This notice of funding opportunity (NOFO) supports the acceleration of a comprehensive HIV prevention, care, and treatment program to achieve HIV epidemic control in selected Health Zones (HZs) in Kinshasa province. This aims to provide evidence-based interventions, including targeted HIV testing, to find more people living with HIV (PLHIV), especially among eligible contacts of HIV positive index cases, as well as community outreach through Orphan and Vulnerable Children (OVC) services; HIV prevention services; TB/HIV prevention, diagnosis, and treatment services; Prevention of Mother-to-Child Transmission (PMTCT) for general population and key population (KP); and associated laboratory and strategic information (SI) services. Through a stigma-free approach, the recipient will provide direct support and technical assistance to accelerate the HIV service delivery cascade and improve data quality and utilization for decision-making. The recipient will also work closely with the Ministry of Health (MOH) to strengthen the technical capacity of provincial and HZ Teams. Capable community organizations are expected to contribute by improving uptake of HIV services, linkage, and retention. The ultimate goal is the elimination of HIV by 2030.

CDC announces supplemental funding for organizations that previously were awarded funding under the Notice of Funding Opportunity (NOFO) CDC-RFA-OE-17-1701. The purpose of his supplemental NOFO is to further strengthen the nation's capacity to carry out public health activities in the area of primary immunodeficiency diseases (PID) to widen the scope of the current grant, increase and improve physician education and public health awareness for/of PID. The intent is to increase the scope of the campaign to disseminate educational information on a national level to health care providers, educators, third-party payers, impacted families, and others who may help expedite clinical recognition and improve health outcomes for Americans with primary immunodeficiency diseases. The Brain Research through Advancing Innovative Neurotechnologies (BRAIN) Initiative is aimed at revolutionizing neuroscience through development and application of innovative technologies to map neural circuits, monitor and modulate their activity, and understand how they contribute to thoughts, sensations, emotions and behavior. NIH has issued a variety of Funding Opportunity Announcements (FOAs) that will support projects that apply technologies to understand neural circuit function in the context of specific circuits, resulting in a diverse portfolio of research into the fundamental biology of nervous system function. The purpose of this announcement is to notify the research community that NIH welcomes BRAIN Initiative applications targeting central nervous system nociceptive and pain circuits, as appropriate to the goals and requirements of specific BRAIN Initiative FOAs. Pain conditions represent an important public health problem and NIH continues to support research into pain pathologies through normal Institute and Center appropriations. However, pain and nociception are also components of normal nervous system function, and the BRAIN Initiative is committed to understanding pain circuits along with brain circuits underlying other sensory, motor, cognitive and emotional functions. It is expected that the unique opportunities of the BRAIN Initiative will enable production of detailed maps of pain circuits, and the adoption of powerful new tools for monitoring and modulating pain circuit activity, leading to significant advances in the understanding of pain and nociception. NCATS plans to support the research, development and testing of up to three biomedical reasoning tool prototypes for the Biomedical Data Translator for an estimated $1,000,000 total costs each. NCATS is utilizing a three-step application process (challenge-concept-proposal) for this expedited program. The duration of each award will be less than one year. All awardees will be expected to collaborate and cooperate with NCATS staff, one another and potentially other contributors to the overall program to maximize the exploration of the potential capabilities of Translator and to understand technical feasibility and challenges of having multiple groups build a single resource. All U.S. and foreign organizations and U.S. citizens are eligible to apply. This funding opportunity is open to U.S. and foreign organizations, including academic institutions and commercial entities; subcontracts are allowed. U.S. citizens may also apply as individuals and may be direct recipients of an award. Non-citizen individuals residing in the U.S. or foreign country not affiliated with either a U.S. or foreign organization are not eligible to be direct recipients of an award. Successful completion of the application process will require applicants to have specific skills related to translational research and software development. Applicants need to demonstrate technical skills, including familiarity with web communication protocols, a variety of programming languages and software stack, and general algorithmic techniques in the areas of artificial intelligence, machine learning, and knowledge engineering, as well as problem solving skills, especially creativity and persistence. Applicants familiar with languages and packages most useful for solving different tasks, the entire challenge process may take between 2 and 8 hours to complete.

PEPFAR’s shift away from direct service delivery (DSD) support for Vietnam in COP 2018 poses significant challenges for the country in sustaining the national response to HIV epidemic. Strengthening the indigenous technical capacity of Ministry of Health and introducing innovative models, technologies, and latest scientific global expertise will be critical for Vietnam to reach epidemic control. This Notice of Funding Opportunity intends to support a recipient to provide this technical assistance, mentorship, and capacity building to the Ministry of Health and its affiliates on HIV/AIDS care and treatment and related clinical services.

This FOA supports highly innovative R01 applications on HIV/AIDS and drug abuse and complements the Avant-Garde Award Program for HIV/AIDS and Drug Use Research and the Avenir Award Program for Research on Substance Abuse and HIV/AIDS. The Avant-Garde award supports individuals who conduct high-risk, high-reward research and does not require a detailed research plan. The Avenir award is similar to the Avant-Garde award but focuses on support for early stage investigators. Applications submitted under this FOA are required to have a detailed research plan and preliminary data. This FOA focuses on innovative research projects that have the potential to open new areas of HIV/AIDS research and/or lead to new avenues for prevention and treatment of HIV/AIDS among substance abusers. The nexus with drug abuse should be clearly described. This Notice of Funding Opportunity (NOFO) will support a randomized controlled trial (RCT) to evaluate the effectiveness of adult immunization quality improvement interventions to increase influenza and Tdap vaccination coverage among pregnant women in at least two gynecologic/obstetric (OB/GYN) practices (that stock influenza and Tdap vaccines) within a large health system in one or more state, local, or territorial public health jurisdiction(s).

This notice announces the opportunity to apply for funding under the Healthy Start Initiative: Eliminating Disparities in Perinatal Health program. The purpose of this Healthy Start (HS) program is to improve health outcomes before, during, and after pregnancy, and reduce racial/ethnic differences in rates of infant death and adverse perinatal outcomes. The HS program provides grants to high-risk communities with infant mortality rates at least 1.5 times the U.S. national average and high rates of other adverse perinatal outcomes (e.g., low birthweight, preterm birth, maternal morbidity and mortality). HS works to reduce the disparity in health status between the general population and individuals who are members of racial or ethnic minority groups.

This notice of funding opportunity supplemental expansion will support foreign governments through their ministries of health or other responsible entities for human health or public-health emergency preparedness in Azerbaijan, Bhutan, Bolivia, Columbia, Ecuador, Hashemite Kingdom of Jordan, Kyrgyzstan, the Maldives, Mali, Mozambique, Republic of Tunisia, and South East Europe (a multi-country proposal from Albania, Bosnia-Herzegovina, Macedonia, Montenegro). The principal purpose is this additional year of funding is to extend support of routine influenza surveillance and build capacity to respond to and contain a highly pathogenic virus transmissible among humans in the above-referenced countries. A second intent is to support the development of epidemiologic, virologic, and related capacity to detect, respond to, and monitor changes in influenza viruses, as well as identify outbreaks of severe respiratory illness syndromes. A third intent is to increase participation in the World Health Organization Global Influenza Surveillance and Response System (GISRS) and capacity to share specimens and clinical/epidemiologic data on the circulation of influenza in the identified countries.

The Centers for Disease Control and Prevention (CDC) proposes to allocate funds to implement Notice of Funding Opportunity (NOFO) PS18-1807, “Promoting Adolescent Health through School-Based HIV/STD Prevention.” The project period will be 5 years, with a 12-month budget period and an anticipated award date of August 1, 2018. This NOFO will provide support for education agencies and NGOs to help school districts and schools develop and implement sustainable program activities to: 1) Reduce HIV infection and other STDs among adolescents; and 2) Reduce disparities in risk for HIV infection and other STD infection. Throughout the 5-year cooperative agreement, awardees will conduct activities demonstrated to improve the health of middle school and high school students by collection and use of quality surveillance data, the implementation of effective prevention practices, and demonstration and evaluation of innovative strategies within their jurisdictions.

The purpose of this Notice of Funding Opportunity (NOFO) is to support the applicant's management of domestic fellowships for students or recent graduates of CEPH-accredited schools or programs of public health or CCNE-accredited baccalaureate and higher degree colleges of nursing. Fellowships and other similar experiential placements are vital to CDC's strategic interests to ensure students and emerging health professionals receive adequate hand-on experience in public health practice at CDC's domestic offices, at state, tribal, local, and territorial health departments, and at other community-based settings. For the purposes of this NOFO, fellowships are for recent graduates within five years of graduation. The purpose of this funding announcement (FA) is to solicit applications for Genome Centers to generate and process genomic data as part of the All of Us Research Program. The All of Us Research Program seeks to create one of the world's largest and most comprehensive precision medicine research platforms with a data resource containing multi-layered data on one million or more participants. The All of Us Genome Centers will generate both genotype and whole genome sequence data from biospecimens from this cohort. These Centers also will operate an analysis workflow resulting in high-confidence calling of all variant types (single nucleotide variants, small insertions/deletions, larger structural variants including copy number variations) and establish a robust pipeline to securely transfer data to the All of Us Data and Research Center

The NINDS, with other NIH Institutes and Centers participating in the BRAIN Initiative, intends to publish "BRAIN Initiative Advanced Postdoctoral Career Transition Award to Promote Diversity (K99/R00)." The program is designed to increase biomedical research workforce diversity and foster a strong cohort of new, highly skilled and well trained, NIH-supported, independent investigators from underrepresented groups working in research areas supported by the BRAIN Initiative, as highlighted in BRAIN 2025: A Scientific Vision. It is designed to facilitate a timely transition of outstanding postdoctoral researchers with a research and/or clinical doctorate degree from mentored, postdoctoral research positions to independent, tenure-track or equivalent faculty positions. This is a notice of intent to award a single source grant agreement to University of Wisconsin-La Crosse without competition under justification 505DM 2.14.B.4. Competition for the award is not practical as a faculty member with University of Wisconsin-La Crosse is an expert in zooplankton ecology and the university's proximity to study sites near La Crosse- Wisconsin is optimal for the efficient pursuit of the intended research program. Competition for this award is impractical because other researchers lack the faculty member's unique expertise and/or would require additional funding for travel to complete the proposed research program.

This notice solicits applications for the Resilient and Responsive Health Systems (RRHS) Initiative - South Sudan, a multi-year program to strengthen human resources for health (HRH) to address public health challenges like HIV/AIDS, tuberculosis (TB) and malaria in South Sudan. This initiative also seeks to achieve health system resiliency by addressing fundamental health systems constraints that impede the availability of and access to quality health services by supporting the implementation of national health strategies and recovery plans to respond to emerging epidemics, prevent, manage and control HIV/AIDS, TB, malaria, and other communicable and non-communicable diseases, and improve population health outcomes.

This notice solicits applications for the Nurse Faculty Loan Program (NFLP). The purpose of this one-year funding opportunity is to increase the number of qualified nursing faculty by providing funding to accredited schools of nursing to offer loans to students in advanced education nursing degree programs who are committed to become nurse faculty. In exchange for full-time, post-graduation employment as nurse faculty, the program authorizes cancelation of up to 85 percent of any such loan (plus interest thereon).
