Development of a low-carbon indicator system for China - 0 views

The National Development and Reform Commission (NDRC) of China then established a Low Carbon City policy and announced the selection of 5 provinces and 8 cities to pilot the low carbon development work. How to determine if a city or province is "low carbon" has not been defined by the Chinese government. Macro-level indicators of low carbon development, such as energy use or CO2 emissions per unit of GDP or per capita may be too aggregated to be meaningful measurements of whether a city or province is truly "low carbon". Instead, indicators based on energy end-use sectors (industry, residential, commercial, transport, electric power) offer a better approach for defining "low carbon" and for taking action to reduce energy-related carbon emissions. This report presents and tests a methodology for the development of a low carbon indicator system at the provincial and city level, providing initial results for an end-use low carbon indicator system, based on data available at the provincial and municipal levels. The report begins with a discussion of macro-level indicators that are typically used for inter-city, regional, or inter-country comparisons. It then turns to a discussion of the methodology used to develop a more robust low carbon indicator for China. There is an urgent need for studies of the current situation and the trends in land-use change and assessment of the performance of land policies in China. Assessment of land-use change has long been hindered by a lack of accurate and reliable data. This paper uses the data obtained from the national land surveys of 1996 and land-use change surveys from 1997 to 2008, to analyze changes in land use and the policy dimension driving forces related to the changes, especially cultivated land, forestry land, grassland, as well as developed land. The aim of this analysis will be to derive the physical, social and economical driving forces of those changes to grasp the trends in land-use change and the effects of land policies and to formulate strategies for the protection and sustainable use of agricultural land. The results indicate that, although the overall change in land use was not large, cultivated land was significantly reduced and developed land rapidly increased. A great deal of high quality cultivated land was changed to developed land and low quality cultivated land generated from unused land, which has resulted in a serious threat to food supplies in China. Predictions using the methods of linear extrapolation and a BP neural network indicate that it is impossible to keep to a target of 0.12 billion hectares of cultivated land in the future under the mode of economic development used between 1996 and 2008. The results also indicate that the implementation of the laws and regulations about controlling the developed land and preserving cultivated land had significant effects on changes in land use, especially cultivated land and developed land. UCI Casts Light on China's New Urban Era at 2012 Annual Forum - 0 views

    4/09/2012 The Urban China Initiative (UCI) had its biggest event of the year on September 7th in Tsinghua Science Park - the 2012 Annual Forum, inspiring enlightening discussions among participants from public, private and academic sectors to develop policy thinking that will help address China's urbanization challenges. Themed "China's New Urban Era" as China's urban population surpassed that of rural areas for the first time in 2011, the event brought together about 50 urban leaders and more than 400 professionals from the urban field. The Forum consists of keynote speech, three plenary panels and three breakout panels. Keynote speakers include: Yang Weimin, Vice Minister of office of Central Leading Group on Finance and Economic Affairs; Gu Shengzu, Deputy Director of Internal and Judicial Affairs Committee at National People's Congress and Vice Chairman of the Central Committee of the China National Democratic Construction Association; Li Xiaojiang, President of China Academy of Urban Planning and Design; Li Dongming, General Manager, Urban Fund of China Development Bank Capital. Inducing the very existence of this axis is the question of the worldwide representation of value. The dollar's domination in this matter allows the United States a disproportionate access to planetary resources. The creditor countries, among which China, hesitate to adopt a floating exchange rate and challenge this peculiar dimension of hegemony directly through the foreign exchange market. Developers recognize that such "green labels" differentiate products and allow them to charge a price premium. China has not formally adopted such rating standards. In the absence of such standards, developers are competing with each other based on their own self-reported indicators of their buildings' "greenness". We create an index using Google search to rank housing complexes in Beijing with respect to their "marketing greenness" and document that these "green" units sell for a price premium at the presale stage but they subsequently resell or rent for a price discount. An introduction of a standardized official certification program would help "green" demanders to acquire units that they desire and would accelerate the advance of China's nascent green real estate market. Spatial determinants of urban land conversion in large Chinese cities: a case of Hangzhou - 0 views

    Source : Academic Search Premier Auteurs : Yong, Liu, Yue Wenze, and Fan Peilei DO I: 10.1068/b37009 Résumé: In this research we assessed the urban land conversion, and identified the factors responsible for the conversion, from 1995 to 2009 in Hangzhou, a large city located in the lower Yangtze River Delta of China. We mapped urban land from satellite images by using a hybrid approach of spectral mixture analysis, unsupervised classification, and expert rules. We employed binary logistic regression to model the probability of urban land conversion as a function of spatial independent variables. In recent years Hangzhou started its transformation from a compact, monocentric city to a polycentric city. We found that accessibility to the central business district, industrial centers, roads, Qiantang River, the amount of built-up area in the neighborhood, locations of markets, and spatial policies were the major determinants of Hangzhou's urban land conversion. Moreover, the availability of land in the neighborhood has become increasingly important in recent years. We identified several major institutional forces underlying Hangzhou's urban development: administrative annexation and development zones, the increasingly important role of the market, and the unique role of local government. Effects of One-Sided Fiscal Decentralization on Environmental Efficiency of Chinese Pro... - 0 views

    Hang Xiong, China's actual fiscal decentralization is one-sided: while public expenditures are largely decentralized, fiscal revenues are recentralized after 1994. One critical consequence of the actual system is the creation of significant fiscal imbalances at sub-national level. This paper investigates empirically effects of fiscal imbalances on environmental performance of Chinese provinces. First, environmental efficiency scores of Chinese provinces are calculated with SFA for the period from 2005 to 2010. Then, these scores are regressed against two fiscal imbalance indicators in a second stage model. Finally, conditional EE scores are calculated. This paper finds that effects of fiscal imbalances on EE are nonlinear and conditional on economic development level. Fiscal imbalances are more detrimental to environment in less developed provinces. These results suggest that the one-sided fiscal decentralization in China may have regressive environmental effects and contribute to regional disparity in terms of sustainable development.

Energy consumption, indoor environmental quality, and benchmark for office bu... - 0 views

    With rapid economy growth, building energy consumption in China has been gradually increased. The energy consumption and indoor environmental quality of 51 office buildings in Hainan Province, a hot and humid area, were studied through collection of verified data in site visits and field tests. The result revealed that, electricity accounted for 99.79% of the total energy consumption, natural gas 0.17%, and diesel 0.04%. The air conditioning dominated the energy use with a share of 43.18%, equipment in the particular areas 26.90%, equipment in the office rooms 11.95%, lighting system 8.67%, general service system 7.57%, and miscellaneous items 1.73%. Statistical method including six indicators obtained the energy consumption benchmark with upper limit of 98.31 kW·h/m2 and lower limit of 55.26 kW·h/m2. According to ASHRAE standard (comfortable standard) and GB/T 18883-2002 (acceptable standard), the indoor environmental quality of 51 sampled office buildings was classified into three ranks: good, normal and bad. With benchmark of building energy consumption combined with indoor environmental quality, it was found that only 3.92% of sampled buildings can be identified as the best performance buildings with low energy consumption and advanced indoor environmental quality, and the buildings classified into normal level accounted for the maximum ratio.

In this work, we reveal the major and minor streams of hotel energy benchmarking and ascertain that the most popular approach in benchmarking is normalized energy use intensity (EUI) based on floor level. Previous efforts to establish EUI indicators using subsystem average, data envelopment analysis (DEA), and regression technique are also studied. We propose that hotel energy benchmarking based on floor area is useful from the top-down management perspective. However, on a practical perspective, energy benchmarking based on facilities should be the first priority for hotel management or owners. Compared with the general energy benchmarking in the building sector, we find that the hotel sector lags behind in the adoption of computer modeling for benchmarking. By conducting in-depth interviews with hotel engineers, system designers, and professors to identify the challenges faced by current hotel energy benchmarking, we gain deeper insights on the development of hotel energy benchmarking that reflect the current situation in China. A taxonomical approach focusing on four directions of hotel energy benchmarking is thus proposed. By coordinating with various types of stakeholders and implementing the proposed development plan, the local Construction Ministry, Tourism Bureau, and Energy Improvement Office can realize this conceptual hotel energy benchmarking in China.

In this article, we explore the effects of urban villages on the formal housing market. For this purpose, we develop a hedonic housing price model to investigate whether the proximity to urban villages affects the selling price of urban housing units. Controlling for the structure and other characteristics of urban housing units, we find that housing prices are lower the closer the buildings are from urban villages. We then carry out a survey of households living nearby and explore how they are affected by urban villages. The results indicate that there are both positive and negative effects associated with these villages. Highlights ► In this article, we explore the effects of urban villages on the formal housing market in China. ► Propose a theoretical urban model of urban villages. ► We test the model and find that housing prices are lower the closer the buildings are from urban villages. ► Households declare that they are both positive and negative effects associated with these villages.

Zevenbergen Paru dans : Land Use Policy, Volume 30, Issue 1, January 2013, Pages 417-426 Abstract This research investigates whether the process of transfers of urban land use rights in China, particularly where the state plays a major role in the transfer of urban land, complies with basic principles of good governance. In order to assess market, an assessment framework is developed. A critical analysis of secondary data from official and non-official sources is done. Major changes since late 1980s in the institutional environment and subsequent results have been assessed. The findings reveal that the transfer of urban land use rights in China is gradually responding to an improved governance system. Institutional reforms have led to a steady improvement in indicators such as transparency, efficiency, and access to information. Nonetheless, the market has significant weaknesses in addressing equity issues, engaging stakeholders, tackling corruption and dealing with expropriations. In general, the paper finds that the efficiency and effectiveness of the urban land market largely depends not on the type of tenure regime per sé, but rather on the system of governance in place. Highlights ► Based on existing data sources, this paper analyses the performance of the market for urban land use rights in China. ► The assessment framework is based on governance principles like equity, participation, access to information, efficiency, and transparency. ► The result is that the market needs improvements regarding governance principles. ► However, a positive impact of the efforts of the government to improve can be observed.

In China, however, the current participatory mechanism at the project level exists only as part of the environmental impact assessment (EIA) process. With an increasing demand for PIC projects and social equality in China, this suggests a need to bring the participatory process into line with international practice. The aim of this paper, therefore, is to identify the weaknesses of EIA-based public participation in China and the means by which it may be improved for the whole lifecycle of PIC schemes. To do this, the results of a series of interviews with a diverse group of experts is reported which analyse the nature and extent of existing problems of public participation in EIA and suggestions for improvement. These indicate that the current level of participation in PIC projects is quite limited, particularly in the crucial earlier stages, primarily due to traditional culture and values, uneven progress in the adoption of participatory mechanisms, the risk of not meeting targets and lack of confidence in public competence. Finally, a process flowchart is proposed to guide construction practitioners and the community in general.     The 2011 Urban Sustainability Index is one of the inaugural studies of the Urban China Initiative (UCI), a think-tank founded in 2010 by Columbia University, McKinsey & Company, and Tsinghua University. UCI was created to help solve some of China's most difficult urbanization challenges. In particular, UCI aspires to three goals: ** Solutions: Provide the best and most innovative solutions to urban development issues in China. ** Talent: Convene China's leading domestic and international urban thinkers and professionals, and serve as a magnet for the best global thinkers. ** Dialogue: Host China's leading national, provincial, and local dialogues on urban issues. According to recently published research by Urban China Initiative, Beijing and Shanghai were absent from a ranking of the top 10 Chinese cities gauged by their environmental sustainability. [Photo/China Daily] UCI, a think tank launched by Tsinghua University, McKinsey & Co and Columbia University, gauged the sustainability of 112 major Chinese cities using 17 indicators in four categories - society, economy, environment and resources. Beijing ranked first in sustainability thanks to its heavy investment in social welfare - including social security, education and healthcare - and its economic achievements. The top 10 cities in overall score - including Xiamen, Fujian province, Haikou, the capital of Hainan province, Dalian in Liaoning province, and Shanghai - are all medium and large-sized cities. However, small and medium-sized cities are taking the lead in environmental sustainability. Both Beijing and Shanghai were absent from the top 10 in this category. According to the research, Haikou has the best air quality, while Hefei, capital of Anhui province, took the lead in waste treatment facilities. And Xining, the capital of Qinghai province, boasts the best built environment - man-made surroundings that serve as the setting for human activity. The less healthy urban population: income-related health inequality in China - 0 views

    Wei Yang, Panos Kanavos Abstract Background Health inequality has been recognized as a problem all over the world. In China, the poor usually have less access to healthcare than the better-off, despite having higher levels of need. Since the proportion of the Chinese population living in urban areas increased tremendously with the urbanization movements, attention has been paid to the association between urban/rural residence and population health. It is important to understand the variation in health across income groups, and in particular to take into account the effects of urban/rural residence on the degree of income-related health inequalities. Methods This paper empirically assesses the magnitude of rural/urban disparities in income-related adult health status, i.e., self-assessed health (SAH) and physical activity limitation, using Concentration Indices. It then uses decomposition methods to unravel the causes of inequalities and their variations across urban and rural populations. Data from the China Health and Nutrition Survey (CHNS) 2006 are used. Results The study finds that the poor are less likely to report their health status as "excellent or good" and are more likely to have physical activity limitation. Such inequality is more pronounced for the urban population than for the rural population. Results from the decomposition analysis suggest that, for the urban population, 76.47 per cent to 79.07 per cent of inequalities are driven by non-demographic/socioeconomic-related factors, among which income, job status and educational level are the most important factors. For the rural population, 48.19 per cent to 77.78 per cent of inequalities are driven by non-demographic factors. Income and educational attainment appear to have a prominent influence on inequality.

Taylor & Francis Online :: Female condom use in the rural sex industry in China: an... - 0 views

    Changes in sexual attitudes and behaviors and resurgence of the sex industry in China have increased concerns about HIV/AIDS and sexually transmitted infections (STI) epidemics. Little attention has been paid to the significant and growing sex industry in rural China. Promotion of barrier protection in this context is most effective to prevent STIs and pregnancy. The female condom (FC) is a barrier method that gives women more autonomy in its application, and has other advantages, but has been little promoted and tested in high risk contexts in China. The China/US Women's Health Project was designed to promote FC use in addition to male condoms (MC) through outreach intervention conducted in sex work establishments in rural and small urban towns in southern China, using the original prototype FC1. The study used quantitative and qualitative methods to document the pre-intervention context, intervention delivery process, and post-intervention outcomes of FC use. In this paper we compare post-intervention FC users and non-users in the first study sites, two rural towns in a single county in Hainan Province. Examination of cross-sectional six-month and 12-month surveys indicated that, despite relatively high MC use, about one-third of the women in sex work establishments in these rural towns had adopted FC at each post-intervention survey. Compared with non-users, FC users were more likely to be freelance women in boarding houses, more sexually experienced, married with children, more sexually active in the prior month, and more exposed to the intervention. The rural context hampered intervention implementation, particularly the significant limits in health and human resources available to manage prevention of HIV/STIs among women in the sex industry.
