The main findings include: (1) the Hukou family registration system has strong differential effects on poor families' housing conditions; (2) housing conditions among the urban poor are tightly associated with privatization and home ownership, where non-owners face more severe housing difficulties than nominal owners; and (3) resettlement has played a positive role in improving the poor's housing conditions, but its positive effects are only present in cases where work units or the government has taken the responsibility of housing the resettled poor. These findings show that housing the urban poor in post-reform China is largely: (1) path-dependent, (2) privatization-oriented, and (3) development-driven, and a mechanism that can pro-actively ensure the poor's basic right to housing is still lacking. However, housing studies regarding Chinese cities are limited because of the short history of China's free housing market. Such studies may, nonetheless, provide new insights given the nation's current transitional stage of economic development. Therefore, this research makes use of publicly accessible sources to construct a new micro-dataset for an emerging Chinese city, Changsha, and it incorporates quantile regression with spatial econometric modeling to examine how implicit prices of housing characteristics may vary across the conditional distribution of house prices. Substantial variations are found, and the intuitions and implications are discussed. Additionally, the spatial dependence exhibits a U-shape pattern. The dependence is strong in the upper and lower parts of the response distribution, but it is little in the medium range. Highlights ► We incorporate quantile regression into spatial econometric modeling. ► We collect housing transactions' microdata, which are rare in China. ► Spatial dependence of house prices is U-shaped across the response distribution. ► Housing attributes' implicit prices vary greatly across the response distribution.

In this article, we explore the effects of urban villages on the formal housing market. For this purpose, we develop a hedonic housing price model to investigate whether the proximity to urban villages affects the selling price of urban housing units. Controlling for the structure and other characteristics of urban housing units, we find that housing prices are lower the closer the buildings are from urban villages. We then carry out a survey of households living nearby and explore how they are affected by urban villages. The results indicate that there are both positive and negative effects associated with these villages. Highlights ► In this article, we explore the effects of urban villages on the formal housing market in China. ► Propose a theoretical urban model of urban villages. ► We test the model and find that housing prices are lower the closer the buildings are from urban villages. ► Households declare that they are both positive and negative effects associated with these villages.

The first annual New Cities Foundation (NCF) Summit was held in Paris on May 14-16. Price-to-rent ratios in Beijing and seven other large markets across the country have increased by 30% to 70% since the beginning of 2007. Current price-to-rent ratios imply very low user costs of no more than 2%-3% of house value. Very high expected capital gains appear necessary to justify such low user costs of owning. Our calculations suggest that even modest declines in expected appreciation would lead to large price declines of over 40% in markets such as Beijing, absent offsetting rent increases or other countervailing factors. Price-to-income ratios also are at their highest levels ever in Beijing and select other markets, but urban income growth has outpaced price appreciation in major markets off the coast. Much of the increase in prices is occurring in land values. Using data from the local land auction market in Beijing, we are able to produce a constant quality land price index for that city. Real, constant quality land values have increased by nearly 800% since the first quarter of 2003, with half that rise occurring over the past two years. State-owned enterprises controlled by the central government have played an important role in this increase, as our analysis shows they paid 27% more than other bidders for an otherwise equivalent land parcel.

Developers recognize that such "green labels" differentiate products and allow them to charge a price premium. China has not formally adopted such rating standards. In the absence of such standards, developers are competing with each other based on their own self-reported indicators of their buildings' "greenness". We create an index using Google search to rank housing complexes in Beijing with respect to their "marketing greenness" and document that these "green" units sell for a price premium at the presale stage but they subsequently resell or rent for a price discount. An introduction of a standardized official certification program would help "green" demanders to acquire units that they desire and would accelerate the advance of China's nascent green real estate market. Building Globalization: Transnational Architecture Production in China - - 0 views

    Xuefei Ren's work on the high-end of the building boom in China brings together the sociology of globalization with the study of architecture and the built environment. Building Globalization treats architectural production as crucial to the material and symbolic ways in which global cities are made. Based on Ren's doctoral research at the University of Chicago, the book draws on fieldwork conducted in Beijing and Shanghai between 2004 and 2008, covering the bull years leading up to the Beijing Olympics. China is now taken to exemplify the geo-demographic shift that has seen developing countries lead current processes of urbanisation. However the Chinese government's attitude towards quanqiuhua chengshi (global cities) and its support for rapid urban growth from the mid-late 1990s represented a striking reversal of official policy which had been to limit the growth of large cities and promote instead the development of small-medium centres (p.11). The re-scaling of state power to metropolitan level in the interests of enhancing urban competitiveness has been an international trend in recent decades. In China this has proved particularly effective in driving urban growth, given state ownership of land and government control over household registration, urban planning and development decisions. Metropolitan governments in China have the kind of ownership and discretionary powers of which the most boosterist western city mayors can only dream. Ren argues convincingly that the processes shaping these cities are increasingly transnational; in particular, the forces that make buildings 'operate beyond national boundaries, as seen in the circulation of investment capital, the movements of built-environment professionals, and the diffusion of new technologies' (p.6).     8/05/2012 On May 3, Gengtian Zhang, Director of Research at the Urban China Initiative (UCI), gave a lecture on how to promote healthy urbanization for the National Development and Reform Commission (NDRC) in Sichuan Province. Most of the 100 delegates at the talk were urban planning and policy directors and professionals, mainly from the NDRC offices for Sichuan Province, Kuoquan County, and individual cities in Sichuan. Zhang's lecture described the direction and focus of urbanization development inChina, including some research results from an international perspective, and proposed how to promote healthy urban development in China's cities. The lecture focused on six main ideas critical to China's continuing urbanization, including promoting a healthy model of urban development, improving the quality of urban planning, promoting the welfare of migrant workers and their integration into urban areas, improving China's city layouts, advancing urban agglomeration and megaregion development, and improving urbanization policies and regulations. Zhang opened by discussing the significance of promoting the urbanization process from the perspective of expanding domestic demand and enhancing economic and social development. He also described the main findings of UCI's recent report, "The 2011 Urban Sustainability Index", particularly relating to its implications for sustainable development. He stressed that we should regard migrant worker integration into cities as most important task in the next phase of China's urbanization. SHIEH Ph.D. THE UNIVERSITY OF BRITISH COLUMBIA (Vancouver) March 2011 China's nationwide Shequ (Community) Construction project aims to strengthen neighbourhoodbased governance, particularly as cities wrestle with pressing social issues accompanying the country's economic reforms. This policy has produced astounding outcomes, even though it is implemented through experimentation programs and the interbureaucratic document system rather than through legislation. It has professionalized the socialist residents' committees and strengthened their capacity to carry out administrative functions and deliver social care. Thousands of service centres have been built, offering a range of cultural and social services to local residents. This research addresses how the centrally promulgated policy is being implemented locally and what its impacts are in various neighbourhoods. The lens of community building is used to explore how the grass roots organize themselves and how they are defined and governed by the state. The research thus seeks to analyze the impact of Shequ Construction, not through measuring outcomes against the intentions set out in policy documents, but through considering the wider, sometimes unforeseen, implications for other processes going on in the city. Based on fieldwork in Nanjing, the chapters explore the meaning Shequ Construction has in four areas of urban governance: 1) fiscal reform and decentralization of public services, 2) suburban village redevelopment, 3) community-based social service provisioning through the emergent nonprofit sector, and 4) role of homeowners' association under housing privatization and neighbourhood inequality. The Influence of Regional Culture and Value in Sustainable Development of Chinese Urban... - 0 views

    The influence of regional culture and values on Chinese urban residential choice has been steadily increasing, but unconsciously. Indeed, recent scholars have studied a variety of phenomena that imply a certain shift- away from classical explanations of urban residential choice and real estate patterns. This has led to the coining of some new terms and concepts, such as "Xuequ House", "Mortgage Slave", "Woju" and "Ant Tribe". This tendency towards the study of culture and values is directly related to the Theory of Scenes from the Chicago School of Sociology. In this paper, we apply the Theory of Scenes to Chinese urban residential choice research. First, we review the relevant theories and Chinese urban history, especially the changes after 1949, and present three hypotheses. Then, based on the Scenes theory, we construct a cultural framework to study 375 countries of 35 first-tier cities of China. Aiming at Chinese urban inhabitants from twelve different age groups, we use the Stepwise Regress model to do the statistical analysis. In doing so, we prove our assumptions regarding the importance of regional culture and value. Based on these conclusions, we proceed to give some relevant policy suggestions to the Ministry of Housing and Urban-Rural Development of the People's Republic of China and the local Municipal Bureau of Planning and Land Resources.

Production of Space and Space of Production: High-Tech Industrial Parks in Beijing and ... - 1 views

    The development of high-tech industrial parks (HTIPs) has become a salient phenomenon in China's economic and urban development. Current studies regarding the development of HTIPs tend to focus either on the active role of the local government or on the consequences of technological innovation that those parks may have brought about. Very few studies have paid attention to the intrinsic relationship between the process of space production in building HTIPs and the effect on urban development. To fill this theoretical gap, this article considers developing HTIPs as a territorial project through which both central and local states seek to promote economic growth by reorganizing their territories so as to facilitate capital accumulation based on building high-tech industrial parks. The authors use Beijing's Zhongguancun and Shanghai's Yangpu areas as examples to show the active role played by district governments in promoting and using the symbol of "high tech" to develop industrial estates. In the end, due to the HTIPs' quick tax-generating potentiality, their construction has given rise to commodity housing and commercial projects that district governments are much more enthusiastic to pursue. The property-led high-tech development projects have paradoxically generated a negative impact on sustainable high-tech development.

    In Invisible Cities, the novel by the great Italian writer Italo Calvino, Marco Polo dazzles the emperor of China, Kublai Khan, with 55 stories of cities he has visited, places where "the buildings have spiral staircases encrusted with spiral seashells," a city of "zigzag" where the inhabitants "are spared the boredom of following the same streets every day," and another with the option to "sleep, make tools, cook, accumulate gold, disrobe, reign, sell, question oracles." The trick, it turns out, is that Polo's Venice is so richly textured and dense that all his stories are about just one city. A modern European ruler listening to a visitor from China describe the country's fabled rise would be better served with the opposite approach: As the traveler exits a train station, a woman hawks instant noodles and packaged chicken feet from a dingy metal cart, in front of concrete steps emptying out into a square flanked by ramshackle hotels and massed with peasants sitting on artificial cobblestones and chewing watermelon seeds. The air smells of coal. Then the buildings appear: Boxlike structures, so gray as to appear colorless, line the road. If the city is poor, the Bank of China tower will be made with hideous blue glass; if it's wealthy, our traveler will marvel at monstrous prestige projects of glass and copper. The station bisects Shanghai Road or Peace Avenue, which then leads to Yat-sen Street, named for the Republic of China's first president, eventually intersecting with Ancient Building Avenue. Our traveler does not know whether he is in Changsha, Xiamen, or Hefei -- he is in the city Calvino describes as so unremarkable that "only the name of the airport changes." The suburban landscape of these cities has changed dramatically - from traditionally agricultural to rapidly urbanizing. This paper sheds light on the urbanization process that rural villages have undergone through state-led land requisition. It identifies two physical manifestations of the Chinese countryside during the urbanization process: semi-urbanized villages and urban resettlement housing districts. Based on a case study of the suburban districts of Shanghai, it argues that these two emerging forms of suburban landscape differ not only in terms of their physical form and land-use structure, but also in many of the social, economic, cultural and organizational characteristics of these ex-rural communities. Through analysis of public data and observation from personal interview, the study concludes that state-led land requisition has been a dominant force in expediting the urbanization of the suburban areas of Chinese cities and that the complex interplay between state and market impetuses has led to the multi-faceted transformation of rural communities and to a complicated countryside profile.
