The Labor-Management Cooperation Act of 1978 identifies the following seven general areas for which financial assistance would be appropriate: (1) to improve communication between representatives of labor and management; (2) to provide workers and employers with opportunities to study and explore new and innovative joint approaches to achieving organizational effectiveness; (3) to assist workers and employers in solving problems of mutual concern not susceptible to resolution within the collective bargaining process; (4) to study and explore ways of eliminating potential problems which reduce the competitiveness and inhibit the economic development of the company/plant, area, or industry; (5) to enhance the involvement of workers in making decisions that affects their working lives; (6) to expand and improve working relationships between workers and managers; and (7) to encourage free collective bargaining by establishing continuing mechanisms for communication between employers and their employees through Federal assistance in the formation and operation of labor-management committees. The primary objective of this program is to encourage and support the establishment and operation of joint labor-management committees to carry out specific objectives that meet the aforementioned general criteria. The term "labor" refers to employees represented by a labor organization and covered by a formal collective bargaining agreement. These committees may be found at the plant (company), area, industry, or public sector levels. A plant or company committee is generally characterized as restricted to one or more organizational or productive units operated by a single employer. An area committee is generally composed of multiple employers of diverse industries as well as multiple labor unions operating within and focusing upon a particular city, county, contiguous multicounty, or statewide jurisdiction. The Robert Wood Johnson Foundation, the nation's largest philanthropy dedicated solely to health, has issued a call for proposals for research on the ways that for-profit anchors advance health and well-being in the communities where they are located. Funded studies are expected to include rigorous empirical research that can inform the business case for why and how more companies serve as anchor institutions in their immediate surrounding geographies. Studies should also inform future RWJF strategies to motivate companies to act in a way that promotes health and well-being. Potential research questions might include: What factors facilitate or hinder anchor businesses from addressing health equity or social determinants of health? What are the motivations and incentives of anchor businesses across a range of sectors? What kind of equity-promoting narrative and framing resonates with the leaders of corporate anchor institutions? What interventions (led or co-led by corporate anchors) appear to be effective or show promise? What tools and resources would most help leaders of anchor businesses who are committed to community health improvement?

The U.S. Embassy Vientiane Public Diplomacy Section announces an open competition for organizations to submit project proposals for funding under the U.S. Embassy's 2018 Public Diplomacy Small Grants Program. This Notice of Funding Opportunity (NOFO) solicits proposals for projects that further the U.S. Mission's public diplomacy goals of strengthening people-to-people ties between Laos and the United States, expanding educational opportunities for Lao people to better engage with the United States and ASEAN, and building and strengthening local partners through the specific objectives listed below. The RBOG program promotes sustainable economic development in rural communities with exceptional needs through provision of training and technical assistance for business development, entrepreneurs, and economic development officials and to assist with economic development planning. Rural Development is participating in the Investing in Manufacturing Communities Partnership (IMCP), which is a new Administration-wide initiative that will accelerate the resurgence of manufacturing and help cultivate an environment for businesses to create well-paying manufacturing jobs in regions across the country. The IMCP is designed to reward communities that demonstrate best practices in attracting and expanding manufacturing by using long-term planning that integrates targeted investments in workforce training, infrastructure, research, and other key assets. The IMCP is being initiated in FY 2013 as EDA, USDA, SBA and EPA each provide funding for regional implementation strategy grants.

This BAA's primary objective is to attract outstanding researchers and scholars who will investigate topics of interest to the defense acquisition community. The program solicits innovative proposals for defense acquisition management and policy research to be conducted for approximately a 12-month period during the September 2013 through May 2015 timeframe. In this BAA, the phrase "defense acquisition management and policy research" refers to investigations in all disciplines, fields, and domains that (1) are involved in the acquisition of products and/or services for national defense, or (2) could potentially be brought to bear to improve defense acquisition. These include but are not limited to economics, finance, financial management, information systems, organization theory, operations management, human resources management, and marketing, as well as the "traditional" acquisition areas such as contracting, program/project management, logistics, and systems engineering management. The proposed research must provide through the dissemination of findings in a final Technical Report a public benefit beyond the potential to improve the efficiency, quality, innovation, and/or cost of DoD and DoN acquisition programs. Findings, for instance, should also be potentially applicable to improving private-sector competitiveness or effectiveness.

The Office of Refugee Resettlement (ORR) within the Administration for Children and Families (ACF) is pleased to announce the availability of funds for the Refugee Microenterprise Development Project. ORR has supported microenterprise development projects since 1991 through the award of discretionary grants to a variety of public agencies, community economic development agencies, local mutual assistance associations, and voluntary agencies. The broad goals of this program are to: 1. Assist refugees in becoming economically self-sufficient by owning and managing a small business, 2. Provide seed money to refugee serving organizations to start and develop microenterprise program that will serve refugees at sustained and expanded levels, and 3. Help mainstream organizations develop the experience of serving refugee populations. In order to achieve these objectives, award recipients under this announcement will provide pre-business and post-business technical assistance as well as capital to refugee entrepreneurs.

Funding is available for secondary analysis of data or for original data collection. We are especially interested in novel uses of existing data, as well as analyses of new or under-utilized data. Proposals to conduct laboratory or field experiments, in-depth qualitative interviews, and ethnographies are also encouraged. Smaller projects might consist of exploratory fieldwork, a pilot study, or the analysis of existing data.

Indiana University's African Studies Program invites applications for a short-term residency to conduct research in IU's Libraries/African Studies Collections. Indiana University's African Studies Collection ranks among the top tier of such collections in the U.S. It comprises more than 150,000 volumes of monographs and over 700 serial subscriptions as well as materials in other formats (e.g. posters, slides, film/video, audio tapes, etc). The focus of the collection is on the humanities and social sciences, supporting a wide range of students and faculty in such departments as history, anthropology, fine arts, theatre & drama, literature, folklore, ethnomusicology, communication and culture, linguistics, religious studies, education, political science, business, economics, journalism, and applied health science. This residency is intended for faculty members at Historically Black Colleges and Universities, or at other U.S. colleges / universities with limited Africa collections, to conduct research in Indiana University's libraries and special collections in support of curriculum development or publications. The successful applicant will receive an award that covers domestic travel, accommodations in Bloomington, and a modest per diem for up to two weeks of research. The award will cover expenses up to a maximum of $2,000 and must be used before August 01, 2014. The recipient is expected to reside in Bloomington during the period of her/his award.

Proposals are solicited to manage and operate facilities of the National Radio Astronomy Observatory (NRAO) through a cooperative agreement with the National Science Foundation (NSF). NRAO is a Federally Funded Research and Development Center (FFRDC) that conceives, designs, builds, operates, and maintains world-class radio telescopes used by scientists from around the world to study virtually all types of astronomical objects, from bodies in our own Solar System to galaxies in the distant Universe. NRAO operates the Karl G. Jansky Very Large Array (VLA) near Socorro, New Mexico; North American contributions to the international Atacama Large Millimeter/submillimeter Array (ALMA) located in Chile; and associated development laboratories, including a Central Development Laboratory (CDL) in Charlottesville, Virginia. Management and operation of two other NRAO facilities, the Robert C. Byrd Green Bank Telescope and the Very Long Baseline Array, are under consideration separate from this solicitation. The Awardee will work closely with NSF and the scientific community to ensure that NRAO continues to support, sustain, and advance frontier science as enabled by unique research capabilities and as promoted through a culture of excellence. In cooperation with NSF and within available resources, the Awardee will plan and execute a viable, coherent, and inclusive program to support multi-user research and education, consistent with the objectives and priorities of the scientific community. NSF invites proposals for the acquisition and deployment of a High Performance Computing (HPC) system, called the Phase 1 system, with the option of a possible future upgrade to a leadership-class computing facility. The Phase 1 system will serve two important and complementary purposes: It will serve as a robust, well-balanced, and forward-looking computational asset for a broad range of research topics for which advances in fundamental understanding require the most extreme computational and data analysis capabilities; and It will serve as an evaluation platform for testing and demonstrating the feasibility of an upgrade to a leadership-class facility five years following deployment.

The FY 2017 EMBAG Program will support the updating and enhancement of a set of American National Standards Institute (ANSI)-certified standards for emergency preparedness and response as well as a related assessment methodology for the evaluation of state, local and territorial emergency management organizations. This assessment methodology should incorporate a peer review process that results in accreditation of the emergency management organization, regardless of size.

The workshop will bring together 40 young leaders (ages 20-35) from the Young Southeast Asian Leaders Initiative (YSEALI) network, from all ten ASEAN Member States (Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam.) Under the theme "A Generation of Advocates - Developing Issue-based Campaigns", the workshop will provide participants with digital literacy and communications skills, as well as skills to develop issue-based campaigns on transnational crime and security. Upon returning to their home countries, participants will implement follow-on projects using the skills they learned during the workshop. Eligibility for this NOFO is limited to not-for-profit organizations and social enterprises.

The Sorenson Impact Foundation (SIF) is inviting potential grant recipients to propose solutions that can contribute to a more equitable and resilient recovery from the COVID-19 pandemic and resulting economic crisis. SIF is specifically targeting solutions that enable recovery through developing and growing businesses as well as the communities they're in to equitably rebuild coming out of the current social, health and economic crisis.
