Grants to Enhance Food Safety: National Training, Education, Extension, Outreach, and T... - 0 views

    A. Purpose and Priorities The National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Program will award grants that increase the understanding and adoption of established food safety standards, guidance, and protocols. Grants awarded through this program will be carried out in a manner that facilitates the integration of food safety standards and guidance with a variety of agricultural production systems, including conventional, sustainable, organic, and conservation and environmental practices carried out by the eligible entities. The assistance provided by these programs, to the extent practicable, shall be coordinated with and delivered in cooperation with similar services or assistance by other federal agencies or programs serving those eligible entities. The U.S. Food and Drug Administration (FDA) and the U.S. Department of Agriculture's National Institute of Food and Agriculture (NIFA) have joined in a collaborative partnership to administer and manage the National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Program. This program is designed to develop a comprehensive food safety training, education and technical assistance program for those affected by the FDA Food Safety Modernization Act (FSMA). Specifically, this program will address the needs of owners and operators of small and medium-sized farms, beginning farmers, socially disadvantaged farmers, small processors, and small fresh fruit and vegetable merchant wholesalers. The joint program will award competitive grant funds that enable awardees to establish a National Coordination Center (NCC) for Food Safety Training, Education, Extension, Outreach, and Technical Assistance and Regional Centers (RC) for Food Safety Training, Education, Extension, Outreach, and Technical Assistance across the country for food safety training, education, and technical assistance.     The goal of the training grant program is to enhance the quality and availability of safety training for United States commercial fishermen. Availability includes the frequency, geographic considerations, channels or partners of dissemination, culturally and/or educational appropriate training material, and other characteristics of a successful training program. As a result, the Coast Guard and NIOSH invite applications to support the development and implementation of training and education programs that: develop and deliver training which addresses the needs of commercial fishermen in the United States, provide qualified marine safety instructors, or otherwise accepted by the National Maritime Center instructors and faculty to conduct the training, evaluate the effectiveness and impact of the training program on reducing injuries among fishermen coordinate with existing training programs and partnerships with industry, fishermen, and agencies, and conform to 46 U.S.C. § 4502 (i) Safety Standards for commercial fishing safety training.

    One of the Secretary of Labor's goals for the U.S. workforce is helping American workers gain and hold good, safe jobs. One of the Department's strategic goals is to "Promote Safe Jobs and Fair Workplaces for All Americans." MSHA's role in accomplishing this objective is to "prevent fatalities, disease, and injury from mining and secure safe and healthful working conditions for America's miners." The Secretary of Labor, through MSHA, may award grants to state, tribal, and territorial governments (including the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands) to assist them in developing and enforcing state mining laws and regulations, to improve state workers' compensation and mining occupational disease laws and programs, and to improve safety and health conditions in the nation's mines through federal-state coordination and cooperation. MSHA recognizes that state training programs are a key source of mine safety and health training and education for individuals who work or will work at mines. MSHA encourages state training programs to prioritize training for small mining operations. MSHA is also interested in supporting programs that include training on miners' statutory rights, including the right to a safe working environment and the right to refuse an unsafe task. The Agency encourages grantees to focus on programs that include education and training related to occupational health hazards caused by exposures to respirable dust and diesel exhaust. MSHA also encourages recipients to focus training on powered haulage safety, conducting working place examinations, mine emergency preparedness, donning and transferring self-contained self-rescuers (SCSRs), mine rescue, training for contractors, and electrical safety.

    The overall goal of the AHRQ Research Career Development program is to help ensure that a diverse pool of highly trained scientists is available in appropriate scientific disciplines to address the Nation's health services research needs. In addition to this opportunity, AHRQ supports other career development programs designed to foster the transition of new investigators to research independence. The objective of the AHRQ Mentored Research Scientist Development Award (K01) is to provide salary and research support for a sustained period of "protected time" (3-5 years) for intensive research career development, under the guidance of an experienced mentor. The expectation is that, through this sustained period of research career development and training, candidates will launch independent research careers and become competitive for new research project grant (e.g., R01) funding. The award may be used by candidates with different levels of prior research training and at different stages in their career development. For example, a candidate with limited experience in health services research may use an award to support a career development experience that includes a designated period of didactic training followed by a period of closely supervised research experience. A candidate with previous health services research experience and training may not require extensive additional didactic preparation, and may use an award to support a career development experience that focuses on an intensive, supervised research experience.

    This Funding Opportunity Announcement (FOA) solicits applications for research projects in linked Hubs of Interdisciplinary Research and Training in Global Environmental and Occupational Health (GEOHealth). The overall objective of the GEOHealth program is to support the development of institutions in the Low- or Middle-Income Countries (LMICs) that will serve as regional hubs for collaborative research, data management, training, curriculum and outreach material development, and policy support around high priority local, national, and regional environmental and occupational health threats. Hubs are supported by two coordinated linked awards to 1) a LMIC institution for research and 2) a U.S. institution to coordinate research training. Together all regional hubs supported will form the GEOHealth Network, a platform for coordinated environmental and occupational health research and research training activities. An application submitted in response to this FOA for research projects must be harmonized with a linked application for related research training under RFA-TW-14-002 Hubs of Interdisciplinary Research and Training in Global Environmental and Occupational Health (GEOHealth) Research Training.     This Request for Proposals (RFP) announces the availability of funds to establish one or more new cooperative agreements for FYs 2019-2021 for the purposes of developing a training curriculum, conducting trainings of trainers, and evaluating the results of farm to school trainings for producers to build their capacity to launch or expand farm to school efforts. In addition, the selected applicant will conduct a needs assessment among producers in close collaboration with State agencies (SAs). FNS expects to fund one or more competitive cooperative agreement award of approximately $1 - 2 million. This project will prepare State agencies, and perhaps additional entities, with the knowledge and skills necessary to implement the developed trainings in their states among agricultural producers (farmers, fishers, or ranchers) on key farm to school topics. This award is contingent upon the availability of funds. FNS may fund this project, in whole or in part, without further competition, in this or subsequent fiscal years. FNS anticipates the period of performance for this project will be 3 years. FNS intends to select an accredited public or private institute of higher education, a research or training institution, a non-profit organization, or a for-profit company that has an established producer and SA network and/or have successfully implemented training initiatives with a producer or school focus on a national level. The selected applicant will conduct a needs assessment, work with FNS national office and regional office staff to develop curricula and disseminate the trainings and resources.

    This notice announces the opportunity to apply for funding under the Regional AIDS Education and Training Centers (AETC), a component of the Ryan White HIV/AIDS Part F AETC Program. The AETC Program consists of the Regional AETC Program, two (2) National AETCs, and an AETC National Evaluation Contractor (NEC). The Health Resources and Services Administration (HRSA) HIV/AIDS Bureau (HAB), Office of Training and Capacity Development administers this program.     NHTSA is responsible for reducing vehicle-related fatalities and injuries on our nation's highways through education, research, safety standards and enforcement activity. States are responsible for laws regulating individual conduct and behavior within their jurisdictions. This includes the regulation of impaired driving. The DOT has a long history of development and evaluation of prosecutor training for the prosecution of impaired driving cases. Beginning in 1991, the DOT committed to developing a comprehensive prosecutorial impaired driving program and other highway safety issues to support States and provide prosecutor training. Previous efforts have created five (5) training courses that State prosecutors may use and developed the delivery of the training to States. These training courses include courtroom preparation for law enforcement as law enforcement and prosecutors work closely to reduce drug impaired driving through enforcement and adjudication. NHTSA's support for prosecutor training development has continued and this Notice of Funding Opportunity (NOFO) provides the opportunity to further develop and evaluate training that will increase the knowledge and skills of State and local prosecutors involved in impaired driving cases.
