The U.S. Embassy Vientiane Public Diplomacy Section announces an open competition for organizations to submit project proposals for funding under the U.S. Embassy's 2018 Public Diplomacy Small Grants Program. This Notice of Funding Opportunity (NOFO) solicits proposals for projects that further the U.S. Mission's public diplomacy goals of strengthening people-to-people ties between Laos and the United States, expanding educational opportunities for Lao people to better engage with the United States and ASEAN, and building and strengthening local partners through the specific objectives listed below. Proposals for projects must focus on one of the priority areas specified below. Applicants should pay close attention to the Public Diplomacy Section's goals, priority program objectives, and target audiences when developing their proposals. North American leaders are calling on youth to champion bold ideas for green growth. Youth are encouraged to look beyond incremental approaches and propose innovative science, technology and business solutions that address the complex sustainability challenges facing North America. Innovative ideas will: Create better or more effective products, processes, services, technologies, business models, marketing, supply chains and/or partnerships for the benefit of society, the economy and the environment. Contribute to the natural asset base of North American economies, create green jobs and/or economic opportunities for citizens in North America. Make good business sense in terms of profitability and potential for growth.

The Public Affairs Section of the U.S. Embassy in Islamabad announces an open competition for a cooperative agreement to establish an Academic Partnership in Business Management & Environmental Sciences between a U.S. educational institution and the Karakoram International University (KIU) in Gilgit, Pakistan. Accredited U.S. four-year colleges and universities meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to pursue institutional or departmental objectives in partnership with the Karakoram International University. Objectives detailed as priorities for this partnership include: curriculum development, collaborative research, professional development for faculty by U.S. counterparts, and faculty and student exchange. The duration of faculty and student exchanges can be managed according to the time required for the specific task or activity of their exchange. KIU has indicated the primary focus areas should be the environmental sciences programs and the business management programs. In addition, KIU has expressed a desire for assistance with laboratory equipment and training, involving environmental sciences students and faculty in research, and launching a program for encouraging entrepreneurial aptitude among youth and facilitating their transition to become entrepreneurs.

The Ohio Department of Job and Family Services' (ODJFS) announces the release of Request for Proposals (RFP) number JFSR1617158114 for the purpose of competitively selecting one state-funded Ohio college or university to conduct a formal evaluation study of the Wage Pathway grant project (Project) administered by the ODJFS Office of Workforce Development (OWD) under a Workforce Innovation Fund grant awarded by the United States Department of Labor (DOL). The Project will pilot the Wage Pathway Model, which is a skills-focused approach to place low-income, low-skill youth and young adults aged 16-24 in occupations that will lead to in-demand jobs. The selected vendor will design, plan, and implement methodologies, tools, and processes to evaluate the results of the Wage Pathway Model on the employment outcomes of Project participants. This opportunity is only available to state-funded Ohio colleges and universities. Consideration will be given to those with proposals that effectively demonstrate the capacity, experience, and expertise to effectively and accurately complete the deliverables and other activities described herein in a timely manner.

Eligibility is limited to those who qualify to receive U.S. grants, and have the ability to develop and implement their proposed programs in Cuba. The project will empower citizens of the Guatemalan Western Highlands to identify and address their own development needs. Through a rigorous community-based development (CBD) approach, the project will strengthen the voices of underrepresented groups (including women, poor, indigenous, youth, and others) and actively engage community members as participants and leaders in the full cycle of design, management, and evaluation of development activities. The project will work to dismantle the social, cultural, and historical divides that have marginalized indigenous Mayans in the Western Highlands.
