    The goal of the NSF Smart and Connected Communities (S&CC) program solicitation is to accelerate the creation of the scientific and engineering foundations that will enable smart and connected communities to bring about new levels of economic opportunity and growth, safety and security, health and wellness, and overall quality of life. This goal will be achieved through integrative research projects that pair advances in technological and social dimensions with meaningful community engagement.
    For the purposes of this solicitation, communities are defined as having geographically-delineated boundaries-such as towns, cities, counties, neighborhoods, community districts, rural areas, and tribal regions-consisting of various populations, with the structure and ability to engage in meaningful ways with proposed research activities. A "smart and connected community" is, in turn, a community that synergistically integrates intelligent technologies with the natural and built environments, including infrastructure, to improve the social, economic, and environmental well-being of those who live, work, or travel within it.
    A proposal for an S&CC Integrative Research Grants must include the following:
    Integrative research that addresses the technological and social dimensions of smart and connected communities;
    Meaningful community engagement that integrates community stakeholders within the project;
    A management plan that summarizes how the project will be managed across disciplines, institutions, and community entities; and
    An evaluation plan for assessing short-, medium-, and long-term impacts of the proposed activities.

Proposed Enhancements to Pavement ME Design: Improved Consideration of the Influence of... - 0 views

    Expansive clay soils that are susceptible to shrink and swell, and silty soils that are susceptible to frost heave are found in many parts of the United States. At these locations, these soils serve as the subgrade of the pavement structure. The AASHTOWare Pavement ME Design (formerly DARWin-ME) and the AASHTO Mechanistic-Empirical Pavement Design Guide Manual of Practice (MEPDG) (see Special Note A) provide a methodology for the analysis and performance prediction of new and rehabilitated pavements. Although the performance of these pavements is known to be closely related to properties of the subgrade, the performance predicted by this methodology does not adequately consider the influence of subgrade soils susceptible to shrink/swell and/or frost heave on pavement performance. There is a need to evaluate the procedures contained in the Pavement ME Design and identify or develop enhancements (in the form of modified or new models) to ensure that the procedures appropriately account for the influence of these types of subgrade soils on the performance of new and rehabilitated pavements. Incorporating these enhancements into the Pavement ME Design procedures will allow an improved analysis and design of pavement structures.

Middle Rio Grande Native Water Leasing and Habitat Restoration Pilot Program - 0 views

    This Cooperative Agreement is a 5-year project for development and implementation of a Native Water Leasing Pilot Program for the Middle Rio Grande (MRG) to be developed and implemented jointly by the National Fish and Wildlife Foundation (NFWF) and the Bureau of Reclamation (Reclamation) in coordination with the Middle Rio Grande Conservancy District (MRGCD). Water acquired under the Program will be used to support implementation of the December 2016 Final Biological Opinion for Bureau of Reclamation, Bureau of Indian Affairs, and Non-Federal Water Management and Maintenance Activities on the Middle Rio Grande, New Mexico (2016 BiOp). The primary focus of the Cooperative Agreement is to develop and implement the cooperative pilot Program with MRGCD and willing sellers over a 5-year implementation period to acquire water for environmental use in the MRG. Through pilot implementation, the Program will set the stage for expanded native water leasing and other voluntary measures at scale as win-win solutions for the river, local communities, agricultural producers, and MRGCD over the long term. Further, it provides a key component of a large-scale long-term opportunity to combine instream water leasing with the restoration of riparian and upper watershed habitats along with other initiatives to advance landscape-scale restoration in the MRG. Areas where collaboration with other agencies and partner organizations will broaden the scope of the effort, leverage additional funding, and increase the prospects for long-term success will be identified throughout the effort.

    The National Science Foundation (NSF) seeks to develop and nurture a national innovation ecosystem that builds upon fundamental research to guide the output to facilitate the application of scientific discoveries closer to the development of technologies, products and processes that benefit society.

    In order to maintain, strengthen and grow a national innovation ecosystem, NSF has established the Innovation Corps - National Innovation Network Teams Program (I-Corps Teams). The NSF I-Corps Teams Program purpose is to identify NSF-funded researchers who will receive additional support in the form of entrepreneurial education, mentoring and funding to accelerate innovation that can attract subsequent third-party funding.

    The purpose of the NSF I-Corps Teams grant is to give the project team access to resources to help determine the readiness to transition technology developed by previously-funded or currently funded NSF projects.     Grants-in-Aid:
    The Grants-in-Aid program is designed for researchers at the assistant professor level who experience difficulty in competing for research funds because they have not yet become firmly established. Grants-in-Aid can also be made to senior scientists. All applications will be judged on the scientific merit and innovative aspects of the proposal, as well as on past performance and evidence of the applicant's continued productivity. Grants-in-Aid are awarded for a one-year period and do not exceed $30,000.
