This notice is not a mechanism to fund existing NOAA awards. The purpose of this notice is to request applications for special projects and programs associated with NOAA's strategic plan and mission goals, as well as to provide the general public with information and guidelines on how NOAA will select applications and administer discretionary Federal assistance under this Broad Agency Announcement (BAA). This Broad Agency Announcement is a mechanism to encourage research, education and outreach, innovative projects, or sponsorships that are not addressed through NOAA's competitive discretionary programs. This Broad Agency Announcement (BAA) enhances the DPA Title III effort by providing to potential offerors information and procedures necessary to identify domestic industrial base projects, potentially meeting the DPA Title III criteria, by using the white paper and proposal formats. Project Announcements for a specific domestic industrial base shortfall, issued subsequent to this BAA, is the main method to initiate a call for white papers, leading to an evaluation and potential request for full proposals. Project Announcement #1 is included with this initial posting of the BAA. Consistent with the law, the DPA Title III Program has derived three broad Focus Areas for potential projects. The Focus Areas are: Sustainment of Critical Production, Commercialization of Research and Development Investments and Scaling of Emerging Technologies.

The NRL's Broad Agency Announcement (BAA) issued under the provisions of paragraphs 35.016 and 6.102(d)(2) of the Federal Acquisition Regulations (FAR). Proposals may range from theoretical studies to proof-of-concept to include fabrication and delivery of a prototype. However, this is limited to research procurements for which it would be impossible to draft an adequate RFP in sufficient detail without restraining the technical response and thus hindering competition rather than expanding it. BAA topics include all NRL sites located in the Washington, DC area, the Stennis Space Center, MS, and Monterey, CA. Proposals submitted in response to a BAA announcement that are selected for award are considered to be the result of full and open competition and are in full compliance with the provisions of Public Law 98-369, "The Competition in Contracting Act of 1984." NRL is interested in receiving proposals for the research efforts described under this BAA. This announcement is an expression of interest only and does not commit the Government to make any award or to pay for any proposal preparation costs. The cost of proposal preparation for response to a BAA is not considered an allowable direct charge to any resultant contract or any other contract; however, it may be an allowable expense to the normal bid and proposal indirect cost specified in FAR 31.205-18.

The Department of Defense Peer Reviewed Orthopaedic Research Program (PRORP) is administered by the US Army Medical Research and Materiel Command (USAMRMC) through the Office of the Congressionally Directed Medical Research Programs (CDMRP). U.S. Department of Energy Advanced Research Projects Agency - Energy Announcement of Teaming Partner List for Upcoming Funding Opportunity Announcement: Reliable Electricity Based on Electrochemical Systems (REBELS) The Advanced Research Projects Agency Energy (ARPA-E) intends to issue a Funding Opportunity Announcement (FOA) entitled Reliable Electricity Based on Electrochemical Systems (REBELS) to solicit applications for financial assistance to fund new intermediate temperature fuel cell (ITFC) technologies that efficiently generate stationary power from fossil fuels in the near-term, while simultaneously building a bridge to a zero carbon future. Currently, ARPA-E anticipates that there will be three specific areas of interest indentified in the REBELS FOA as follows: (1) low-cost, efficient, reliable ITFCs for small distributed generation applications, (2) ITFCs that are capable of in-situ charge storage in an electrode to enable battery-like response to transients, and (3) electrochemical devices that produce liquid fuels from methane using excess renewable resources. Fuel cell systems based on existing Department of Energy R&D programs, such as low temperature polymer exchange membrane (LT-PEM) and high temperature solid oxide fuel cells (HT-SOFCs), will not be areas of interest for the anticipated REBELS FOA. 

The Office of Energy Efficiency and Renewable Energy (EERE), within the U.S. Department of Energy (DOE), invests in high-risk, high-value research, development and deployment in energy efficiency and renewable energy technologies. "Solicitation of Proposals to Conduct Research In Parabolic and Suborbital Flights" NASA Research Announcement (NRA) Appendix E - NNH16ZTT001N-PS NRA This National Aeronautics and Space Administration Research Announcement: "Solicitation of Proposals to Conduct Research In Parabolic and Suborbital Flights" is an Appendix to the NASA Omnibus Research Announcement ROSBio-2016 (NNH16ZTT001N NRA). This Appendix solicits proposals for Space Biology research projects that will use parabolic and/or suborbital flights to assess how biological systems respond during transient changes in gravity. Investigators may propose to use existing flight hardware or custom-designed equipment to study a diverse group of biological systems including cells, tissues, microorganisms, plants, or animals. Proposals must address Space Biology research emphases, visions, and goals identified in the ROSBio-2016 Omnibus NRA or in the Space Biology Science Plan 2016-2025, and/or recommendations from the Decadal Survey. The Ohio Federal Research Network (OFRN) Round 4 Opportunity Announcement is focused on expanding Ohio's leadership in federal and industry aerospace research, development and sustainment for unmanned air systems (UASs), personal air vehicles (PAVs), and logistics delivery air vehicles (LDAVs). Across the different classes, target applications, and technologies, several barriers persist, including FAA flight certification, safety concerns, and specific technical and market validation needs. The Bureau of Democracy, Human Rights, and Labor (DRL) announces the availability of funding for programs that support Internet freedom under the ?Governing Justly and Democratically? Foreign Assistance program objective. The FY17 JPC-1/MSIS TRANSfeR Award Program Announcement/Funding Opportunity is seeking research to determine whether the medical skill learned on a simulation system has a downstream beneficial effect to patients and/or the MHS in the real clinical world. The Program Announcement/Funding Opportunity seeks applications for research to demonstrate that simulation-based medical training has a measurable outcome on patient care. Previous T1 studies have shown improvement in skills in the simulated environment when deliberate practice and mastery learning (a set of group-based, individualized, learning strategies based on the belief that students will achieve a high level of understanding in a given area when given enough time) occur as part of training. The next set of studies should measure whether these same techniques translate to patient care and affect systems of care such as return-to-duty rates and morbidity and mortality statistics. Such research will involve taking the lessons learned in the laboratory and measuring outcomes in the patients who are cared for either in an operational environment or medical treatment facility. Historical patient outcome data does exist for the way medical professionals are trained now, so the variable being introduced in new studies would be simulation-based training.

This Funding Opportunity Announcement (FOA) announces the availability of support for collaborative research by multi-disciplinary teams which is of high priority to NIDA and leads to synergistic outcomes based on the synthesis of multiple research approaches. The NIDA Program Projects funding opportunity will support research in which the funding of three or more highly meritorious projects as a group enriches both the component projects and the overall program to offer significant scientific advantages over supporting the same projects as individual research grants (i.e., synergy).  For the duration of the award, each Program must consist of a minimum of three research projects focused on issues critical to advance the mission and goals of NIDA. 

With this Funding Opportunity Announcement (FOA), DOE is accepting new applications for projects proposing to demonstrate and deploy hydrogen and fuel cell technologies in Topics 1-3, and for research and development of hydrogen meters in Topic 4. Only applications that are responsive to one of these topics will be accepted, and only one topic may be addressed per application. Applicants may submit more than one application, provided that the multiple applications are clearly for separate and distinct projects. For Topics 1-3, the primary objective of each proposed project must be to demonstrate and deploy hydrogen and fuel cell technologies in real-world environments. Research and Development (R and D) of these technologies is not the focus of this effort and will not be funded through this announcement, except to the extent that some vehicle systems integration (for Topic 1) and engineering development (for Topics 2 and 3) may be acceptable.
