    According to Ethnologue, of the 115 Indigenous languages spoken in the U.S. today, two are healthy, 34 are in danger, and 79 will go extinct within a generation without serious intervention. In other words, 99% of the Native American languages spoken today are in danger. Despite the Cherokee Nation's efforts, the Cherokee language (ᏣᎳᎩ ᎦᏬᏂᎯᏍᏗ) is on that list. There are 573 federally recognized tribes in the United States, and most are battling language extinction. Since 2008, thanks in part to the Esther Martinez Native American Languages Preservation Act, the Administration for Native Americans (ANA), through a competitive grant process, has allocated approximately $12 million annually to tribes working to preserve their languages. In 2018, only 47 language projects received funding - just 29% of all requests, leaving more than two-thirds of applicants without funding, according to ANA. The Bureau of Indian Education, the Department of Education's Department of Indian Education and the National Science Foundation allocated an estimated additional $5.4 million in language funding in 2018, bringing the grand total of federal dollars for Indigenous language revitalization last year to approximately $17.4 million. Compared to how much the United States spent on exterminating Native languages, that sum is a pittance. At the height of the Indian boarding school era, between 1877 and 1918, the United States allocated $2.81 billion (adjusted for inflation) to support the nation's boarding school infrastructure - an educational system designed to assimilate Indigenous people into white culture and destroy Native languages. Since 2005, however, the federal government has only appropriated approximately $180 million for Indigenous language revitalization. In other words, for every dollar the U.S. government spent on eradicating Native languages in previous centuries, it spent less than 7 cents on revitalizing them in this one.

    If you're looking for the species that most closely matches our linguistic prowess, surprisingly, you won't find it in the apes, the primates, or even in the mammals. You have to travel to a far more distant relative, all the way to a family of birds known as the songbirds. The vocal life of a songbird is similar to ours in many ways. They learn songs by imitating their elders. Like human speech, these songs are passed down from one generation to the next. Songbirds are also best equipped to learn songs in their youth, and they have to practice to develop their ability. They can improvise and string together riffs into new songs, and over generations these modified songs can turn into new dialects. And like us, they come hard-wired with 'speech-centers' in their brain that are dedicated to language processing. An experiment from 2009 by Fehér and colleagues took newly hatched songbirds of the zebra finch species and raised them in sound proof chambers. They did this during their critical period of language development. Surprisingly, this culturally isolated generation of birds began to develop their own songs. These songs were less musical than your typical songbird song - they had irregular rhythms, they would stutter their notes, and the notes would sound more noisy. But the researchers were curious where this would lead. They listened to the songs of the next few generations of pupils, the offspring of these children of silence. What they found was quite amazing. In just two generations, the songs started to change in unexpected ways - they were becoming more musical. In fact, they started to converge upon the song of the wild songbirds, even though none of these birds had ever heard the wild songs. The Feher study suggests, but does not prove, that songbirds must have an innate understanding of the structures of their language.     Charting linguistic change was once a painstakingly slow task, but a new analysis of nearly one billion Tweets - presented on 17 April 2018 at the Evolang International Conference on Language Evolution in Torun, Poland - now offers us an unprecedented glimpse of this process in action. According to this new research, most of the more recent coinages will have originated in one of five distinct hotspots that are driving American English through continual change. More than 20% of Americans were using Twitter at the time of the study - and each Tweet is timestamped and geocoded, offering precise information on the time and place that particular terms entered conversations. The researcher behind the study, Jack Grieve at the University of Birmingham, UK, analysed more than 980 million Tweets in total - consisting of 8.9 billion words - posted between October 2013 and November 2014, and spanning 3,075 of the 3,108 US counties. From this huge dataset, Grieve first identified any terms that were rare at the beginning of the study (occurring less than once per billion words in the last quarter of 2013) but which had then steadily risen in popularity over the course of the following year. He then filtered the subsequent list for proper nouns (such as Timehop) and those appearing in commercial adverts, and he also removed any words that were already in Merriam-Webster Dictionary. Acronyms, however, were included. The result was a list of 54 terms, which covered everything from sex and relationships (such as "baeless" - a synonym for single), people's appearance ("gainz" to describe the increased muscle mass from bulking up at the gym), and technology ("celfie" - an alternative spelling of selfie). Others reflected the infiltration of Japanese culture (such as "senpai", which means teacher or master). We want to understand which outcomes are most likely, and whether we might be obligated to help-by giving money or vowing not to share misinformation or learning the entire history of global conflict so as to avoid saying the wrong thing. The word comes from the mid-20th-century American sociologist Herbert Blumer, who was interested in the process by which crowds converge, during moments of uncertainty and restlessness, on common attitudes and actions. As people mill about the public square, those nearby will be drawn into their behavior, Blumer wrote in 1939. "The primary effect of milling is to make the individuals more sensitive and responsive to one another, so that they become increasingly preoccupied with one another and decreasingly responsive to ordinary objects of stimulation." These days, we mill online. For a paper published in 2016, a team of researchers from the University of Washington looked at the spread of rumors and erratic chatter on Twitter about the Boston Marathon bombings in the hours after that event. AI Still Doesn't Have the Common Sense to Understand Human Language - 2 views

    This article describes a study conducted by the Allen Institute of Artificial Intelligence which evaluated AI's capability to actually understand the language it produces. This comes after recent advancements in natural-language processing (NLP) have allowed AI to generate convincing literary works. In the study, researchers posed over 44,000 questions, built off the Winograd Schema Challenge, to an AI system. Essentially, the questions used pairs of sentences with slight differences that flipped the meaning of a pronoun, thus requiring a comprehensive understanding of semantics in order to correctly assign the pronoun. The study found that the AI only had a 60-80% success rate, compared to the human success rate of roughly 94%.

It is highly unlikely that the Chinese took inspiration from the Mesopotamian cuneiform script, which may have formed at around the same period in time. The author makes the claim that while it is true that Chinese characters may have started off as drawings or pictographs, in the most ancient form of the script, the characters are far from any recognizable images of items. It is very likely that the Chinese script went through a similar evolution process as to the Mesopotamian cuneiform, but no such archeological evidence for this theory has been found.

    Learning a second language is usually difficult and often when we speak it, we cannot disguise our origin or accent. However, there are important differences between individuals with regard to the degree to which a second language is mastered, even for people who have lived in a bilingual environment since childhood. Members of the Cognitive Neuroscience Research Group (GRNC) linked to the Barcelona Science Park, have studied these differences. By comparing people who are able to perceive a second language as if they were native speakers of that language with people who find it very difficult to do so, they have observed that the former group is also better at distinguishing the sounds of their own native language. The study results show that there is a positive correlation between specific speech discrimination abilities and the ability to learn a second language, which means that the individual ability to distinguish the specific phonemes of the language, both in the case of the mother tongue and in the case of other languages, is, without a doubt, a decisive factor in the learning process, and the ability to speak and master other languages."
