    In Invisible Cities, the novel by the great Italian writer Italo Calvino, Marco Polo dazzles the emperor of China, Kublai Khan, with 55 stories of cities he has visited, places where "the buildings have spiral staircases encrusted with spiral seashells," a city of "zigzag" where the inhabitants "are spared the boredom of following the same streets every day," and another with the option to "sleep, make tools, cook, accumulate gold, disrobe, reign, sell, question oracles." The trick, it turns out, is that Polo's Venice is so richly textured and dense that all his stories are about just one city. A modern European ruler listening to a visitor from China describe the country's fabled rise would be better served with the opposite approach: As the traveler exits a train station, a woman hawks instant noodles and packaged chicken feet from a dingy metal cart, in front of concrete steps emptying out into a square flanked by ramshackle hotels and massed with peasants sitting on artificial cobblestones and chewing watermelon seeds. The air smells of coal. Then the buildings appear: Boxlike structures, so gray as to appear colorless, line the road. If the city is poor, the Bank of China tower will be made with hideous blue glass; if it's wealthy, our traveler will marvel at monstrous prestige projects of glass and copper. The station bisects Shanghai Road or Peace Avenue, which then leads to Yat-sen Street, named for the Republic of China's first president, eventually intersecting with Ancient Building Avenue. Our traveler does not know whether he is in Changsha, Xiamen, or Hefei -- he is in the city Calvino describes as so unremarkable that "only the name of the airport changes." Places like New York and Chicago had the tallest skyscrapers, the newest airports, the fastest highways, and the best electricity grids. But now, just 12 years into the Asian Century, the city of the future has picked up and moved to China. No less than U.S. Vice President Joe Biden recognized this when he said not long ago, "If I blindfolded Americans and took them into some of the airports or ports in China and then took them to one in any one of your cities, in the middle of the night … and then said, 'Which one is an American? Which one is in your city in America? And which one's in China?' most Americans would say, 'Well, that great one is in America.' It's not." That is bad news for local governments, which depend on land sales for a large slice of their revenue. Data from the Ministry of Finance show that revenue nationwide from land transfers dropped 27.1% to 1.35 trillion yuan ($212.1 billion) in the first seven months of the year compared with a year earlier. Government officials in Shenyang, Dalian and Tianjin all declined to discuss the data. An official in Zhuhai conceded that there has been a problem selling land even at reduced prices, adding that this has squeezed government resources. "It's difficult to sell land now," the official said. "The government had to scrap plans for auctions, and has had to sit tight and see how things work out." In the post-reform era, economic growth has been paralleled by rapid urbanization. China's urbanization experience has been shaped heavily by the state through national urban policies as well as through local administrative means. Much has been written about large Chinese cities in the more developed coastal regions, such as Beijing, Shanghai and Guangzhou, but little is known about the process of city-making in medium-sized and small Chinese cities, especially those in the less developed central and western regions of the country. This paper sheds light on the processes of urban transformation in Hebi, a medium-sized inland city in Henan Province, emphasizing the critical role that the local state has played in city-making, the mechanisms and processes of change, and the resultant impacts on the city. As a mining city, Hebi has been threatened by depleting natural resources. To invigorate the city, a new city center has been built to attract new enterprises. Through intensive interviews and fieldwork conducted in 2007 and 2008, we examine what the city government of Hebi has done to turn the newly constructed urban space into a new administrative and economic center of the city. With the establishment of new enterprises, the local economy has been diversified, although coal continues to be a major component of Hebi's economy. The role of the local state in the production and development of the new urban space is direct and forceful. As local state policies on urban development have been implemented by strong administrative means, we conceptualize the contemporary Chinese model of urbanization as "administrative urbanization".

    Changes in sexual attitudes and behaviors and resurgence of the sex industry in China have increased concerns about HIV/AIDS and sexually transmitted infections (STI) epidemics. Little attention has been paid to the significant and growing sex industry in rural China. Promotion of barrier protection in this context is most effective to prevent STIs and pregnancy. The female condom (FC) is a barrier method that gives women more autonomy in its application, and has other advantages, but has been little promoted and tested in high risk contexts in China. The China/US Women's Health Project was designed to promote FC use in addition to male condoms (MC) through outreach intervention conducted in sex work establishments in rural and small urban towns in southern China, using the original prototype FC1. The study used quantitative and qualitative methods to document the pre-intervention context, intervention delivery process, and post-intervention outcomes of FC use. In this paper we compare post-intervention FC users and non-users in the first study sites, two rural towns in a single county in Hainan Province. Examination of cross-sectional six-month and 12-month surveys indicated that, despite relatively high MC use, about one-third of the women in sex work establishments in these rural towns had adopted FC at each post-intervention survey. Compared with non-users, FC users were more likely to be freelance women in boarding houses, more sexually experienced, married with children, more sexually active in the prior month, and more exposed to the intervention. The rural context hampered intervention implementation, particularly the significant limits in health and human resources available to manage prevention of HIV/STIs among women in the sex industry. Tourism-driven urbanization in China's small town development: A case study of Zhapo To... - 0 views

    Abstract This paper investigates the process of tourism-driven urbanization as a local strategy of town development in China. Existing literature has highlighted the role of industrialization in the urbanization process of China's small towns, but here it is suggested that tourism - a development initiative based on the creation of space for consumption, rather than production - can also foster significant expansion of urbanized built environment and remarkable transformation of local socio-economic structures. The case study suggests that, in contrast to the recent process of industrialization-based urbanization in China's small towns, tourism urbanization in Zhapo Town, Guangdong Province has been a highly localized development initiative characterized by the absence of foreign capital investment. Tourism-driven urbanization in Zhapo has involved several processes whose joint effect has reproduced the local socio-spatial organization: the rapid of expansion of urbanized built environment; a unique pattern of land use and land development; the booming of tertiary economic sectors; and the emergence of a flexible regime of labor force. In the meantime, the research also contests Mullins' (1991) classical theorization of tourism urbanization, and suggests that recent tourism-driven urbanization process in Zhapo Town is not the product of the post-modernization of urban cultural manifestations, but is situated within the context-specific space of China's modernity and is based on relatively standardized provision of tourism-related service and the mass consumption of nature. Urbanization strategies, rural development and land use changes in China: A multiple-le... - 0 views

    Abstract This paper links urbanization strategies to changes in land use and associated impacts on rural communities and agro-ecosystems in a rural area of China. Energy, monetary and human time variables as well as information on environmental pressures, have been combined to compare different typologies of households and the metabolism of different patterns of land use from an integrated perspective. The results show that urbanization strategies, aimed at shifting the current land use and at displacing the local population, while increasing the economic efficiency is also associated with an increase in fossil energy consumption and environmental pressure, as well as a reduction of the multifunctional characteristic of the area under investigation. Based on these findings the paper also offers a critical discussion of the Chinese rural development policy arguing that the multifunctionality of rural areas should be taken into account by Chinese policy-makers and planners as a viable strategy to achieve rural development targets.     Summary China has seen the largest human migration in history, and the country's rapid urbanisation has important consequences for public health. A provincial analysis of its urbanisation trends shows shifting and accelerating rural-to-urban migration across the country and accompanying rapid increases in city size and population. The growing disease burden in urban areas attributable to nutrition and lifestyle choices is a major public health challenge, as are troubling disparities in health-care access, vaccination coverage, and accidents and injuries in China's rural-to-urban migrant population. Urban environmental quality, including air and water pollution, contributes to disease both in urban and in rural areas, and traffic-related accidents pose a major public health threat as the country becomes increasingly motorised. To address the health challenges and maximise the benefits that accompany this rapid urbanisation, innovative health policies focused on the needs of migrants and research that could close knowledge gaps on urban population exposures are needed.

Challenges of creating cities in China: Lessons from a short-lived county-to-city upgra... - 0 views

    Abstract It has been widely observed that China is under-urbanized. The central government has tried to use various policies to promote urbanization. In this paper, we evaluate one of these policies - count-to-city upgrading. Under China's hierarchical governance structure, a city status can only be determined and awarded by the central government. In the 1980s and 1990s, China adopted a formula-based county-to-city upgrading policy. Based on a large panel dataset covering all counties in China, we find that the formula was not strictly enforced in the practice. Moreover, jurisdictions that were upgraded to cities prior to 1998 do not perform better than their counterparts that remained county status in terms of both economic growth and providing public services. Largely because of these problems, this policy was called off in 1997. Given the strong need for urbanization, more indigenous institutional innovations are needed to find a viable way of creating cities, which would also provide compatible incentives to local governments. Highlights ► We examine a failed county-to-city upgrading policy in China. ► The newly awarded cities had a lackluster performance because the upgrading process was irreversible. ► After the policy was called off, China has adopted more indigenous institutional innovations in creating cities.

UCI was created to help solve some of China's most difficult urbanization challenges.     Abstract The path of urbanization in the People's Republic of China is largely shaped by the nation's industrial development strategies. In the first three decades of socialist construction, and especially after the Sino-Soviet rift at the end of the 1950s, the adoption of strategies of self-reliance had led to urban biased patterns of development. The introduction of economic reforms and the open door policy in 1978 paved the way for and facilitated national economic development. Two issues, which feature significantly in the processes of development in China, are assessed. The first is the relationship between economic development and the protection of arable land. The second is the quest for a coordinated hyper-development in both urban and rural areas. This paper concludes by proposing a sustainable metropolitan development strategy that suits the case of China.

Too complex to be managed? New trends in peri-urbanisation and its planning in Beijing - 0 views

    Abstract Taking Beijing as a case study, this paper analyses new trends in peri-urbanisation and the city's planning responses after 2000 in China. The results of the analysis show that the percentage of temporary migrant residents continues to grow in the peri-urban region and the social inequalities in relation to quality of life between local people and migrants have increased there. In particular, there is a concentration of thousands of young and well-educated migrants in the peri-urban region, resulting in a new kind of urban slum. Sprawling development still dominates Beijing's fringe. New planning policies related to an urban-rural integration strategy have played a positive role in improving living conditions in rural areas and reducing the social and economic gaps between urban and rural areas in the peri-urban region. However, planning in the peri-urban region is still facing new challenges due to vertically and horizontally fragmented management, growing market forces, and social discrimination caused by the remnants of the hukou mechanism. This suggests that it will not be easy to achieve the planning goal of urban-rural integration and harmony society unless further actions are taken to enhance political capacity of planning system in Beijing. The capacity-building of planning should be facilitated if institutional innovations can be made in arrangements of power, rights, public resources, accountability, and legitimacy in the planning system. Global urbanization research from 1991 to 2009: A systematic research review - 0 views

    Abstract We performed a bibliometric analysis of published urbanization research from 1991 to 2009, based on SCI and SSCI database. Our analysis reveals scientific outputs, subject categories and major journals, international collaboration and geographic distribution, and temporal trends in keywords usage in urbanization studies and discusses the relationships between urbanization papers and urbanization rate and offer a substitute demonstration of research advancements, which may be considered as a potential guide for future research. The growth of article outputs has exploded since 1991, along with an increasing collaboration index, references and citations. Environmental sciences, ecology, environmental studies, geography and urban studies were most frequently used subject categories and Landscape and Urban Planning was the most productive journal in urbanization studies. The United States was the largest contributor in global urbanization research, as the USA produced the most independent and collaborative papers. The geographic distribution of urbanization articles overlapped quite well with regions with high economic growth in North America, Europe, and Pacific-Asia. A keywords analysis found the USA and China were "hotspots", confirmed land-use's significant position and revealed keen interest in ecological and environmental issues in urbanization studies. In general, urbanization research was strongly correlated with the urbanization rate although there were different patterns and underlying processes across different countries. This is the first study to quantify global research trends in urbanization. Our study reveals patterns in scientific outputs and academic collaborations and serves as an alternative way of revealing global research trends in urbanization.

Transportation development transition in China - 0 views

    Scientific development is an invaluable asset to a country. Policies and development modes should be carried out based on scientific findings not only in industry, but also in transportation infrastructure construction. Building an integrated transportation system, which is in line with the national requirements of China and supports sustainable socio-economic development, is a key strategic issue related to building a moderately prosperous society and achieving realistic goals of a medium-level developed country. Based on a systematic review of the advances in China's transportation infrastructure over the last 60 years, this paper explores the main drivers of transportation development, including national policy, transportation structure, investment efficiency, and technological innovation. Analysis shows that China's comprehensive transportation infrastructure construction since 1949 can be divided into five stages initiated by these drivers, which correspond to four transition modes: policy transition, structural transition, efficiency transition, and technology transition. The transition path of China's transportation development shows that the dominant factors have changed, and the interval for each transition has shortened. With the implementation of the '12th Five-Year Plan', China's transportation infrastructure construction is showing some new characteristics and facing a new development transition. Finally, this paper analyzes the trends in transportation development in China and concludes that technological innovation will be the main driving force to increase the transportation supply and service area in the future.
