    The Mind, Machine and Motor Nexus (M3X) program supports fundamental research at the intersection of mind, machine and motor. A distinguishing characteristic of the program is an integrated treatment of human intent, perception, and behavior in interaction with embodied and intelligent engineered systems and as mediated by motor manipulation. M3X projects should advance the holistic analysis of cognition and of embodiment as present in both human and machine elements. This work will encompass not only how mind interacts with motor function in the manipulation of machines, but also how, in turn, machine response and function may shape and influence both mind and motor function.

    The Acquisition Research Program (ARP) conducts and supports research in academic disciplines that bear on public procurement policy and management. These include economics, finance, financial management, information systems, organization theory, operations management, human resources management, risk management, and marketing, as well as the traditional public procurement areas such as contracting, program/project management, logistics, test and evaluation and systems engineering management.

    The ARP is interested in innovative proposals that will provide unclassified and non-proprietary findings suitable for publication in open scholarly literature. Studies of government processes, systems, or policies should also expand the body of knowledge and theory of processes, systems, or policies outside the Government.

    Offerors bear prime responsibility for the design, management, direction and conduct of research. Researchers should exercise judgment and original thought toward attaining the goals within broad parameters of the research areas proposed and the resources provided. Offerors are encouraged to be creative in the selection of the technical and management processes and approaches and consider the greatest and broadest impact possible.

    The eXploration Systems and Habitation (X-Hab) 2019 Academic Innovation Challenge is a university-level challenge designed to develop strategic partnerships and collaborations with universities. It has been organized to help bridge strategic knowledge gaps and increase knowledge in capabilities and technology risk reduction related to NASA's vision and missions. In 2016, the X-Hab Challenge scope was formally extended to include other areas of Exploration Systems as well as habitation topics. The competition is intended to link with senior- and graduate-level design curricula that emphasize hands-on design, research, development, and manufacturing of functional prototypical subsystems that enable functionality for space habitats and deep space exploration missions. NASA will directly benefit from the challenge by sponsoring the development of innovative concepts and technologies from universities, which will result in novel ideas and solutions that could be applied to exploration.
    The Advanced Exploration Systems (AES) Division will offer multiple awards of $15k - $50k each to design and produce studies or functional products of interest to the AES Division (see Section 3.2, X-Hab Proposal Topic List) as proposed by university teams according to their interests and expertise. The prototypes produced by the university teams (examples of which are shown in Figure 1) may be integrated into existing NASA-built operational prototypes. Universities interested in participating will submit X-Hab proposals, which will be reviewed by technical experts; subsequent down-selection will determine which projects will be funded. X-Hab university teams will be required to complete their products for evaluation by the AES Division in May 2019. Universities may form collaborations to perform as a single distributed project team.

Innovations at the Nexus of Food, Energy and Water Systems - 0 views

    Humanity depends upon the Earth's physical resources and natural systems for food, energy, and water (FEW). However, both the physical resources and the FEW systems are under increasing stress. It is becoming imperative that we determine how society can best integrate social, ecological, physical and built environments to provide for growing demand for food, energy and water in the short term while also maintaining appropriate ecosystem services for the future. Known stressors in FEW systems include governance challenges, population growth and migration, land use change, climate variability, and uneven resource distribution.The interconnections and interdependencies associated with the FEW Nexus pose research grand challenges. To meet these grand challenges, there is a critical need for research that enables new means of adapting societal use of FEW systems. The INFEWS program seeks to support research that conceptualizes FEW systems broadly and inclusively, incorporating social and behavioral processes (such as decision making and governance), physical processes (such as built infrastructure and new technologies for more efficient resource utilization), natural processes (such as biogeochemical and hydrologic cycles), biological processes (such as agroecosystem structure and productivity), and cyber-components (such as sensing, networking, computation and visualization for decision-making and assessment).

    The mission of DOE's Fossil Energy R&D Program is to ensure the nation can continue to rely on traditional resources for clean, secure and affordable energy while enhancing environmental protection. The Carbon Capture program focuses on developing technologies to control emissions from either post-combustion units (e.g., pulverized coal) or pre-combustion (e.g., Integrated Gasification Combined Cycle, or IGCC). First Generation technologies (i.e. those that are currently being demonstrated or that are commercially available) exist, and Second Generation Technologies (i.e., those that include technology components currently in R&D and are expected to be ready for demonstration in the 2020-2025 timeframe) have shown potential for improvement towards an economic goal for cost of capture at less than $40/tonne, but are still cost prohibitive for broad deployment to the existing coal fleet.
    For Fiscal Year (FY) 2018, the Carbon Capture Program will solicit applications under this FOA to develop technologies in the area of pre-combustion carbon capture. Approaches that look at either hydrogen (H2) separation or carbon dioxide (CO2) separation will be accepted. The carbon capture technologies developed through this FOA will have direct application to coal gasification processes where coal derived synthesis gas or hydrogen are produced. Additionally, because gasification technology is often used to produce industrial chemicals, the technologies developed through this FOA will also be directly applicable to industrial gasifiers. Finally, as these technologies are successfully developed, they can represent an export opportunity to other countries that have a larger installed base of gasifiers than the U.S.

    On January 16, 2018, The Department of Transportation will post a request for letters of interest to perform and document the statewide Systems Engineering Analysis for Autonomous/Connected Vehicle (SEA AV/CV) projects in conformance with 23 CFR 940 and Section 1300 of the Traffic Engineering Manual. Included with this effort will be a review, and recommendations of necessary updates, to the existing statewide and MPO Regional ITS Architectures to ensure consistency with the developed SEA AV/CV document.

    The goal of this effort is to create the statewide framework to guide current and future AV/CV deployments. The requirements of 23 CFR 940 will be handled at the program level to the extent possible via this effort rather than on a project-by-project basis.

    The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative proposals in the area of global scale, multimodal geospatial data cloud platform and analytics development. Proposed research should investigate innovative approaches that enable revolutionary advances in science, devices, or systems. Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice.
    GCA is a 24-month, three-phase program. At present, DARPA seeks innovative proposals covering the tasks in Phase 1 (6 month base effort) and Phase 2 (12 month costed option) of the program. Proposals must address both Phase 1 and Phase 2. Phase 3 will be the subject of a separate procurement.
    For Phases 1 and 2, DARPA seeks proposals in two technical areas (TAs). TA-1 (Scalable Geospatial Data Platform) will provide access to geospatial data and an extensible computing platform on which TA-2 performers can efficiently access and process massive amounts of curated geospatial data. TA-2 (Analytical Applications and Competitions) will create software for use in one or more of the analytics competitions (predicting food shortages, locating fracking construction detection, illegal fishing detection, open call) using data and platforms provided by TA-1 proposers.
    In Phase 1, DARPA anticipates making up to three awards for TA-1 and up to 16 awards for TA-2. A proposer may respond to one or both technical areas but a separate proposal is required for each TA. A TA-2 proposer can propose to one or more competition areas, using costed options if proposing to more than one competition.

    The Engineering Design and Systems Engineering (EDSE) program supports fundamental research into the basic processes and phenomena of engineering design and systems engineering. The program seeks proposals leading to improved understanding about how processes, organizational structure, social interactions, strategic decision making, and other factors impact success in the planning and execution of engineering design and systems engineering projects. It also supports advances pertaining to engineering design and systems engineering in areas that include, but are not limited to, decision making under uncertainty, including preference and demand modeling; problem decomposition and decision delegation; applications of reverse game theory (mechanism design); computer-aided design; design representation; system performance modeling and prediction; design optimization; uncertainty quantification; domain- or concern-specific design methods; and advanced computational techniques for supporting effective human cognition, decision making, and collaboration. Competitive proposals for novel methods will include a plan to evaluate rigorously the effectiveness and performance of the proposed approach. The EDSE program encourages multidisciplinary collaborations of experts in design and systems engineering with experts in other domains. Of particular interest is research on the design of engineering material systems that leverages the unique aspects of a particular material system to realize advanced design methods that are driven by performance metrics and incorporate processing/manufacturing considerations.

    The purpose of this FOA is to support a more efficient method for jurisdictions to de-duplicate the National HIV Surveillance System. The applicant will develop a privacy data-sharing tool capable of identifying potential duplicates across jurisdictions. Activities will include acquiring a Security Assessment and Authorization, negotiating with the 59 jurisdictions to obtain their participation, providing a data sharing tool that will allow for secure, encrypted submission and matching of person-level HIV surveillance data, and providing a report back to jurisdictions on matching levels.
