In September 2000, the Pew Environmental Health Commission issued a report entitled “America’s Environmental Health Gap: Why the Country Needs a Nationwide Health Tracking Network.” In this report, the Commission documented that the existing environmental health systems were inadequate and fragmented and recommended a “Nationwide Health Tracking Network for disease and exposures.” In response to the report, Congress appropriated funds in the fiscal year 2002’s budget for the CDC to address this issue. What is Environmental Public Health Tracking? Environmental Public Health Tracking (Tracking) is the integrated surveillance of health, exposure, and hazard information and data from a variety of national, state, and local sources. These systems are critical in preventing and controlling disease in populations. Having accurate and timely tracking data permits public health authorities to determine temporal and spatial trends in disease and potential environmental exposures, identify populations most affected, and develop and assess the effectiveness of policy and environmental public health interventions. Tracking involves the utilization of data and information regarding health outcomes, environmental hazards, and human exposures, or a combination of them, and provides important information for public health practice. The availability of these types of data in a standardized network will enable researchers, public health authorities, healthcare practitioners, and the public to have a better understanding about the possible associations between the environment and adverse health effects. The purpose of this Notice of Funding Opportunity (NOFO) is to provide opportunities to CDC programs in CDC Centers/Institutes/Offices (CIOs) for strengthening population health and public health practice through specific Workforce Improvement Projects (WIPs). WIPs are non-research domestic or international projects that provide workforce development opportunities in academic or public health practice settings. These public health practice projects are developed and funded by CIOs and conducted by CDC's academic association partners or their members (e.g., colleges, universities, or residency programs) through the administration of extramural sub-awards. This Funding Opportunity Announcement (FOA) encourages applications to conduct research on the effects of public policies on health-related behaviors and outcomes associated with alcohol, marijuana, and other substances. The purpose of the FOA is to advance understanding of how public policy may serve as a tool for improving public health and welfare through its effects on behaviors and outcomes pertaining to alcohol and other drugs. This FOA is intended to support innovative research to examine policy effects that have the potential to lead to meaningful changes in public health. Research projects that may be supported by this FOA include, but are not necessarily limited to: causal analyses of the effects of one or multiple public policies; evaluations of the effectiveness of specific public policies as tools for improving public health through their effects on alcohol-, marijuana-, and other substance-related behaviors and outcomes; and research to advance methods and measurement used in studying relationships between public policies and alcohol-, marijuana-, and other substance-related behaviors and outcomes.

Consolidating and organizing public health expertise and systems within a National Public Health Institute (NPHI) is a successful way for countries to carry out essential public health functions and improve their accountability and efficiency. The CDC, with over 70 years of experience as the U.S. NPHI, is helping countries around the world increase surveillance, laboratory, and outbreak response capacity to improve recognition of and response to health threats. An NPHI coupled with stronger local outbreak detection and response capabilities offers a sustainable solution for building global public health capacity, achieving global health security, and increasing public health impact. This Notice of Funding Award (NOFO) seeks to build upon activities supported by CDC through partnerships with Ministries of Health, National Public Health Institutes, and organizations that have capacity by providing technical assistance supporting the establishment and development of strong NPHI's globally. The CDC seeks to continue strengthening NPHI's so that they are credible, technically expert, apolitical and prioritize the protection of the publics' health.

This program will provide training for public-health professionals and students in basic and applied public-health science, and public-health program planning, implementation and evaluation on a regional level; 2. Strengthen regional, national and local capacity in Central America to conduct public-health science; to plan, implement and evaluate public-health programs and surveillance systems; and to develop interventions; 3. Support national and regional disease prevention, detection, and control efforts in Central America, including rapid response to public health emergencies; and 4. Incorporate lessons learned from evaluations and assessments of programs to control and eradicate diseases in Guatemala and the Central America Region, and ensure sharing of expertise with public-health partners in the Region.

Environmental Public Health Tracking Network (Tracking Network) is the integrated surveillance of health, exposure, and hazard information and data from a variety of national, state, and local sources. The Tracking Network is unique in that it provides the United States with accurate and timely standardized data and supports ongoing efforts within the public health and environmental sectors to improve data collection, accessibility, and dissemination as well as analytic and response capacity. Data that were previously collected for different purposes and stored in separate systems are now available in a nationally standardized format allowing programs to begin bridging the gap between health and the environment. Having accurate and timely tracking data enables public health authorities to determine temporal and spatial trends in disease and potential environmental exposures, identify populations most affected, and develop and assess the environmental public health policies and interventions aimed at reducing or eliminating diseases associated with environmental factors. The availability of these types of data in a standardized network provide researchers, public health authorities, healthcare practitioners, and the public to have a better understanding about the possible associations between the environment and adverse health effects, and to assist them with decision making. The approach of this NOFO is to assist in addressing the above mentioned data issues by facilitating access to existing statewide electronic hospital discharge and emergency department data and reducing barriers to access this data.

This amendment is for informational purposes only. CDC announces the availability of funds for a regional, nonprofit organization to strengthen the quality, performance and sustainability of the U.S.-Affiliated Pacific Islands’ governmental and nongovernmental components of the public health system through the provision of capacity-building assistance. This FOA provides funding for activities that increase capacity for public health leadership, workforce, public health systems and other components of the public health system. For the five year project period the applicant is expected to increase capacity in at least three of the six areas: 1) USAPI public health leadership knowledge and skills; 2) organizational infrastructures and processes; 3) public health workforce competencies; 4) development and implementation of public health laws and policies; 5) dissemination of evidence-based practices; and 6) establishment of monitoring and surveillance systems. In this FOA, capacity building is defined as the development and strengthening of human and organizational resources.

The purpose of the National Public Health Practice and Resource Centers (NPHPRC) on Health for Children with Attention-Deficit/Hyperactivity Disorder (ADHD) or Tourette syndrome (TS) is to fund centers that have the capacity to develop and provide health promotion programs and health communication and education resources for both professionals and the public regarding ADHD or TS. Program strategies should include 1) Information, Consultation and Referral, 2) Health Communication Programs and Materials Development, and3) Education and Training. The NPHPRC’s mission is to provide information, education and consultation about assessment, diagnosis, treatment, and health and well-being for children with ADHD or TS. Other target audiences in the NPHPRC’s health promotion mission are health care professionals, education professionals, caregivers, and the public. Health promotion for children with ADHD or TS requires condition-specific information in addition to information and activities that address common aspects of living with ADHD or TS. Founded in 1985, amfAR, the Foundation for AIDS Research works to end the global AIDS epidemic through innovative research and evidence-based public policies. To advance this mission, the organization is inviting applications for the Allan Rosenfield Internship and Fellowship Program. Established to honor the distinguished public health leader Allan Rosenfield, M.D., dean for twenty-two years of Columbia University's Mailman School of Public Health, chair of amfAR's program board, and a longtime member of the foundation's board of trustees, the Rosenfeld Fellowship program has been developed to advance the careers of exceptional college undergraduates and graduate students who aspire to become leaders in public health and the fight against the HIV/AIDS epidemic. To that end, the program trains fellows to become effective leaders in public health by immersing them in policy writing, research, and advocacy. Successful candidates are expected to conduct original writing and research related to the domestic and global HIV/AIDS epidemic as well as advocate to members of Congress and their staff, organize meetings and conferences, and participate in community briefings.

The United States (U.S.) Centers for Disease Control and Prevention (CDC) is working to help the Côte d'Ivoire Ministry of Health meet key International Health Regulation (IHR) requirements through implementation of priority Global Health Security Agenda (GHSA) activities. The objectives of this program are to strengthen Côte d'Ivoire's health system capacities to prevent, detect and respond to infectious disease outbreaks and other public health emergencies. This program emphasizes further improving core GHSA priority capacities in disease surveillance, laboratory diagnostics, emergency preparedness and response, public health workforce development, and strengthening of anti-microbial resistance stewardship. This program includes a particular focus on strengthening disease surveillance through the establishment of an event-based surveillance system in high-risk border districts, reinforced through public health staff training and supervision. Surveillance and response capacities will be bolstered through improved laboratory point of care diagnostics and the integration of epidemiologic and laboratory data. This program will also support building Côte d'Ivoire's capacity to respond to disease outbreaks and public health emergencies through the training and mentoring of a cadre of public health workers in each of the 101 districts in Côte d'Ivoire in field epidemiology and emergency preparedness and response, reinforcing these capacities via field simulation exercises.

This single-source funding opportunity announcement (FOA) Enhancing Public Health Emergency Preparedness and Response Capacities in the Americas in Collaboration with the National Center for Prevention Programs and Disease Control (CENAPRECE) in Mexico invites an application for a five-year cooperative agreement between the Department of Health and Human Services(HHS) Office of the Assistant Secretary for Preparedness and Response (ASPR) and the U.S.-Mexico Foundation for Science (FUMEC) to support CENAPRECE (an agency within Mexico Secretariat of Health [SALUD]). The envisioned ASPR-FUMEC-CENAPRECE collaboration sustains and advances the long-standing relationship between the United States and Mexico aimed at safeguarding each country from public health threats and fulfilling the goals of multiple international frameworks and agreements, including the International Health Regulations (2005) (IHR) (http://www.who.int/ihr/publications/9789241580496/en/). Public Health Services and Systems Research (PHSSR) is a multidisciplinary field of study that examines the organization, financing, delivery and quality of public health services within communities and the resulting impact on population health. The National Coordinating Center (NCC) for PHSSR and the Robert Wood Johnson Foundation (RWJF) seek to expand the evidence base for effective decision-making in public health practice and policy through research that responds to the questions defined in the National Agenda for PHSSR: www.publichealthsystems.org/research-agenda.aspx.  This solicitation is intended to strengthen the pool of researchers available to conduct PHSSR and to build on successful principles and models previously demonstrated in public health and health services research. The awards support mentored, intensive career development through funding, educational experiences and protected time to conduct independent research.

he FETP graduates, staff and trainees are important assets and help build sustainable public health capacity in their countries. Through public health conferences they share field epidemiology experiences and present work investigations through oral and poster presentations. This collaboration reinforces best practices in applied epidemiology, training, surveillance, and response and introduces new tools, concepts, and training materials. However, the region’s FETPs can be more effective if their collaboration extends beyond scientific conferences. Network development can enhance surveillance, investigation and response capacity globally through regular communication and exchange of information and allow for more robust response to regional and national public health threats. In 2009, the FETPs in the East Mediterranean Region (EMRO) began to organize a network in the Middle East that partner with MOH FETP representatives, CDC and EMRO closely collaborate to strengthen existing national FETPs and regional disease surveillance. This close collaboration and networking among programs is critical as the globe faces new and re-emerging public health threats. The recent outbreaks of Ebola and Zika viruses clearly demonstrate the need for strong local and regional programs that can mobilize rapid response teams quickly and assist countries and global partners to control disease and strengthen public health infrastructure.

This Notice of Funding Opportunity (NOFO) supports the achievement of the Global Health Security Agenda targets that focus on improving global public health emergency rapid response through international, regional, national, and local partnerships. The purpose of this Notice of Funding Opportunity (NOFO) is to support the applicant's management of domestic fellowships for students or recent graduates of CEPH-accredited schools or programs of public health or CCNE-accredited baccalaureate and higher degree colleges of nursing. Fellowships and other similar experiential placements are vital to CDC's strategic interests to ensure students and emerging health professionals receive adequate hand-on experience in public health practice at CDC's domestic offices, at state, tribal, local, and territorial health departments, and at other community-based settings. For the purposes of this NOFO, fellowships are for recent graduates within five years of graduation. This notice solicits applications for the Fiscal Year (FY) 2017 Leadership in Public Health Social Work Education (LPHSWE) Program. The LPHSWE Program aims to provide training and education, faculty development, and curriculum enhancement to prepare students for leadership roles in public health social work through enrollment in a dual master's degree program in both social work and public health. Students benefit from dual enrollment in accredited schools of social work and public health by receiving training, education, and practice experience in interprofessional practice, leadership and management, research and evaluation, and policy development.

This NOFO fulfills activities described in the Building Our Largest Dementia (BOLD) Infrastructure for Alzheimer's Act PL115-406. This announcement will fund Public Health Centers of Excellence (PHCOE) to support nationwide implementation of the 25 actions in the Healthy Brain Initiative's State and Local Public Health Partnerships to Address Dementia: The 2018-2023 Road Map (RM) [https://www.cdc.gov/aging/healthybrain/roadmap.htm] across the United States. Each PHCOE will choose one topic-specific area for their focus from the following list: Dementia Risk Reduction, Early Detection of Dementia, and Dementia Caregiving.
