Open Access repositories promote the widespread dissemination of scientific and scholarly production. Researchers and teachers publish free on line digital assets for claiming their activity and for sharing research results with other researchers. In particular universities, research centres, libraries and, for limited subsets of their collections, museums, administrative archives and other cultural institutions are promoting open access. In the future, a considerable section of scholarly, academic and cultural institutions memory will be formed by born-digital assets, stored in open access archives. Their digital collections will have an ever growing relevance in making up the scientific and information heritage of the next generations. In order to ensure that these objects will survive and continue to be cited, scholarly and academic communities should be committed to the long term preservation of their repositories.

Scientific journals are surely important. They provide the most effective means for disseminating and archiving scientific results, and so are a key part of an enterprise on which our health, security, and prosperity ultimately depend. Publications are used by universities, funding agencies, and others as a primary measure of research productivity and impact. They play a decisive role in hiring, promotion, and salary decisions, and in the ranking of departments, institutions, even nations. With big rewards tied to publication, it is not surprising that some people engage in unethical behavior, abuse, and downright fraud.

Es un modo de hacer "ciencia participativa" porque los cientificos muestran y comparten parte de su experiencia a quien pueda estar interesado.

Hi Matt, Thanks for sharing this OECD report from the year 2007. The OECD is really forward looking. One sentence strikes me: "Wikipedia has two employees and well over a million articles in multiple languages." Yes, that was true, back in the year 2007.

A very interesting paper that discusses issues around OER, as well as some topics already covered in the course is, "Giving Knowledge for Free: The Emergence of Open Educational Resources" (Centre for Educational Research and Innovation, Organisation for Economic Co-operation and Development). The paper highlights some of the barriers, sustainability issues, and how to improve access and usefulness of open educational resources. I found the paper very comprehensive, with many additional resources. While published in 2007, when conversations around OER were fairly new, many of the points they raise are still in discussion and relevant.

We believe that the essence of higher education is not in memorizing 30-40 books on the list of disciplines. A good engineer - not the one who knows by heart the formulas, theorems and methods, and the one who knows the ways of solving problems and approaches to the study of various problems.
