Land-use changes and policy dimension driving forces in China: Present, trend and future - 1 views

There is an urgent need for studies of the current situation and the trends in land-use change and assessment of the performance of land policies in China. Assessment of land-use change has long been hindered by a lack of accurate and reliable data. This paper uses the data obtained from the national land surveys of 1996 and land-use change surveys from 1997 to 2008, to analyze changes in land use and the policy dimension driving forces related to the changes, especially cultivated land, forestry land, grassland, as well as developed land. The aim of this analysis will be to derive the physical, social and economical driving forces of those changes to grasp the trends in land-use change and the effects of land policies and to formulate strategies for the protection and sustainable use of agricultural land. The results indicate that, although the overall change in land use was not large, cultivated land was significantly reduced and developed land rapidly increased. A great deal of high quality cultivated land was changed to developed land and low quality cultivated land generated from unused land, which has resulted in a serious threat to food supplies in China. Predictions using the methods of linear extrapolation and a BP neural network indicate that it is impossible to keep to a target of 0.12 billion hectares of cultivated land in the future under the mode of economic development used between 1996 and 2008. The results also indicate that the implementation of the laws and regulations about controlling the developed land and preserving cultivated land had significant effects on changes in land use, especially cultivated land and developed land. However, the literature so far has paid insufficient attention to the patterns and efficiencies of this type of land use. To fill in this gap, this paper uses a national survey to analyze the institutional setups for rural residential land use, to assess the effectiveness of existing regulations, and to evaluate the efficiencies in rural residential land use. Farmers' subjective receptiveness toward rural residential property regulation reform is also investigated. We find that rural residential properties are inefficiently utilized under the existing land use regulations, that those who are younger and who had previous migration experiences are more likely to support the free trading of rural residential properties while the village cadres are more likely to oppose it. A coordinated policy reform package that includes free trading of rural residential properties and Household Registration System to facilitate permanent migration out of the countryside is proposed to address the existing efficiencies in China's rural residential land use. Chan As criticism of land grabs and forced demolitions continues, the Wall Street Journal reports that despite signs of a rebound in the property market, Chinese developers are skittish at land auctions: A number of cities, including Shenyang, Dalian, Zhuhai and Tianjin, have seen disappointing land auctions, with many real-estate developers reluctant to add to their land holdings. That is bad news for local governments, which depend on land sales for a large slice of their revenue. Data from the Ministry of Finance show that revenue nationwide from land transfers dropped 27.1% to 1.35 trillion yuan ($212.1 billion) in the first seven months of the year compared with a year earlier. Government officials in Shenyang, Dalian and Tianjin all declined to discuss the data. An official in Zhuhai conceded that there has been a problem selling land even at reduced prices, adding that this has squeezed government resources. "It's difficult to sell land now," the official said. "The government had to scrap plans for auctions, and has had to sit tight and see how things work out." Some cash-rich companies like China Vanke Co., 000002.SZ -0.12% the nation's biggest listed developer by market value, have jumped into the market, either at auction or in second-hand deals. But others are holding back, waiting for local governments to lower their prices or to see if the market is making a more solid turnaround. As the southern center of the Yangtze River Delta, an emerging global city region of China, Hangzhou has been restlessly searching for strategies to promote economic growth and survive the competition with Shanghai. This paper analyzes Hangzhou's development strategies, including globalization, tourism, industrial development, and urban development, in the context of shifting macro conditions and local responses. We hold that urban policies in China are situated in the broad economic restructuring and the gradual, experiential national reform and are therefore transitional. The paper suggests that China's urban policies are state institution-directed, growth-oriented, and land-based, imposing unprecedented challenges to sustainability and livability. Land development and spatial restructuring are central to urban policies in China. Last, while Hangzhou's development strategies and policies to some extent reflect policy convergence across cities in China, local/spatial contexts, including local settings, territorial rescaling and land conditions, are underlying the functioning of development/entrepreneurial states. Energy, monetary and human time variables as well as information on environmental pressures, have been combined to compare different typologies of households and the metabolism of different patterns of land use from an integrated perspective. The results show that urbanization strategies, aimed at shifting the current land use and at displacing the local population, while increasing the economic efficiency is also associated with an increase in fossil energy consumption and environmental pressure, as well as a reduction of the multifunctional characteristic of the area under investigation. Based on these findings the paper also offers a critical discussion of the Chinese rural development policy arguing that the multifunctionality of rural areas should be taken into account by Chinese policy-makers and planners as a viable strategy to achieve rural development targets. Zevenbergen Paru dans : Land Use Policy, Volume 30, Issue 1, January 2013, Pages 417-426 Abstract This research investigates whether the process of transfers of urban land use rights in China, particularly where the state plays a major role in the transfer of urban land, complies with basic principles of good governance. In order to assess market, an assessment framework is developed. A critical analysis of secondary data from official and non-official sources is done. Major changes since late 1980s in the institutional environment and subsequent results have been assessed. The findings reveal that the transfer of urban land use rights in China is gradually responding to an improved governance system. Institutional reforms have led to a steady improvement in indicators such as transparency, efficiency, and access to information. Nonetheless, the market has significant weaknesses in addressing equity issues, engaging stakeholders, tackling corruption and dealing with expropriations. In general, the paper finds that the efficiency and effectiveness of the urban land market largely depends not on the type of tenure regime per sé, but rather on the system of governance in place. Highlights ► Based on existing data sources, this paper analyses the performance of the market for urban land use rights in China. ► The assessment framework is based on governance principles like equity, participation, access to information, efficiency, and transparency. ► The result is that the market needs improvements regarding governance principles. ► However, a positive impact of the efforts of the government to improve can be observed.

UCI Shares Insights about China's Urbanization with Sichuan NDRC - 0 views

    8/05/2012 On May 3, Gengtian Zhang, Director of Research at the Urban China Initiative (UCI), gave a lecture on how to promote healthy urbanization for the National Development and Reform Commission (NDRC) in Sichuan Province. Most of the 100 delegates at the talk were urban planning and policy directors and professionals, mainly from the NDRC offices for Sichuan Province, Kuoquan County, and individual cities in Sichuan. Zhang's lecture described the direction and focus of urbanization development inChina, including some research results from an international perspective, and proposed how to promote healthy urban development in China's cities. The lecture focused on six main ideas critical to China's continuing urbanization, including promoting a healthy model of urban development, improving the quality of urban planning, promoting the welfare of migrant workers and their integration into urban areas, improving China's city layouts, advancing urban agglomeration and megaregion development, and improving urbanization policies and regulations. Zhang opened by discussing the significance of promoting the urbanization process from the perspective of expanding domestic demand and enhancing economic and social development. He also described the main findings of UCI's recent report, "The 2011 Urban Sustainability Index", particularly relating to its implications for sustainable development. He stressed that we should regard migrant worker integration into cities as most important task in the next phase of China's urbanization. In regards to urban layout and physical planning, he described the future Functional Area Plan for Chinese cities, including the "two horizontal and three vertical" urbanization strategy pattern (to make Lianyungang-Urumqi channel and Yangtze channel two horizontal axis, and make coastal line, Haerbin-Beijing-Guangzhou channel and Baotou-Kunming channel three vertical axis of Urbanization zoning strategy

Spatial determinants of urban land conversion in large Chinese cities: a case of Hangzhou - 0 views

    Source : Academic Search Premier Auteurs : Yong, Liu, Yue Wenze, and Fan Peilei DO I: 10.1068/b37009 Résumé: In this research we assessed the urban land conversion, and identified the factors responsible for the conversion, from 1995 to 2009 in Hangzhou, a large city located in the lower Yangtze River Delta of China. We mapped urban land from satellite images by using a hybrid approach of spectral mixture analysis, unsupervised classification, and expert rules. We employed binary logistic regression to model the probability of urban land conversion as a function of spatial independent variables. In recent years Hangzhou started its transformation from a compact, monocentric city to a polycentric city. We found that accessibility to the central business district, industrial centers, roads, Qiantang River, the amount of built-up area in the neighborhood, locations of markets, and spatial policies were the major determinants of Hangzhou's urban land conversion. Moreover, the availability of land in the neighborhood has become increasingly important in recent years. We identified several major institutional forces underlying Hangzhou's urban development: administrative annexation and development zones, the increasingly important role of the market, and the unique role of local government.     International Comparative Analysis of Poverty in Asia: Urbanization, Migration and Social Policy Symposium held at Southwest Jiaotong University, Chengdu, China, November 1-4, 2012 Southwest Jiaotong University (SWJTU) and the Institute for Poverty Alleviation and International Development (IPAID) are jointly organizing a symposium in October 2012 on the effects of urbanization and poverty alleviation in Asia. The main purpose is to address the widening income gap between rural and urban areas in Asia in the past thirty years. Development scholars, researchers, and practitioners are invited to submit high-quality papers with a focus on the symposium theme of urbanization and migration in Asia and its affect on poverty in both rural and urban areas. The symposium aims to create a dialogue among scholars of Asian development studies to address effective urban and rural poverty reduction strategies. The symposium will focus on the following set of issues which include (but are not limited to): Rural development and urbanization in Asia International standards of poverty alleviation Access to land and land right education (rights, inequity, and poverty) Labor mobility and poverty Gender based income inequality Social policy to tackle poverty and inequality Housing, transportation and infrastructure development National policies and measures for the eradication of poverty The symposium will conclude with an excursion to disaster areas in Chengdu affected by the 2008 earthquake which killed an estimated 69,000 people. Online at: http://escholarship.org/uc/item/3pk220mn# This paper provides a systematic analysis of the way shifts in property utilization rights in China induced another sequence of institutional changes that led to the rise of rural-urban labor migration from 1980 to 1984, a critical period in the country's market transition. I show that the 1980s' Household Responsibility System (HRS), which brought family farming back from the communal system, endowed rural households not only with land use rights, but also with de facto labor allocation rights. These shifts in property relationspromoted a growth in agricultural market size as well as the emergence of intraprovincial non-hukou rural-urban migration, which may have made labor retention policies such as the small township strategy ineffective, and may have given the government an incentive to deregulate its subsequent labor market policy.

    UCI delegation participated in first annual NCF summit in Paris 25/05/2012 The Chinese delegation takes a group photo with Lady Barbara, Judge, Chairman of the UK Pension Protection Fund. The first annual New Cities Foundation (NCF) Summit was held in Paris on May 14-16. The summit brought together more than 500 urban policy makers and thought leaders to a three-day conference on global urbanization, with China as one of the core focuses. The mayor of Paris delivered a welcome speech. Other speakers including Gregor Robertson, Mayor of Vancouver; Ron Huldai, Mayor of Tel Aviv; Khalifa Sall, Mayor of Dakar; Greg Clark, UK Minister of State for Decentralisation and Cities; as well as the CEOs of General Motors, Ericsson, Cisco, and Suez gas. The Urban China Initiative (UCI), a partner of the NCF, assisted in organizing the summit by inviting and organizing 16 government delegates, enterprise leaders, and academics from China, as well as designing the plenary session "A Closer Look at Urban China: Towards the Urban Billion." China's Environmental Policy and Urban Development - 0 views

    For more than three decades China has achieved remarkable success in economic development, but its rapid growth has resulted in considerable damage to the natural environment. In 1998, the World Health Organization reported that seven of the ten most polluted cities in the world were in China. Sulfur dioxide and soot produced by coal combustion fall as acid rain on approximately 30 percent of China's land area. Industrial boilers and furnaces consume almost half of China's coal and are the largest sources of urban air pollution. In many cities, the burning of coal for cooking and heating accounts for the rest. At the same time, since the beginning of economic reform in the late 1970s, the government has paid considerable attention to environmental problems, particularly in terms of regulatory responsibility and enforcement at the local government level. China passed the Environmental Protection Law for trial implementation in 1979, and in 1982 the constitution included important environmental protection provisions. Since then, various laws and policies have been put in place to address China's current and future urban environment. The 2010 World Exposition in Shanghai provided evidence that the Chinese government views its environmental problems as a priority. The green construction of the facilities for the Expo and particularly of the Chinese Pavilion reflected the emphasis the government has placed on protecting and improving the environment through new technologies. In addition, China's "eco cities" have also been recognized worldwide for advances in urban sustainability, such as Tianjin, Shenzhen, and Wuxi.

Circular migration, or permanent stay? Evidence from China's rural-urban migration - 0 views

This paper will fill this gap and deal with the permanent migration choice made by rural migrants with the China General Social Survey (CGSS) data. Our results show that compared with their circular counterparts, permanent migrants tend to stay within the home provinces and are more likely to have stable jobs and earn high incomes and thus are more adapted to urban lives. We also find that more educated and more experienced migrants tend to be permanent urban residents, while the relationship of age and the probability of permanent migration is inverse U-shaped. Due to the restrictions of the current hukou system and the lack of rural land rental market, those people with more children and more land at home are more likely to migrate circularly rather than permanently. Research Highlights ► It's the first to examine the permanent migration choice by China's rural migrants. ► We employ a unique nationally representative dataset. ► Our findings are robust to different definitions of "permanent migrant". ► Our findings provide a new insight and have important policy implications.

Information-rich urbanization is a defining feature of the 21st century, reshaping cities and communities in China and in developing countries around the world. The scale and pace of change requires a solid systems approach of urban development. In 2011, China announced that it has reached an urbanization rate of 50%. If we take rapid urbanization as a given and that it is already well underway, it is still widely unclear what research needs to be conducted and policy changes made to support municipalities of fast transforming cities and to avoid repeating the development mistakes that have occurred in industrialized nations, i.e. driving urban growth with high consumption patterns without fully considering the environmental and social needs and occupants' behaviour and aspirations. This paper compares two cases of urban development patterns for new sub-centres for polycentric city structures: It relates to new urban sub-centres in Berlin (Germany) and Shanghai (China), and the relationship of these sub-centres to 'Network City' theory. Network theory is useful in this context as the 'network' metaphor and concepts of decentralization seem to have replaced the 'machine' metaphor which was based on efficiency based on the availability of cheap fossil fuels. As cities aim to move towards more resilient urban ecosystems and polycentric systems, the case of Potsdamer Platz Berlin, compared to Zhenru Sub-Centre in Shanghai, is discussed. In the post-reform era, economic growth has been paralleled by rapid urbanization. China's urbanization experience has been shaped heavily by the state through national urban policies as well as through local administrative means. Much has been written about large Chinese cities in the more developed coastal regions, such as Beijing, Shanghai and Guangzhou, but little is known about the process of city-making in medium-sized and small Chinese cities, especially those in the less developed central and western regions of the country. This paper sheds light on the processes of urban transformation in Hebi, a medium-sized inland city in Henan Province, emphasizing the critical role that the local state has played in city-making, the mechanisms and processes of change, and the resultant impacts on the city. As a mining city, Hebi has been threatened by depleting natural resources. To invigorate the city, a new city center has been built to attract new enterprises. Through intensive interviews and fieldwork conducted in 2007 and 2008, we examine what the city government of Hebi has done to turn the newly constructed urban space into a new administrative and economic center of the city. With the establishment of new enterprises, the local economy has been diversified, although coal continues to be a major component of Hebi's economy. The role of the local state in the production and development of the new urban space is direct and forceful. As local state policies on urban development have been implemented by strong administrative means, we conceptualize the contemporary Chinese model of urbanization as "administrative urbanization".

Building Globalization: Transnational Architecture Production in China - - 0 views

    Xuefei Ren's work on the high-end of the building boom in China brings together the sociology of globalization with the study of architecture and the built environment. Building Globalization treats architectural production as crucial to the material and symbolic ways in which global cities are made. Based on Ren's doctoral research at the University of Chicago, the book draws on fieldwork conducted in Beijing and Shanghai between 2004 and 2008, covering the bull years leading up to the Beijing Olympics. China is now taken to exemplify the geo-demographic shift that has seen developing countries lead current processes of urbanisation. However the Chinese government's attitude towards quanqiuhua chengshi (global cities) and its support for rapid urban growth from the mid-late 1990s represented a striking reversal of official policy which had been to limit the growth of large cities and promote instead the development of small-medium centres (p.11). The re-scaling of state power to metropolitan level in the interests of enhancing urban competitiveness has been an international trend in recent decades. In China this has proved particularly effective in driving urban growth, given state ownership of land and government control over household registration, urban planning and development decisions. Metropolitan governments in China have the kind of ownership and discretionary powers of which the most boosterist western city mayors can only dream. Ren argues convincingly that the processes shaping these cities are increasingly transnational; in particular, the forces that make buildings 'operate beyond national boundaries, as seen in the circulation of investment capital, the movements of built-environment professionals, and the diffusion of new technologies' (p.6).     Feature Story August 14, 2012 The year 2011 was a historic moment in the urbanization of China, as its urban population exceeded its rural population for the first time. About 350 million new urban residents are expected to migrate to cities over the coming 20 years. Urban development on such a scale is both a challenge and an opportunity for urban transport. A challenge, as current trends are unsustainable both at local and national level. Locally, the rapid growth in car ownership has enabled greater personal mobility for many but has also brought traffic congestion, accidents, and air pollution. Slow and congested transport systems are beginning to stifle the efficiency of the urban economy. The construction of new roads to accommodate traffic leads to urban sprawl and accelerated traffic growth and hampers the mobility of those who do not own a car. Nationally, excessive conversion of farmland for urban development consumes scarce land resources and impacts the country's ecological systems. Rising fuel consumption also endangers the nation's long-term energy security, while growing emissions from urban transport render the national objectives of CO2 reduction difficult to achieve. But this rapid urbanization also represents an opportunity, as the recognition of urban transport's spillover effects has led to a new policy emphasis on public transport priority and sustainable urban transport development.     Abstract The path of urbanization in the People's Republic of China is largely shaped by the nation's industrial development strategies. In the first three decades of socialist construction, and especially after the Sino-Soviet rift at the end of the 1950s, the adoption of strategies of self-reliance had led to urban biased patterns of development. The introduction of economic reforms and the open door policy in 1978 paved the way for and facilitated national economic development. Two issues, which feature significantly in the processes of development in China, are assessed. The first is the relationship between economic development and the protection of arable land. The second is the quest for a coordinated hyper-development in both urban and rural areas. This paper concludes by proposing a sustainable metropolitan development strategy that suits the case of China.
