In a much-debated 1983 essay on distance learning, Richard E. Clark, a professor of educational psychology at the University of Southern California, argued that it was beside the point to ask whether distance education is better or worse than the traditional classroom. The medium isn't the crucial variable, Mr. Clark wrote. What is important is to look at the effectiveness of specific instructional strategies, regardless of how those strategies are delivered. Last week, more than 25 years after Mr. Clark's provocation, the U.S. Department of Education released a report that, at least at first glance, carries a strong message about the medium: Students learn more effectively in online settings. Most powerful of all appear to be "blended" courses that offer both face-to-face and online elements. Previous research has generally found that online and offline courses are equally effective.

Jon Mott recently published an article in EDUCAUSE Quarterly on Envisioning the Post-LMS Era. Jim Groom captures the reactions of individuals who have been exploring the link between learning management systems and personal learning environments. There is a sense - and I'll admit I felt it as well in reading the article - that many long-time contributors to the discussion were not referenced in the article. In theory, the review process should draw attention to important omissions of literature. However, most reviewers would likely not see the spaces (blogs) where much of the conversation happens before it jumps into mainstream as good sources. I've posted below that I wrote while at University of Manitoba addressing the LMS/PLE issue. I'm not sure how long an archive of their copy will exist, so posting it here might give it a bit more of an existence.

"This web site synthesises outputs from the JISC Learner Experiences of e-Learning programme. The programme spanned two phases over four years from 2005-2009. It comprised nine research projects in total (two in phase 1 and seven in phase two), employed mixed method approaches, and had the sustained involvement of over 200 learners and more than 3000 survey respondents. Five national workshops were run disseminating the methods and findings. The programme focussed on the learner voice. Learners allowed us into their worlds and showed us what it is like to study in a technology-rich age.
