This notice is not a mechanism to fund existing NOAA awards. The purpose of this notice is to request applications for special projects and programs associated with NOAA's strategic plan and mission goals, as well as to provide the general public with information and guidelines on how NOAA will select applications and administer discretionary Federal assistance under this Broad Agency Announcement (BAA). This Broad Agency Announcement is a mechanism to encourage research, education and outreach, innovative projects, or sponsorships that are not addressed through NOAA's competitive discretionary programs. This announcement is not soliciting goods or services for the direct benefit of NOAA. Funding for activities described in this notice is contingent upon the availability of Fiscal Year 2018, Fiscal Year 2019, and Fiscal Year 2020 appropriations. Applicants are hereby given notice that funds have not yet been appropriated for any activities described in this notice. Publication of this announcement does not oblige NOAA to review an application beyond an initial administrative review, or to award any specific project, or to obligate any available funds. This Notice is to inform the community that NIH has revised its approach to resuming operations after the government shutdown.

This Notice supersedes NOT-OD-15-024 about the NIH and AHRQ requirement for use of a new biosketch format and provides some latitude in the transition for those who have already been compiling biosketches for their large grant applications with deadlines in early in 2015. NIH and AHRQ encourages applicants to use the newly published biosketch format for all grant and cooperative agreement applications submitted for due dates on or after January 25, 2015, and will require use of the new format for applications submitted for due dates on or after May 25, 2015. Applicants may submit using the new biosketch format for due dates before January 25, 2015, if they wish.

The Defense Advanced Research Projects Agency (DARPA) Defense Sciences Office (DSO) is issuing a Disruption Opportunity (DO) Special Notice (SN) inviting submissions of innovative basic or applied research concepts in the technical domain of molecular scaffold design. Molecular Scaffold Design Collective (MSDC) will test a new model for materials design that pairs synthesis and formulation experts from different areas, reduces barriers to apply new ideas to a particular application space and explicitly considers formulation as part of molecular scaffold design.

Organizations interested in becoming an Allied Organization should submit a proposal describing the specific area of interest and the technology(s) they seek to advance. Wherein this NOTICE is a request for Allied Organizations for future Challenges, submitting a Challenge Concept and Team Capability are optional. The Challenge seeks designs that lead to the acquisition of academic, technical, and employability skills through engaging simulated experiences in the hybrid reality continuum. For the purpose of this notice, ``hybrid reality continuum'' refers to the range of computer-generated simulations that extend from completely simulated environments to environments that incorporate aspects of the real world. For the purpose of this Challenge, ``EdSim'' is broadly defined as computer-generated three-dimensional learning environments, including virtual, augmented, and mixed realities that draw upon or mimic real-world experiences and are designed to educate users.

The U.S. Mission to UNESCO (USUNESCO) announces the Notice of Funding Opportunity (NOFO) for a new program to design and administer a three-year grants program aimed at identifying, developing, and expanding the most promising grassroots-led initiatives in Africa to help address the persistent gender gap in science, technology, engineering, arts/design, and math (STEAM) fields. The targeted African countries for the proposed grants program would be: Cameroon, Democratic Republic of Congo, Republic of Congo, Ethiopia, Ghana, Guinea, Kenya, Liberia, Malawi, Mali, Nigeria, Rwanda, Senegal, Sierra Leone, South Africa, Tanzania, Togo, Uganda, and Zimbabwe. This program aims to make progress toward eventually achieving gender parity in STEAM-related fields so that more African women and girls are empowered by the socioeconomic benefits derived from acquiring expertise in these fields and so that more women and girls contribute to innovation by creating, rather than just using, technology.

In September, Miami received notice from the government that our new F&A rates are: 44.5% for On Campus Organized Research 44.0% On Campus Sponsored Instruction 39.0% On Campus Other Sponsored Activities 26.0% Off Campus All Programs These rates are effective beginning September 1, 2014. Awards received beginning in September and all proposal submissions going forward will be required to use the new rates.

The Army Contracting Command - New Jersey (ACC-NJ), on behalf of The Department of Defense (DOD) is releasing this special notice to inform interested parties of an interest in establishing a Section 845 Other Transaction (OTA) agreement with an eligible entity or group of entities to develop and mature technologies and support policy development to enable advanced approaches to electromagnetic spectrum use. This initiative will support possible needs across the government and industry, in alignment with the National Information Technology R&D (NITRD)/Wireless Spectrum R&D (WSRD) Senior Steering Group (SSG) mission to promote collaboration among government, industry and academia. The purpose of this effort is to identify areas of Research & Development/Prototyping (R&D/PROTOTYPING) of vital importance to the Department's ability to maintain access to the Electromagnetic Spectrum (EMS). With this Dear Colleague Letter, NSF is providing advance notice of a change in the eligibility of prospective applicants to the Graduate Research Fellowship Program (GRFP) to allow the community to plan accordingly. Effective as of the 2017 competition (Fall 2016 deadlines), NSF will limit graduate students to only one application to the GRFP, submitted either in the first year or in the second year of graduate school. No change is made to the eligibility of undergraduates, of bachelor's degree holders without any graduate study, or of individuals who have had an interruption in graduate study of at least two consecutive years.

This solicitation seeks proposals for the development and/or demonstration of new technologies and capabilities for small spacecraft by U.S. colleges and universities in collaboration with NASA. Projects may be for ground-based technology development or development of spacecraft or payloads for suborbital, balloon or orbital space flight technology demonstrations. Proposed projects must develop or demonstrate technologies or new capabilities for small spacecraft that support NASA's missions in science, exploration, space operations, or aeronautics. Proposals must address one of the following specific topics: Topic 1: Enhanced Power Generation and Storage, Topic 2: Cross-linking Communications Systems, Topic 3: Relative Navigation for Multiple Small Spacecraft, and Topic 4: Instruments and Sensors for Small Spacecraft Science Missions. Cooperative Agreements will be issued to the proposing college or university partner. The cooperative agreement award resulting from this appendix will be between NASA and the primary proposing U.S. college or university. Cost sharing is not required. Maximum period of performance is two years, with continuation to Year 2 contingent on progress achieved during Year 1 and the availability of funds. Participation is limited to U.S. college and university teams, including undergraduate and/or graduate students. Projects must include student participation. The Principal Investigator (PI) submitting the proposal shall be affiliated with a U.S. college or university. The Brain Research through Advancing Innovative Neurotechnologies (BRAIN) Initiative is aimed at revolutionizing neuroscience through development and application of innovative technologies to map neural circuits, monitor and modulate their activity, and understand how they contribute to thoughts, sensations, emotions and behavior. NIH has issued a variety of Funding Opportunity Announcements (FOAs) that will support projects that apply technologies to understand neural circuit function in the context of specific circuits, resulting in a diverse portfolio of research into the fundamental biology of nervous system function. The purpose of this announcement is to notify the research community that NIH welcomes BRAIN Initiative applications targeting central nervous system nociceptive and pain circuits, as appropriate to the goals and requirements of specific BRAIN Initiative FOAs. Pain conditions represent an important public health problem and NIH continues to support research into pain pathologies through normal Institute and Center appropriations. However, pain and nociception are also components of normal nervous system function, and the BRAIN Initiative is committed to understanding pain circuits along with brain circuits underlying other sensory, motor, cognitive and emotional functions. It is expected that the unique opportunities of the BRAIN Initiative will enable production of detailed maps of pain circuits, and the adoption of powerful new tools for monitoring and modulating pain circuit activity, leading to significant advances in the understanding of pain and nociception. NCATS plans to support the research, development and testing of up to three biomedical reasoning tool prototypes for the Biomedical Data Translator for an estimated $1,000,000 total costs each. NCATS is utilizing a three-step application process (challenge-concept-proposal) for this expedited program. The duration of each award will be less than one year. All awardees will be expected to collaborate and cooperate with NCATS staff, one another and potentially other contributors to the overall program to maximize the exploration of the potential capabilities of Translator and to understand technical feasibility and challenges of having multiple groups build a single resource. All U.S. and foreign organizations and U.S. citizens are eligible to apply. This funding opportunity is open to U.S. and foreign organizations, including academic institutions and commercial entities; subcontracts are allowed. U.S. citizens may also apply as individuals and may be direct recipients of an award. Non-citizen individuals residing in the U.S. or foreign country not affiliated with either a U.S. or foreign organization are not eligible to be direct recipients of an award. Successful completion of the application process will require applicants to have specific skills related to translational research and software development. Applicants need to demonstrate technical skills, including familiarity with web communication protocols, a variety of programming languages and software stack, and general algorithmic techniques in the areas of artificial intelligence, machine learning, and knowledge engineering, as well as problem solving skills, especially creativity and persistence. Applicants familiar with languages and packages most useful for solving different tasks, the entire challenge process may take between 2 and 8 hours to complete.

The Pipeline and Hazardous Materials Safety Administration (PHMSA), through the U.S. Department of Transportation (DOT), hereby requests applications from non-profit institutions of higher education to obtain funding for researching innovative solutions to pipeline corrosion and other known pipeline integrity challenges. The Competitive Academic Agreement Program (CAAP) is intended to spur innovation by enabling academic research focused on high-risk and high pay-off solutions for the many pipeline safety challenges.
