On the basis of the concept and connotation of Chinese urbanization defined by Chinese scholars, the paper systematically collects the research results on the issues concerning urbanization in China from the different approaches of demography, geography, city planning, economics and history, reviewing the process of research on Chinese urbanization made both domestically and internationally. In this paper, the domestic studies fall into five periods as follows: the initial period of research on urbanization in China (1978-1983); the period with both domestically constructed and borrowed theories on urbanization (1984-1988); the period of research on leading urbanization factors and localization (1989-1997); the period with the research greatly promoted by the government (1998-2004); and the period featuring flourishing studies on the science of urbanization in China (2005 till today). In contrast, the overseas research on Chinese urbanization can be divided into three periods: the period studying the history of urbanization in China (before the 1970s); the systematic research on Chinese urbanization (1970-1999); and the comprehensive research on Chinese urbanization (2000 till today). Information-rich urbanization is a defining feature of the 21st century, reshaping cities and communities in China and in developing countries around the world. The scale and pace of change requires a solid systems approach of urban development. In 2011, China announced that it has reached an urbanization rate of 50%. If we take rapid urbanization as a given and that it is already well underway, it is still widely unclear what research needs to be conducted and policy changes made to support municipalities of fast transforming cities and to avoid repeating the development mistakes that have occurred in industrialized nations, i.e. driving urban growth with high consumption patterns without fully considering the environmental and social needs and occupants' behaviour and aspirations. This paper compares two cases of urban development patterns for new sub-centres for polycentric city structures: It relates to new urban sub-centres in Berlin (Germany) and Shanghai (China), and the relationship of these sub-centres to 'Network City' theory. Network theory is useful in this context as the 'network' metaphor and concepts of decentralization seem to have replaced the 'machine' metaphor which was based on efficiency based on the availability of cheap fossil fuels. As cities aim to move towards more resilient urban ecosystems and polycentric systems, the case of Potsdamer Platz Berlin, compared to Zhenru Sub-Centre in Shanghai, is discussed. In the post-reform era, economic growth has been paralleled by rapid urbanization. China's urbanization experience has been shaped heavily by the state through national urban policies as well as through local administrative means. Much has been written about large Chinese cities in the more developed coastal regions, such as Beijing, Shanghai and Guangzhou, but little is known about the process of city-making in medium-sized and small Chinese cities, especially those in the less developed central and western regions of the country. This paper sheds light on the processes of urban transformation in Hebi, a medium-sized inland city in Henan Province, emphasizing the critical role that the local state has played in city-making, the mechanisms and processes of change, and the resultant impacts on the city. As a mining city, Hebi has been threatened by depleting natural resources. To invigorate the city, a new city center has been built to attract new enterprises. Through intensive interviews and fieldwork conducted in 2007 and 2008, we examine what the city government of Hebi has done to turn the newly constructed urban space into a new administrative and economic center of the city. With the establishment of new enterprises, the local economy has been diversified, although coal continues to be a major component of Hebi's economy. The role of the local state in the production and development of the new urban space is direct and forceful. As local state policies on urban development have been implemented by strong administrative means, we conceptualize the contemporary Chinese model of urbanization as "administrative urbanization".

Global urbanization research from 1991 to 2009: A systematic research review - 0 views

    Abstract We performed a bibliometric analysis of published urbanization research from 1991 to 2009, based on SCI and SSCI database. Our analysis reveals scientific outputs, subject categories and major journals, international collaboration and geographic distribution, and temporal trends in keywords usage in urbanization studies and discusses the relationships between urbanization papers and urbanization rate and offer a substitute demonstration of research advancements, which may be considered as a potential guide for future research. The growth of article outputs has exploded since 1991, along with an increasing collaboration index, references and citations. Environmental sciences, ecology, environmental studies, geography and urban studies were most frequently used subject categories and Landscape and Urban Planning was the most productive journal in urbanization studies. The United States was the largest contributor in global urbanization research, as the USA produced the most independent and collaborative papers. The geographic distribution of urbanization articles overlapped quite well with regions with high economic growth in North America, Europe, and Pacific-Asia. A keywords analysis found the USA and China were "hotspots", confirmed land-use's significant position and revealed keen interest in ecological and environmental issues in urbanization studies. In general, urbanization research was strongly correlated with the urbanization rate although there were different patterns and underlying processes across different countries. This is the first study to quantify global research trends in urbanization. Our study reveals patterns in scientific outputs and academic collaborations and serves as an alternative way of revealing global research trends in urbanization.

    Feature Story August 14, 2012 The year 2011 was a historic moment in the urbanization of China, as its urban population exceeded its rural population for the first time. About 350 million new urban residents are expected to migrate to cities over the coming 20 years. Urban development on such a scale is both a challenge and an opportunity for urban transport. A challenge, as current trends are unsustainable both at local and national level. Locally, the rapid growth in car ownership has enabled greater personal mobility for many but has also brought traffic congestion, accidents, and air pollution. Slow and congested transport systems are beginning to stifle the efficiency of the urban economy. The construction of new roads to accommodate traffic leads to urban sprawl and accelerated traffic growth and hampers the mobility of those who do not own a car. Nationally, excessive conversion of farmland for urban development consumes scarce land resources and impacts the country's ecological systems. Rising fuel consumption also endangers the nation's long-term energy security, while growing emissions from urban transport render the national objectives of CO2 reduction difficult to achieve. But this rapid urbanization also represents an opportunity, as the recognition of urban transport's spillover effects has led to a new policy emphasis on public transport priority and sustainable urban transport development. As the southern center of the Yangtze River Delta, an emerging global city region of China, Hangzhou has been restlessly searching for strategies to promote economic growth and survive the competition with Shanghai. This paper analyzes Hangzhou's development strategies, including globalization, tourism, industrial development, and urban development, in the context of shifting macro conditions and local responses. We hold that urban policies in China are situated in the broad economic restructuring and the gradual, experiential national reform and are therefore transitional. The paper suggests that China's urban policies are state institution-directed, growth-oriented, and land-based, imposing unprecedented challenges to sustainability and livability. Land development and spatial restructuring are central to urban policies in China. Last, while Hangzhou's development strategies and policies to some extent reflect policy convergence across cities in China, local/spatial contexts, including local settings, territorial rescaling and land conditions, are underlying the functioning of development/entrepreneurial states. Too complex to be managed? New trends in peri-urbanisation and its planning in Beijing - 0 views

    Abstract Taking Beijing as a case study, this paper analyses new trends in peri-urbanisation and the city's planning responses after 2000 in China. The results of the analysis show that the percentage of temporary migrant residents continues to grow in the peri-urban region and the social inequalities in relation to quality of life between local people and migrants have increased there. In particular, there is a concentration of thousands of young and well-educated migrants in the peri-urban region, resulting in a new kind of urban slum. Sprawling development still dominates Beijing's fringe. New planning policies related to an urban-rural integration strategy have played a positive role in improving living conditions in rural areas and reducing the social and economic gaps between urban and rural areas in the peri-urban region. However, planning in the peri-urban region is still facing new challenges due to vertically and horizontally fragmented management, growing market forces, and social discrimination caused by the remnants of the hukou mechanism. This suggests that it will not be easy to achieve the planning goal of urban-rural integration and harmony society unless further actions are taken to enhance political capacity of planning system in Beijing. The capacity-building of planning should be facilitated if institutional innovations can be made in arrangements of power, rights, public resources, accountability, and legitimacy in the planning system. According to recently published research by Urban China Initiative, Beijing and Shanghai were absent from a ranking of the top 10 Chinese cities gauged by their environmental sustainability. [Photo/China Daily] UCI, a think tank launched by Tsinghua University, McKinsey & Co and Columbia University, gauged the sustainability of 112 major Chinese cities using 17 indicators in four categories - society, economy, environment and resources. Beijing ranked first in sustainability thanks to its heavy investment in social welfare - including social security, education and healthcare - and its economic achievements. The top 10 cities in overall score - including Xiamen, Fujian province, Haikou, the capital of Hainan province, Dalian in Liaoning province, and Shanghai - are all medium and large-sized cities. However, small and medium-sized cities are taking the lead in environmental sustainability. Both Beijing and Shanghai were absent from the top 10 in this category. According to the research, Haikou has the best air quality, while Hefei, capital of Anhui province, took the lead in waste treatment facilities. And Xining, the capital of Qinghai province, boasts the best built environment - man-made surroundings that serve as the setting for human activity.     China's sustained economic growth since 1978 has stimulated heated debates not only about its rise to great power status but also the sustainability of the Chinese 'model' of development and its social, economic and environmental implications at home and abroad (see e.g. Pei, 2006; Peerenboom, 2007; Bergsten et al., 2008; Zhao, 2010). One of the most important aspects of China's economic development is the accompanying rapid urbanisation. The McKinsey Global Institute (2011: 15) characterised China's urbanisation a 'massive transformation'. Although China's 12th Five-Year Plan (FYP) only sets the gross domestic product (GDP) growth rate at 7% (as compared with a planned 7.5% and the actual 11.2% growth in the previous 11th FYP), the planned growth in urban population will increase by 4% per annum from 2010 to 2015, hence raising the urbanisation rate from 47.5% to 51.5% (The State Council, 2011: 10). China's growth has, however, been marked by unbalanced regional development in the past three decades as most of the coastal cities and regions are spearheading rapid growth while inland and rural areas are lagging behind. Part of this is the clear outcome of deliberate national policies in the 1980s as the coastal regions should supposedly have been championing growth for the entire country (see e.g. Yang, 1997; Lin, 1999). However, by the 1990s, there were clear concerns that such a pattern was neither sustainable nor desirable. The changing role of the Chinese state in urban and regional development is the key theme underlying this special issue. Based on CES production function and growth function of urbanization, this paper put forward the model of Growth Drag of China's Urbanization Caused by energy, and empirical analysis with the data of China was done. The results showed that the growth drag of energy during urbanization process in China is 0.2692,in other words, because of the restriction of energy, urbanization process declines 0.2692.From the results, the Growth Drag of China's Urbanization Caused by energy is very high. With some populations rising into the tens of millions, China's cities are the economic powerhouses of the country, and are helping to create a whole new era of financial prosperity. For some observers, this translates into 1.3 billion people who now have the money to afford the sort of commercial goods many of the country's factories had previously been producing for the affluent populations of other countries. China is seeing its own affluence rise, and some surmise that this will translate into a Western-style nation of relatively well-off consumers; that, as this report from the McKinsey Global Institute suggests, China's middle class is emerging to help propel the country's economic success even higher. The only problem is that this middle class doesn't actually exist. And unless decades-old rules change, it won't. In a recent paper published in the journal Eurasian Geography and Economics, geographer and University of Washington professor Kam Wing Chan argues that all of the country's urban growth and prosperity is not actually filtering down to the majority of the rising urban population. Spatial determinants of urban land conversion in large Chinese cities: a case of Hangzhou - 0 views

We mapped urban land from satellite images by using a hybrid approach of spectral mixture analysis, unsupervised classification, and expert rules. We employed binary logistic regression to model the probability of urban land conversion as a function of spatial independent variables. In recent years Hangzhou started its transformation from a compact, monocentric city to a polycentric city. We found that accessibility to the central business district, industrial centers, roads, Qiantang River, the amount of built-up area in the neighborhood, locations of markets, and spatial policies were the major determinants of Hangzhou's urban land conversion. Moreover, the availability of land in the neighborhood has become increasingly important in recent years. We identified several major institutional forces underlying Hangzhou's urban development: administrative annexation and development zones, the increasingly important role of the market, and the unique role of local government. ALD has been more effective in cosmopolitan, globally accessible coastal cities than outer cities. As leading cities, like Shanghai, close the development gap, the potential for `easy' ALD growth falls off rapidly. Because institution building is more difficult than firm-based growth, ALD strategies may generate rapid short-term economic growth but not sustainable development. Accordingly, Chongqing municipality, with a population of 33 million, in West China, is pursuing a beyond latecomer advantage model. This is characterised by: (i) reducing poverty and rural-urban disparity through accelerated urbanisation, rural-urban integration and emphasising human resource development; (ii) upgrading the value added of Chongqing's economy through targeting of FDI and incentives to local start-ups; (iii) endogenous development, reducing risks from external shocks; (iv) Hukou reform; (v) establishing a land use conversion certificate market to rationalise land use; (vi) emphasis on morality to address crime/corruption; (vii) recognition of the importance of amenity in attracting investment and talent; and (viii) establishing a longer developmental time perspective. Building Globalization: Transnational Architecture Production in China - - 0 views

    Xuefei Ren's work on the high-end of the building boom in China brings together the sociology of globalization with the study of architecture and the built environment. Building Globalization treats architectural production as crucial to the material and symbolic ways in which global cities are made. Based on Ren's doctoral research at the University of Chicago, the book draws on fieldwork conducted in Beijing and Shanghai between 2004 and 2008, covering the bull years leading up to the Beijing Olympics. China is now taken to exemplify the geo-demographic shift that has seen developing countries lead current processes of urbanisation. However the Chinese government's attitude towards quanqiuhua chengshi (global cities) and its support for rapid urban growth from the mid-late 1990s represented a striking reversal of official policy which had been to limit the growth of large cities and promote instead the development of small-medium centres (p.11). The re-scaling of state power to metropolitan level in the interests of enhancing urban competitiveness has been an international trend in recent decades. In China this has proved particularly effective in driving urban growth, given state ownership of land and government control over household registration, urban planning and development decisions. Metropolitan governments in China have the kind of ownership and discretionary powers of which the most boosterist western city mayors can only dream. Ren argues convincingly that the processes shaping these cities are increasingly transnational; in particular, the forces that make buildings 'operate beyond national boundaries, as seen in the circulation of investment capital, the movements of built-environment professionals, and the diffusion of new technologies' (p.6). Based on time series Landsat MSS/TM/ETM + imagery and historical census data, analysis of the relationship between land use dynamics, built-up land expansion patterns, and underlying driving forces from 1978 to 2008 was performed, using an integrated approach of remote sensing (RS) and geographic information system (GIS) techniques and statistical methods. The results showed that rapid expansion of built-up land in the Hangzhou Metropolitan Area (HMA) led to accelerated land use conversion. The built-up land increased from 319.3 km2 in 1978 to 862.5 km2 in 2008. Expansion patterns of built-up land in the HMA were essentially characterized by axial expansion centered on the former city proper before 1991. In 1996 and 2001, two significant administrative division adjustments for the former city proper and two neighboring municipalities occurred. This led to the success in implementing strategies of "frog-leaping development along the Qiantang River" and "crossing the Qiantang River and developing southward". Spatially, a closer linkage between the former city proper and two neighboring municipalities was established. Consequently, rapid development of infrastructures, facilities, intensive industrial parks, and urban and rural settlements along the Qiantang River resulted in the eastward and southward expansion of built-up land. Fletcher Paru dans : Energy Policy, Available online 22 June 2012 Abstract This paper investigates the causal relationship between urban population, real GDP, electricity production and coal consumption in China for the period 1971-2009. Using a vector autoregression framework and a modified version of the Granger (1969) causality test proposed by Toda and Yamamoto (J. Econ. 66 (1995) 225), the results suggest that there is causality running from GDP to coal consumption. The variance decomposition analysis report that urban population and coal affect electricity production variability over the forecast period. We also find that increasing urban population may negatively affect China's GDP over time. Policy measures aimed at influencing GDP could ultimately affect coal consumption. Highlights ► We find Granger Causality running from GDP to coal consumption. ► China can mitigate the adverse environmental effects of coal by altering GDP path. ► We find Granger Causality running from urbanization to electricity production. ► China needs to find other sources of energy to cater for growing electricity demand. ► Increasing urban population may slow economic growth due to overcrowding in cities.

    The aim of this paper is to understand the sustainability of urban spatial transformation in the process of rapid urbanization, and calls for future research on the demographic and economic dimensions of climate change. Shanghai towards its transformation to a metropolis has experienced vast socioeconomic and ecological change and calls for future research on the impacts of demographic and economic dimensions on climate change. We look at the major questions (1) to explore economic and demographic growth, land use and land-cover changes in the context of rapid economic and city growth, and (2) to analyze how the demography and economic growth have been associated with the local air temperature and vegetation.

ALD has been more effective in cosmopolitan, globally accessible coastal cities than outer cities. As leading cities, like Shanghai, close the development gap, the potential for easy ALD growth falls off rapidly. Because institution building is more difficult than firm-based growth, ALD strategies may generate rapid short-term economic growth but not sustainable development. Accordingly, Chongqing municipality, with a population of 33 million, in West China, is pursuing a beyond latecomer advantage model. This is characterised by: (i) reducing poverty and rural-urban disparity through accelerated urbanisation, rural-urban integration and emphasising human resource development; (ii) upgrading the value added of Chongqing's economy through targeting of FDI and incentives to local start-ups; (iii) endogenous development, reducing risks from external shocks; (iv) Hukou reform; (v) establishing a land use conversion certificate market to rationalise land use; (vi) emphasis on morality to address crime/corruption; (vii) recognition of the importance of amenity in attracting investment and talent; and (viii) establishing a longer developmental time perspective. This paper explores this Chongqing model in detail.
