    The Labor-Management Cooperation Act of 1978 identifies the following seven general areas for which financial assistance would be appropriate: (1) to improve communication between representatives of labor and management; (2) to provide workers and employers with opportunities to study and explore new and innovative joint approaches to achieving organizational effectiveness; (3) to assist workers and employers in solving problems of mutual concern not susceptible to resolution within the collective bargaining process; (4) to study and explore ways of eliminating potential problems which reduce the competitiveness and inhibit the economic development of the company/plant, area, or industry; (5) to enhance the involvement of workers in making decisions that affects their working lives; (6) to expand and improve working relationships between workers and managers; and (7) to encourage free collective bargaining by establishing continuing mechanisms for communication between employers and their employees through Federal assistance in the formation and operation of labor-management committees. The primary objective of this program is to encourage and support the establishment and operation of joint labor-management committees to carry out specific objectives that meet the aforementioned general criteria. The term "labor" refers to employees represented by a labor organization and covered by a formal collective bargaining agreement. These committees may be found at the plant (company), area, industry, or public sector levels. A plant or company committee is generally characterized as restricted to one or more organizational or productive units operated by a single employer. An area committee is generally composed of multiple employers of diverse industries as well as multiple labor unions operating within and focusing upon a particular city, county, contiguous multicounty, or statewide jurisdiction.     The Acquisition Research Program (ARP) (www.acquisitionresearch.net) conducts and supports research in academic disciplines that bear on public procurement policy and management. These include economics, finance, financial management, information systems, organization theory, operations management, human resources management, risk management, and marketing, as well as the traditional public procurement areas such as contracting, program/project management, logistics, test and evaluation and systems engineering management. The ARP is interested in innovative proposals that will provide unclassified and non-proprietary findings suitable for publication in open scholarly literature. Studies of government processes, systems, or policies should also expand the body of knowledge and theory of processes, systems, or policies outside the government. The following research areas are of special interest: Leading-edge techniques in data collection, management, visual analytics and decision-making; Robust risk modeling techniques; Performance metrics and methodologies; Collaboration and cross-functional teams; and, Model-Based Acquisition.     This BAA's primary objective is to attract outstanding researchers and scholars who will investigate topics of interest to the defense acquisition community. The program solicits innovative proposals for defense acquisition management and policy research to be conducted for approximately a 12-month period during the September 2013 through May 2015 timeframe. In this BAA, the phrase "defense acquisition management and policy research" refers to investigations in all disciplines, fields, and domains that (1) are involved in the acquisition of products and/or services for national defense, or (2) could potentially be brought to bear to improve defense acquisition. These include but are not limited to economics, finance, financial management, information systems, organization theory, operations management, human resources management, and marketing, as well as the "traditional" acquisition areas such as contracting, program/project management, logistics, and systems engineering management. The proposed research must provide through the dissemination of findings in a final Technical Report a public benefit beyond the potential to improve the efficiency, quality, innovation, and/or cost of DoD and DoN acquisition programs. The Science of Organizations (SoO) program funds basic research that yields a scientific evidence base for improving the design and emergence, development and deployment, and management and ultimate effectiveness of organizations of all kinds. SoO funds research that advances our fundamental understanding of how organizations develop, form and operate. Successful SoO research proposals use scientific methods to develop and refine theories, to empirically test theories and frameworks, and to develop new measures and methods. Funded research is aimed at yielding generalizable insights that are of value to the business practitioner, policy-maker and research communities. SoO welcomes any and all rigorous, scientific approaches that illuminate aspects of organizations as systems of coordination, management and governance.     The purpose of the Health Workforce Improvement Program (HWIP) is to address critical human resources challenges in Ethiopia's health sector. The program will build on the work carried out under the Strengthening Human Resources for Health (HRH) Cooperative Agreement (AID-663-A-12-00008) that was awarded to Jhpiego in 2012. The Health Workforce Improvement Program will work with the Ministry of Health (MOH) and Ministry of Science and Higher Education (MOSHE) at the national level and their respective structures at the sub-national levels (regional, zonal and woreda levels), Higher Education Institutes (HEIs) levels that provide healthcare education at national and sub-national, and targeted health worker professional associations to improve the quality of Ethiopia's health workforce. The focus areas of this Activity are: 1. Institutional and individual capacity building to improve the quality of pre-service education for priority clinical cadres to improve the competency of clinical health workers, 2. Improve the human resource for health management and regulation capacity of national and sub-national entities. Management and Operation of the National Radio Astronomy Observatory - 0 views

    Proposals are solicited to manage and operate facilities of the National Radio Astronomy Observatory (NRAO) through a cooperative agreement with the National Science Foundation (NSF). NRAO is a Federally Funded Research and Development Center (FFRDC) that conceives, designs, builds, operates, and maintains world-class radio telescopes used by scientists from around the world to study virtually all types of astronomical objects, from bodies in our own Solar System to galaxies in the distant Universe. NRAO operates the Karl G. Jansky Very Large Array (VLA) near Socorro, New Mexico; North American contributions to the international Atacama Large Millimeter/submillimeter Array (ALMA) located in Chile; and associated development laboratories, including a Central Development Laboratory (CDL) in Charlottesville, Virginia. Management and operation of two other NRAO facilities, the Robert C. Byrd Green Bank Telescope and the Very Long Baseline Array, are under consideration separate from this solicitation. The Awardee will work closely with NSF and the scientific community to ensure that NRAO continues to support, sustain, and advance frontier science as enabled by unique research capabilities and as promoted through a culture of excellence.     The Civil Infrastructure Systems (CIS) program supports research leading to the engineering of infrastructure systems for resilience and sustainability without excluding other key performance issues. Areas of interest include intra- and inter-physical, information and behavioral dependencies of infrastructure systems, infrastructure management, construction engineering, and transportation systems.
