    CDC, in collaboration with the National AIDS Control Program/Department of AIDS Control, has successfully laid the foundation for quality standards and approaches within India's vast HIV laboratory network through a previous five-year laboratory strengthening funding opportunity announcement (FOA). Many achievements were made during the course of the five-year project period, including accreditation of national and state reference labs. This follow-on FOA is expected to build upon and sustain previous accomplishments through onsite mentoring and in service staff training with an eye to higher quality services and scale up. A plan will be developed to facilitate laboratory quality at the grassroots level for 12,000 + Integrated HIV Testing and Counseling Centers (ICTCs). This shall be done through trainer/mentor creation within the HIV laboratory network to assist peripheral laboratories in implementing minimum quality standards. Given its expanded technical assistance (TA) scope, it is also expected to build the capacity and assure quality in a phased manner for HIV related tests like CD4 enumeration, HIV viral load and STI through strengthening leadership and mentoring capacity within the laboratory network. Now in Phase IV of its HIV/AIDS response, the Government of India (GoI) is keen to address any gaps in testing coverage.

To advance this mission, the organization is inviting applications for the Allan Rosenfield Internship and Fellowship Program. Established to honor the distinguished public health leader Allan Rosenfield, M.D., dean for twenty-two years of Columbia University's Mailman School of Public Health, chair of amfAR's program board, and a longtime member of the foundation's board of trustees, the Rosenfeld Fellowship program has been developed to advance the careers of exceptional college undergraduates and graduate students who aspire to become leaders in public health and the fight against the HIV/AIDS epidemic. To that end, the program trains fellows to become effective leaders in public health by immersing them in policy writing, research, and advocacy. Successful candidates are expected to conduct original writing and research related to the domestic and global HIV/AIDS epidemic as well as advocate to members of Congress and their staff, organize meetings and conferences, and participate in community briefings.

Strengthening Public Health Capacity and Guidelines to Implement HIV Programs through C... - 0 views

    The international community is committed to ending the AIDS epidemic by 2030 and achieving the following interim targets: 90 percent of people living with HIV (PLHIV) know their status, 90 percent of those with HIV are on treatment, and 90 percent of those on treatment are virally suppressed by 2020. As PEPFAR resources are limited, effective partnerships continue to be critical in ultimately achieving epidemic control. CDC has partnered with the WHO since the inception of PEPFAR, and is able to draw on the WHO’s comparative advantage to issue international health guidelines and standards. This NOFO will strengthen public health capacity and guidelines to fast track HIV programs down to the district level in PEPFAR supported countries to achieve the 90-90-90 targets and move towards ending the AIDS epidemic by 2030. Key areas of collaboration as guided by the Joint Strategic Framework on the WHO and PEPFAR cooperation on HIV/AIDS include: prevention, care and treatment scale up, integrated service delivery, strengthening health systems, strategic information, and country support.

    The overall goal of this funding opportunity announcement (FOA) is to utilize a district model approach to scale-up HIV prevention and treatment interventions to create an AIDS free generation in four districts in Lesotho. This will be achieved by implementing interventions to expand coverage of provider-initiated testing and counseling (PITC) and linkage into care services and treatment; reduce the rate of mother to child transmission to less than 5% and keep the mother-baby pairs alive; increase coverage of HIV treatment both to reduce AIDS-related mortality and to enhance HIV prevention; ensure that all TB-HIV co-infected people are initiated on antiretroviral therapy (ART) and retained in care; and strengthen the capacity of District Health Management Teams (DHMT) to routinely deliver high quality HIV programs in each district. The goal and activities of this FOA are in alignment with the Lesotho National HIV/AIDS Strategic Plan (NSP) . The four service districts will be Leribe, Berea, Quithing, and Qacha's Nek, which have a combined estimated population of 750,000.

While progress has been made in the recent years, weaknesses in the national strategic information supported by the Ministry of Health and the PEPFAR program still remain. This FOA is to build on the work of the previous FOA by providing technical assistance to increase the technical and organizational capacity of the Ministry of Health of (MOH) and other USG implementing partners, in the collection, quality, and validity of data and information systems used for monitoring, planning, and prioritization of the National program to combat HIV/AIDS.     The overarching goal of National Center for HIV/AIDS, Viral Hepatitis, Sexually Transmitted Diseases, and Tuberculosis Prevention (NCHHSTP) programs is to decrease the incidence and prevalence of HIV/AIDS, viral hepatitis, STDs, and TB among at-risk populations, including adolescents. Timely dissemination of the newest information derived from recent scientific studies on these diseases is imperative, but often it is challenging to reach this goal. Nongovernmental and governmental organizations often wish to hold conferences to provide up-to-date information regarding the aforementioned diseases, but are prohibited by budgetary constraints. Limited resources for disseminating the latest health information and fostering community collaboration and partnerships impedes efforts to effectively reach and impact at-risk populations and persons serving them, thereby increasing the burden of disease and concomitant sequelae in the community at large. In an effort to ease this burden, the purpose of this program is to provide partial support for specific non-Federal conferences focusing on HIV/AIDS, viral hepatitis, STDs, TB, and/or adolescent and school health. By the end of the project period, conference attendees are expected to have increased access to the latest evidence-based information related to the focus areas, increased knowledge, and improved professional partnerships.

    Mozambique is at a critical junction of controlling its HIV/AIDS epidemic in order to meet The Joint United Nations Programme on HIV/AIDS (UNAIDS) goal of 90-90-90 by 2020 and 95-95-95 by 2030. Reaching these goals not only requires robust clinical interventions, but simultaneously requires addressing social, cultural, and legal barriers that inhibit equal access to health services for all people living with and affected by HIV. This requires not only the training of those at a local level who interact with people living with HIV/AIDS (PLHIV) or other vulnerable populations but also building the capacity of civil society organizations that can assist with improving uptake of HIV services as well as improving retention and linkages.     This notice solicits applications for a new three-year Special Projects of National Significance (SPNS) initiative entitled Capacity Building in the Ryan White HIV/AIDS Program to Support Innovative Program Model Replication.
