    The RBOG program promotes sustainable economic development in rural communities with exceptional needs through provision of training and technical assistance for business development, entrepreneurs, and economic development officials and to assist with economic development planning. Rural Development is participating in the Investing in Manufacturing Communities Partnership (IMCP), which is a new Administration-wide initiative that will accelerate the resurgence of manufacturing and help cultivate an environment for businesses to create well-paying manufacturing jobs in regions across the country. The IMCP is designed to reward communities that demonstrate best practices in attracting and expanding manufacturing by using long-term planning that integrates targeted investments in workforce training, infrastructure, research, and other key assets. The IMCP is being initiated in FY 2013 as EDA, USDA, SBA and EPA each provide funding for regional implementation strategy grants.

    In order to contribute to a national innovation ecosystem, NSF is establishing the NSF Innovation Corps Sites Program (NSF I-Corps Sites). Sites are funded at academic institutions, having already existing innovation or entrepreneurial units, to enable them to: Nurture students and/or faculty who are engaged in projects having the potential to be transitioned into the marketplace. I-Corps Sites will provide infrastructure, advice, resources, networking opportunities, training and modest funding to enable groups to transition their work into the marketplace or into becoming I-Corps Team applicants (see NSF Innovation Corps Program, NSF 11-560). Develop formal, active, local innovation ecosystems that contribute to a larger, national network of mentors, researchers, entrepreneurs and investors. The purpose of an I-Corps Site is to nurture and support multiple, local teams to transition their ideas, devices, processes or other intellectual activities into the marketplace.

    The Industry/University Cooperative Research Centers (I/UCRC) program develops long-term partnerships among industry, academe, and government. The Centers are catalyzed by an investment from the National Science Foundation (NSF) and are primarily supported by industry Center members, with NSF taking a supporting role in the development and evolution of the Center. Each Center is established to conduct research that is of interest to both the industry members and the Center faculty. An I/UCRC contributes to the nation's research infrastructure base and enhances the intellectual capacity of the engineering and science workforce through the integration of research and education. As appropriate, an I/UCRC uses international collaborations to advance these goals within the global context.

    The purpose of this Program Announcement is to invite proposals from Public and Private Institutions interested in obtaining funding for continuation of the VWISE National Entrepreneurship Training Program designed to train female veterans and transitioning service personnel interested in starting new small businesses, and current spouses or companions of veteran small business owners interested in expanding/diversifying existing firms.
