Les  technologies de l'information et de la communication sont arrivées. En moins  de 20 ans, elles se sont immiscées dans la plupart de nos activités. Les ordinateurs, puis les  téléphones cellulaires et les tablettes ont pris leur place familière dans nos villes et nos  maisons.   Ces outils sont arrivés dans les écoles et universités... avec leurs utilisateurs, bien plus que  par la grâce d'une décision réfléchie de la part de ceux qui pilotent les systèmes.  Les établissements éducatifs sont désormais peuplés de jeunes filles et garçons qui, dans leur immense majorité,  utilisent au moins un appareil numérique pour communiquer,  se distraire  et s'informer. Un nombre significatif d'enseignants a vu en ces outils des opportunités  pour renouveler leurs pratiques, les enrichir. Ils ont donc expérimenté, testé, réfléchi, formalisé leurs pratiques, dans une perspective de rénovation de l'enseignement et des apprentissages. A l'extérieur des établissements aussi, les Tice ont stimulé les propositions alternatives  d'éducation, surtout dans les pays où l'éducation pour tous n'est pas encore devenu une  réalité. Dispositifs d'autoformation, apprentissage en réseau, formation professionnelle, alphabétisation des groupes vulnérables... Les propositions ont vu le jour par milliers et  forment désormais le niveau le plus avancé de l'éducation alternative aux dispositifs de  masse gérés par les autorités politiques et administratives.  Cette coïncidence entre la numérisation de la société et le renouveau de la mise en cause  des systèmes éducatifs formels dominants ne relève pas du hasard : les TIC ont stimulé et  donné de nouvelles idées à tous ceux qui rêvent d'améliorer l'enseignement et l'apprentissage.   Alors, comment tirer le meilleur parti des TIC au service de l'éducation, qu'il s'agisse de  faciliter la mise en place de stratégies alternatives con

Les recherches de l'Observatoire portent notamment sur les politiques de l'éducation des adultes, sur le rôle des cégeps dans l'éducation tout au long de la vie, et, plus récemment, sur la formation de base en entreprise."

Lorsque j'ai entrepris de faire ma Maîtrise scientifique en commerce électronique à HEC Montréal il y a plus de dix ans, le Canada était dans le peloton de tête du numérique. Les affaires électroniques étaient sur toute les lèvres des fonctionnaires fédéraux et provinciaux. Les programmes gouvernementaux étaient nombreux. Nos télécoms se targuaient d'être dans les plus efficaces du monde. Nos équipementiers Nortel et Mitel dominaient la téléphonie mondiale ( la suite d'équipement Norstar de Nortel était la suite téléphonique la plus vendue de la planète à l'époque). Puis, le numérique devint une mode passée. Le nouveau « mot-clé » des fonctionnaires était maintenant « l'innovation ». Il faut savoir que les subventions, programmes et stratégies de développement économique fonctionnent aux mots-clés. Ce fut le début d'une disette numérique qui dure encore.

Websites like ipaidabribe.com in India and use of twitter in events like the Arab Spring have shown that technology can be a powerful vehicle for people power. Hacks Against Corruption (HAC) is Transparency International's first attempt to bring together technology and anti-corruption specialists to use technology to come up with some of the challenges we face in fighting corruption: visualising the cost of corruption, monitoring complex, massive public budgets and allowing citizens to safely report corruption in their life.

The European Commission is preparing a review of the present Broadband Guidelines by September 2012. This early revision reflects the fact that at the time of passing the Guidelines there was only limited experience at the European Commission regarding State aid notifications dealing with NGA networks. Moreover the revision has to take into account a number of specific questions related to technology which came up with the decision making in the context of public funding of NGA networks. The core objective of the present study is to support the revision process by drawing lessons from the implementation of past decisions and by clarifying a given set of technological issues.  Against this background the purpose of the study is twofold.   According to the Terms of Reference the study should   * assess the functioning of the existing framework by assessing the implementation of a selected sample of projects in the broadband sector. Such projects should include both European and non-European ventures, when the latter can provide useful insights due to their possible more advanced stage of implementation. The assessment should focus on an analysis of the potential difficulties experienced with the implementation of the conditions set out in the European Commission authorisation decision as well as on potential implications for the review of the Broadband Guidelines.  * give advice to the European Commission services regarding a limited number of technical issues which are relevant for the implementation of the Broadband Guidelines. The main issues to be addressed are:   (a) Technological solutions for NGA networks;   (b) Granting wholesale access to competitors on the subsidized networks  and different "open access" products;   (c) Separation.   The two objectives of the study are intertwined, and at the end lead to consistent recommendations for the upcoming revision of the Broadband Guidelines.

"Australia's National Broadband Network (NBN) aims to provide high-speed Internet broadband access to all Australians and transform Australia into one of the world's top five digital economies by 2020. The NBN's model of universal and equal access to information flows supported by a nationwide infrastructure network stands out from the dominant scenario of profit-driven, tiered models of communication infrastructure networks. This paper analyses the economic and social value of information as a basic utility in contemporary society and argues that the NBN is an essential component in a nationwide project of digital citizenship, while highlighting the need for strong and effective policies to support it. The policies underlying the NBN and the technical aspects of its infrastructure network are compared with the Coalition's alternative plan and public and private initiatives from other countries. It is argued that, in order to realise the full potential of the NBN, its future strategies must take into account the current networked practices of Australian citizens and be supported by an equally universal project of digital literacy. Finally, examples of current practices and future benefits of the implementation of high-speed broadband access are presented."

Un site Web publiera l'état d'avancement des projets du gouvernement Fabien Deglise   3 mai 2012  Québec Plus de transparence par le numérique. Québec a annoncé hier la mise en place, dès juin prochain, d'un espace en ligne visant à informer les citoyens, en temps réel, des détails et surtout de l'état d'avancement, ou pas, des projets du gouvernement.

Mes buts dans ces échanges étaient d'abord de sensibiliser les chefs à l'importance de l'économie numérique et à la nécessité de développer « un plan numérique pour le Québec ». Vous remarquerez qu'ils y répondent sans vraiment avoir cerné l'importance de cet enjeu économique et sociétal majeur. Par contre, ils ont répondu à mes questions avec l'approche qui leur est propre. Je vais donc vous laissez vous faire votre propre opinion quant à ce que chacun a à offrir ou pas, en matière de numérique pour le Québec.

Le ministre délégué aux relations avec le Parlement a accusé, samedi 25 août, les sites de suivi de la vie parlementaire, et notamment le site internet NosDéputés.fr, de dégrader la qualité du travail législatif "dans des proportions considérables" au nom, juge-t-il, d'une lecture trop absolue du "principe de transparence".

As election season nears, more and more people are discussing the candidates and their positions online. Facebook and CNN want to be at the center of that conversation - but they have a long way to go if they really want to add to the debate. The two organizations announced Facebook-CNN Election Insights, a real-time tool that shows which candidate Americans are talking about online, sliced into a number of user-configurable demographics. The tool was architected by Mass Relevance under CNN's guidance. Mass Relevance also provided a curated Twitter tracker during the recent Olympic games.
