaknesses in the national strategic information supported by the Ministry of Health and the PEPFAR program still remain. This FOA is to build on the work of the previous FOA by providing technical assistance to increase the technical and organizational capacity of the Ministry of Health of (MOH) and other USG implementing partners, in the collection, quality, and validity of data and information systems used for monitoring, planning, and prioritization of the National program to combat HIV/AIDS. Activities listed under this FOA are intended to support the Ministry of Health and National Institute of Health in development of survey and surveillance programs, routine monitoring and evaluation (M&E), and health information systems (HIS) that are needed in the collection of vital statistics including HIV survey and surveillance, mortality statistics, disease modeling and develop demographic estimate projections related to HIV and other diseases. In developing individual and institutional capacity, including support for the development of budgeting and accountancy skills, and SOPs for the implementation of surveys, accountability, oversight skills, and human resource skills will aid in the development of future programs, guidelines, and more efficient utilization of data in national HIV/AIDS program.

The purpose of this funding opportunity announcement (FOA) is to build on previous PEPFAR support under the HHS/CDC HIV treatment program to ensure continuity of comprehensive HIV/AIDS services to an existing pool of clients receiving HIV/AIDS care, support, and/or treatment in Côte d'Ivoire. The program will also continue moderate expansion of access to HIV/AIDS services while building the capacity of national structures and contributing to sustainable service delivery within the health sector in Côte d'Ivoire, with a primary focus of activities in northern regions

The overarching goal of National Center for HIV/AIDS, Viral Hepatitis, Sexually Transmitted Diseases, and Tuberculosis Prevention (NCHHSTP) programs is to decrease the incidence and prevalence of HIV/AIDS, viral hepatitis, STDs, and TB among at-risk populations, including adolescents. Timely dissemination of the newest information derived from recent scientific studies on these diseases is imperative, but often it is challenging to reach this goal. Nongovernmental and governmental organizations often wish to hold conferences to provide up-to-date information regarding the aforementioned diseases, but are prohibited by budgetary constraints. Limited resources for disseminating the latest health information and fostering community collaboration and partnerships impedes efforts to effectively reach and impact at-risk populations and persons serving them, thereby increasing the burden of disease and concomitant sequelae in the community at large. In an effort to ease this burden, the purpose of this program is to provide partial support for specific non-Federal conferences focusing on HIV/AIDS, viral hepatitis, STDs, TB, and/or adolescent and school health. By the end of the project period, conference attendees are expected to have increased access to the latest evidence-based information related to the focus areas, increased knowledge, and improved professional partnerships.

The NIDA Avant-Garde Award Program for HIV/AIDS Research supports individual scientists of exceptional creativity who propose high-impact research that will open new areas of HIV/AIDS research and/or lead to new avenues for prevention and treatment of HIV/AIDS among drug abusers.  The term "avant-garde" is used to describe highly innovative approaches that have the potential to be transformative.  The proposed research should reflect approaches and ideas that are substantially different from those already being pursued by the investigator or others.  The NIDA Avant-Garde award supports innovative, basic research that may lead to improved preventive interventions or therapies; creative, new strategies to prevent disease transmission; novel approaches to improve disease outcomes; and creative approaches to eradicating HIV or improving the lives of those living with HIV.

Mozambique is at a critical junction of controlling its HIV/AIDS epidemic in order to meet The Joint United Nations Programme on HIV/AIDS (UNAIDS) goal of 90-90-90 by 2020 and 95-95-95 by 2030. Reaching these goals not only requires robust clinical interventions, but simultaneously requires addressing social, cultural, and legal barriers that inhibit equal access to health services for all people living with and affected by HIV. This requires not only the training of those at a local level who interact with people living with HIV/AIDS (PLHIV) or other vulnerable populations but also building the capacity of civil society organizations that can assist with improving uptake of HIV services as well as improving retention and linkages. This NOFO will increase the availability, accessibility, acceptability, and quality of HIV services provided in health facilities or community level by implementing innovative activities that reduce stigma and discrimination, increase retention and linkages of HIV and TB services, improve health facilities’ redress mechanisms, optimize care for HIV and TB patients, and improve patient rights and access to quality services for PLHIV.

The purpose of this Funding Opportunity Announcement is to provide continuing support for specific pathogen free (SPF) macaque colonies previously funded under the auspices of PAR-14-066. Breeding colonies are essential to sustain Human Immunodeficiency Virus (HIV)/Acquired Immunodeficiency Syndrome (AIDS) research. Pedigree SPF macaques are free of certain viruses, which can confound the results of AIDS-related investigations or present a risk to the personnel who care for the animals. The SPF macaques are genetically characterized for major histocompatibility (MHC) class I types as defined MHC classes are critical in determining immune responses to HIV/AIDS infections.

The purpose of this FOA is to stimulate research on interventions to reduce HIV/AIDS-associated stigma and its impact on the prevention and treatment of HIV/AIDS and on the quality of life of People Living with HIV/AIDS (PLWH). Specifically, this initiative will support research on a) novel stigma reduction interventions that link to increase in care-seeking behavior and/or decrease in transmission; b) reducing the impact of stigma on adolescent and/or youth health; c) strategies to cope with the complex burden of stigmatization due to HIV and one or more comorbidities/coinfections; d) reducing effects of stigma on and/or by family members or caregivers of PLWH; and e) innovative and improved stigma measurement in the context of implementation of an intervention. The overall goals are to understand how to reduce stigma as a factor in HIV transmission, to eliminate or mitigate the aspects of stigma that limit beneficial health outcomes for the infected and at-risk individuals and communities, and to initiate exploratory studies to determine the feasibility of stigma interventions related to HIV prevention, treatment and/or care in Low and Middle-Income Countries (LMICs).

This notice solicits applications for a new three-year Special Projects of National Significance (SPNS) initiative entitled Capacity Building in the Ryan White HIV/AIDS Program to Support Innovative Program Model Replication. This Notice of Funding Opportunity (NOFO) responds to recent changes in the HIV epidemic and the need to find effective solutions that improve health outcomes along the HIV care continuum for people living with HIV (PLWH). During recent years, a number of innovative interventions have demonstrated effective responses that contribute to ending the HIV epidemic. Ryan White providers who have developed these evidence-informed interventions have produced replication manuals and other tools to assist organizations and jurisdictions interested in adapting and/or replicating such interventions. This NOFO seeks to build the capacity of Ryan White HIV/AIDS Program (RWHAP) recipients and subrecipients to replicate effective models of care., with a particular focus on RWHAP jurisdictions identified as disproportionately affected by HIV By building capacity and encouraging the implementation or replication of effective models of care, the RWHAP intends that these jurisdictions will bring recent innovations to scale, thus improving systems of care, reducing health disparities, improving outcomes along the HIV care continuum, and ultimately contributing towards meeting the goals and objectives of the National HIV/AIDS Strategy.

This initiative will support secondary data analyses using archived HIV/AIDS data and specimens to generate new research questions and findings relevant to the scientific mission and priorities of the NICHD, Maternal and Pediatric Infectious Disease Branch (MPIDB) and Office of AIDS Research (OAR). The goal of this initiative is to encourage applicants to leverage existing datasets and employ new and advanced analysis techniques to answer scientific questions about the epidemiology, pathogenesis, treatment, clinical manifestations and complications of HIV/AIDS in maternal, pediatric and adolescent populations.

The purpose of this Funding Opportunity Announcement (FOA) is to invite applications for the Developmental Centers for AIDS Research (D-CFAR) program to provide administrative and shared research support to enhance HIV/AIDS research. D-CFARs provide core facilities, expertise, resources, and services not readily obtained otherwise through more traditional funding mechanisms. Additionally, D-CFARs provide support to assist investigators in the development of a competitive standard CFAR. The program emphasizes interdisciplinary collaboration across all areas of HIV/AIDS research.

This NOFO will support implementation and acceleration of comprehensive HIV prevention, care, and treatment programs for HIV/AIDS epidemic control in Fort Portal Region of Uganda. This will entail implementation of comprehensive HIV/AIDS services in line with the new WHO guidelines,including targeted HIV testing services (HTS) to find more people living with HIV (PLHIV), especially men and key and priority populations (KP/PP) through HIV care and treatment; TB/HIV prevention, diagnosis, and treatment;elimination of Mother-to-Child Transmission (eMTCT); Voluntary Medical Male Circumcision (VMMC); services for orphans and vulnerable children (OVC); and associated laboratory and strategic information (SI) services through a health systems strengthening approach. Additionally, the recipient will work closely with the Ministry of Health (MOH) to strengthen the technical capacity of regional structures and District Health Teams (DHTs) for an effective public health decentralized HIV/AIDS response. Expected outcomes include improved access,coverage, and quality of HIV services ensuring 90% of PLHIV know their status;90% of people diagnosed with HIV infection receive antiretroviral therapy (ART); and 90% of those on treatment are virally suppressed.
