Beyond the Nation-State | Boston Review - 0 views

  • The Westphalian order refers to the conception of global politics as a system of independent sovereign states, all of which are equal to each other under law. The most popular story about this political system traces its birth to the Peace of Westphalia in 1648, follows its strengthening in Europe and gradual expansion worldwide, and finally, near the end of the twentieth century, begins to identify signs of its imminent decline. On this view, much of the power that states once possessed has been redistributed to a variety of non-state institutions and organizations—from well-known international organizations such as the UN, the EU, and the African Union to violent non-state actors such as ISIS, Boko Haram, and the Taliban along with corporations with global economic influence such as Facebook, Google, and Amazon. This situation, the story often goes, will result in an international political order that resembles medieval Europe more than the global political system of the twentieth century.
  • Over the past several decades, the state has not only triumphed as the only legitimate unit of the international system, but it has also rewired our collective imagination into the belief that this has been the normal way of doing things since 1648.

  • In fact, the Peace of Westphalia strengthened a system of relations that was precisely not based on the concept of the sovereign state but instead on a reassertion of the Holy Roman Empire’s complex jurisdictional arrangements (landeshoheit), which allowed autonomous political units to form a broader conglomerate (the “empire”) without a central government.

It would hold on for six more years, until its dissolution under the strain of Napoleonic invasions and its temporary replacement with the French-dominated Confederation of the Rhine (1806–1813) and then the German Confederation (1815–1866).

Of course, Britain promptly gained control of trade in the region through an aggressive combination of diplomatic and economic measures often referred to as “informal empire,” but its interactions were now with formally sovereign states.
  • Over the last two decades, scholars working on the history of the global order have painstakingly shown the complete mismatch between the story of Westphalia and the historical evidence. The nation-state is not so old as we are often told, nor has it come to be quite so naturally. Getting this history right means telling a different story about where our international political order has come from—which in turn points the way to an alternative future.

They were, as various scholars now argue, “company-states”—hybrid public-private actors that were legally entitled to rule over subjects, mint money, and wage wars. From this perspective, contemporary non-state actors are still relatively weak compared to states, who still monopolize far more formal power than all other actors in the international system

  • Mass state violence against civilians is not a glitch in the international system; it is baked into statehood itself. The natural right of self-defense plays a foundational role in the self-conception of Western states in particular, the formation of which is inseparable from imperial expansion. Since the Spanish conquest of the Americas starting in the sixteenth century, settlers justified their reprisals against indigenous resistance as defensive “self-preservation.” If they felt their survival was imperiled, colonizers engaged in massive retaliation against “native” peoples, including noncombatants. The “doctrine of double effect” assured them that killing innocents was permissible as a side effect of carrying out a moral end, like self-defense.
  • By the nineteenth century, the Christianizing mission had been augmented by a civilizing one of the “savage” natives. More recently, this colonial ideology has manifested itself in the project of “bringing democracy to the Arab world,” with Israel designated as the “the only democracy in the Middle East,” the proverbial “villa in the jungle.”

Antiterrorism operations that kill thousands of civilians are taken to be acceptable responses to terrorist operations that kill far fewer civilians
  • Jabotinsky’s famous “Iron Wall” argument from 1923, in which the Revisionist Zionist leader argued that Palestinian resistance was understandable, inevitable—and anticolonial. Speaking of Palestinians, Jabotinsky wrote that “they feel at least the same instinctive jealous love of Palestine, as the old Aztecs felt for ancient Mexico, and their Sioux for their rolling Prairies.” Because Palestinians could not be bought off with material promises, Jabotinsky wanted the British Mandate authorities to enable Zionist colonization until Jews, then a tiny minority of Palestine, reached a majority. “Zionist colonisation must either stop, or else proceed regardless of the native population,” he concluded. “Which means that it can proceed and develop only under the protection of a power that is independent of the native population—behind an iron wall, which the native population cannot breach.”
  • Hamas thus reasons that Palestinians have nothing to gain by conforming to a U.S.-led “rules-based international order” that has forgotten about them.
  • When state parties to the UNGC negotiated in 1947 and 1948, they distinguished genocidal intent from military necessity, so that states could wage the kind of wars that Russia and Israel are conducting today and avoid prosecution for genocide. The high legal standard stems from the restrictive UNGC definition of genocide, which was modeled on the Holocaust and requires that a perpetrator intend to “destroy, in whole or in part, a national, ethnical, racial or religious group, as such” (the dolus specialis) in at least one of five prescribed ways (the actus reus). The words “as such” are widely regarded as imposing a stringent intent requirement: an act counts as genocide only if individuals are targeted solely by virtue of their group membership—like Jews during World War II—and not for strategic reasons like suppressing an insurgency.
  • Together, the United States and Russia have killed many millions of civilians in their respective imperial wars in Korea, Vietnam, and Chechnya; so have postcolonial states like Nigeria and Pakistan in fighting secessions.   • Slavery was managed from afar: few slave merchants and very few domestic owners of slaves ever saw the enslaved face-to-face. Slavery was thereby dealt with by correspondence: with crews, agents and estate managers. And so, because it was about property and transactions and done from afar, there are lots of records. Lots and lots of records. And so like that modern horror, the Holocaust, you can see the dealings with slavery in record after record. For those involved, it was mundane. Slaves bought and sold, and managed, by ink and paper, by everyday people on an everyday basis. Great Britain’s very own banality of evil.
  • Slave ownership was like owning a time-share in Spain or a special savings account. The import of all this should be to correct the skewed cod-history of British nostalgic exceptionalism and to remind us of the extent to which Britain was involved in (and benefitted from) slavery and the slave trade.

In the past twenty years, more than five billion dollars’ worth of military gear has been transferred from the military to state and local police departments, including night-vision equipment, boats, aircraft, grenade launchers, and bayonets. “If we wanted an MRAP”—a military vehicle, designed to protect soldiers from ambushes and mines—“we would just have to submit an application to the federal government,” Skinner told me.
  • “The kind of thinking that should go into framing and refining what a profession of public safety should be has still not been done,” he told me. Officers are deployed as enforcers of the state, without being taught psychology, anthropology, sociology, community dynamics, local history, or criminology. Lethal force is prioritized above other options. When Skinner joined the police force, everyone in his class was given a pistol, but none were given Tasers, because the department had run out.
  • Officers are taught that “once you give a lawful order it has to be followed—and that means immediately.” But the recipient of a “lawful order” may not understand why it’s being issued, or that his or her failure to comply may lead to the use of force. It is up to the officer’s discretion to shape these interactions, and the most straightforward option is to order belligerent people to the ground and, if they resist, tackle them and put them in cuffs.
  • Skinner always drives with the windows down: he tries to maximize the number of encounters people have with the police in which they feel neither scrutinized nor under suspicion. “You sometimes hear cops talk about people in the community as ‘civilians,’ but that’s bullshit,” he said. “We’re not the military. The people we’re policing are our neighbors. This is not semantics—if you say it enough, it becomes a mind-set.”

  • Last year, Bradley McClellan confiscated a Kalashnikov and several pistols from two juvenile pot dealers in Savannah. Although police-issue bulletproof vests can stop rounds fired from a handgun, they are useless against assault rifles. “After seeing what little kids can get their hands on, I went out and bought hard plates,” designed for use in war zones, McClellan told me. The plates cost him more than five hundred dollars—a week’s salary.
  • Although schizophrenia affects a little more than one per cent of Americans, it’s a factor in a high percentage of police calls. Skinner had spent many evenings in Amman drinking Johnnie Walker Black with Iraqi tribal sheikhs, trying to recruit their support. “These guys had fled the war and stolen all the Iraqi money,” he told me. “We would try to develop them as assets for what became ‘the surge.’ ” In 2007, Bush sent an additional twenty thousand troops to Iraq to quell the insurgency, but, two years later, car bombs were killing hundreds of civilians in Baghdad each month. The Prime Minister, Nouri al-Maliki, a Shiite, was stacking the security forces with loyalists who carried out sectarian massacres. “We were focussed on Al Qaeda,” Skinner said. “He was focussed on Sunnis.”
  • ISIS captured the Iraqi city of Mosul and beheaded aid workers and journalists on camera. As the United States became consumed with fear of the group, Skinner grew uneasy in his role. He fielded phone calls from reporters who seemed more interested in citing a former C.I.A. officer than in what he had to say. “One journalist called me up and said, ‘My deadline is in ten minutes, but ISIS is bad, right?’ ” Skinner recalled.
  • In March, 2016, while visiting his aunt in Grand Rapids, Michigan, he gave a lecture on terrorism at the local World Affairs Council. “We have become the most fragile superpower ever,” he told the audience. While Al Qaeda aims to carry out what its operatives call “spectacular attacks,” he explained, ISIS obsesses over creating a “spectacular reaction.” As an example, he recounted an incident in Garland, Texas, in which two wannabe jihadis were killed after attempting a raid on a provocative anti-Muslim convention. The men had no coherent affiliation with ISIS; they merely followed its instructions—which have been widely disseminated by the American media—to post online that they were acting on behalf of the group. “If you strip the word ‘terrorism,’ two idiots drove from Arizona and got shot in a parking lot,” Skinner said. The real threat to American life was the response. “We shut down cities,” he said. “We change our laws. We change our societies.” He went on, “We’re basically doing their work for them.”
  • “Getting killed by ISIS in Savannah is like expecting to get hit by a piano falling from an asteroid,” Skinner said. “It’s batshit insane. Day to day, it’s the people who are kicking in doors and stealing cars who are actually making life unbearable.”
  • Because local police departments pay poorly, “the people who have been trained to do this work best are never going to be doing it,” Skinner said.   • As early as the 1830s, the United States was taking control of uninhabited islands; by 1898, the United States was having public debates about the merits of imperial power; by the end of World War II, the United States held jurisdiction over more people overseas — 135 million — than on the mainland — 132 million. While the exact overseas holdings and the standing of territories have shifted with time, what has not changed is the troubling way the mainland has ignored, obscured, or dismissed the rights of, atrocities committed against, and the humanity of the people living in these territories.   • The concept of “white genocide”—extinction under an onslaught of genetically or culturally inferior nonwhite interlopers—may indeed seem like a fringe conspiracy theory with an alien lineage, the province of neo-Nazis and their fellow travelers. In popular memory, it’s a vestige of a racist ideology that the Greatest Generation did its best to scour from the Earth. History, though, tells a different story. King’s recent question, posed in a New York Times interview, may be appalling: “White nationalist, white supremacist, Western civilization—how did that language become offensive?” But it is apt. “That language” has an American past in need of excavation. Without such an effort, we may fail to appreciate the tenacity of the dogma it expresses, and the difficulty of eradicating it. The president’s rhetoric about “shithole countries” and “invasion” by immigrants invites dismissal as crude talk, but behind it lie ideas whose power should not be underestimated.

  • Grant was not the first proponent of “race science.” In 1853, across the Atlantic, Joseph Arthur de Gobineau, a French count, first identified the “Aryan” race as “great, noble, and fruitful in the works of man on this earth.” Half a century later, as the eugenics movement gathered force in the U.S., “experts” began dividing white people into distinct races. In 1899, William Z. Ripley, an economist, concluded that Europeans consisted of “three races”: the brave, beautiful, blond “Teutons”; the stocky “Alpines”; and the swarthy “Mediterraneans.” Another leading academic contributor to race science in turn-of-the-century America was a statistician named Francis Walker, who argued in The Atlantic that the new immigrants lacked the pioneer spirit of their predecessors; they were made up of “beaten men from beaten races,” whose offspring were crowding out the fine “native” stock of white people. In 1901 the sociologist Edward A. Ross, who similarly described the new immigrants as “masses of fecund but beaten humanity from the hovels of far Lombardy and Galicia,” coined the term race suicide.

  • Among the omissions of French colonial historiography, the Cameroon war of the 1950s and 1960s is perhaps the most striking. Hardly anyone even realizes it took place. This secret war, which nonetheless claimed tens of thousands of victims, went almost unnoticed at the time, and its victors, the French and their local intermediaries, methodically erased every remaining trace in the following decades: the Gaullist regime installed a ferocious dictator in Yaoundé who hastened to wipe out all memory of the anticolonial struggle.

  • In Kenya in 1952, the British had bloodily repressed the Land and Freedom Army — which they pejoratively called “Mau Mau”— and seemed determined to maintain their grip on that country. Elsewhere, however, their strategy appeared to diverge. In the Gold Coast (now Ghana), London seemed prepared to negotiate independence with the nationalist movement lead by Kwame Nkrumah. Such weakness scandalized some French observers of colonial affairs. The British were going to give away their empire and abandon the unfinished work of colonialism! And all for the benefit of a handful of radicalized Africans who would inevitably deliver the continent to the communists.
  • The more aware French administrators, however, held a different view. Aware that traditional colonialism was done for, they saw Britain’s apparent laxness in the Gold Coast and elsewhere as a subtle way of controlling their colonies’ inevitable independence. According to this analysis, London was trying to reproduce in Africa what Washington and Moscow had realized in Latin America and Eastern Europe: converting these countries into vassal states by leaning on local elites as their collaborators and intermediaries.
  • A new piece of legislation, prepared as soon as 1954 and adopted two years later under the name of the “Defferre loi cadre,” or framework law, entrusted certain responsibilities to handpicked African elites who would keep the colonies within the French fold. By giving local autonomy and limited power to local leaders, this particularly perverse outsourcing of the state’s domestic administration undermined its full sovereignty.
  • In late trusteeship-era French Cameroon, Messmer’s mission was to keep the UPC underground and groom a local ruling class that could continue to favor French interests after independence. As he explicitly wrote in his memoirs, the idea was to give “independence to those who called for it the least, having eliminated politically and militarily those who had called for it most intransigently.”

Smarting from Indochina, these officers arrived in Cameroon in 1955 with the firm intention of scouring out “communist subversion.”
  • December 1956 marked a major turning point. Pierre Messmer organized elections in which the outlawed UPC could not participate. This way, the high commissioner could validate the elimination of the main Cameroonian party and appoint “democratically elected” candidates better disposed to France. To prevent this, the nationalists organized resistance fighters through the National Organization Committee (CNO)
  • The French reaction became so violent that tens of thousands of families left their villages to take refuge in the surrounding forests and put themselves under the protection of the CNO maquis. Other armed organizations joined the fight, attempting, with varying degrees of success, to coordinate with the UPC.
  • Like the British in Malaya and Kenya and like the Americans later in Vietnam, the French began a process of so-called villagization. Security forces under French command mercilessly hunted down all those who refused to join military regroupment camps. The French army and its affiliated militias burned illegal villages and summarily executed outlaws extrajudicially. Those who joined the regroupment camps, willingly or not, had to experience the army’s total surveillance apparatus, endure endless screening sessions, and take part in countless psychological rehabilitation schemes.
  • We will probably never know the exact number of people massacred during these “cleansing operations.” We do know that the UPC’s charismatic Um Nyobè — a priority target — was one of the victims. A comrade was tortured until she revealed Um Nyobè’s location, and a military patrol quickly assassinated the nationalist leader.
  • The “troubles,” as the French authorities called them, affected all of southern French Cameroon, in particular the area from the port city of Douala to the coffee-growing Mungo and Bamileke regions. Because these regions bordered British southern Cameroon — where numerous UPC leaders had taken refuge — the French rebuked their British counterparts, accusing them of allowing their territory to be used by the nationalist combatants as a strategic withdrawal zone.
  • Under the French secret services’ watchful eye, UPC president Félix Moumié and a dozen others began a long revolutionary journey, settling successively in Sudan, Egypt, Ghana, Guinea, Morocco, and later, in Algeria, Congo-Brazzaville and Angola — in any African country that would grant them asylum.
  • From the Cameroonian perspective, the scheme had two obvious defects. For one, it called for independence prior to an election. This was, then, an illusory independence — the Cameroonian people were deprived of sovereignty, and their leaders remained under France’s supervision.

Apart from defusing the real Cameroonian independence movement’s message, it allowed the French authorities to put an end to the international trusteeship system and shed UN oversight. Also, independence would accelerate British Cameroon’s emancipation, and Paris assumed the two parts of the country would quickly reunite. The latter aim was only half achieved — the northern half of British Cameroon joined Nigeria. Surely the most important outcome of Cameroon’s independence was that it freed France to repress movements deemed subversive as it wished.

America's Democracy Was Far Less Peaceful Than Political Scientists Pretended - 0 views

In April 1855, for example, hundreds of nativists “invaded” a German area of Cincinnati, Ohio, and destroyed more than a thousand ballots. Subsequent fighting led to two deaths. In August of that year, nativist Protestants attacked German and Irish neighborhoods in Louisville, Kentucky, killing at least 20. In Baltimore, election violence became routine in the 1850s, with 30 dead and 350 wounded in the 1856 election alone

Unmarried African Americans mostly kept their babies, and the families were highly visible.

Having deliberately excluded higher education from COVID-19 support, they have spent the pandemic making nonsensical claims about campus “cancel culture” and crafting legislation to protect exactly the kind of hateful speech Durham University students exercised their right not to listen to. The point is less to enshrine freedom of thought than it is to force discredited ideas upon young people.

Native plants and trees did not have that luxury.
