The COMMUNIA Thematic Network aims at becoming a European point of reference for theoretical analysis and strategic policy discussion of existing and emerging issues concerning the public domain in the digital environment - as well as related topics, including, but not limited to, alternative forms of licensing for creative material; open access to scientific publications and research results; management of works whose authors are unknown (i.e. orphan works).

The Web is ephemeral. Pages change frequently, and it is nearly impossible to find data or follow a link after the underlying page evolves. We present Zoetrope, a system that enables interaction with the historical Web (pages, links, and embedded data) that would otherwise be lost to time. Using a number of novel interactions, the temporal Web can be manipulated, queried, and analyzed from the context of familar pages. Zoetrope is based on a set of operators for manipulating content streams. We describe these primitives and the associated indexing strategies for handling temporal Web data. They form the basis of Zoetrope and enable our construction of new temporal interactions and visualizations.

Vortex Induced Vibrations (VIV) result from vortices forming and shedding on the downstream side of a bluff body in a current. Vortex shedding alternates from one side to the other, thereby creating a vibration or oscillation. The VIV phenomenon is non-linear, which means it can produce useful energy at high efficiency over a wide range of current speeds.

VIVACE stands for Vortex Induced Vibrations for Aquatic Clean Energy. It doesn't depend on waves, tides, turbines or dams. It's a unique hydrokinetic energy system that relies on "vortex induced vibrations." Vortex induced vibrations are undulations that a rounded or cylinder-shaped object makes in a flow of fluid, which can be air or water. The presence of the object puts kinks in the current's speed as it skims by. This causes eddies, or vortices, to form in a pattern on opposite sides of the object. The vortices push and pull the object up and down or left and right, perpendicular to the current.

The International Renewable Energy Agency (IRENA) will integrate regional clean energy progress into a coordinated, global effort. It will provide political recommendations and identify funding for renewable technologies. Moreover, IRENA will seek to even the playing field for countries that have had difficulty affording investment in renewable energy. 17 November 2008 - The international open standards consortium, OASIS, has formed a new group to standardize a Web services interface specification that will enable greater interoperability of Enterprise Content Management (ECM) systems. The new OASIS Content Management Interoperability Services (CMIS) Technical Committee will advance an open standard that uses Web services and Web 2.0 interfaces to enable information to be shared across Internet protocols in vendor-neutral formats, among document systems, publishers and repositories, within and between companies.

I'm fascinated with the way that a bunch of old ideas floating around from the dot com era are back, and now succeeding. Many of these apps are explicitly social, and are benefitting from the larger user population and increased comfort - it took quite a while for Match.com to catch on, and sixdegrees had much of the Friendster model down by 1996 and flamed out anyway. One really interesting category of these v 2.0 apps is shared bookmarking, a la the service Backflip from Back in the Day. So, with a minimum of editorializing, here is a list of places doing some form of shared link management, which are providing some of Tom Coates' "user-friendly throw-aroundable clumps of groupness."

The Society for Integrative and Comparative Biology (SICB) is one of the largest and most prestigious professional associations of its kind. The relationship among data, information and knowledge is often depicted as a pyramid. With data at the base, it's converted to information and information converted to knowledge. This metaphor of a pyramid or ladder to explain these concepts is unhelpful because you start to believe one is better than the other and there is a tendency to extrapolate to the next level believing that knowledge is simply extrapolated to form wisdom-I have even heard people talk about wisdom management. My two days at the meaning making symposium has helped me see this relationship differently, that is, viewing data, information and knowledge as a system.

Collaborative tagging describes the process by which many users add metadata in the form of keywords to shared content. Recently, collaborative tagging has grown in popularity on the web, on sites that allow users to tag bookmarks, photographs and other content. In this paper we analyze the structure of collaborative tagging systems as well as their dynamical aspects. Specifically, we discovered regularities in user activity, tag frequencies, kinds of tags used, bursts of popularity in bookmarking and a remarkable stability in the relative proportions of tags within a given url. We also present a dynamical model of collaborative tagging that predicts these stable patterns and relates them to imitation and shared knowledge.

Annotea Ubimarks is part of Annotea social bookmarks and topics work in Mozilla. It lets any user familiar with the common bookmark user interface metaphora to create metadata for Semantic Web while the complexities of the Semantic Web are hidden from the users. It also offers users better means to share and combine bookmark data and bookmark categories, or topics from several locations or with other metadata. Topics in Annotea can be very simple tags or they can form hierarchies.

This type of computation in some way resembles certain recent results in chaos theory and complexity theory. However, the orientation of harmony-seeking computation is toward a kind of computation which finds harmonious configurations, and so helps to create things, above all, in real world situations: buildings, towns, agriculture, and ecology. I try to show that this way of thinking about computation is closer to intuition and personal feeling than the processes we typically describe as "computations." "The semantic web proposes to inject machine meaningful data into the existing human language oriented web. As part of this effort, on the semantic web, URIs are used to identify entities. But there is currently no standard way to specify what it is that any given URI is to identify, or to whom, or when. Recent work in linguistics offers ideas for a solution to this lack. It focuses on the pragmatics of actual language use among ensembles of people. Also, the World Wide Web provides a set of technologies, in the form of socially constructed web sites, that could be employed to provide a solution. In this paper, I suggest how such socially constructed web sites could be used to address the problem of establishing common ground among a community of machines of the referent of a URI used on the semantic web. The result is a proposal to automate social meaning by creating societies of machines that share knowledge representations identified by URIs."

What tagging does point to convincingly is the social aspect of naming. In a given natural language, many sorts of identifiers, such as common words, are socially centralized. Other sorts of identifiers, such as proper names, are socially decentralized, varying from local context to local context. Black has noticed a correspondence between this socially grounded identification process and the use of socially constructed Web sites.

This paper introduces the concept of phatic technology and analyses its role in modern society. A phatic technology is a technology that serves to establish, develop, and maintain human relationships. The primary function of this type of technology is to create a social context: its users form a social community with a collection of interactional goals, which may be relevant to all human interchanges in that social context.
