2018 MBDA Broad Agency Announcement | Minority Business Development Agency - 0 views

    The Minority Business Development Agency (MBDA) will provide Federal assistance to support innovative projects seeking to promote and ensure the inclusion and use of minority enterprises. This Announcement is a mechanism to encourage new activities, education, outreach, innovative projects or sponsorships that are not addressed through other MBDA programs. MBDA has established key priorities designed to overcome the unique challenges faced by minority business enterprises (MBEs). MBDA is now initiating new approaches to serve MBEs that compliment Presidential priorities and U.S. Department of Commerce goals.     The Broadening Participation Research Initiation Grants in Engineering (BRIGE) solicitation is designed to promote the development of early career faculty who will become champions for diversity and broadening participation of underrepresented groups in engineering throughout their careers. BRIGE awards will enable early career faculty to integrate effective diversity and broadening participation strategies in their engineering research, education, and innovation activities. Throughout this solicitation, the term underrepresented groups will refer to and include the following: women, persons with disabilities, and ethnic/racial groups that are in the minority in engineering, which include African Americans, Hispanics, Native Americans, Alaska Natives, and Native Pacific Islanders.     The Centers of Research Excellence in Science and Technology (CREST) program provides support to enhance the research capabilities of minority-serving institutions (MSI) through the establishment of centers that effectively integrate education and research. MSIs of higher education denote institutions that have undergraduate enrollments of 50% or more (based on total student enrollment) of members of minority groups underrepresented among those holding advanced degrees in science and engineering fields: African Americans, Alaska Natives, American Indians, Hispanic Americans, Native Hawaiians, and Native Pacific Islanders. CREST promotes the development of new knowledge, enhancements of the research productivity of individual faculty, and an expanded presence of students historically underrepresented in science, technology, engineering, and mathematics (STEM) disciplines. CREST Postdoctoral Research Fellowship (PRF) awards provide research experience and training for early career scientists at active CREST Centers. HBCU-RISE awards specifically target HBCUs to support the expansion of institutional research capacity as well as the production of doctoral students, especially those from groups underrepresented in STEM, at those institutions.

    This funding opportunity announcement (FOA) supports efforts to disseminate resources and to integrate them into neuroscience research practice. Projects should be highly relevant to specific goals of the BRAIN Initiative, goals that are described in the planning document "BRAIN 2025: A Scientific Vision." They should engage in one or more of the following activities: distribution of tools and reagents; user training on the usage of new technologies or techniques; providing access to existing technology platforms and specialized facilities; minor improvements to increase the scale/efficiency of resource production and delivery; minor adaptations to meet the needs of a user community. Applications strictly focused on technology or software development, rather than dissemination of an existing resource, are not responsive to this FOA. Refinements to microscopes or tools necessary to customize them to the experimental needs of the end users are allowed. Projects should address compelling needs of neuroscience researchers working toward the goals of the BRAIN 2025 report that are otherwise unavailable or impractical in their current form.

    Awards will be made as cooperative agreements to accredited Minority Serving Institutions (MSIs) partnered with non-profit organizations in the United States that are eligible to apply for this NASA Research Announcement (NRA). The period of performance for an award is up to 2 years. Prospective proposers are requested to submit any questions in writing to NASAMUSIC@nasaprs.com no later than 10 business days before the proposal due date so that NASA will have sufficient time to respond.     The Presidential Awards for Excellence in Science, Mathematics, and Engineering Mentoring (PAESMEM) is a Presidential award established by the White House in 1995. The purpose of the award is to recognize U.S. citizens or permanent residents and U.S. organizations that have demonstrated excellence in mentoring individuals from groups that are underrepresented in science, technology, engineering, and mathematics (STEM) education and workforce. Groups that are underrepresented in STEM include women, people with disabilities, underrepresented racial and ethnic minorities, as well as individuals from low socio-economic backgrounds and some geographic regions such as urban and rural areas. The PAESMEM program is administered by the National Science Foundation (NSF) on behalf of the White House Office of Science and Technology Policy (OSTP).     This is a competitive research program with an emphasis on maximizing the impact of research efforts in the areas of occupational safety and health on the overall safety, health, productivity and competitiveness of Ohio's workforce. The program, with minor modifications, is modeled after and similar to the NIOSH National Occupational Research Agenda (NORA).     The National Center for Science and Engineering Statistics (NCSES) of the National Science Foundation (NSF) is one of the thirteen principal federal statistical agencies within the United States. It is responsible for the collection, acquisition, analysis, reporting and dissemination of objective, statistical data related to the science and engineering enterprise in the United States and other nations that is relevant and useful to practitioners, researchers, policymakers and the public. NCSES uses this information to prepare a number of statistical data reports as well as analytical reports including the National Science Board's biennial report, Science and Engineering (S&E) Indicators, and Women, Minorities and Persons with Disabilities in Science and Engineering. The Center would like to enhance its efforts to support analytic and methodological research in support of its surveys, and to engage in the education and training of researchers in the use of large-scale nationally representative datasets. NCSES welcomes efforts by the research community to use NCSES data for research on the science and technology enterprise, to develop improved survey methodologies for NCSES surveys, to create and improve indicators of S&T activities and resources, and strengthen methodologies to analyze and disseminate S&T statistical data.     The competition for individual sites will be for consideration of large and small university-based user facilities, including those at minority-serving institutions, that are geographically distributed and with diverse and complementary capabilities to support current and anticipated future user needs across the broad spectrum of nanoscale science, engineering, and technology domains. The selected individual sites will have autonomy in their operation and management, but will be required to act in concert with a Coordinating Office that will be separately competed and chosen at a later stage. Some sites may choose to partner with facilities at regional or smaller institutions that would bring specific capabilities for users and benefits to student training. The overall collection of selected sites and their capabilities will provide users with cost-effective access both to the specialized tools, processes, and expertise to support complex multi-step fabrication at the nanoscale level for structures, materials, devices, and systems, as well as to the associated instrumentation for characterization, analysis, and probing at these dimensions. The program aims to make these capabilities broadly available to the nation's researchers in academe, industry, and government to help catalyze new discoveries in science and engineering and to stimulate technological innovation.

    Synopsis of Program: The Directorate for Engineering (ENG) and the Directorate for Computer and Information Science and Engineering (CISE), have joined to support the Research Experiences for Teachers (RET) in Engineering and Computer Science program.
