    This notice is not a mechanism to fund existing NOAA awards. The purpose of this notice is to request applications for special projects and programs associated with NOAA's strategic plan and mission goals, as well as to provide the general public with information and guidelines on how NOAA will select applications and administer discretionary Federal assistance under this Broad Agency Announcement (BAA). This Broad Agency Announcement is a mechanism to encourage research, education and outreach, innovative projects, or sponsorships that are not addressed through NOAA's competitive discretionary programs. This announcement is not soliciting goods or services for the direct benefit of NOAA. Funding for activities described in this notice is contingent upon the availability of Fiscal Year 2018, Fiscal Year 2019, and Fiscal Year 2020 appropriations. Applicants are hereby given notice that funds have not yet been appropriated for any activities described in this notice. Publication of this announcement does not oblige NOAA to review an application beyond an initial administrative review, or to award any specific project, or to obligate any available funds.     With this Dear Colleague Letter, NSF is providing advance notice of a change in the eligibility of prospective applicants to the Graduate Research Fellowship Program (GRFP) to allow the community to plan accordingly. Effective as of the 2017 competition (Fall 2016 deadlines), NSF will limit graduate students to only one application to the GRFP, submitted either in the first year or in the second year of graduate school.     This solicitation seeks proposals for the development and/or demonstration of new technologies and capabilities for small spacecraft by U.S. colleges and universities in collaboration with NASA. Projects may be for ground-based technology development or development of spacecraft or payloads for suborbital, balloon or orbital space flight technology demonstrations. Proposed projects must develop or demonstrate technologies or new capabilities for small spacecraft that support NASA's missions in science, exploration, space operations, or aeronautics. The purpose of this announcement is to notify the research community that NIH welcomes BRAIN Initiative applications targeting central nervous system nociceptive and pain circuits, as appropriate to the goals and requirements of specific BRAIN Initiative FOAs. However, pain and nociception are also components of normal nervous system function, and the BRAIN Initiative is committed to understanding pain circuits along with brain circuits underlying other sensory, motor, cognitive and emotional functions.     NCATS plans to support the research, development and testing of up to three biomedical reasoning tool prototypes for the Biomedical Data Translator for an estimated $1,000,000 total costs each. NCATS is utilizing a three-step application process (challenge-concept-proposal) for this expedited program. The duration of each award will be less than one year. All awardees will be expected to collaborate and cooperate with NCATS staff, one another and potentially other contributors to the overall program to maximize the exploration of the potential capabilities of Translator and to understand technical feasibility and challenges of having multiple groups build a single resource. All U.S. and foreign organizations and U.S. citizens are eligible to apply. This funding opportunity is open to U.S. and foreign organizations, including academic institutions and commercial entities; subcontracts are allowed. U.S. citizens may also apply as individuals and may be direct recipients of an award. Non-citizen individuals residing in the U.S. or foreign country not affiliated with either a U.S. or foreign organization are not eligible to be direct recipients of an award. Successful completion of the application process will require applicants to have specific skills related to translational research and software development. Applicants need to demonstrate technical skills, including familiarity with web communication protocols, a variety of programming languages and software stack, and general algorithmic techniques in the areas of artificial intelligence, machine learning, and knowledge engineering, as well as problem solving skills, especially creativity and persistence.     The Pipeline and Hazardous Materials Safety Administration (PHMSA), through the U.S. Department of Transportation (DOT), hereby requests applications from non-profit institutions of higher education to obtain funding for researching innovative solutions to pipeline corrosion and other known pipeline integrity challenges. The Competitive Academic Agreement Program (CAAP) is intended to spur innovation by enabling academic research focused on high-risk and high pay-off solutions for the many pipeline safety challenges.
