    This notice is not a mechanism to fund existing NOAA awards. The purpose of this notice is to request applications for special projects and programs associated with NOAA's strategic plan and mission goals, as well as to provide the general public with information and guidelines on how NOAA will select applications and administer discretionary Federal assistance under this Broad Agency Announcement (BAA). This Broad Agency Announcement is a mechanism to encourage research, education and outreach, innovative projects, or sponsorships that are not addressed through NOAA's competitive discretionary programs. This announcement is not soliciting goods or services for the direct benefit of NOAA. Funding for activities described in this notice is contingent upon the availability of Fiscal Year 2018, Fiscal Year 2019, and Fiscal Year 2020 appropriations.     The NRL's Broad Agency Announcement (BAA) issued under the provisions of paragraphs 35.016 and 6.102(d)(2) of the Federal Acquisition Regulations (FAR). Proposals may range from theoretical studies to proof-of-concept to include fabrication and delivery of a prototype. However, this is limited to research procurements for which it would be impossible to draft an adequate RFP in sufficient detail without restraining the technical response and thus hindering competition rather than expanding it. BAA topics include all NRL sites located in the Washington, DC area, the Stennis Space Center, MS, and Monterey, CA. Proposals submitted in response to a BAA announcement that are selected for award are considered to be the result of full and open competition and are in full compliance with the provisions of Public Law 98-369, "The Competition in Contracting Act of 1984." NRL is interested in receiving proposals for the research efforts described under this BAA. This announcement is an expression of interest only and does not commit the Government to make any award or to pay for any proposal preparation costs. The cost of proposal preparation for response to a BAA is not considered an allowable direct charge to any resultant contract or any other contract; however, it may be an allowable expense to the normal bid and proposal indirect cost specified in FAR 31.205-18.

Currently, ARPA-E anticipates that there will be three specific areas of interest indentified in the REBELS FOA as follows: (1) low-cost, efficient, reliable ITFCs for small distributed generation applications, (2) ITFCs that are capable of in-situ charge storage in an electrode to enable battery-like response to transients, and (3) electrochemical devices that produce liquid fuels from methane using excess renewable resources. Fuel cell systems based on existing Department of Energy R&D programs, such as low temperature polymer exchange membrane (LT-PEM) and high temperature solid oxide fuel cells (HT-SOFCs), will not be areas of interest for the anticipated REBELS FOA.

    The FY17 JPC-1/MSIS TRANSfeR Award Program Announcement/Funding Opportunity is seeking research to determine whether the medical skill learned on a simulation system has a downstream beneficial effect to patients and/or the MHS in the real clinical world. The Program Announcement/Funding Opportunity seeks applications for research to demonstrate that simulation-based medical training has a measurable outcome on patient care. Previous T1 studies have shown improvement in skills in the simulated environment when deliberate practice and mastery learning (a set of group-based, individualized, learning strategies based on the belief that students will achieve a high level of understanding in a given area when given enough time) occur as part of training. The next set of studies should measure whether these same techniques translate to patient care and affect systems of care such as return-to-duty rates and morbidity and mortality statistics. Such research will involve taking the lessons learned in the laboratory and measuring outcomes in the patients who are cared for either in an operational environment or medical treatment facility. Historical patient outcome data does exist for the way medical professionals are trained now, so the variable being introduced in new studies would be simulation-based training.
