The NIH Research Education Program (R25) supports research education activities in the mission areas of the NIH.  The over-arching goal of this Big Data to Knowledge (BD2K) R25 program is to support educational activities that complement and/or enhance the training of a workforce to meet the nation's biomedical, behavioral and clinical research needs.  To accomplish the stated over-arching goal, this FOA will support creative educational activities with a primary focus on Courses for Skills Development for biomedical researchers who need the requisite knowledge and skills to extract knowledge from biomedical Big Data.  To extend the reach of the course, each educational activity is required to develop open educational resources (OERs) that adhere to FAIR (findable, accessible, interoperable, and reusable) principles. Ideally, OERs should be useful to individuals at all career levels, from predoctoral students to established investigators. 

This project represents an opportunity to enter into a cooperative agreement for cultural resources outreach, education and training to further effective cultural resource management on U.S. Army Corps of Engineers (USACE) Project lands. Stewardship of historic and cultural resources can be achieved by educating students, Corps staff, and public and private landowners holding outgrant leases, easements or licenses on USACE lands. A cooperative agreement with an educational institution will provide educational benefits and awareness to college students, interns, volunteers, neighbors, frequent users, the general public and future stewards of the sites, and provide benefits to the community of which these USACE sites are a part. The program would provide job training, education, and early career development for college-level students in archaeology, anthropology, and natural / cultural resource management. Students will learn appropriate survey and monitoring methods, field techniques, archival research, regulations and policy, and the latest technology to document and analyze cultural sites and historic properties.

The Course Hero-Woodrow Wilson Fellowship for Excellence in Teaching will support rising stars in the academy who love teaching, demonstrate excellence as educators, and are making their mark as exceptional researchers, poised to shape their fields. Designed for young scholars working towards tenure, the Course Hero-WW Fellowship is a "genius grant" that will emphasize the balance between scholarly excellence and commitment to teaching practice that draws on new approaches to pedagogy, creating a new level of engagement for students in and beyond the classroom. In short, Fellows will be emerging heroes in their fields, on a clear trajectory to become great college educators. In its inaugural year, the Course Hero-WW Fellowship will identify five outstanding junior faculty members. Fellows will receive a one-year grant of $40,000-approximately $30,000 to support the engagement of a student assistant and the balance to be used for research and travel support. Exceptional candidates teach in ways that build student confidence and mastery of a subject; encourage critical thinking; explore foundational concepts through the lens of broader themes and global events; promote the power of learning communities beyond the classroom; leverage technology to complement the classroom experience; consider and serve different learning styles; prepare students for lifelong learning; and can serve as replicable teaching models for other educators. Selection takes place in June 2018. The five Fellows will be invited to attend the Course Hero Education Summit in July 2018, where their Fellowships will be announced.

The purpose of the Health Workforce Improvement Program (HWIP) is to address critical human resources challenges in Ethiopia's health sector. The program will build on the work carried out under the Strengthening Human Resources for Health (HRH) Cooperative Agreement (AID-663-A-12-00008) that was awarded to Jhpiego in 2012. The Health Workforce Improvement Program will work with the Ministry of Health (MOH) and Ministry of Science and Higher Education (MOSHE) at the national level and their respective structures at the sub-national levels (regional, zonal and woreda levels), Higher Education Institutes (HEIs) levels that provide healthcare education at national and sub-national, and targeted health worker professional associations to improve the quality of Ethiopia's health workforce. The focus areas of this Activity are: 1. Institutional and individual capacity building to improve the quality of pre-service education for priority clinical cadres to improve the competency of clinical health workers, 2. Improve the human resource for health management and regulation capacity of national and sub-national entities. The program will target program managers at MOH, Regional Health Bureau (RHB) and District Health Office; and faculty at HEIs, building their leadership, management and governance capacity for human resource development and management. 3. The National Marine Fisheries Service Southeast Region (Fisheries Southeast Regional Office) is seeking proposals under the Gulf of Mexico B-WET Program. The Gulf of Mexico B-WET program is a competitive, environmental education, grants program that promotes locally relevant, experiential learning in the K-12 environment. Funded projects provide Meaningful Watershed Educational Experiences (MWEEs) for students, related professional development for teachers, and help to support regional education and environmental priorities in the Gulf of Mexico. 

The Study of the U.S. Branch, Office of Academic Exchange Programs, Bureau of Educational and Cultural Affairs (ECA), invites proposal submissions for the design and implementation of five different Study of the U.S. Institutes for Scholars and Secondary Educators to take place over the course of five to six weeks at U.S. academic institutions beginning in June 2016, pending the availability of FY 2016 funds. These Institutes should provide multinational groups of experienced foreign university educators, scholars, teachers, and other professionals with a deeper understanding of U.S. society, culture, values, and institutions. Four of these Institutes will be for groups of 18 foreign university level faculty, focusing on the themes of Journalism and Media, U.S. Culture and Society, U.S. Foreign Policy, and U.S. National Security Policymaking, each with a total duration of six weeks.

Proposals are solicited to manage and operate facilities of the National Radio Astronomy Observatory (NRAO) through a cooperative agreement with the National Science Foundation (NSF). NRAO is a Federally Funded Research and Development Center (FFRDC) that conceives, designs, builds, operates, and maintains world-class radio telescopes used by scientists from around the world to study virtually all types of astronomical objects, from bodies in our own Solar System to galaxies in the distant Universe. NRAO operates the Karl G. Jansky Very Large Array (VLA) near Socorro, New Mexico; North American contributions to the international Atacama Large Millimeter/submillimeter Array (ALMA) located in Chile; and associated development laboratories, including a Central Development Laboratory (CDL) in Charlottesville, Virginia. Management and operation of two other NRAO facilities, the Robert C. Byrd Green Bank Telescope and the Very Long Baseline Array, are under consideration separate from this solicitation. The Awardee will work closely with NSF and the scientific community to ensure that NRAO continues to support, sustain, and advance frontier science as enabled by unique research capabilities and as promoted through a culture of excellence. In cooperation with NSF and within available resources, the Awardee will plan and execute a viable, coherent, and inclusive program to support multi-user research and education, consistent with the objectives and priorities of the scientific community. The Awardee will manage facilities and equipment provided by NSF and by domestic and international partners, will provide additional facilities and equipment as necessary to fulfill the proposed programmatic scope, and will provide support and technical personnel to manage NRAO as a well-integrated facility to support research and education. This Notice of Funding Opportunity (NOFO) solicits proposals for projects that further the U.S. Mission's public diplomacy goals of strengthening people-to-people ties between Laos and the United States, expanding educational opportunities for Lao people to better engage with the United States and ASEAN, and building and strengthening local partners through the specific objectives listed below. Grants will fund projects related to the Waitt Foundation mission of supporting sustainable fishing and marine protected areas (MPAs). This includes sub-themes of: Scientific Research - Includes natural science or social science projects. For example, collecting baseline data before coastal development or MPA establishment, or studying fishery effects of a natural (e.g. tsunami) or man-made (e.g. oil spill) disaster. Policy - Includes opportunistic projects around unique public policy windows, such as preparation of policy analysis and support of experts' efforts to inform decision makers on upcoming government actions. For example, a cost-benefit analysis of proposed fishing regulations, or travel expenses for a delegation of scientists to educate elected officials. Management - Includes enforcement and infrastructure support. For example, stop-gap funding to increase enforcement capacity in light of a sudden uptick in illegal dynamite fishing, or training personnel to enforce new regulations about to go into effect. Communications - Includes raising public awareness and engaging stakeholders, including advertising by a 501(c)3 group around a public policy moment. For example, a PR blitz (e.g. billboards or radio adds) to educate the public in advance of government action on an ocean conservation measure, or training local people to become citizen scientists or enforcement tipsters.

The Board of Regents is seeking high quality, focused cooperative education and internship program proposals from Ohio institutions of higher education and their partners. This program has been funded  through one-time casino licensing fees; it is expected that the funds will be awarded to build systems to sustain co-ops and internships beyond the direct investment from the State and to ensure these workbased learning opportunities are relevant to the needs of students and businesses. Funds will be awarded to build the capability and capacity of programs to engage more students, more businesses,  and more faculty members in co-op and internship programs. The programs should address the talent needs of JobsOhio key industries.

The centers funded will: Be national resources for the teaching of improved business techniques, strategies, and methodologies that emphasize the international context in which business is transacted; Provide instruction in critical foreign languages and international fields needed to provide an understanding of the cultures and customs of U.S. trading partners; Provide research and training in the international aspects of trade, commerce, and other fields of study; Provide training to students enrolled in the institution or institutions in which a center is located; Serve as regional resources to local businesses by offering programs and providing research designed to meet the international training needs of such businesses; and Serve other faculty, students, and institutions of higher education located within their respective regions.

The Minority Business Development Agency (MBDA) will provide Federal assistance to support innovative projects seeking to promote and ensure the inclusion and use of minority enterprises. This Announcement is a mechanism to encourage new activities, education, outreach, innovative projects or sponsorships that are not addressed through other MBDA programs. The Public Affairs Section of the U.S. Embassy in Islamabad announces an open competition for a cooperative agreement to establish an Academic Partnership in Business Management & Environmental Sciences between a U.S. educational institution and the Karakoram International University (KIU) in Gilgit, Pakistan. Accredited U.S. four-year colleges and universities meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to pursue institutional or departmental objectives in partnership with the Karakoram International University. Objectives detailed as priorities for this partnership include: curriculum development, collaborative research, professional development for faculty by U.S. counterparts, and faculty and student exchange. The duration of faculty and student exchanges can be managed according to the time required for the specific task or activity of their exchange. KIU has indicated the primary focus areas should be the environmental sciences programs and the business management programs. In addition, KIU has expressed a desire for assistance with laboratory equipment and training, involving environmental sciences students and faculty in research, and launching a program for encouraging entrepreneurial aptitude among youth and facilitating their transition to become entrepreneurs.

The Industry/University Cooperative Research Centers (I/UCRC) program develops long-term partnerships among industry, academe, and government. The Centers are catalyzed by an investment from the National Science Foundation (NSF) and are primarily supported by industry Center members, with NSF taking a supporting role in the development and evolution of the Center. Each Center is established to conduct research that is of interest to both the industry members and the Center faculty. An I/UCRC contributes to the nation's research infrastructure base and enhances the intellectual capacity of the engineering and science workforce through the integration of research and education. As appropriate, an I/UCRC uses international collaborations to advance these goals within the global context.

The purpose of the Assistive Technology (AT) Alternative Financing Program (AFP) is to support programs that provide for the purchase of AT devices, such as a low-interest loan fund, an interest buy-down program, a revolving loan fund, a loan guarantee, or an insurance program. The Consolidated Appropriations Act, 2016 (the Act) requires applicants for these grants to provide an assurance that, and information describing the manner in which, the AFP will expand and emphasize consumer choice and control. The Act provides that applicants should incorporate credit-building activities in their programs, including financial education and information about other possible funding sources. Successful applicants must emphasize consumer choice and control and build programs that will provide financing for the full array of AT devices and services and ensure that all people with disabilities, regardless of type of disability or health condition, age, level of income, and residence, have access to the program.

Indiana University's African Studies Program invites applications for a short-term residency to conduct research in IU's Libraries/African Studies Collections. Indiana University's African Studies Collection ranks among the top tier of such collections in the U.S. It comprises more than 150,000 volumes of monographs and over 700 serial subscriptions as well as materials in other formats (e.g. posters, slides, film/video, audio tapes, etc). The focus of the collection is on the humanities and social sciences, supporting a wide range of students and faculty in such departments as history, anthropology, fine arts, theatre & drama, literature, folklore, ethnomusicology, communication and culture, linguistics, religious studies, education, political science, business, economics, journalism, and applied health science. This residency is intended for faculty members at Historically Black Colleges and Universities, or at other U.S. colleges / universities with limited Africa collections, to conduct research in Indiana University's libraries and special collections in support of curriculum development or publications. The successful applicant will receive an award that covers domestic travel, accommodations in Bloomington, and a modest per diem for up to two weeks of research. The award will cover expenses up to a maximum of $2,000 and must be used before August 01, 2014. The recipient is expected to reside in Bloomington during the period of her/his award.

The Alumni Affairs Division of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for the administration of the FY 2015 International Exchange Alumni Enrichment Seminars. U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to conduct eight to twelve regional or sub-regional enrichment seminars for U.S. government-sponsored people-to-people exchange program alumni, focused on thematic topics that support U.S. foreign policy priorities and that foster a sense of shared identity, networking, and dialogue among participating alumni. The enrichment seminars will be three to four days in duration for 20-100 participants each, and can take place in six of the world regions and the United States. ECA anticipates issuing a Cooperative Agreement of up to $1,500,000. To support efforts of alumni to apply their international exchange and seminar experience within their communities, participants will be eligible to compete for a small grants opportunity of up to $10,000 per project following the enrichment seminar, out of an overall $500,000 grants fund.
